Turning Away From Your Slavic Brother: The Effects Of Identity On Relations Between Russia And Belarus

On September 24, 2011, it was announced that Putin would run for president once again in 2012. The reaction in the West was that ―the more things change, the more they stay the same.‖ The Western conception of the post-Cold War Russia is often one of remarkable consistency since the turn of the century. This Western narrative focuses on an autocratic Putin reigning over his resurgent and confrontational Russia. Does this narrative tell the story of Russia today, or does it instead obscure it? To answer this I have elected to analyze Russian identity and how it relates to Russia‘s foreign policy with Belarus, traditionally a close ally of Russia. Analyzing news articles from state-owned Russia Today, I look at changes in reporting and Russian identity over time. I argue that a shift in Russian identity towards a more liberal outlook between 2006 and 2010 motivated a degradation of relations with Belarus. I argue that once the simplified narrative of a resurgent Russia is peeled back, a closer look reveals competing identities and competing interest groups in Russia‘s domestic arena. Finally I conclude that not only does identity play a pivotal role in Russia‘s relations, but also that researching identity is important in that it gives us a window into a fairly closed regime that lies at the center of the global stage. Discovering how Russian identity reacts to and influences foreign policy can offer insight into the domestic framework of contemporary Russia, as well as offer us an understanding of how central ideas are to crafting the world around us

The Fear Factor : Exploring the Effects of Intimidation Tactics Used Against Activists Providing Aid at the Border Between Poland and Belarus

This thesis explores how the tactics of intimidation, harrassment and criminalization impact the activists providing humanitarian assistance to migrants at the border between Poland and Belarus. Through an investigation of the relations of power between the authorities, the activists and the migrants, this study aims to understand the complex context of the border in which the activists provide the assistance. With the aim of exploring how the activists operate under the threat of criminalization, it makes a contribution to the emerging body of research on the phenomenon of criminalization of grass-roots humanitarian efforts, which has been on the rise in Europe and around the world. The findings reveal that as a result of the state imposed measures, such as heavy militarization and policing of the broder, as well as restrictions on freedom of movement and public access to information, the humanitarian aid is provided in an atmosphere of fear. Nevertheless, the desired effect of deterrence is not achieved, as the activists perceive providing aid as their duty.

<p>Nonetheless IT sector is considered as highly competitive Belarus is listed in the top five, while also be-ing in the transitional stage. Thus, this thesis examined the tendencies of the quality management in Bel-arus IT industry. TQM, commonly used control system – ISO, and Business Excellence Models – Mal-colm Baldrige National Quality Award (MNBQA) and European Foundation for Quality Management (EFQM) were used as the basis for our research. The main premise for the research is that it is not nec-essary to excel in all concepts of TQM, where ISO was used as the primary step towards total quality.</p><p>Hence it was deduced that quality in the collected sample differs among the concepts. Even though the main concept of customer satisfaction is acknowledged, the human factor is still undervalued. This might also be the flaw hinged by ISO. War of words: Framing of the United States in Selected Belarusian newspapers in 2009

The purpose of this study was to examine the peculiarities of framing of the United States in selected Belarusian newspapers during first six months of the Obama administration. The concepts of anti-Americanism, authoritarian model of mass media and framing were chosen as a theoretical framework. This study was focused on the two main questions: first, what is the difference in how Belarusian state-run and independent newspapers frame the U.S., and second, what is the mechanism of creating negative image of the U.S. in Belarusian newspapers. In order to provide comprehensive answers to both questions the multi-method approach (involving methods of content and framing analysis) was chosen. As this study demonstrated, the state-run and independent newspapers present a very different image of the U.S.: state-run newspapers present the U.S. within a scope of strong negative frames. However, the picture in the independent newspapers is the opposite: out of four general frames three were positive and one was neutral-positive. The results of the content analysis showed that negative images of the United States do not necessarily have to be promoted through direct judgmental statements, but could rather be initiated by means of selecting certain negative facts for publication, often from unidentified sources. By concentrating their attention on crime, natural catastrophes, manipulating statistical data, omitting sources of information and selecting foreign experts who are critically inclined against the U.S media create a negative image of the United States.

STRATEGIC ENVIRONMENTAL ASSESSMENT IN A COUNTRY OF TRANSITION:

Abstract SEA is currently becoming an important tool for sustainable development. The main principles of SEA are to incorporate environmental considerations to the process of development of strategic documents and to make the process of the decision-making more transparent. Over the past years, there have been an increasing number of countries especially transitional and developing countries such as Belarus that consider joining the international conventions for SEA such as EU Directive 2001/42/EC (the SEA Directive) and UNECE SEA Protocol. This research focuses on the capacity assessment for SEA implementation in Belarus. The benchmarks for SEA capacity assessment were defined. For identifying the approaches for SEA implementation in the countries in transition, the experience of the countries of Central and Eastern Europe was analyzed. The capacity assessment for Belarus was made involved three levels, namely, system level, as well as organizational and individual levels. The paper analyses strengths, weaknesses, opportunities and threats for SEA implementation in Belarus. The study concludes with some suggestions that might help to improve capacity for SEA implementation.

This is a study about the transition process and the consolidation of power in Belarus. In this paper the concept of "authoritarian state building and the sources of regime competitiveness in the fourth wave" is the major theory used. After giving a description of the theory‟s concepts a short historical background of Belarus follows. Chapters four describes and explain the political situation in Belarus during five periods. After each period I analyze the situation on the basis of the suppositions from the theory. The thesis also tries to explain the conditions needed for an authoritarian regime to be established. The result of the concluding discussion shows that the major theory in this thesis presents important factors that can help to explain why and how the autocratic rule in Belarus has been consolidated.

Mer än bara mynt : En nätverksanalys av bysantinska silvermynt från 900- och 1000-tal / More than just coins : A network analysis of Byzantine silver coins from the 10th and 11th centuries.

In the mid-10th century there was an increase of Byzantine coins to the Baltic area alongside the shift from the eastern Islamic dirhems to a western focus on German coins. This thesis sets out to study networks around the Baltic area from a perspective of Byzantine miliaresion minted by Constantine VII and Romanus II, Nicephorus II, John I Tzimisces and Basil II. The material consists of coin finds in foremostly hoards but also some grave finds from Gotland, mainland Sweden, Denmark, Poland, Belarus, Estonia and Finland. This essay will combine the use of two different methods, first a network analysis in Pajek and then a spatial analysis in GIS. With these two methods I want to investigate what the Byzantine coins can tell us about the transition period between the import of Islamic coins and German coins. Together with the Byzantine coins I will use other materials from Gotland such as shorttwig and longbranch runes, a type of metal vessel found in graves and a type of clay vessel with a special mark on the bottom. They will highlight different aspects of the Viking age networks, with a focus on Gotland. The result showes that the import of Byzantine silver coins into the Baltic in the 10th century consists of two phases. The first phase consists of miliaresia minted by Constantine VII and Romanus II, Nicephorus II and John I Tzimisces which were probably imported through Poland. On their way through Poland they mixed with early southern German coins from Bayern and Schwaben on their way to Denmark and Gotland. With the second phase the eastern coin import temporarily gets an upswing. The coins minted by Basil II are more commonly found on Gotland and in Estonia which lead me to conclude that these could have been imported by Gotlandic individuals on their travels east.

Práce se věnuje managementu bilingvismu v situaci jazykového posunu, tj. tomu, jak se jednotlivci a organizace chovají vůči dvojjazyčnosti, jak s ní zacházejí, a to v situaci, kdy společnost přechází od užívání jednoho jazyka k jazyku jinému. Práce se konkrétně zaměřuje na vybrané, dosud méně zkoumané aspekty současné jazykové situace v Bělorusku. Analyzované aspekty zahrnují: 1) geosémiotiku a management jazykového posunu na nápisech ve veřejném prostoru, 2) management jazykových problémů se zaměřením na školství a 3) snahy o obrácený jazykový posun k běloruštině. Pozornost se přitom věnuje korespondencím mezi jazykovým managementem občanů a státních nebo jiných veřejných organizací. Cílem práce je přispět jak k lepšímu poznání jazykové situace v Bělorusku, tak k rozpracování některých sociolingvistických konceptů, jako je zejména jazykový posun a jazykový problém. Práce aplikuje teorii jazykového managementu jako obecný model jazykového posunu a jako instrument k diagnostikaci jazykových problémů. Při aplikaci teorie v uvedených kontextech se ukázalo jako užitečné rozšířit ji o koncept diskurzu a kolektivního jednání, které pomůžou konceptualizovat propojení mezi jednoduchým a organizovaným jazykovým managementem, respektive mezi mikrosociální a makrosociální rovinou.
