In the attempt to recover the history of these institutions we seldom have access to information about who were the readers and how they used this reading space. This is a condition shared by the Municipal Public Library of Campina Grande-PB, founded in 1938 and on which there are few records showing the different stages undergone by the institution over time. On its readers, we have only a few references from the 1950s, when they are to be mentioned in local newspapers texts, but just to have highlighted their absence in the library and their practices rejected. This research - which is a part of a line of studies called History of Reading (CHARTIER, 1996; 2002; 2003; 2012) and understands reading as a social practice - discussed the following questions: what is the history of the Municipal Public Library of Campina Grande-PB (BPMCG) and how this institution was inserted in the cultural context of the city, in three different times - the first years after its foundation, in the 1950s and today? Who are the readers who used the loan service between July / 2008 and May / 2011 and what are their reading practices and their forms of appropriation of the Library? Our overall goal was, therefore, to register the history of the Municipal Library of Campina Grande-PB, at these three mentioned times, and to describe reading stories and practices carried out by its readers in this space or because of it: what they read, how they read, why they read, and how often they read. Contrary to historically constructed speech about BPMCG, where by there are no readers using the institution, we confirmed our thesis that not only these readers exist, but they have their particular way of appropriating the institution and find in it an important support for building their particular reading history as well. The existence of these readers in the library is often denied and their practices are historically rejected, a condition which condemns them to an invisibility which, however, does not correspond to the actual appropriation of reading space by its regulars. / As bibliotecas, espaços criados para armazenar as obras produzidas, mas também para protegê-las e difundi-las, tiveram sempre um destino incerto, entre a construção e a destruição, e finalidades distintas – entre a guarda do livro como tesouro e a abertura para o público. Ao tentar recuperar a história de instituições dessa natureza, raramente temos acesso a informações sobre quem eram seus leitores e como se apropriaram desse espaço de leitura. Essa mesma condição se aplica à Biblioteca Pública Municipal de Campina Grande-PB, fundada em 1938 e sobre a qual há poucos registros que comprovem as diferentes etapas pelas quais passou essa instituição ao longo do tempo. Sobre os seus leitores, temos referências apenas a partir da década de 1950, quando estes passam a ser mencionados em textos de jornais locais, mas apenas para terem sua ausência na biblioteca destacada e suas práticas rejeitadas. A presente pesquisa – que se insere na linha de estudos denominada História da Leitura (CHARTIER, 1996; 2002; 2003; 2012) e entende leitura como prática social – discutiu as seguintes questões: qual a história da Biblioteca Pública Municipal de Campina Grande-PB (BPMCG) e de que forma essa instituição se inseriu no contexto cultural da cidade, em três diferentes momentos – nos primeiros anos após sua fundação, na década de 1950 e nos dias atuais? Quem são os leitores que utilizaram o serviço de empréstimo entre julho/2008 e maio/2011, quais suas práticas de leitura e formas de apropriação da Biblioteca? O nosso objetivo geral foi, portanto, registrar a história da Biblioteca Municipal de Campina Grande-PB, em três momentos distintos, bem como descrever as histórias de leitura e as práticas realizadas pelos seus leitores nesse espaço ou em função dele: o que leem, como leem, por que leem, com que frequência etc. Contrariamente ao discurso historicamente construído a respeito da BPMCG, segundo o qual não há leitores utilizando a instituição, confirmamos nossa tese de que não apenas esses leitores existem, como têm sua forma particular de se apropriar da instituição e encontram nela um importante apoio para a construção da sua história particular de leitura. A existência desses leitores na biblioteca é, por vezes, negada e suas práticas são historicamente rejeitadas, condição esta que os condena a uma invisibilidade que, no entanto, não corresponde à apropriação efetiva desse espaço de leitura por parte de seus frequentadores.

Esta pesquisa histórica tem como objetivo recuperar e reinterpretar dados sobre a relação estabelecida entre o poder oficial e a constituição da biblioteca pública no Brasil, especialmente durante os regimes de exceção: a Era Vargas e o Regime Militar. Entretanto, para contextualizar esse objeto, tivemos que estender essa linha do tempo para o passado, e recuperar as origens da prática censória à liberdade de expressão do pensamento, e para o futuro, em razão da tendência à reedição de ciclos, políticas e decisões oficiais cada vez mais sofisticadas para fazer frente às manifestações sociais que reivindicam práticas democráticas justas e igualitárias. Por meio de uma análise qualitativa, pudemos recuperar a gênese da formação do bibliotecário e da Biblioteconomia como área de atuação técnica e científica no Brasil. Destacamos também a importância da biblioteca pública como espaço para a preservação e acesso à diversidade de pensamento e acesso ao conhecimento plural e libertário. Explicitamos ainda a necessidade de desenvolvimento do potencial político tanto do profissional quanto desse campo do conhecimento que ainda deverá se tornar manifesto como alternativa nesta trajetória de contínua transformação e evolução na prestação de um serviço de utilidade pública e emancipação social. / This historical research has the objective to recover and reinterpret data about the relation established between the official power and the constitution of the public library in Brazil, especially during the regime of exception regime: Vargas Era and Military Regime. However, in order to contextualize this object, we had to extend this timeline to the past, and reclaim the origins of the censorship practice to freedom of thought, and to the future, due to the tendency of official reprint cycles, every time more sophisticated to be able to cope with the social manifestations that have claimed for democratic, fair and equalitarian practices. Through a qualitative analysis, we could recover the genesis of the training of librarians and Librarianship as an area of technical and scientific activities in Brazil. We also highlight the importance of the public library as a space for preservation and access to diversity of thought and access to knowledge plural and libertarian. We explain the need for developing the political potential of both the professional and this field of knowledge - which is yet to become clear - as an alternative course of this ongoing transformation and evolution in providing service of public utility and social emancipation.

Esta dissertação traz para estudo a criação da Divisão de Bibliotecas do Departamento de Cultura e Recreação da Prefeitura de São Paulo (1935). Apresenta, discute e analisa a política cultural colocada em prática, bem como as ações que foram realizadas pela Biblioteca Infantil, Biblioteca Municipal, Biblioteca Circulante e Biblioteca Popular no período de 1935 até 1938. Apresenta as discussões políticas, documentos de época, organograma das estruturas de governo, as preocupações com pessoal e orçamento para a realização das atividades na Divisão de Bibliotecas. Discute a relação do Estado frente a projetos que envolvam a informação, a cultura e a sociedade, na perspectiva compreensiva no campo das políticas culturais. Identifica os pontos de articulação que as bibliotecas públicas da Divisão de Bibliotecas realizaram com o Estado à luz das políticas culturais. Conclui que o Departamento de Cultura e a criação da Divisão de Bibliotecas estabeleceu um novo padrão de intervenção do Estado na área da cultura, bem como nas atividades realizadas pelas bibliotecas públicas em sociedade. / This research study brings to the creation of the Division of Libraries, Department of Culture and Recreation of the City of São Paulo (1935). Presents, discusses and analyzes the cultural policy put in place as well as the actions that were performed by the Children\'s Library, City Library, Library Current and Popular Library in the period from 1935 until 1938. Features political discussions, documents time chart of government structures, concerns over staff and budget to carry out the activities in the Division of Libraries. Discusses the relationship of the state against projects involving information, culture and society, comprehensive perspective in the field of cultural policies. Identifies the points of articulation that public libraries of the Division of Libraries held with the State in the light of cultural policies. Concludes that the Department of Culture and the Creation of the Division of Libraries has set a new standard for state intervention in the field of culture as well as the activities carried out by public libraries in society.

Definitions like that one were not uncommon during the XIX century, when there was talk of novelistic stories. At that time, reading a novel was done among several impasses and interests, that is, consuming fiction books was a practice discussed by many crossed speeches. That is why speaking about historical uses of reading is to contribute to an analyses of book culture and of its place and meaning in a particular historical situation. Our work discusses the reading practices in the Provincial Library of Ceará, in the perspective of a critical mapping of books circuit in Fortaleza in the last decades of the XIX century. / Em 1915, um dos romances mais lidos na Biblioteca Provincial do Ceará entre 1878 e 1887, A mulher adúltera, do espanhol Enrique Perez Escrich, foi definido numa espécie de índex como “uma obra indigna de um lar”. Definições como essa não foram incomuns ao longo do século XIX quando se falava das histórias romanescas. Aqui, a leitura de um romance acontecia no meio de vários impasses e interesses. Ou seja, consumir ficção impressa era uma prática de muitos discursos cruzados. Por isso que falar dos usos históricos da leitura é contribuir para uma análise da cultura do livro, seu lugar e significado numa determinada configuração histórica. Nossa pesquisa discute as práticas de leitura na Biblioteca Provincial do Ceará na perspectiva de uma cartografia crítica do circuito das letras em Fortaleza nas últimas décadas do XIX.

The work, which is qualitative, was done from bibliography research, and is based in author as Certeau, Halbwachs, Bakhtin, Chartier, Abreu, Melo, Silva, and more. It was done analysis of documents and interviews with six people from the city of Rio Verde who have seen the development of the PMLRC, since its foundation until nowadays. The goal of these interviews was to get information about the memory and history of this place where lies culture and information. Twenty-nine readers of PMLRC were interviewed, and based on these interviews, it was done an analysis about the practice and representation of reading of these people, who came from different social classes, and also were from different ages and literacy. A research to measure the level of support offered by the library to its readers and about projects developed by it to reach these readers also was done. In order to achieve the goal, an analysis about the relationship between the public library and the schools of the city, and the community as well, was approached. The result of the work was amazing. It goes against the most people think about Brazilian s habit of reading. The PMLRC is noted by most of the people who attend it as a valorous public institution which exists to supply the needs of the different readers of the city, supporting them with its materials (books, magazines, newspapers, comic books). The public power is criticized for the lack of investment in the library in different areas: new books, appropriate furniture, conservation of the building and even to hire specialized people. Nevertheless all difficulties, the PMLRC has been a place to build readers and has been done great progress in readers lives, who find in this place an ambient of information, culture and leisure / Essa pesquisa tem como objetivo analisar as práticas e representações de leitura e a formação de leitores constituídas no espaço da Biblioteca Pública Municipal Rosulino Campos BPMRC, na cidade de Rio Verde GO, a partir da memória e da história dessa instituição. O trabalho, de caráter qualitativo, foi realizado através de estudos bibliográficos, tendo por base autores como Certeau, Halbwachs, Bakhtin, Chartier, Abreu, Melo, Silva, dentre outros. Foram feitas análise de documentos e entrevistas com 06 pessoas da cidade de Rio Verde que vivenciaram a trajetória da BPMRC, desde a sua fundação até os dias atuais, visando à coleta de dados sobre a memória e história deste espaço de cultura e informação. Foram entrevistadas 29 pessoas leitoras da BPMRC, das mais variadas classes sociais, idade e grau de escolaridade, para a análise das suas práticas e representações de leitura, como também foi elaborado um estudo das condições de funcionamento, do atendimento ao público leitor, dos projetos de leitura ali realizados e da relação biblioteca-escolas da cidade e biblioteca-comunidade. Os resultados, ao contrário do discurso do senso-comum que diz que brasileiro não lê , indicaram que a BPMRC é representada pela maioria dos leitores que a freqüenta como um bem público, coletivo, onde existe uma multiplicidade de material impresso (livros, revistas, jornais, gibis) para atender à diversidade de leitores da cidade. O poder público é criticado pela falta de investimentos na biblioteca, no que diz respeito à atualização do acervo, compra de mobiliários, manutenção do prédio e investimento na contratação de profissionais. Mesmo diante de todas as dificuldades, a BPMRC se configura como um espaço de formação de leitores, e que vem fazendo diferença na vida de muitas pessoas, que encontram nesse ambiente um caminho para a informação, formação, cultura e lazer.

A amostra foi composta pelos leitores que frequentam, como também os que deixaram de frequentar o Setor de Empréstimo da BJMJr, localizada no bairro Rio Vermelho, na cidade de Salvador-BA. Durante a investigação, foi realizada a pesquisa aplicada em nível descritivo com abordagem metodológica de natureza quanti-qualitativa, no intuito de mapear, analisar e identificar os dados coletados por meio dos questionários aplicados com 32 (trinta e dois) idosos. O presente estudo inclui fundamentação teórica e suas relações no contexto social da Ciência da Informação, tendo como hipótese a dificuldade de locomoção possuir função causadora do decréscimo na frequência de usuários na biblioteca pública supracitada. Como resultado observou-se o interesse dos leitores por este serviço e a sugestão de que o Sistema de Biblioteca Pública Estadual desenvolva áreas dedicadas à inovação dos seus serviços e produtos. / ABSTRACT The aim of this research was to investigate whether elderly readers from the Circulation/Borrowing Section of Biblioteca Juracy Magalhães Junior (Juracy Magalhães Junior Library) have interest in the use of the system/service of delivery when borrowing book, bearing in mind innovation in public library, as a community outreach service. The data was composed by readers who are regular visitors and those who stopped visiting the Circulation/Borrowing Section of Biblioteca Juracy Magalhães Junior, located in Rio Vermelho, a neighborhood of Salvador, a city in the State of Bahia, in Brazil. During investigation, a survey was applied, in descriptive level, using quantitative-qualitative methodological approach and aiming the mapping, analysis and identification of the data collected from the questionnaires given to 32 elderly people. The current study includes theoretical basis and its connections to social context and Information Science, bringing the hypothesis for how mobility limitation might generate a decrease in the frequency of those readers in the library aforementioned. As result, it was observed the interest of readers in the delivery service, and the suggestion for the Sistema de Biblioteca Pública Estadual (State Public Library System, a state department responsible for the administration of public libraries) to develop areas dedicated to the innovation of service and products.

Finaliza, destacando a importância da construção de políticas públicas estruturantes e permanentes para as bibliotecas, com base nas diretrizes e eixos trazidos pelo Plano Nacional do Livro e Leitura – PNLL (2006), proposto pelo Ministério da Cultura (MinC), enquanto documento norteador para a elaboração dos planos municipais e estadual do livro e leitura em Pernambuco. / Analyzes the current situation of Pernambuco public libraries and discusses the importance of public policies for public libraries, public spaces understood as access, dissemination and use of information and culture. This is a descriptive and bibliographical, aims to discuss and advocate the construction of public policies aimed at state public libraries, seen as social institutions that should serve as cultural centers search. Presents and analyzes the main data collected by the 1st National Census of Public Municipal Libraries, conducted in 2010 by the Fundação Getúlio Vargas (FGV) and the Report of the First Meeting of State Public Libraries of Ontario (EEBPPE), conducted in 2012 by Pernambucano Forum in Defense libraries, Books and Reading, which brings a preliminary mapping of the current situation of public libraries in Pernambuco. Concludes by highlighting the importance of building structural and permanent public policies for libraries, based on the guidelines and axes brought by the National Plan Book and Reading - PNLL (2006), proposed by the Ministry of Culture (MinC), while guiding document for the development of municipal and state plans and book reading in Pernambuco.
