nÃo hà / Com o advento do Sistema Nacional de AvaliaÃÃo da EducaÃÃo Superior (Sinaes), o Sistema de Bibliotecas da Universidade Federal do Cearà tenta ajustar-se Ãs novas exigÃncias dos ÃrgÃos reguladores no que concerne à polÃtica de desenvolvimento do acervo. Por estar inserida na dimensÃo infraestrutura, esse ajuste ocorre somente com a participaÃÃo, em conjunto, das coordenaÃÃes dos cursos de graduaÃÃo e PrÃ-Reitoria de GraduaÃÃo. Para compreender melhor esta correlaÃÃo, este trabalho tem como objetivo geral avaliar a polÃtica de desenvolvimento do acervo do Sistema de Bibliotecas da Universidade Federal do Cearà e sua interface com a avaliaÃÃo dos cursos de graduaÃÃo. Para sua operacionalizaÃÃo quatro objetivos especÃficos buscaram: identificar e analisar junto Ãs coordenaÃÃes dos cursos, as dificuldades estruturais e de adequaÃÃo das solicitaÃÃes de livros na atualizaÃÃo do acervo das bibliotecas; correlacionar os tÃtulos bÃsicos presentes no projeto polÃtico pedagÃgico dos cursos ou nos programas de disciplinas com a listagem solicitada pelas coordenaÃÃes; descobrir com que frequÃncia essas atualizaÃÃes de acervo sÃo realizadas pelas coordenaÃÃes; identificar junto a alguns alunos dos cursos escolhidos para a pesquisa, suas expectativas em relaÃÃo ao acervo das bibliotecas; pesquisar e analisar os resultados da avaliaÃÃo dos cursos de graduaÃÃo no aspecto atualizaÃÃo das bibliografias bÃsicas nos Ãltimos dois anos. Para o intento a investigaÃÃo adotou o mÃtodo descritivo como procedimentos metodolÃgicos, coletando os dados em cinco cursos escolhidos nos campi de Fortaleza, Geografia, Enfermagem, Engenharia MetalÃrgica, Economia DomÃstica e Direito. A coleta utilizou as bibliografias bÃsicas destes cursos, as suas listagens de compras enviadas para a Biblioteca UniversitÃria, bem como de entrevistas estruturadas com os coordenadores dos cursos, usuÃrios da biblioteca e servidores da PrÃ-Reitoria de GraduaÃÃo. Os dados levantados pela pesquisa apontam a falta dos tÃtulos que compÃem a bibliografia bÃsica dos cinco cursos de graduaÃÃo da Universidade Federal do CearÃ. Da anÃlise parcial resulta que a acomodaÃÃo, a resistÃncia, a autonomia e a falta de comunicaÃÃo sÃo fatores que atuam no desenvolvimento desordenado do acervo e que nÃo atende as novas exigÃncias do MEC tampouco aos alunos. / With the advent of the National System of Higher Education Evaluation (Sinaes), the library system of the Federal University of Ceara tries to meet the new requirements of the regulating bodies regarding to the archive developing policy. However, such adjustments only occur alongside with the participation and collaboration of both coordinating bodies, namely, the undergraduate courses and the Dean of graduate courses. To better understand this correlation, this study aims to evaluate the overall development policy of the archive of the Federal University of Cearà Library System and its interface with the evaluation process of undergraduate courses. For such a task four specific objectives were proposed; identify and analyze with the coordinating bodies of both courses, the structural difficulties and suitability upon requesting books from the library updated archive , correlate basic titles present in the political pedagogical project of courses and programs of academic subjects with the listing requested by different fields of study; to find out how often these updates are performed by the coordinating bodies, verify with some students their expectations regarding the archives of the libraries; research and analyze the results of the evaluation of undergraduate courses in basic aspect updating bibliographies over the past two years. For such research the descriptive method as methodological procedures were used and adopted. Collecting data in five courses chosen in Fortaleza campus, Geography, Nursing, Metallurgical Engineering, Home Economics and Law. The data collecting used the bibliographies of these basic courses, their lists sent to the University Library, as well as structured interviews with coordinators of the courses, library users and the personnel of Dean of Undergraduate. The data collected by the survey points out the lack of titles that make up the basic bibliography of the five undergraduate courses of the Federal University of CearÃ. Partial results of the analysis show that accommodation, resistance, autonomy and lack of communication are basic factors that cause a disorderly development of the archive and that does not meet the either new requirements demanded by MEC nor the students.

CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / The Globalized society has become centered in the application of information and of knowledge so that the High Education Institutions (IES) are affected by such social changes once they already have information as raw material. The university library has become a strategic equipment for the implantation of new sorts of management in the IES. In such context, we aim, with this research, to develop the management strategic method, adapted for university libraries, particularly in the Health and Science Library of the Federal University of CearÃ-UFC, proposed by Kaplan and Norton (1997): the Balanced Scorecard â BSC. The methodology used for the elaboration of the method proposed the accomplishment of 9 (nine) stages: define the selected organizational unity;establish or define the organization vision and mission; proceed to the swot analysis; determine global strategies; define perspectives; select strategic objectives; define indicators and goals for each objective; suggest strategic actions and working out of the strategic map. The implantation process was described through the analysis of the four perspectives: social responsibility perspective, of the clients, of the internal processes and of learning and growing. The evaluation of results was positive concerning strengthening to subsidies to improve the strategic management of the UFC- Health and Sciences Library and to serve as a parameter for other High Education Institutions (IES) university libraries. Thus, it was concluded that the method used presented effective results for the library analyzed while it is used as inspiration for deepening the strategies determined as essential for the institution consolidation and growing. It also encourages the continuous search for learning and excellence for the social accomplishment of the university library mission / As InstituiÃÃes de Ensino Superior (IES), inseridas na sociedade do conhecimento, sÃo afetadas por mudanÃas que envolvem o gerenciamento da informaÃÃo como instrumento essencial para uma gestÃo eficiente. Diante dessa realidade, a biblioteca universitÃria torna-se um equipamento estratÃgico para a implantaÃÃo de novas formas de gerenciamento das IES. Nesse contexto, objetiva-se neste trabalho desenvolver o mÃtodo de gestÃo estratÃgica, adaptado para bibliotecas universitÃrias, particularmente na Biblioteca de CiÃncias da SaÃde da UFC, proposto por Kaplan e Norton (1997): o Balanced Scorecard â BSC. A metodologia usada na elaboraÃÃo do mÃtodo propÃs a realizaÃÃo de 9 (nove) etapas: definir a unidade organizacional selecionada; estabelecer ou definir a visÃo e a missÃo da organizaÃÃo; proceder à anÃlise swot; determinar estratÃgias globais; definir perspectivas; selecionar objetivos estratÃgicos; definir indicadores e metas para cada objetivo; sugerir aÃÃes estratÃgicas, e elaborar o mapa estratÃgico. O processo de implantaÃÃo foi descrito pela anÃlise das quatro perspectivas: perspectiva de responsabilidade social, dos clientes, dos processos internos e do aprendizado e crescimento. A avaliaÃÃo dos resultados foi positiva com referÃncia ao fornecimento de subsÃdios para melhorar a gestÃo estratÃgica da Biblioteca de CiÃncias da SaÃde da UFC e servir de parÃmetro para outras bibliotecas universitÃrias de instituiÃÃes de Ensino Superior â IES. Conclui-se, assim, que o mÃtodo aplicado apontou resultados eficazes para a biblioteca analisada, à medida que serve de inspiraÃÃo e norte para o aprofundamento das estratÃgias determinadas como essenciais para a consolidaÃÃo e o crescimento da instituiÃÃo, bem como incentiva a busca contÃnua de aprendizagem e de excelÃncia para o cumprimento social da missÃo da biblioteca universitÃria

nÃo hà / This study involves the use of Portal de PeriÃdicos da CAPES by the students of Federal University of Cariri, Campus de Juazeiro, State of CearÃ, Brazil. Through exploratory and descriptive case study, the use of this tool is analyzed by student profile characteristics and the effects of actions of the global and local public information policies such as implementation, divulgation and user training. Indeed, the research reassures the portal as the main scientific database available for the Brazilian academic community, and, at local level, the unique institutional tool for scientific publications. Also it highlights that the majority of respondents indicated that they know about the existence of the portal, although this fact does not ensure and effective retrieval and use of information. As main reasons that encourage the use, this study shows the role of the professors, especially due to academic obligations. As limitations of use, this research indicates the studentâs linguistic incompetence to deal with texts in other languages, and the lack of ability to perform appropriately on searching for information, caused mainly by the insufficient educational actions on users training. In spite of the lacking training situation, it found out that the library is the main provider of the existing training actions. Finally, the research concludes that there is a long way to put the academic community, especially students, in the current patrons of access of scientific information, a task that will demand more education actions of users provided by library in cooperation with the others segments of the university, such as professors. / A pesquisa trata do uso do Portal de PeriÃdicos da CAPES pelos discentes da Universidade Federal do Cariri, Campus de Juazeiro do Norte. Por intermÃdio de pesquisa exploratÃrio-descritiva, analisa-se a percepÃÃo dos pesquisados sobre o uso do portal de periÃdicos da Capes, retratado à luz do perfil do discente e efeito das aÃÃes, na forma de polÃticas pÃblicas de informaÃÃo, de implementaÃÃo (divulgaÃÃo) e instruÃÃo nos planos local e global, bem como as limitaÃÃes apontadas pelos usuÃrios do Portal. Com efeito, constata-se que o portal se configura como o principal meio de acesso à informaÃÃo cientÃfica pela comunidade acadÃmica brasileira, e ferramenta institucional para acesso a produÃÃes cientÃficas na contextura local. Destaca que a maior parte dos pesquisados demonstram possuir conhecimento sobre a existÃncia do portal, apesar desta condiÃÃo nÃo assegurar a recuperaÃÃo e uso efetivo das informaÃÃes contidas em suas bases de dados. Como principais motivos que impulsionam o uso, destaca-se o papel do docente, sobretudo em decorrÃncia das obrigaÃÃes acadÃmicas. Como elementos limitativos, indica inabilidades dos discentes do trato informacional pela incompetÃncia linguÃstica em lÃngua estrangeira e no procedimento apropriado para a busca por informaÃÃo, agravados pela insuficiÃncia de aÃÃes instrucionais de uso do Portal. Apesar de nÃo atender a demanda, percebe que a biblioteca à o principal canal de acesso a treinamentos para o uso portal. Conclui que hà um longo caminho para inserir a comunidade acadÃmica, sobretudo discentes, no paradigma vigente de acesso à informaÃÃo em ciÃncia, tarefa que demanda aÃÃes de educaÃÃo dos usuÃrios, atribuÃda nÃo apenas a biblioteca, mas aos outros segmentos da universidade, devendo eles trabalhar de forma cooperativa.

nÃo hà / O objetivo deste trabalho à analisar o processo de avaliaÃÃo das bibliotecas universitÃrias de Fortaleza realizado pelo INEP/MEC no contexto das polÃticas pÃblicas para educaÃÃo. Faz uma breve trajetÃria das polÃticas pÃblicas e mostra o ensino superior brasileiro no contexto das polÃticas neoliberais. Como cenÃrio interno observou-se o modo como se articula a biblioteca universitÃria do setor privado com as instituiÃÃes nas dimensÃes de estrutura fÃsica e atividades pedagÃgicas. Procura estabelecer linhas de conexÃo entre o instrumento do SINAES e a efetividade da biblioteca no processo avaliativo determinado pelo INEP/MEC. Diante dessa realidade buscou-se analisar as bibliotecas a partir do entendimento dos avaliadores do INEP, dos dirigentes de instituiÃÃes privadas e dos bibliotecÃrios. A metodologia utilizada foi a pesquisa de campo e os dados foram analisados sob a perspectiva da a AnÃlise do Discurso do Sujeito Coletivo, que se baseia na opiniÃo dos atores envolvidos com a pesquisa. Os resultados obtidos apontam que a biblioteca universitÃria ainda està em posiÃÃo bastante frÃgil nas instituiÃÃes de ensino superior privadas, havendo grande disparidade entre os conceitos apresentados para essa unidade de informaÃÃo. Concluiu-se tambÃm que està presente no processo de avaliaÃÃo das bibliotecas grande subjetividade por parte dos avaliadores. Pode-se afirmar, ainda, que o entendimento do que à avaliado nas bibliotecas nÃo à uniforme e que a inserÃÃo dessa unidade de informaÃÃo nos processos de ensino-aprendizagem à incipiente. / The aim of this work is to analyze the process of evaluation of the universitarian libraries of Fortaleza (CearÃ, Brazil) accomplished by INEP/MEC. Here is, also, a brief trajectory of the evaluation of higher education in Brazil, showed under the context of the neo-liberal politics. As internal scenery, it is observable the ways of articulation of the universitarian library of the private instance with the dimensions of physical structure and pedagogical activities. It is intended to establish lines of connection between the instrument of SINAES and the effectiveness of the library in the evaluative process determined by INEP/MEC. Before this reality, the analysis focused on the understanding of INEP evaluators, the managers of private institutions and the librarians. The used methodology is based on fieldwork and the data was analyzed under the perspective of the Discourse Analysis of the Collective Subject, which is based on the opinion of the actors involved in the role of the library in the institutional panorama. The achievements point the universitarian library at a fragile position in the private colleges, having disparity between the featured concepts for this unity of information. It concludes also that the subjectivity, by the part of the evaluators, is constant in the libraries‟ processes of evaluation. Also can be said that the understanding of what is evaluated is not uniform and the insertion of this unity of information in the processes of teaching-learning is still incipient.

nÃo hà / A inclusÃo de pessoas com deficiÃncia na EducaÃÃo, apesar de muitos avanÃos e conquistas no Ãmbito nacional e internacional, ainda enfrenta muitos obstÃculos. A EducaÃÃo Superior, na singularidade de formar profissionais para contribuir com o crescimento da sociedade, exprime desafios prÃprios na inclusÃo de pessoas com deficiÃncia. A Biblioteca UniversitÃria pode contribuir, mediando o acesso à informaÃÃo e ao conhecimento acadÃmico por meio de seus produtos e serviÃos. A pesquisa tem como objetivo geral identificar desafios e possibilidades no acesso ao conhecimento acadÃmico, para os discentes com deficiÃncia visual e seus professores, tendo a Biblioteca UniversitÃria como mediadora. O estudo se caracteriza como exploratÃrio de abordagem qualitativa tendo como instrumento para coleta de dados, a entrevista. O locus da pesquisa à a Universidade Federal do Cearà com seus estudantes com deficiÃncia visual e/ou com baixa visÃo, como tambÃm os professores desses discentes, nas disciplinas em que encontraram maiores e menores dificuldades de acesso ao conhecimento acadÃmico. A pesquisa conclui que as mediaÃÃes possÃveis na perspectiva da EducaÃÃo Inclusiva no Sistema de Bibliotecas versam sobre os aspectos de: acessibilidade atitudinal, acessibilidade de comunicaÃÃo e digital e os aspectos arquitetÃnicos. Para que a mediÃÃo pretendida se efetive, porÃm, à necessÃrio elaborar internamente, no Sistema de Bibliotecas da UFC, uma polÃtica que estabeleÃa parÃmetros de acessibilidade para as atividades, o que vai nortear os serviÃos e produtos da Biblioteca, de forma que esta seja promotora da EducaÃÃo Inclusiva no ambiente acadÃmico. A maior dificuldade relatada, tanto para os discentes como para docentes, à por acervo livros. A principal sugestÃo à por um repositÃrio institucional com as obras em formato digital. Quanto à formaÃÃo dos docentes, esses reconhecem que necessitam de mais conhecimentos e sugerem cursos, oficinas e capacitaÃÃes. No que se refere à politica de inclusÃo, os professores na sua maioria, tÃm um conhecimento superficial. Os discentes em suas falas, expressam um conhecimento mais consistente. Tanto os estudantes como os professores acreditam na importÃncia da politica de inclusÃo e consideram a Biblioteca UniversitÃria importante para concretizar a inclusÃo. / The inclusion of people with disabilities in education, despite many advances and achievements in the national and international level, has still faced many obstacles. Higher education, in the uniqueness of training professionals to contribute to the growth of society, has had its own challenges in the process of inclusion of people with disabilities. The University Library can contribute to this process, mediating the access to information and academic knowledge through its products and services. The research has, as main objective, to identify challenges and opportunities, in the access to academic knowledge, for students with visual impairments and their professors, having the University Library as a mediator. The study is characterized as exploratory of qualitative approach, taking the interview as a tool for data collection. The locus of the research is the Federal University of Cearà and its students with visual impairment and / or those who have low vision, as well as their professors in the subjects they find major and minor difficulties in accessing academic knowledge. The research concludes that the possible mediation in the context of inclusive education in Library System deals with the aspects of: attitudinal accessibility, digital communication and architectural aspects. Nevertheless, in order that the desired measurement becomes effective it is necessary to internally develop at the UFC Library System some Accessibility Policy, establishing accessibility parameters for the activities which will guide the services and products of the library in order that it becomes a promoter of the inclusive education in the academic environment. The most reported need, both by students and professors, is for books. The main suggestion is for a repository with the works in digital format. As for the training of the professors they recognize that they require more knowledge and suggest courses, workshops and training. As regards the inclusion policy most of the professors have a superficial knowledge. The students in their speech present a more consistent knowledge. Both students and teachers believe in the importance of the inclusion policy and consider the University Library important in the inclusion process.

nÃo hà / Ante as atuais exigÃncias tecnolÃgicas e econÃmicas da sociedade do conhecimento, associadas à carÃncia de literatura a respeito da gestÃo de bibliotecas universitÃrias, o intento deste estudo à o de produzir um modelo de avaliaÃÃo para as bibliotecas universitÃrias, baseado no princÃpio-chave de alinhamento do Balanced Scorecard (BSC), dirigido à sinergia das aÃÃes das bibliotecas Ãs polÃticas de ensino de graduaÃÃo das instituiÃÃes de ensino superior. O mÃtodo proposto foi elaborado em sete fases que objetivam conhecer as diretrizes dos cursos descritas no projeto pedagÃgico do curso de oceanografia, a visÃo do corpo docente da instituiÃÃo, a percepÃÃo dos estudantes em relaÃÃo a produtos e serviÃos e os seus fatores crÃticos de sucesso. Os resultados esperados dizem respeito à pessoal, a produtos e serviÃos, a estrutura tecnolÃgica, estrutura fÃsica e organizaÃÃo de acervos, a fatores crÃticos de sucesso da biblioteca, gestÃo e avaliaÃÃo, evidenciando a necessidade de uma biblioteca comprometida com a assimilaÃÃo da visÃo sistÃmica da Universidade.

nÃo hà / Esta pesquisa trata dos mecanismos de atualizaÃÃo das bibliografias bÃsicas, de maneira especÃfica da atualizaÃÃo das bibliografias bÃsicas dos cursos de graduaÃÃo da Ãrea da saÃde atendidos pela Biblioteca de CiÃncias da SaÃde da Universidade Federal do CearÃ. à objetivo geral da pesquisa compreender a polÃtica de atualizaÃÃo do acervo da Biblioteca de CiÃncias da SaÃde (BCS) da Universidade Federal do Cearà (UFC) e propor uma polÃtica de cooperaÃÃo entre a biblioteca e os docentes ligados aos cursos atendidos por ela, mais especificamente os cursos de Medicina, Odontologia, Enfermagem e FarmÃcia. PressupÃs-se que nÃo està havendo atualizaÃÃo das bibliografias bÃsicas dos cursos de graduaÃÃo a partir de sugestÃes dos professores das disciplinas ligadas aos cursos e sim de listas prÃ-existentes, por isso desatualizadas, provenientes das coordenaÃÃes dos cursos. Quanto aos objetivos e a tÃcnica utilizada optou-se pelo estudo de caso. A amostra, aleatÃria, de 264 alunos foi selecionada estatisticamente dentre a populaÃÃo de 2237 alunos matriculados no primeiro semestre do ano de 2009 nos cursos de Medicina, Odontologia, Enfermagem e FarmÃcia. Trata, a amostra, de alunos distribuÃdos proporcionalmente entre os quatro cursos atendidos pela BCS. Dentre os resultados encontrados temos que se faz necessÃria a participaÃÃo efetiva da biblioteca no processo de atualizaÃÃo das bibliografias bÃsicas dos cursos de graduaÃÃo. / This research deals with the mechanisms of update of basic bibliographies in specific way of the update them basic bibliographies them courses of graduation of the area of the health taken care of by the Biblioteca de CiÃncias da SaÃde da Universidade Federal do CearÃ. It is objective generality of the research to understand the politics of update of the quantity of the Biblioteca de CiÃncias da SaÃde da Universidade (BCS) of the Universidade Federal do Cearà (UFC) and more specifically to consider one politics of cooperation between on library and professors to the courses taken care of for it the courses of Medicine, Odontology, Nursing and Pharmacy. It was broken of the estimated one that it is not having update of basic bibliographies of the courses of graduation leaving of suggestions of the professors you discipline of them on to the courses and yes of preexisting lists, therefore outdated proceeding from the coordinations of the courses. How much to the objectives and the used technique it was opted to the case study. The sample of 264 pupils was selected statistical amongst the population of 2237 pupils registered the first semester of the year of 2009 in the courses of Medicine, Odontology, Nursing and Pharmacy, distributed proportionally enters the four courses taken care of for the BCS. Amongst the joined results we have that if it makes necessary the participation accomplishes of the library in the process of update of basic bibliographies of the graduation courses.
