The study is justifiable to consider the need to understand how aircraft manufacturing in Brazil, a symbol of technological success of the country, has evolved over a period of profound change and which would have been the role of public policies in this process. In two early chapters we characterize the aviation industry without neglecting technological efforts in the government space sector regarded as important for the evolution of scientific and national aviation, and discuss theoretical issues related to an evolutionary framework. The third part describes how it has evolved from the Brazilian aircraft production, including the post - 1990 and in the last item we analyze the current role of public policies for the sector / O objetivo desta dissertação é discutir a relação entre as políticas públicas e a evolução da produção aeronáutica brasileira no período pós - 1990. O estudo é justificável ao considerarmos a necessidade de se compreender de que maneira a produção aeronáutica brasileira, símbolo de sucesso tecnológico do país, evoluiu ao longo de um período de intensas transformações bem como qual teria sido o papel das políticas públicas neste processo. Nos dois capítulos iniciais caracterizamos a indústria aeronáutica, sem negligenciarmos os esforços tecnológicos governamentais na área espacial tido como elemento importante para a evolução da produção científica e aeronáutica nacional, e discutimos aspectos teóricos correlacionados em uma matriz teórica evolucionista. The oil crises in the early seventies changed brazilian perception about its maritime frontier. The enlargement of territorial sea to 200 miles and a diplomatic approach to Africa were strategic to assure Brazilian interests in the South Atlantic. The central role of Brazil to build the Zone of Peace and Cooperation of the South Atlantic stresses the choice to the multilateralism and the international law. This choice results from regional and hemispheric context. In the early 21st century, the international system allows Brazil to drawn a military capability towards its maritime frontier. Economic resources as great stocks of oil could turn the South Atlantic a vulnerable zone to Brazilian interests. Idealism and Realism on foreign politics and defense issues tend to combine themselves on Brazil s projection at South Atlantic / O objetivo principal deste trabalho consiste em demonstrar a crescente importância do Atlântico Sul na política externa e nos assuntos de defesa do Brasil, desde a década de 70 até o limiar do século XXI. A crise do petróleo, no início da década de 70 transformou a percepção do Brasil sobre sua fronteira marítima. O alargamento do mar territorial para 200 milhas e a aproximação diplomática da África foram estratégicos para assegurar os interesses do Brasil no Atlântico Sul. O papel central do Brasil em construir a Zona de Paz e Cooperação do Atlântico Sul reforçou a escolha pelo multilateralismo e pelo direito internacional. Essa escolha foi decorrente do contexto regional e hemisférico. No início do século XXI, o Brasil percebe possibilidades de projetar uma capacidade militar para defender sua fronteira marítima. The infiltration of its agents in the cupola of the military who, congregated the Military Club, debated the alternatives for the national development and the entailing of this repressive system with the segments politicians subordinated to the sectors of the dependent bourgeoisies, whose monopoly of domination if saw threatened by the magnifying of the civil laws, as well as unchains a persecution and expurgations of military of the organizations considered pernicious to the continuity of the monopolista capitalism dependent, under égide of this institutionalized bourgeois autocracy. This process has the political role of "sanitation" this sector of the State whose division prevented, at that moment, the bonapartist centralization, already pushed through by such segments bourgeois since the overthrowal dictatorship varguista / A presente dissertação tem como objetivo analisar a prática de vigilância e repressão do Serviço Secreto da DOPS-SP através da análise imanente dos seus relatórios durante o período de 1950 -1961, dando ênfase à ação deste órgão sob as Forças Armadas. A infiltração de seus agentes na cúpula dos militares que, reunidos no Clube Militar, debatiam as alternativas para o desenvolvimento nacional e a vinculação deste sistema repressivo com os segmentos políticos subordinados aos setores das burguesias dependentes, cujo monopólio de dominação se via ameaçado pela ampliação dos direitos civis, desencadeia uma perseguição e expurgos de militares como também das organizações consideradas perniciosas à continuidade do capitalismo monopolista dependente, sob a égide desta autocracia burguesa institucionalizada. Este processo tem a função política de sanear este setor do Estado cuja divisão impedia, naquele momento, a centralização bonapartista, já pleiteada por tais segmentos burgueses desde a derrubada da ditadura varguista
