Key success factors for the implementation of an inland port in Cape Town

Thesis (MBA)--University of Stellenbosch, 2010. / According to the 6th State of Logistics Survey for South Africa (2009: 5), logistics costs for 2008 reached R339 billion, equivalent to 14.7% of GDP. Transport represents 50.4% of these logistics costs compared to a world average of 39%. This major gap between South Africa and the world average shows that there are inefficiencies in this domain that need improvement. This report focuses on the issues faced by the port of Cape Town, the benefits that could be generated by the implementation of an inland port in the Cape Town area and the key success factors for this implementation. The Centre for Supply Chain Management of the University of Stellenbosch created a forecast model for South Africa and expects a demand of over 2.4 million Twenty-foot Equivalent units (TEUs) in 2039 for the port of Cape Town with a current throughput of 740,000. In 2012, this capacity will reach 1.4 million TEUs thanks to an on-going project that includes the widening of berth, investment in equipment, training of operators and a better utilization of the available storage space. The port therefore has to find a solution to increase a throughput on the long term. Along with capacity, the port is facing other issues such as low productivity, poor infrastructure and congestion in the port area that causes increased delivery time and trucking costs. The inland port has to bring solutions to these issues. Capacity must be addressed with a large piece of land that can accommodate growing volumes and also large investment in equipment and training to increase the productivity and therefore the throughput of the supply chain. In order to decrease congestion in the port area, the inland port has to be located out of the city in an area that can sustain growing traffic. Belcon is a Transnet Freight Rail facility located in Bellville that can offer sufficient storage capacity in a low traffic area. Investments must be made in order to increase its throughput but it has the potential to absorb a large part of the flows going through the port of Cape Town and a management with the will to develop the inland port concept. At the same time, this inland port is an opportunity to develop intermodal transport for a more sustainable transport system in South Africa. Belcon being a TFR terminal, it is the best location to implement this inland port and offer a competitive intermodal solution for the stakeholders of the South African transport industry.

Determining the critical success factors enabling RFID technology in the South African citrus industry

RFID technology has become a prominent research area in recent times, with multiple benefits being promised and envisaged. The list of applications and deployments within the supply chain is numerous, with the ambassadors of this technology promising increased supply chain effectiveness, inventory management capabilities and enhanced information visibility. Deregulations within the South African citrus industry created changes to the internal structure of the industry, with the requirements of enhanced information visibility for traceability becoming a high priority. Current information structures and initiatives are providing the basic requirements for the changing business environment, with limitations to real-time and visible information for improved decision-making and planning initiatives. The purpose of this exploratory study was to identify the critical success factors for RFID technology deployment in supply chains in general and to identify the critical success factors relevant to the South African citrus industry. The study also researched the benefits and challenges of deploying RFID technology within the South African citrus industry, relating to citrus supply chain performance improvements of RFID adoption. The research indicates that certain limitations and challenges pertinent to the citrus industry exist, which would require industry level priority for successful implementation of RFID technology within the South African citrus industry. This study provides the South African citrus industry with a guideline to address the current non-collective management of information, information systems and requirements and collaboration initiatives. The use of this research should be of great assistance to the South African citrus industry role-players by providing a strategic framework for addressing information improvement initiatives. / AFRIKAANSE OPSOMMING: RFID tegnologie kan moontlik die mees bevoegde tegnologie wees om die naspeurbaarheid vereistes van n Agri-voedsel voorsiening ketting aan te spreek. RFID tegnologie is huidiglik 'n prominente navorsingsgebied, met beloofde meervoudige voordele. Die lys van aanwendings en toepassings binne die voorsiening ketting is veelvoudig, met beloftes van die ambassadeurs van die tegnologie, vir verbeterde voorsienings ketting doeltreffendheid, inventaris bestuur en verhoogde inligtings sigbaarheid. Deregulasie van die Suid Afrikaanse sitrus industrie het interne strukturuele veranderinge in die industrie teweeg gebring, met prioriteit fokus vir verhoogde inligting sigbaarheid vir naspeurbaarheid doeleindes. Die studie het ook die voordele en uitdagings van RFID implementering binne die Suid Afrikaanse sitrus industrie nagevors, spesifiek verwant tot die prestasie verbeterings van RFID implementering in die sitrus voorsienings ketting. Die navorsing dui aan dat sekere beperkinge en uitdagings spesifiek tot die sitrus industrie bestaan wat industrie vlak prioriteit vereis, vir suksevolle implementasie van RFID tegnologie binne die Suid Afrikaanse sitrus industrie. Die resultate van die studie verskaf die Suid Afrikaanse sitrus industrie met 'n riglyn om die uitdagings van die huidige nie-kollektiewe bestuur van inligting, inligting stelsels en vereistes en samewerkings initiatiewe aan te spreek. Analysis of the challenges and opportunities for smallholder farmer value chain integration in the Western Cape : a public and private sector organisation perspective

The limited access to formal value chains for smallholder farmers in South Africa is a key challenge that is facing both public and private value chain actors. Despite the substantial investments by government, the performance of smallholder farmers in South Africa remains poor. Several studies have been done to understand the key challenges facing smallholder farmer value chain integration. This study takes a unique view by understanding the challenges and opportunities facing farmer integration from a public and private stakeholder perspective, specifically analysing the Western Cape. The study showed that the most influential constraints for smallholder farmer value chain integration are access to informal and formal markets, resources and infrastructure, and the functioning of local institutions. The study also showed that the key opportunities to improve value chain integrations are in improving the non-financial and financial support provided to smallholder farmers. The results of the study are in line with the value chain theory around integration of smaller producers.

Advanced supply chain planning processes and decision support systems for large-scale petrochemical companies

Due to the highly integrated nature of petrochemical value chains, related supply chains should also be integrated by taking account of enterprise/industry-wide synergies and interdependencies (can be viewed as inter-supply chain integration). Inter-supply chain integration can typically develop along three dimensions: - Upstream feed clusters (upstream in the chemical value chain) - Downstream product clusters (downstream in the chemical value chain) - Macro logistics network clusters (within and across related logistics networks for liquid bulk, dry bulk, packaged goods and gases) This dissertation presents a generic framework of applicable intra- and inter-supply chain planning processes that supports related long- (strategic), medium- (tactical) and short-term (operational) supply chain decisions for large-scale petrochemical companies. This type of companies has to manage relative complex supply chains. Highly complex supply chains (due to an extensive product portfolio, supplier base, customer base, manufacturing processes, transportation, and management processes and systems) require far more advanced planning processes than simple supply chains. Advanced supply chain planning processes cover an extended supply chain scope, deal with longer time horizons, and utilize more sophisticated analytical techniques and decision support systems. An extensive literature study, supplemented by empirical research in the South African petrochemical industry, provided the foundation for the advanced supply chain planning framework concluded in this dissertation. Semi-structured interviews and a questionnaire presented to an informed audience constitute the empirical research conducted. The related best practices, concepts, approaches followed, and level of advancement in three supply chain planning dimensions were derived. To guide petrochemical companies along the planning advancement journey, the roadmap developed can be utilized for the application and implementation of the advanced supply chain planning framework. This roadmap articulates the advancement stages, dimensions, characteristics, and triggers to advance. Typical characteristics associated with the advancement stages and dimensions provide the means for a company to assess their level of progression. The essential mechanisms that can enable interventions are also articulated.

Supply chain risks experienced by Stellenbosch wine producers

The South African wine industry is a significant contributor to the South African economy. However the wine producers are facing financial and operational challenges as they operate and compete in a highly traded local and international wine market. These financial and operational challenges manifest as risks in their supply chain and could affect the future sustainability of their business. It against this backdrop that this study aimed to identify the supply chain risks experienced by the Stellenbosch wine producers, and how they manage and overcome these risks. The research was conducted at five wine producers located in each of five Stellenbosch wine producing areas. The producers were selected through a non-probability purposive sample with the assistance of a gatekeeper. The study is descriptive and exploratory with qualitative data collected through semi-structured interviews with ten participants from the five wine producers. The data was analysed using thematic analysis. The study found that the main risk factors centered around: the planning activities concerning the risks involved in matching demand and supply; agricultural activities including the drought and other external hazard risks; the wine making activities including in-process controls; financial risks including margin erosion due to inflationary costs not being matched by selling price increases; and human resource risks. This study recommends that wine producers use a formal risk appraisal process, implement a supplier development process, could make use of precision viticulture methods and improved pest control measures. / Business Management / M. Tshwane logistics hub : an integration of freight transport infrastructure

For example, the local bookstore around the corner now competes with the bookstore in the USA. Logistics ties together geographically distant sources and markets. The implications of this are that there is a greater need for efficiency in specifically transportation and distribution networks. The integration of transport infrastructure into a logistics hub is seen as an enabler of distribution on a global basis. A solution to overcome the above complications is the development of logistics hubs as a means to simplify supply chain processes. Logistics hubs are generally defined as integrated centres for transhipment, storage, collection and distribution of goods (Jorgenson, 2007). Universally logistics hubs have intermodal or multi-modal solutions to abridge transportation difficulties and creating seamless movement of goods and in doing so optimising general operations. Freight shipments now have the ability to be consolidated at a central point and distributed from that point to its final destination. This creates added value for freight products. Customers now receive products at the right time, at the right place and in the right quantity, but with the benefit of paying less as a result of economies of scale created by the value added at the logistics hub. Logistics hubs are very well established internationally and many examples exist where these have been successfully built and implemented. This does not suggest that there is one specific recipe to success. Each region has its own demands which need to be satisfied. There are however numerous common characteristics which were identified during the course of the study. It is important for South Africa to integrate existing transport infrastructure to optimise logistics in the country and in doing so, ascertaining itself as a regional logistics hub.

Analysis of the efficiency of the transport logistics supply chain with specific reference to liner shipping in South Africa

Study project (MPhil)--University of Stellenbosch, 2000. / ENGLISH ABSTRACT: Liner shipping supplies a frequent scheduled transport service between designated ports to meet the needs of importers and exporters. Those needs are becoming more specific as a result of increasing competition attributable to globalisation of trade while importers and exporters are requiring more exacting services from the liner operators. The elements of service which most concern the importers and exporters are obviously the costs they must bear for the conveyance of the cargo and the time taken for its delivery. In order to meet the requirements of importers and exporters and at the same time enable the operators of the services to remain in business in the face of increasing competition within the industry, liner shipping worldwide is undergoing major changes. These changes are intended to increase the economies of scale and to extend control of the liner operators over the landside transport services. A discussion on liner shipping and current developments is contained in Chapter 3. Liner shipping plays an indispensable role in the economy of South Africa because almost 50% by value of South African imports are containerised. That equates to 8% of South African imports by volume (Moving South Africa: 1998), although it must be borne in mind that some of the cargo moving through South African ports is ultimately destined for countries in SADC (Southern African Development Community). According to Drewry Shipping Consultants, containerised cargo worldwide has been growing at the rate of about 8% per annum since 1980 and the South African trade has experienced a similarly high growth. The actual transport of containers, by sea is only one of the elements in the transport logistics supply chain (TLSC) between exporters in one country and importers in another with which liner operators must concern themselves. A conceptual background explaining the entire TLSC is provided in Chapter 2. In that chapter, the TLSe is defined and two models are used to identify key elements of the TLSC as well as interaction between them. Inefficiencies existing in individual elements of the TLSC as well as suggested solutions to the underlying problems are discussed in Chapter 4. Emphasis is placed on the need to use information technology as a vehicle to integrate the individual elements of the TLSe and as a means of saving costs and time. A discussion of the economic benefits of an efficient TLSe is contained in Chapter 5, while Chapter 6 includes a discussion on local and regional developments that have a bearing on the efficiency of the TLSe. The influence of purchasing constraints and uncertain demand on selected items of working capital of a leading South African cable manufacturer

This research examines the impact of purchasing constraints and demand variability on working capital balances. The working capital accounts considered are creditors, debtors and raw material inventories. Purchasing constraints and demand uncertainty are defined. The supply chain of the South African cable industry, and one manufacturer in particular, and the challenges faced in the cable manufacturing process are discussed. To quantify the influences, a comparison between working capital accounts in the case of economic order quantity and actual purchasing practices is performed. A simulation model is developed to reproduce a larger sample of demand data, matching the cumulative probability density function of each cable type contained in the annual sales budget. The results show, that the working capital accounts react differently to changes in purchasing conditions and variations in demand, the most sensitive being raw material inventories. The management of the logistical supply chain drivers in Sowetan small businesses

The performance of small businesses contribute substantially to the South African economy. In recent years the South African Government has prioritised the development of township retail industries by implementing numerous initiatives. The primary objective of this study was to determine how formal independent small retail businesses in Soweto manage their logistical supply chain drivers, namely facilities, inventory and transportation, in terms of responsiveness and cost-efficiency in order to survive. The logistical supply chain drivers should not only be managed as a cohesive unit, but also be aligned with the orientation of the selected supply chain strategy, in terms of responsiveness and cost-efficiency. During 2014, a quantitative survey was conducted among 650 formal independent small Sowetan businesses of which the responses of 556 retailers were analysed in terms of responsiveness and cost-efficiency. The study also investigated the role of the relevant industry group in the management of the logistical supply chain drivers by the business owners. The data was analysed and tested by the Kruskal-Wallis test, the Pearson Chi-square test and factor analyses were performed. Two binary logistic regression models were developed to determine the influence of the management of the logistical supply chain drivers on the small retailers’ odds of survival. The results showed that the small retailers manage facilities and inventory focused more towards responsiveness, whereas transportation is managed focused on either cost-efficiency or responsiveness. Supply chain management problems experienced by South African automotive component manufacturers

The South African automotive industry has experienced significant changes in the last 20 years. Globalisation, the implementation of lean production and the development of modularisation have had a profound influence on the relationships between original equipment manufacturers (OEMs) and their suppliers, the automotive component manufacturers (ACMs), and their suppliers. South Africa has a number of OEMs and a vibrant automotive component manufacturing industry (ACM), which supplies the South African aftermarket and a spread of export markets. These ACMs are the focus of this study. The main objective of this research study was to identify the supply chain management problems ACMs in South Africa encounter, to what extent they face these problems and how these can be overcome. The problems were identified through a literature review and interviews with two OEMs in South Africa. Using this data a questionnaire was compiled and sent to all NAACAM members for completion. This study is by nature descriptive and exploratory and contains quantitative and qualitative elements. Seven hypotheses were formulated to guide the research. The findings of this research indicate that the geographic location, age and size of the business, have no bearing on the supply chain problems ACMs face, whist the relationship between ACMs and their suppliers and ACMs and their customers is a significant problem. The findings also indicate that the following are some of the main supply chain problems facing ACMs: pressure by OEMs to reduce prices; the price of materials; cancellation of orders; excessive inventory; the unreliability of rail transport and rail capacity problems; the high cost of South African ports; the cost of replacing outdated technology; and BBBEE – achieving and verifying BEE scorecards. The findings further indicate a lack of skills and labour problems, both of which are time consuming to resolve. This study was completed over a four-year period. At the commencement of this study the automotive industry was booming, but in mid-2008, a global economic crisis started. This crisis impacted adversely on the automotive industry globally and in South Africa. Despite these challenges, leaders in the South African automotive component industry remain positive about the future. This study was completed over a four-year period.
