An evaluation of the child support grant policy as administered by the Western Cape provincial Department of Social Development in its Gugulethu office

Dissertation submitted in partial fulfilment of the requirements for the degree Master of Technology: Public Management in the Faculty of Business at the Cape Peninsula University of Technology / This research study sought to find out about the efficacy of the Child Support Grant Policy [CSGP] to the intended beneficiaries – namely, children at the Gugulethu Office in the Provincial Government of the Western Cape (PGWC). An attempt was made to establish whether there is any correlation between the administration of the CSG and poverty alleviation, which the latter seeks to address to a certain extent. The study was therefore undertaken to understand the perceptions of beneficiaries of the CSG, community members and officials at Gugulethu Department of Social Development offices. Furthermore, the study examined the major challenges that serve as obstacles to individuals who try to access the CSG, and sought to offer recommendations as to how these challenges may be surmounted and resolved by the Department of Social Development, which oversees the implementation of the CSG. The study was both interpretive (qualitative) and positivistic (quantitative) in nature, Data was collected through the use of in-depth interviews and structured questionnaires. The findings of the study reveal that the Programme meets intended beneficiaries that is the poor children, though it does not all the children receive the grant. The results of the study have also indicated that the CSG is consistent with the South African government‟s core objectives of creating a better life for all. It was therefore established in the study that the CSG is managing to create better livelihoods for the children and their maternal families as the grant is seen as a source of livelihood. However, it was also revealed in the study that the provisioning of grant has also led to increased teenage pregnancies though there is no clear association between the two. Furthermore, the findings have indicated that there is need to perform capacity building with the Gugulethu Department of Social Development employees as it has been highlighted that most of them are not competent to administer the grant. In addition, it has be found out that there is need to ensure that the grant application forms are written in a language that the applicants can comprehend.

Improving decision making through analysing the economic impact of budget allocation at the city of Cape Town

Local government is at the forefront of engagement between the government and South Africa’s people, delivering basic services to communities. Following the transition to a democratic government in 1994, the country was demarcated in a manner that provides complete coverage by local government. Annually, managing the administration of service delivery implementation at local government level costs the country many billions. Much of the revenue used by local government in providing services is derived from income from sale of basic services and property rates, augmented by allocations from national and provincial government, equitably shared amongst municipalities. Local government has autonomy in its operations, but is strictly governed by a collection of cascading legislation, introduced to protect the interests of the people. The primary objective of the research was to investigate the efficacy of budget expenditure in local government, in particular the City of Cape Town as a metropolitan municipality. With an annual budget approaching R30 billion, the aim was to establish how the budget was determined and allocated to the service menu provided by the City, and to investigate whether better methods of allocating expenditure could be developed. A mixed research methodology was followed, relying on quantitative methods for analysing survey data statistically, while providing for detailed qualitative methods in interviewing and studying the specific case in detail. The theoretical perspective most suited to this research was found to be that of pragmatism, for its flexibility of interpretation, practicality and space for multiple perspectives. A constructivist epistemology was adopted to provide for the interplay between object and subject in constructing meaning. This research focused on examination of applicable legislation, secondary data in reports, and statistical analysis of opinion surveys of municipal officials involved in budgeting at different levels and interviews with key stakeholders. The findings indicate that budget allocation can be improved upon in a number of ways, despite complying with a myriad of restrictive and onerous regulations applicable to local government. It was found that the administration is fragmented in its operations and that the structure of necessity favours isolated service delivery rather than integration. Further, that compliance impacts negatively on time spent in planning and pursuit of strategic intent to the extent that Reporting often becomes a more important deliverable than basic services. The size of the City hinders common understanding, and introducing any change in political vision requires particular attention.

The aim of this research was to assess the recruitment and selection strategies used in the sales department of Old Mutual Group Schemes (OMGS) in the Eastern Cape. The company hopes to stem the high labour turn over in OMGS. After the Labour Relations Act 66 of 1995 (LRA) and Employment Equity Act 55 of 1998 (EEA) were promulgated, organisations in this country introduced new recruitment and selection policies. The challenge to most organisations is the implementation of these policies by managers. The requirements of these two legislations create problems for small companies because of the high costs involved especially in the implementation stages. The organisation incurs costs in the development of the new processes and the training of staff. Even after the new processes, labour turnover did not improve in OMGS. Senior management is trying any means possible to rectify the situation. The company policy was examined against the literature available and the recruitment and selection processes of different authors were investigated. The findings indicated that some steps in the recruitment and selection processes were not followed. It was recommended that the organisation use more recruitment sources to broaden the scope of accessing more suitable applicants.

An exploration of the occupational-life-trajectories of five young men in the Heideveld community

Thesis (MOccTher)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: Heideveld, a suburb that forms part of the “Cape Flats”, is plagued by high levels of crime, gangsterism, unemployment and relative poverty. I became specifically interested in the occupations of the young men in Heideveld, as I often observed them loitering in the streets, at an age when they should have been in school, studying or starting a career. This led me to wonder about the repertoire of occupations that they had performed over the course of their lives, i.e. their occupational-life-trajectories. I became interested in the influence that the environment and their personal attributes had on the occupations that they performed over time. Guided by the Person-Environment-Occupation model as a conceptual tool I decided to explore the occupational-life-trajectories of men between the ages of 20 and 25 throughout the course of their life, up to their current age. At the organisation where I volunteered during my time in Heideveld, there was a weekly programme for the children and young women (aged 12 to 22), but nothing for young men, which prompted my interest in doing research about this age group. My initial thinking was to form the theoretical basis from which an occupation-based intervention group could be developed. I intended to explore what had motivated occupational participation throughout their lives, how certain occupations developed over time and the influence of the environment on their occupations. Snowball sampling was applied to gain access to the participants. Using a qualitative approach I combined a method called PhotoVoice with individual, narrative interviews, in order to collect data on the occupational-life-trajectories of five young men from Heideveld. PhotoVoice is a participant-based method that allowed the interviewees to take photos of occupations that they have performed throughout their lives. The photographs were used to facilitate the interview process along with two or three guiding questions. Within-case and cross-case analysis were used to find themes that pertained to the aims of the study. I uncovered five themes in my analysis: “Ons gee nie krag weg nie/We don’t give away power”, “Ons het saam geloop/We ‘hang out’ together”, “Ek het baie probleme by die huis gehet/I had many problems at home”, “Die lewe is swaar hier buite/Life is hard out here” and “Ek wil net uit hierdie plek kom/I just want to get away from this place”. I found that the environment played a large role in the occupational-life-trajectories of the participants. I also found that the participants’ sense of masculinity, gender and identity affected their occupational choices and participation. I explain the peer nature and motivational factors influencing gangsterism and drug use as they manifested in the young men’s lives. I concluded that an occupation-based intervention programme might address certain aspects such as occupational choice and exposure, but that wider, more long-lasting intervention was necessary to truly make a difference in the occupational-life-trajectories of young men in Heideveld. After taking the support structures in the physical environment into consideration, recommendations were made in terms of the family unit, the peer group, education, skills training and community empowerment. Furthermore, as the organisation already serves boys between 10 and 14 years and a greater impact may be possible at this life stage, more detailed recommendations were developed regarding a possible occupational therapy intervention programme. / AFRIKAANSE OPSOMMING: Heideveld, ‘n voorstad wat deel vorm van die Kaapse Vlaktes, gaan gebuk onder hoë vlakke van misdaad, bende bedrywighede, werkloosheid en relatiewe armoede. Ek het ‘n spesifieke belangstelling ontwikkel in die “occupations”¹ van die jong mans in Heideveld, omdat ek dikwels waargeneem het dat hulle in the strate drentel, op’n ouderdom wat hulle op skool moes gewees het, besig om te studeer, of om ‘n loopbaan to begin. Dit het my laat wonder oor die verskillende “occupations” waaraan hulle deelneem gedurende hulle lewens, m.a.w. hulle “occupational-life-trajectories²”. Ek was geïnteresseerd oor die invloed wat die omgewing en hulle persoonlike eienskappe gehad het op die “occupations” waarin hulle oor ‘n tydperk deelgeneem het. Ek wou die motivering agter die jong mans se “occupational”-deelname, hoe sekere “occupations” oor tyd ontiwkkel en die invloed van die omgewing op hul “occupations” verken. Sneeubalsteekproeftrekking is gebruik om toegang tot die deelnemers te kry. Deur ‘n kwalitatiewe benadering te gebruik, het ek ‘n metode genaamd “PhotoVoice” met individuele, narratiewe onderhoude gekombineer, om data te versamel omtrent die “occupational-life-trajectories” van vyf jong mans in Heideveld. “PhotoVoice” is ‘n deelnemer-gebaseerde metode wat die deelnemer toegelaat het om foto’s van die “occupations” waaraan hulle gedurende hulle lewens deelgeneem het, af te neem. Die foto’s is gebruik om die onderhoude te fasiliteer tesame met twee of drie gerigte vrae. Tussen-geval en kruis-geval analise is gebruik om temas te vind wat die doelwitte van die studie aanspreek. Ek het vyf temas ge-identifiseer gedurende my analise: “Ons gee nie krag weg nie/We don’t give away power”, “Ons het saam geloop/We ‘hang out’ together”, “Ek het baie probleme by die huis gehet/I had many problems at home”, “Die lewe is swaar hier buite/Life is hard out here” en “Ek wil net uit hierdie plek kom/I just want to get away from this place”. Ek het gevind dat die omgewing ‘n groot rol speel in die deelnemers se “occupational-life-trajectories”. Ek het ook gevind dat die deelnemers se sin van manlikheid, geslag en identiteit hul “occupational” keuses en deelname geaffekteer het. Ek verduidelik ook die portuur natuur en motiverende faktore wat lei tot bende-aktiwiteite en dwelm gebruik, soos dit in die jong mans se lewens gemanifesteer het. Ek het afgelei dat ‘n “occupation” gebaseerde intervensie program moontlik sekere aspekte soos “occupational” keuses en -blootstelling kan affekteer, maar ‘n breër, langduriger intervensie is nodig om werklik ‘n verskil te maak in die “occupational-life-trajectories” van jong mans in Heideveld. Nadat ek die ondersteunende strukture in die fisiese omgewing inaggeneem het, het ek voorstelle gemaak in terme van die familie-eenheid, die portuur groep, onderrig, vaardigheidsopleiding en bemagtiging van die gemeenskap. Aangesien die organisasie reeds toegang het tot seuns tussen 10 en 14 jaar oud, en ‘n groter impak in hierdie lewenstydperk gemaak kan word, maak ek verdere, meer gedetailleerde voorstelle rondom ‘n arbeidsterapie program vir hierdie ouderdomsgroep.

The restoration of human dignity in Mitchell's Plain : "The Mount Hope account"

In doing so, the spotlight would be placed on the plight and challenges of the Mitchells Plain township life, conditions and ministry. Secondly, the research was seeking to challenge the status quo of a serious lack of human dignity by showing how and why it needs to be restored. Lastly, to then answer the research question: “How does one minister to marginalized and outcast people in such a way that their human dignity is restored?” The researcher has furnished a definition and description of the background of the word township as well as follow four tasks of doing Practical Theology as reflected in the work of one scholar Richard R Osmer. The descriptive empirical section has highlighted the researcher’s life story as key to the research, provided statistical details of the research context as well as individual testimony accounts of lives that have been transformed. The normative section has shown the importance of the prophetic mandate to discern the will of God for the research context. In the interpretive section the researcher has facilitated a dialogue between the descriptive and the normative sections to clarify the importance of system sensitive leadership. The pragmatic section is the last of the four sections where the researcher has shown the strategic output of the Mount Hope church through its leadership. The researcher has concluded by bringing all the chapters together again for the purpose of answering the research question: “How does one minister to marginalized and outcast people in such a way that their human dignity is restored?” It is clear that once they discover the love and forgiveness of Jesus Christ and the acceptance and guidance of a faith community, they are on the road to restored human dignity. / AFRIKAANSE OPSOMMING: Die navorser se doel met die skryf van hierdie artikel was om die verhaal van 'n geloofsgemeenskap, die Mount Hope gemeente, te vertel. Sodoende is die klem geplaas op die uitdagings van Mitchell’s Plain se “township” lewe, toestande en die bediening. Tweedens was die doel van die navorsing om die ernstige gebrek aan menswaardigheid en die herstel daarvan, uit te beeld en aan te spreek. Die navorsing was gefokus om die volgende vraag te beantwoord: “Hoe bedien jy mense wat gemarginaliseer en verworpe is dat dit hul menswaardigheid herstel?” Die navorser verskaf 'n definisie en beskrywing van die agtergrond van die woord “township” sowel as vier take van Praktiese Teologie, soos weerspieël in die werk van die bekende praktiese teoloog, Richard R Osmer. Growth and development strategies in the City of Cape Town : a comparative analysis

Thesis (MPA (School of Public Management and Planning))--University of Stellenbosch, 2007. / This thesis acknowledges the extent to which the South African society has been polarised by the policies and practices resulting from Apartheid. The safeguarding of rights, equal access to and the guarantee of service delivery to all South African citizens became one of the cornerstones of the Constitution of the Republic of South Africa (Act 108 of 1996) and one of the vehicles of change and redress. The legislative framework created guides the manner in which the three spheres of government achieve these objectives as one in which they work in a cooperative manner to secure its developmental objectives as captured by the United Nations in the Millennium Development Goals. The growth and development strategies, for which the three spheres of government are responsible, are identified, outlined and analysed to demonstrate the common developmental thread of the three spheres of government. A case is built for the use of the Human Development Index (HDI) as one of indices that could be used as a means of assessing human development. It is further described as an effective methodology in determining the developmental level of people. This methodology is used as an illumining tool to provide support for the provisional comparative analysis of the growth and development strategies of the three spheres of government on the City of Cape Town and the alignment of these strategies to the MDG. The writer will calculate the HDI of the inhabitants of the City of Cape Town and compare these to the provincial and national HDI. The results and findings will be analysed and recommendations and conclusions will follow. The calculations and provisional tentative findings of the HDI of the three spheres of government are provided in Appendix A. Interrelatedness of strategies and deliberate cascading of objectives will be emphasised in terms of the benefit of directive focusing of energies for all three spheres of government. The writer will demonstrate the degree to which these strategies have been deliberately integrated and jointly coordinated by the three spheres of government. The difficulty experienced in accessing adequate data sets has emphasised the need for all three spheres of government to prioritise the coordinated collection, compilation and making data available to ensure that the policy options that are chosen are evidence based and outcomes focussed. This is a significant concern since UN based funding is dependant on well-documented and researched policy options. Findings and recommendations with respect to the comparative analysis are presented in the final chapter with recommendations for future study.

Project proposal : to construct and manage Moya weKhaya - spirit of home : a cultural centre in Khayelitsha, Cape Town

Thesis (MPhil)--Stellenbosch University, 2008. / ENGLISH ABSTRACT: This study consists of a proposal to construct and manage Moya weKhaya, a cultural centre on a vacant site linked to an existing park in A Section, Khayelitsha. The cultural centre is an innovative vision of urban renewal. The intention is to contribute towards addressing current social and cultural needs and challenge the historical realities of apartheid planning. The concept was initiated by two community-based organisations (CBOs) and the proposal has been developed through a series of meetings and workshops with the initiating CBOs. The approach to the project, from its inception, was based on a communicative planning approach and the intention of this proposal is to stimulate dialogue with government and other potential partners and garner support for the project. The proposal presents the rationale, vision and objectives of Moya weKhaya and describes the background and context in which the project was formulated. It locates the project within the current South African legislative and policy framework and within current planning discourse. The thematic and ecological approach to the architectural design is presented and the proposed usage of the cultural centre and the envisaged activities are described. Strategies to raise funds for capital costs and partnership options are explored. A preliminary operating budget and income generating strategies to maintain the centre are presented. Potential challenges and solutions are discussed. The proposed cultural centre is an ambitious, costly, and complex project and it raises two fundamental issues. - The challenge to the CBO partnership to raise its own capacity to implement and manage the project on its own and / or to negotiate and formalise a public-private partnership to build and manage the centre. - The challenge by the CBOs to government in particular to support the project and bridge the gap between the legislative framework that promotes grassroots driven development and the institutional mechanisms (and political will) to facilitate such processes. This proposal is an attempt to present a framework in which to address these issues. / AFRIKAANSE OPSOMMING: Die studie vervat ’n voorstel vir die oprigting en bestuur van ’n kulturele sentrum, Moya weKhaya, op ’n leë bouterrein wat grens aan ’n bestaande park in A Section, Khayelitsha. Die kulturele sentrum is ’n innoverende visie van stedelike vernuwing. Die doel is om by te dra tot die aanspreek van huidige sosiale en kulturele behoeftes en om die historiese werklikhede van apartheidera-beplannning te trotseer. Die konsep is geïnisieer deur twee gemeenskapsgebaseerde organisasies (GGOs) en die voorstel is ontwikkel aan die hand van ’n reeks vergaderings en werkswinkels met die inisiërende GGOs. Die manier waarop die projek benader is, vanaf die aanvang daarvan, is gebaseer op ’n benadering van tegemoetkomende beplanning en die doel met die voorstel is om gesprekvoering te stimuleer met die regering en ander potensiële vennote en ondersteuning in te win vir die projek. The institutionalisation of the aged : the importance of visitation, and the role of the specialised visitor

Thesis (MA)--Stellenbosch University, 2003 / ENGLISH ABSTRACT: Ageing is a fact of life. It often gives rise to unfortunate consequences. Physical infirmities; senile dementia; emotional disturbance. Indeed, the effects of the ageing process can be such as to render a person incapable of performing the ordinary and normal functions of life. In such a case, institutionalisation presents itself as a prospect to enable an aged person to cope with the ordinary day-to-day activities of living. The purpose of institutionalisation is to improve the quality of life of the elderly. In considering the process, a number of important facets need to be borne in mind. Firstly, the process must be seen in relation to the condition of the person being institutionalised. Secondly, the process must be seen as a matter of extraordinary change in the life of the aged person. This implies a detailed explanation and full disclosure of the process envisaged, and, if needs be, appropriate counselling of the person concerned. Thirdly, there must be sympathetic and sensitive assistance given to the aged person in adapting to a new situation. Fourthly, a continuing and intimate interest in, and concern for, the aged person on the part of the family must be accentuated and impressed. This gives rise to the importance of visitation on the part of the family. Its meaning and purpose must be understood. The need for meaningful visitation must be stressed, and the status of a respected member of the family must be emphasised. The aged person must never be cut-off, separated or neglected. Visits must not be a coincidental, haphazard and aimless occurrence. Visitation must always be directed at improving the quality of life of the aged person. The aged person, despite her advanced years and debilitated condition, remains a person with thoughts, feelings, emotions, difficulties and problems. She needs time and attention. The normal or regular pattern of visitation does not, by and large, accomplish these ends. Something more is required. Specialised visitation. This is something different from ordinary, normal, social visitation. It is more intense, more concentrated and more regular. It embodies consistent and continuous contract. It is directed at effectiveness. It is never haphazard or aimless and always has as its objective an improved quality of life for the aged. The specialised visitor and the resident come to know each other well; they come to trust each other, and they come to realise that the object of the visit is more than an exchange of frivolities. Specialised visitation manifests a concern for the aged; it offers them support, stability, certainty and security. This is so because the specialised visitor responds to an inner conviction, an infinite calling, and an earnest urging. It is not a task but a vocation. Many factors contribute to the enhancement of the quality of life of the elderly : three may be mentioned. Institutionalisation, visitation and the role undertaken by the specialised visitor. / AFRIKAANSE OPSOMMING: Veroudering is 'n gegewe feit wat dikwels tot ongelukkige toestande soos fisiese swakhede, seniliteit en emosionele versteuring lei. The successful hosting of this event could provide the country with a global platform to promote the richness, diversity, and vast economic opportunities to the world stage. Economic development and significant global events taking place in South Africa may further contribute to leadership in the continent, and bring increased business and consumer confidence into prominence, as well as increase the leverage of private capital. The South African business and investment environment is in transition from a primary focus on construction, mining, manufacturing in the automotive, timber and steel sectors, to a knowledge economy focusing on sector development of skills training, education , IT and teleccmmunications, and property development. Infrastructure capacity, service delivery and skills shortages and the high rate of structural unemployment impose significant supply-side constraints with regard to the impact on the rate of real GDP growth and how growth is translated into employment opportunities and socio-economic development for the Western Cape and South Africa.
