The New Voseo Culto: An Exploration of the Complexity of Familiar Address in Chilean Spanish

In Chilean Spanish, second-person address is non-uniform in that the vos competes with the conventional tuteo and a third, mixed form has emerged. To add to this complexity, the form speakers choose has been shown to correspond to socioeconomic strata. Upper classes use tú, lower classes use vos, and young, middle class speakers choose the mixed form in which the verb is conjugated according to the voseo and is used with the pronoun tú. The causes and effects of this second-person schism in Chile are explored here, as well as the resulting sociolinguistic issues and consequences. In a study of printed media, television and interviewed informants, an attempt is made to confirm and validate the complexity of address in Chilean Spanish and determine the degree of the mixed voseo‟s pervasion into the mainstream.

El Premio Nacional de Literatura en Chile: de la Construcción de una Importancia

La presente investigación está dedicada al Premio Nacional de Literatura en Chile, fundado el año 1942 y que, hasta el año 2014, condecoró a 48 escritores y 4 escritoras. Su fundación hace más de 7 décadas, y su entrega y ceremonia oficiales han logrado concentrar año a año la atención del medio literario chileno, ofreciendo de paso una instancia pública y periódica donde discutir y reflexionar en torno al valor de la literatura y los escritores. El objetivo de esta investigación es, a partir de la organización y análisis de estas discusiones, presentar los argumentos que han fundado un discurso sobre la importancia de la literatura en Chile, y explicar cómo es que esos fundamentos se han transformado. La estructura de este trabajo es diacrónica y se basa en la exposición y categorización de los motivos recogidos en reportes oficiales, declaraciones de los escritores y la diversidad de artículos de prensa surgidos a propósito de la entrega del Premio Nacional. Los resultados de esta pesquisa informan que en el medio cultural chileno desde los años ’40 en adelante los criterios de valoración de lo literario tendieron a privilegiar la dimensión político-ética de los escritores, antes que la estética; es decir, que en la mayoría de los casos se les valoró por su compromiso social, antes que por la calidad de sus obras. Esto, a su vez, se ha explicado por la importancia que el Estado ha tenido hasta el día de hoy como plataforma de financiamiento, formación y acción para las carreras artísticas y literarias en Chile. / Die vorliegende Arbeit untersucht den Nationalpreis für Literatur („Premio Nacional de Literatura“) in Chile, der 1942 ins Leben gerufen wurde und mit welchem bis 2014 48 männliche und 4 weibliche Autoren prämiert wurden. Sein Bestehen über mehr als sieben Jahrzehnte und seine offizielle feierliche Verleihung hat durchgehend die Aufmerksamkeit des chilenischen literarischen Feldes erregt und bot im gleichen Zuge einen öffentlicher Anlass, den Wert der Literatur auf verschiedenen Ebenen neu zu denken und zu diskutieren. Ziel der vorliegenden Arbeit ist, ausgehend von dieser vielseitigen Diskussion eine Analyse der Inhalte und Grundlagen der Debatte über den Stellenwert von Literatur und von SchriftstellerInnen sowie deren Veränderungen in Chile vorzunehmen. Die Arbeit ist diachronisch angelegt und basiert auf der Sammlung und Kategorisierung offizieller Berichte, individueller Aussagen und öffentlicher Debatten, die alljährlich rund um die Vergabe des Nationalpreises publik werden. Die Ergebnisse der Forschungsarbeit zeigen, dass seit den 1940er Jahren in Chile Literatur tendenziell anhand der politisch-ethischen Position der AutorInnen astatt der Ästhetik der Texte bewertet wurde. Das heißt, in den meisten Fällen wurde ein Autor anhand seines gesellschaftlichen Engagements anstatt der Qualität seiner Texte ausgewählt. Dieser Sachverhalt erklärt sich durch die große Bedeutung, die der chilenische Staat bis heute als Plattform für Finanzierung, Ausbildung und Förderung künstlerischer Werdegänge, inne hat. / The present dissertation investigates the Chilean National Prize for Literature ("Premio Nacional de Literatura"), founded in 1942, which has been awarded to 48 male and 4 female authors to date. Its existence for more than seven decades and the solemnity of the official award ceremonies has attracted the attention of the Chilean literary field, offering a public occasion and forum to rethink and discuss the value of literature on different levels. The main objective of this research is to present and analyze the arguments that were used in this context to explain why writers and literature are important. The dissertation is diachronic and based on the collection and categorization of official reports, individual statements, and public debates, which were held annually around the awarding of the national prize between 1942 and 2014. The results of this investigation show that, since the 1940s, the arguments used to talk about the importance and value of literature tended to give more importance to the political-ethical profile of the writers, rather than an esthetic dimension. This means that in most of the cases writers were valued for their social engagement rather than the quality of their books. This has happened because of the State’s importance both as financial source for Chilean writers and as network for the development of their intellectual and artistic careers.

A bio-socio-economic simulation model for management of the red sea urchin fishery in Chile

This study focused on the management of the red sea urchin Loxechinus albus fishery in Chile. The main objective was to design, construct, implement and assess a computer-based simulation model to analyse the biological effects, socio-economic consequences and spatial dynamics resulting from coastal management plans applied to this resource under the system of AMEBR. This was accomplished by using systems dynamics (SD) and geographical information systems (GIS) modelling, in a process of model development, run, optimisation, sensitivity analysis and risk management, and a series of field-based activities carried out at the cove of Quintay. The GIS model developed for allocating sea urchins restocking sites offered a flexible, cost-effective, user-friendly and descriptive technique for support decision-making on management of this species and other benthic resources. Final site selection for restocking was based on the identification, quantification and selection of higher suitability¦availability combinations (site categories). This map showed 16 different suitability¦availability combinations or site categories, ranging from 4¦100 to 8¦100 (suitability points¦availability %). These had an average of 6.44¦69.37 (covering an area of 82.5 Ha overall equivalent to 81.21% of the study area. This site classification demonstrated high heterogeneity between options, and revealed the full variety of alternatives for decision-making. More importantly, the generally high suitability indexes as well as available area emphasised the prospects for restocking sea urchins in this study area. Over and above of the quantitative outcomes obtained from running the GISRM (suitable and available restocking sites) and the BSESM (alternative strategic management plans), the case study-based analysis made it possible to disclose the wider issues related to the red sea urchin coastal management. These results demonstrated the biological inefficiency of traditional size/seasonal restriction-based approach (macro-scenario 1) for sustainable management of the target species. More importantly, final outcomes strongly suggested that a combination of adaptive restocking-based enhancement activities and flexible exploitation constituted a highly attractive approach (macro-scenario 3) for stock management of this fishery in terms of harvestable stock and related incomes. However from the economic analysis, stocking was also found to be economically unfeasible, being a rather cost intensive exercise negatively affected by high natural mortality rates. A single-variable optimisation analysis demonstrated that a higher survival rate is needed to generate sufficient profits to cover major restocking costs and a positive payment, or a cost reduction is essential to make up for the loss. On top to these practical constraints, based on the distinctive modest economic situation prevailing for most Chilean coves and hence their limited capacity to pay for stocking material, unless adequate and constant funding is available to support artisanal associations, they are very unlikely to develop mass release programmes. Given the economic (i.e.: high operating costs) and technical (i.e.: low survival rates) limitations conditioning stocking-based management cost-effectiveness and applicability, wide implementation of mass releases as a major approach for management of the red sea urchin fishery is very unlikely to take place in Chile. This study presents a methodology and offers a tool to design, evaluate and optimise coastal management plans for the red sea urchin in a dynamic, interactive, systematic, integrated and flexible way. The optional strategic management plans proposed on this study may not be applied equally to any AMEBR, as they are the outputs arising from a single cove-specific analysis. Still, the complete methodological framework and analysis procedures developed may be applied to run the BSESM and optimise management of a red sea urchin fishery at any other AMEBR case of study.

La réinvention de la forme scénique dans le théâtre chilien durant la « transition politique » / The reinvention of the stage aesthetics in the Chilean theater during the « Chilean transition to democracy »

Les réflexions proposées dans cette thèse proviennent d’un dialogue entre les études théâtrales, l’histoire culturelle et des études relatives à l’imaginaire. La question principale qui se trouve abordée est la relation entre le théâtre et la période de la transition politique chilienne. Durant le premier gouvernement de la post-dictature (1990-1994), le théâtre chilien a connu un renouveau créatif sans précédent. Bon nombre de pièces de théâtre étaient représentées partout, et non pas seulement dans les salles de spectacles. Le théâtre avait une grande importance sociale et bénéficiait d’un large public ainsi que d’une importante couverture de presse. Il était un élément clé dans l’articulation de la société chilienne. Toutefois, les thèmes abordés étaient bien éloignés de la transition politique que connaissait alors le Chili. Il y avait un grand décalage entre ce dont parlait le théâtre et l’importance du processus politico-social vécu à l’époque, processus qui semblait être pourtant articulé dramatiquement. Le président Alywin et Pinochet étaient les protagonistes d’un drame qui engageait la société chilienne tout entière. Chaque action menée par le Président Alywin entraînait des actions de la part de Pinochet qui menaçaient le processus de transition. Si, par nature, un conflit dramatique cherche à se résoudre, dans le Chili des années 90 tous les personnages secondaires - les ministres, les députés, les assesseurs - devaient cependant éviter que le conflit dramatique n’explose. Sans résolution, le récit de la transition n’arrivait pas à se formuler. L’analyse approfondie de quatre spectacles emblématiques réalisés durant cette période - la recherche des sources dramaturgiques, la reconstruction du processus de création et une description détaillée du spectacle, analogue à ce que Geertz appelle une « description dense », permet de comprendre comment le théâtre chilien s’est installé dans le présent, dans un processus de construction de présence scénique, qui était aussi l’affirmation du droit d’être. Le théâtre chilien de la transition a inventé des formes collaboratives de création, il a construit des récits spectaculaires et, de manière inespérée, a réinventé la mise en scène. Le renouveau du théâtre chilien des années 90 s’explique ainsi dans sa relation avec la transition politique. / The ideas proposed in this thesis emerge from a dialogue threading theater studies, cultural history and research on the imagination. The main question addressed is the relationship between theater and the period of the political transition from dictatorship to democracy in Chile.During the first elected government post-dictatorship (1990-1994) Chilean theater experienced an unprecedented creative renewal. Numerous plays were presented in all kinds of locations, not just in theaters. It gained great social importance and enjoyed broad public support as well as mass press coverage, becoming a key element in the articulation of Chilean society.However, the themes explored had nothing to do with the political transition. There was a wide gap between what the theater was talking about and the importance of the political and social processes in development at the time. In fact it was the political process itself that seemed articulated dramatically. President Alywin and Pinochet were the protagonists of a drama that put Chilean society as a whole in danger. Every action taken by President Alywin entailed a reaction by Pinochet that threatened the process of transition.By nature a dramatic conflict needs to be resolved, however, during the '90s in Chile all the secondary characters - Ministers, Members of Parliament and Advisors – centered their mission on ensuring that the it did not explode. Due to the lack of a resolution, the narrative of the transition could not be formulated.An in-depth analysis of four iconic performances during this period through dramaturgical research sources, the reconstruction of the creative process and a detailed description of the shows similar to what Geertz called "thick description, elucidates how Chilean theater embedded itself in the present during the process of constructing a scenic presence, which also served as an affirmation of its right to be.The Chilean theater of the transition period invented collaborative forms of creation, built spectacular stories and, unexpectedly, reinvented the art of staging. The revival of Chilean theater in the 90s is thus explained by its relationship with the political transition.

This document is known as Chilean Letters and Tomás Antônio Gonzaga, an arcadist poet, is supposed to be its author. According to the theoretic-methodologic orientations proposed by Koerner (1995, 1996), for the Linguistic Historiographic, we will examine the linguistic marks which form the Chilean Letters, using the context principles, stability and the theoretical adaptation. By considering the Chilean Letters in the gender letter, our support is Bazerman, who considers the textual genders as linguistic movements historically created by social groups, according to their needs in communication in the socio-interational process, which involves a net of speakers in a established community. The Chilean Letters, as we infer from the analysis, have the social role of being a communication channel between two speakers in a specific historical moment. In this sense, we can say that the Letters, because of being a satire, are also an accusation against the behavior of a politician. Tomás Antônio Gonzaga uses a pseudonym in the Chilean Letters, Critilo, and talks to another arcadist poet, Cláudio Manuel da Costa, whose pseudonym is Dorotheo, accusing the political activities and tricks of the boaster Minésio, who is the governor of Minas Gerais. According to the linguistic conceptions found in the Letters context, we can say that, in the XVIII century, there was the conception that the language should reflect the same logic of the thought, which comes from some classical philosophers, like Aristoteles. For History itself, not only the official event, the one created by facts of diplomacy and martial expression of a nation, but also, the peripherical events, which are not official, have got since the XX century, the historian´s attention. So, the aspects influenced by the language are the goal of the experts ´s investigation. The analysis of the Letters was done and we got some results; they are: - because of being a mixed work, the Chilean Letters show us a combination of two genders: letter and satire - The Chilean Letters, written in rhyme and in a poetic language, allow the author/poet some freedom, concerned to the Portuguese language spoken in the XVIII century, and make him use same logic of the thought / A Dissertação tem como tema um estudo histórico-historiográfico da Língua Portuguesa em uso no Brasil no século XVIII, em um documento de gênero textual carta. Este documento é conhecido por Cartas Chilenas e sua autoria é atribuída ao poeta árcade, Tomás Antônio Gonzaga. Seguindo as orientações teórico-metodológicas propostas por Koerner (1995, 1996), para a Historiografia Lingüística, a Dissertação examina as marcas lingüísticas constitutivas das Cartas Chilenas, utilizando os princípios da contextualização, da imanência e da adequação teórica. Por incluirmos as Cartas Chilenas no gênero carta, apoiamo-nos em Bazerman, para quem os gêneros textuais são construtos lingüísticos historicamente criados por grupos sociais, dependendo de suas necessidades de comunicação no processo sócio-interacional, que envolve a rede de falantes numa determinada comunidade lingüística. As Cartas Chilenas, conforme depreendemos da análise, cumprem o papel social de estabelecer um determinado canal de comunicação entre dois falantes num momento histórico definido. Neste sentido, queremos dizer que As Cartas, por circunscreverem a sátira, cumprem também o papel de denúncia, que funciona como uma espécie de reprovação sobre o comportamento de uma figura política. Tomás Antônio Gonzaga utiliza, nas Cartas Chilenas, pseudônimo de Critilo e se dirige ao destinatário de nome Dorotheo, que é atribuído a outro poeta árcade, Cláudio Manuel da Costa, denunciando as peripécias políticas e histriônicas do fanfarrão Minésio, que vem a ser o governador de Minas Gerais. Do ponto de vista das concepções lingüísticas presentes no contexto em que as Cartas foram elaboradas, podemos dizer que, no século XVIII, havia a idéia de que a língua deveria refletir a mesma lógica do pensamento, ideal que remonta à época clássica de pensadores como, por exemplo, Aristóteles. Para a História, não mais é imprescindível o evento oficial somente, aqueles fomentados por fatos da diplomacia e da expressão bélica de uma nação; também os eventos periféricos, extraoficiais ganham, na nova concepção de História que se estabelece a partir do século XX, a atenção do historiador. Assim, os aspectos permeados pela língua tornam-se alvo da investigação dos especialistas. Feita a análise das Cartas, chegamos a alguns resultados; são eles: - por ser uma obra mista, As Cartas Chilenas apresentam a mistura de dois gêneros: carta e sátira. - as Cartas Chilenas, escritas em versos e em uma linguagem poética, permitem ao autor/poeta certa liberdade em relação à língua portuguesa no século XVIII o que a faz desviar da orientação da época de língua com a mesma lógica do pensamento

This project has purposed the passage from chilean capitalist regime to socialism based on the maintance of the establishment, without insurrections or armed conflicts. Such formulation had a great repercussion in the political project of the Popular Unity, wich had conducted Salvador Allende to Presidency of the Republic in 1970. To accomplish this research it was made use of a bibliography as source about the Popular Unity and about the subject of our research, many documents from the Communist Party, and personal witness by the same way, which constitutes oral source for the studies in History. In the Introduction, we had made a characterization from the Communist Party and from the original project of this research, that will be separated into the first and the second chapters, such as a chilean political and economical contextualization. In Chapter I we had upraised some arguments occurred about the peaceful way to socialism. We had tried even to identify the political development of the Comunist Party along it s policy of alliances and it s fundaments in several presidential elections. In Chapter II we looked forward to reflect how the mentioned questions from the past Chapter will influence the formulation of The Chilean Revolution, it s repercussions among the left-side parties and the for the Popular Unity consolidation to face the 1970´s elections. In Chapter III then we looked forward to analyze, from the Communist Party documents written between 1970 and 1973, the political behavior of the Party in the Alludes government quotidian / Este trabalho tem como proposta conhecer, compreender e acompanhar o esforço para a implantação do projeto via chilena ao socialismo , idealizado pelo Partido Comunista do Chile. Este projeto propunha a passagem do regime capitalista chileno para o socialista a partir da manutenção da institucionalidade, sem insurreições ou luta armada. Essa formulação teve uma grande repercussão no projeto político da Unidade Popular que levou à Presidência da República Salvador Allende em 1970. Para realizar essa pesquisa foram utilizadas como fonte uma bibliografia sobre a Unidade Popular e sobre o nosso objeto de pesquisa, diversos documentos do PC, assim como depoimentos pessoais que se constituem fonte oral para estudos da História. Na introdução, realizamos uma caracterização do PC e do projeto que se desdobrará no primeiro e segundo capítulo, assim como uma contextualização do sistema econômico e político chileno. No Capítulo I levantamos algumas discussões realizadas sobre a via pacífica ao socialismo. Também procuramos identificar o desenvolvimento político do Partido Comunista através da sua política de alianças e seus fundamentos em diversas eleições presidenciais. Procuramos no Capítulo II refletir como as questões apontadas no capítulo anterior vão influenciar na formulação da Revolução Chilena, sua repercussão entre os partidos de esquerda e a consolidação da Unidade Popular para disputar as eleições de 1970. A batalha pela Patagônia Chilena : o processo de formulação e operação das críticas ao projeto hidrelétrico "HidroAysén" e a construção de um conflito ambiental

Esta pesquisa analisa o processo de constituição do conflito ambiental em torno ao Projeto Hidrelétrico HidroAysén (PHA), proposto para Região de Aysén, Patagônia chilena. O consórcio conformado em 2006 pela empresa hispano-italiana, ENDESA (51%) e a chilena Colbún (49%), propõe a construção de um complexo hidrelétrico de cinco represas nos rios Baker e Pascua. Desde seu anúncio, o projeto foi alvo de controvérsia quanto aos possíveis impactos e denúncias de falências no estudo de impacto ambiental. Sob a reivindicação de uma “Patagônia Sem Represas”, um amplo movimento opositor ao PHA organizou-se impulsionando o debate, impedindo o andamento do empreendimento por via judicial e obtendo um relativo sucesso em termos de repercussão e adesão à “causa”. Neste cenário, o objetivo geral do estudo é compreender de que forma uma demanda transcende o local para se tornar uma demanda nacional. Deste modo, a partir da perspectiva teórica-epistemológica de Luc Boltanski (2010) e colaboradores articulada à síntese construcionista de John Hannigan (2009) investigam-se as ações e mobilizações coletivas e individuais contrárias ao PHA. Para tanto, priorizou-se decompor o fio das ações, identificando os agentes engajados (conservacionistas, produtores rurais, ONG’s, entre outros), apresentando a experiência negociada na convergência de um interesse em comum e evidenciando os objetos em que estes se apóiam para formular e referendar a validade de suas argumentações. A pesquisa de campo foi realizada entre maio e agosto de 2013, em Santiago do Chile e em quatro localidades adjacentes ao projeto em Coyhaique, Cochrane, Caleta Tortel e Villa O’Higgins, utilizando-se uma combinação de procedimentos qualitativos, como: observação, entrevistas narrativas episódicas de Flick (2008), fotografia, pesquisa documental e diário de campo. Como resultado, observou-se que as competências emergem de três situações: 1) da necessidade de instaurar a Patagônia como um bem comum por meio de uma qualificação ambiental das justificativas, colocando-a sistematicamente como algo importante para as futuras gerações; 2) das percepções quanto ao PHA, onde se destaca a disputa sobre quem são os “atingidos”; 3) e do embate entre o que é planejado localmente e o que é imposto sob égide do “desenvolvimento”. O estudo de tais competências permitiu caracterizar a tendência das ordens de justificação evocadas pelos agentes contrários ao PHA em críticas: a) ambiental e estética; b) ambiental e social; c) críticas às práticas da empresa ao modelo desenvolvimento. Por outro lado, apresentam-se as justificativas acionadas pelo ente criticado e pelo pólo favorável ao PHA: a) projeto país; b) desenvolvimento e progresso regional e nacional; e c) críticas ao ambientalismo. Por fim, averiguou-se a existência de todos os elementos necessários para a construção bem sucedida de um problema ambiental conforme os fatores elencados por Hannigan (2009). Contudo, considerou-se precipitado afirmar que a presença destes elementos são as condicionantes que tornam este conflito excepcional, ficando o indicativo da importância da realização de futuros estudos em perspectiva comparada de conflitos ambientais para maiores inferências. / This research analyses the process of formation of the conflict over environmental issues surrounding the establishment of the HidroAysén Hydropower Plant (PHA), approved for the Aysén Region, located at Chilean Patagonia. A joint venture formed in 2006 between the binational (Spanish and Italian investiment) ENDESA (51%) and the Chilean Colbún (49%), aims to build a complex of five hydroelectric power plants located in the Baker and Pascua Rivers. Since its oficial announcement, the Project has arisen intense controversy in what regards both its demages to the environment, and the probity on the issuing of enviroment certifications. An active movement of resistance has convened around the so called “Patagonia Sin Represas” (“Patagonia without dams”), providing momentum to the public debate against the PHA and obtaining favorable judicial pronouncements to obliterate the construction of the dam. This has resulted in an increase on the morale of the cause against the PHA. Against this scenario, this research aimed at comprehending in what ways do a local demand transcends the local dimension and turn into a broader demand, echoing in the breader national sphere. For that purpose, this research draws on Luc Boltanski (2010) theoretical and epistemological contribution, as well as on the constructionist synthesis as ellaborated by John Hannigan to investigate the collective and individual mobilization and actions taken against the PHA. A priority was given to the decomposition of the tread of actions taken, identifying the actors engaged (enviromenmentalists, land owners, NGO’s, etc.), in order to clarify the negotiation contained in the phenomena and the objects in which the parties rely on in the search to validate their positions. The research field has been effectuated in 2013, between may and august, in Santiago and in other four different locations adjacent to the projects Coyhaique, Cochrane, Caleta Tortel e Villa O’Higgins. There has been employed a combination of a certain number of qualitative methods for data collection: direct observation, Flick’s (2008) episodic narratives interview, photography, research on documents and notes taken in field diaries. As a result, there has been possible to observe that certain competences emerge within three given situations: 1) the necessity to instate Patagonia as common good through means of qualification of the environmental rhetoric, placing it as importante for future generations; 2) perceptions of the PHA, in especial regards to those deemed directly “affected by the dam”, and 3) the disputes between that which is planned locally and that, otherwise, is imposed under the áuspices of the “development”. The study of those competencies allowed for characterizing the tendencies in the order of justification by the critics of the PHA: a) environmental and esthetical; b) environmental and social; and c) critical to the practices assumed by the joint venture, responsible for the PHA, in terms of the present paradigm of development. On the other hand, the research also presents the arguments for the justification posed by the part being criticized, the PHA supporters and its advocates: a) project of Nation; b) development and regional and national progress; c) criticism to the environmentalist. All the elements enumerated by Hannigan (2009), and deemed as necessary for the establishment of a well succeeded environmental agenda, were detected in this research. Nevertheless, it’s been considered still early to draw affirmative conclusions as to whether the presence of these elements are a condition for the exceptionality of the conflict. Notwithstanding, this remains as an indication of the importance for the realization of future comparative studies in the same realm of research.

A batalha pela Patagônia Chilena : o processo de formulação e operação das críticas ao projeto hidrelétrico "HidroAysén" e a construção de um conflito ambiental

Esta pesquisa analisa o processo de constituição do conflito ambiental em torno ao Projeto Hidrelétrico HidroAysén (PHA), proposto para Região de Aysén, Patagônia chilena. O consórcio conformado em 2006 pela empresa hispano-italiana, ENDESA (51%) e a chilena Colbún (49%), propõe a construção de um complexo hidrelétrico de cinco represas nos rios Baker e Pascua. Desde seu anúncio, o projeto foi alvo de controvérsia quanto aos possíveis impactos e denúncias de falências no estudo de impacto ambiental. Sob a reivindicação de uma “Patagônia Sem Represas”, um amplo movimento opositor ao PHA organizou-se impulsionando o debate, impedindo o andamento do empreendimento por via judicial e obtendo um relativo sucesso em termos de repercussão e adesão à “causa”. Neste cenário, o objetivo geral do estudo é compreender de que forma uma demanda transcende o local para se tornar uma demanda nacional. Deste modo, a partir da perspectiva teórica-epistemológica de Luc Boltanski (2010) e colaboradores articulada à síntese construcionista de John Hannigan (2009) investigam-se as ações e mobilizações coletivas e individuais contrárias ao PHA. Para tanto, priorizou-se decompor o fio das ações, identificando os agentes engajados (conservacionistas, produtores rurais, ONG’s, entre outros), apresentando a experiência negociada na convergência de um interesse em comum e evidenciando os objetos em que estes se apóiam para formular e referendar a validade de suas argumentações. A pesquisa de campo foi realizada entre maio e agosto de 2013, em Santiago do Chile e em quatro localidades adjacentes ao projeto em Coyhaique, Cochrane, Caleta Tortel e Villa O’Higgins, utilizando-se uma combinação de procedimentos qualitativos, como: observação, entrevistas narrativas episódicas de Flick (2008), fotografia, pesquisa documental e diário de campo. Como resultado, observou-se que as competências emergem de três situações: 1) da necessidade de instaurar a Patagônia como um bem comum por meio de uma qualificação ambiental das justificativas, colocando-a sistematicamente como algo importante para as futuras gerações; 2) das percepções quanto ao PHA, onde se destaca a disputa sobre quem são os “atingidos”; 3) e do embate entre o que é planejado localmente e o que é imposto sob égide do “desenvolvimento”. O estudo de tais competências permitiu caracterizar a tendência das ordens de justificação evocadas pelos agentes contrários ao PHA em críticas: a) ambiental e estética; b) ambiental e social; c) críticas às práticas da empresa ao modelo desenvolvimento. Por outro lado, apresentam-se as justificativas acionadas pelo ente criticado e pelo pólo favorável ao PHA: a) projeto país; b) desenvolvimento e progresso regional e nacional; e c) críticas ao ambientalismo. Por fim, averiguou-se a existência de todos os elementos necessários para a construção bem sucedida de um problema ambiental conforme os fatores elencados por Hannigan (2009). Contudo, considerou-se precipitado afirmar que a presença destes elementos são as condicionantes que tornam este conflito excepcional, ficando o indicativo da importância da realização de futuros estudos em perspectiva comparada de conflitos ambientais para maiores inferências. / This research analyses the process of formation of the conflict over environmental issues surrounding the establishment of the HidroAysén Hydropower Plant (PHA), approved for the Aysén Region, located at Chilean Patagonia. A joint venture formed in 2006 between the binational (Spanish and Italian investiment) ENDESA (51%) and the Chilean Colbún (49%), aims to build a complex of five hydroelectric power plants located in the Baker and Pascua Rivers. Since its oficial announcement, the Project has arisen intense controversy in what regards both its demages to the environment, and the probity on the issuing of enviroment certifications. An active movement of resistance has convened around the so called “Patagonia Sin Represas” (“Patagonia without dams”), providing momentum to the public debate against the PHA and obtaining favorable judicial pronouncements to obliterate the construction of the dam. This has resulted in an increase on the morale of the cause against the PHA.
