A gestão pública e o relacionamento com o cidadão : um estudo sob a ótica da teoria New Public Service

Este trabalho busca compreender como elementos das diferentes abordagens de administração pública (Administração Pública Burocrática, Nova Administração Pública e Novo Serviço Público) encontrados no Departamento Estadual de Trânsito do Rio Grande do Sul – Detran/RS interferem no relacionamento da Autarquia com o cidadão. Para atingir os objetivos propostos, a base teórica da pesquisa constitui-se, além do estudo das supracitadas teorias da administração pública, do conceito de valor público e de um panorama sobre o relacionamento com o cidadão por parte das instituições públicas. Uma análise documental foi realizada, seguida de entrevistas semiestruturadas com o corpo diretivo da instituição, com servidores que atuam no atendimento ao público e com os cidadãos. Os dados coletados foram estudados a partir da técnica de análise de conteúdo. Buscou-se identificar elementos que evidenciem o papel do Detran/RS na sociedade na visão das unidades de análise, o modelo de gestão predominante, a percepção sobre valor público e as dificuldades e perspectivas sobre o relacionamento da instituição com os cidadãos por ela atendidos. Os resultados indicaram a predominância dos modelos da Administração Pública Burocrática e da Nova Administração Pública, que coexistem com vários dos seus elementos na instituição analisada. A identificação de uma escassa visão sobre um modelo de administração participativo, como o proposto pelo Novo Serviço Público, somada a elementos burocráticos, como a necessidade de extensa documentação, e a elementos gerenciais, como a terceirização de serviços essenciais, permitem a conclusão de que contribuem para um ambiente hostil para o cidadão que, além de ter de enfrentar dificuldades para o cumprimento de serviços solicitados, mantém-se distante da esfera pública. / This thesis seeks to understand how elements of the different approaches of public administration (Bureaucratic Public Administration, New Public Management and New Public Service) found in the Department of Transit of Rio Grande do Sul - Detran/RS interferes in its relationship with the citizen. In order to reach the proposed objectives, the theoretical basis of the research constitutes, besides the study of the above-mentioned theories of the public administration, the concept of public value and a panorama on the relationship with the citizen by the public institutions. A documental analysis was carried out, followed by semi-structured interviews with the institution's governing body, with public servants whose work is respond to the citizens and with the citizens themselves. The data collected were studied using the content analysis technique. It sought to identify elements that demonstrate the role of Detran/RS in society in the view of the units of analysis, the predominant management model, the perception about public value and the difficulties and perspectives on the relationship of the institution with the citizens it serves. The results indicated the predominance of the models of the Bureaucratic Public Administration and New Public Administration, which coexist with several of its elements in the analyzed institution. The identification of a scarce vision of a participative management model, such as that proposed by the New Public Service, added to bureaucratic elements, such as the need for extensive documentation, and management elements, such as the outsourcing of essential services, allow the conclusion that they contribute to a hostile environment for the citizen who, in addition to facing difficulties in fulfilling the requested services, remains far from the public sphere.

Knowing politics : knowledge and democratic citizenship in South Africa's education system

This thesis brings together democratic theory's calls for an understanding of the actually existing democratic state and anthropological work on innovative forms of citizen participation. Building on the work of Joao Biehl and Steven Robins, the research focuses on access to knowledge and claims of expertise as grounds upon which politicians and bureaucrats exclude citizen participation. It argues, using an ethnographic case study of South African student activist group Equal Education, that authors such as Max Weber, Michel Foucault, and James Scott are wrong to imply that citizens cannot train themselves in the technocratic manner frequently deployed by the state's representatives. It also argues, however, that the state's representatives are often not the technocrats they are hypothesised to be or that they claim to be, and their knowledge practices cannot be separated from politics. This makes the process through which citizens establish expertise and credibility with the government more complicated than simply training themselves in the government's knowledge practices. Drawing on the work of Danielle Allen and Francesca Polletta, the thesis thus also examines how questions of personal experience and identity on grounds of lived experience as well as claimed or perceived identity often interact with claims to knowledge, opening up or shutting down citizens' ability to participate. Even when citizens are able to leverage their technocratic expertise to successfully influence policy creation, they may still find it difficult to effectively participate in the implementation thereof beyond external monitoring and accountability enforcement. The thesis concludes that the current democratic theory ought not be so pessimistic about the spectre of a know-nothing citizenry, but nor ought it presume that education and expertise alone will be sufficient for democratic governments to take seriously an involved and engaged citizenry.

Citizen Evaluation of Local Government Performance and Service

abstract: Government performance and accountability have grown to be predominant areas within public administration literature over the last forty years. The research presented in this dissertation examines the relationship between citizen satisfaction and local government performance. Citizen review of service delivery provides vital feedback that facilitates better resource management within local government. Using data from a single jurisdiction, two aspects of citizen satisfaction are reviewed. This includes citizen review of overall city performance, and citizen satisfaction with individual service delivery. Logit regression analysis is used to test several factors that affect citizen evaluation of service delivery in local government, while ordinary least squares regression is used to test the relationship between personal factors and citizen evaluation of specific local services. The results generated four major findings that contribute to the scholarly body of knowledge and local government knowledge application. First, citizens who are predisposed to supporting the local jurisdiction are more likely to rate service delivery high. Second, customer service is important. Third, those who experience government services similarly will collectively react similarly to the service experience. Finally, the length of residency has an impact on satisfaction levels with specific services. Citizen science data quality: Harnessing the power of recreational SCUBA divers for rockfish (Sebastes spp.) conservation

Monitoring rare or elusive species can be especially difficult in marine environments, resulting in poor data density. SCUBA-derived citizen science data has the potential to improve data density for conservation. However, citizen science data quality may be perceived to be of low quality relative to professional data due to a lack of ‘expertise’ and increased observer variability. We evaluated the quality of data collected by citizen science scuba divers for rockfish (Sebastes spp.) conservation around Southern Vancouver Island, Canada. An information-theoretic approach was taken in two separate analyses to address the overarching question: ‘what factors are important for SCUBA-derived citizen science data quality?’. The first analysis identified predictors of variability in precision between paired divers. We found that professional scientific divers did not exhibit greater data precision than recreational divers. Instead, precision variation was best explained by study site and divers’ species identification or recreational training. A second analysis identified what observer and environmental factors correlated with higher resolution identifications (i.e. identified to the species level rather than family or genus). We found divers provided higher resolution identifications on surveys when they had high species ID competency and diving experience. Favorable conditions (high visibility and earlier in the day) also increased taxonomic resolution on dive surveys. With our findings, we are closer to realizing the full potential of citizen science to increase our capacity to monitor rare and elusive species. / Graduate

A comparative exploratory analysis of vigilante occurrences in two communities in Port Elizabeth (Kwazakhele and New Brighton)

The study explores and compares the incidents of vigilantism in two selected communities in Port Elizabeth. However, the word ‘vigilantism’ as utilized in the study can be explained as the group of people in a community who take the law into their own hands and punish alleged societal offenders on the spot. Vigilante activities have become a regular occurrence in many communities in Port Elizabeth and in South Africa as whole. This phenomenon as reported by several authors has destroyed many young men’s lives and ambitions. This is a paradoxical situation that violates human rights because South Africa is a country with a Constitution that prioritizes human dignity for all, and citizens that are totally free from violence of any kind. The aim of the study is to explore, analyze and compare the incidents of vigilantism in New Brighton and Kwazakhele communities in Port Elizabeth. The intention is to educate and enlighten the members of the selected communities, together with the public about vigilantism and its impact on communities.

Problematika umisťování seniorů do domovů pro seniory / The Issue of Placement of Seniors in Homes for the Elderly

The thesis deals with problems connected with the placement of senior citizens into homes for the elderly. The objectives of the thesis are to find out how long the waiting period for the placement into a home for senior citizens is and which obstacles and problems connected with the placement into homes for the elderly appear. The theoretical part of the thesis is focused on some demographic trends, the opinion of the Czech population about the old age and senior citizens, history of social services for senior citizens in the Czech Republic and abroad, and the current offer of social services for senior citizens. In this part, I also describe the process of placing of senior citizens into homes for the elderly and the services which homes for the elderly offer to their clients; I also focus on the senior citizens´ financial reimbursement of board and lodging in homes for the elderly. The research was conducted by means of quantitative and qualitative methods and techniques. In the qualitative research, I deal with the second part of my goal identifying obstacles to placement in homes for the elderly. Firstly, I set the following research questions: 1) What are the obstacles and problems in the process of placing senior citizens into homes for the elderly? and 2) Do senior citizens have any other options of care instead of the care in homes for the elderly? Then, I conducted semi-standardized interviews with 3 social workers, 8 senior citizens and with 3 members of families which put their senior citizens into homes for the elderly. I asked all of them almost identical questions to be able to compare their responses later. The results show that nowadays, dependent senior citizens who have no other option of care are more likely to be placed into homes for the elderly. The answers to the question "What are the obstacles and problems when placing senior citizens into homes for the elderly?" were rather variable and they cannot be generalized. The quantitative part of my research relates to the first part of my goal. Here I primarily focused on the waiting period. The following two hypotheses were set for the research. H1: Senior citizens negatively evaluate the waiting period for their placement into homes for the elderly. H2: Senior citizens know only one possibility of care homes for the elderly. To verify the above hypotheses, I used the method of secondary analysis of the data taken from the client's documentation and the method of controlled conversation. Therefore, I conducted my research in the following homes for the elderly: Home for the elderly Light in Písek, Home for the elderly Bechyně, Home for the elderly Diaconia Centre ČCE Blanka in Písek, Home for the elderly Centre for Social Assistance Vodňany. Social workers in each facility advised me to use the greatest possible number of clients who were oriented and able to answer my questions. In total, I analyzed 100 files of personal documentation and then I conducted the structured interviews with the analysed clients in the homes for the elderly which are mentioned above. The average waiting period was 243 days. In the category of the waiting period shorter than 1 month there were 26 senior citizens; from 1 to 2 months 33 senior citizens; from 3 to 4 months 11 senior citizens; longer than 5 months 30 senior citizens. 79 senior citizens rated their waiting periods positively, but 21 senior citizens rated their waiting periods negatively. 56 senior citizens had some knowledge about other possibilities of care; most of them reported the nursing service (54 responses); homes with nursing (8 responses); personal assistance (3 responses); pensions for senior citizens (1 response).

The diploma thesis is devoted to the process of public involvement in urban renewal projects. Based on available citizen participation and social movement theoretical concepts I analyze three cases of local civic associations' engagement in Prague municipal districts urban renewal projects. In case studies I describe thoroughly three selected cases and analyze the public involvement process, both by municipal authorities and local civic associations. The emphasis is on uniqueness of these specific cases, although even comparison of the cases based on preselected criteria is presented. Contesting the Mainstream? Citizen News Platforms, the Alternative Paradigm, and the BP Oil Spill

With emerging content forums blurring the distinctions between journalistic paradigms, this study helps illuminate those which best promote alternative practice. A content analysis of Deepwater Horizon oil spill coverage compared three platforms for online citizen journalism: corporate (CNN iReport), alternative (Indymedia), and independent blogs. News stories were coded for sources, links, author-reader interaction, mobilizing information, tone for the liable parties' ability and intent in handling the disaster, and contestation of official information. Results show that Indymedia was the most alternative in inclusion of mobilizing information, critical tone, contestation of mainstream versions, ratio of alternative links to mainstream, and total usage of alternative sources. iReport engendered the greatest rates of community via interaction, while also averaging the highest ratio of alternative sources. The blogs split on nearly all metrics, as one rated highly in every category and the other near last. This analysis determines which platforms are most likely to cultivate disaster news that stands as alternative to, and not extension of, the mainstream. This study makes a contribution to the theory of alternative media and is the first to compare citizen journalism sites against one another in measuring their adherence to the alternative paradigm, and its examination of CNN's citizen-report model also represents a novel contribution. The findings discussed may help direct citizens as they reach out to online communities in times of disaster.
