Current Approaches to Disarmament, Demobilisation and Reintegration (DDR) Programme: Design and Implementation

Yes / The success of programmes that relate to disarmament, demobilisation and reintegration (DDR) of former combatants into civilian life is dependent on four crucial aspects. First, it is essential that there is insightful and comprehensive planning that is based on sound research and analysis in order for a realistic strategy to be developed. Second, it is critical that the requisite political will exist at all levels to implement this strategy efficiently and effectively. Third, these programmes are typically expensive and time-consuming processes, and hence the necessary resources, namely financial and material support, and technical expertise, need to be secured. Fourth, it is vital that effective monitoring and evaluation systems are included in DDR processes, and that these systems are an integral part of the implementation strategy. The purpose of this paper is to examine critically current DDR developments, as well as explore the possible next steps for DDR. This will include the consideration of the current state of DDR and the extent to which initiatives such as the Multi-Country Demobilization and Reintegration Program (MDRP), the United Nations Integrated DDR Standards (IDDRS) and the Stockholm Initiative on DDR (SIDDR), as well as other contemporary policy instruments and programmes encompass a human security perspective and reflects the interests of the poor. The key question that this paper will explore is: to what extent does current or “third generation” DDR programming differ from those DDR initiatives of the 1980s and 1990s (or “second generation”)1; and to what extent do they contribute to the sustainable alleviation of poverty?

The use of Private Military Companies (PMCs) has become an increasingly common feature of contemporary armed conflict. Because of their autonomous contractual status, PMCs have presented governments with problems of accountability on several levels, including violations of international human rights and humanitarian law (IHL) standards. This thesis argues that PMCs should be considered to be non-state actors (NSAs), subject to international law from both an International Relations Theory and a Legal Theory perspective. This conclusion is linked to the issue of whether individual PMC employees can be treated as legitimate combatants according to IHL. State practice has not led to a clear understanding of the definition of combatant, a problem which has been compounded by a lack of government policy on the use of PMCs. Using Canadian experience as a case study, the thesis concludes that IHL suggests two options for regularizing the status of PMCs which would both strengthen accountability and uphold the rule of law.

Violent peace in Liberia : a study of the roles and ambitions of ex-combatants

Liberia emerged from 14 years of brutal civil conflict, demobilized and “reintegrated” large numbers of ex-combatants, but there are still concerns about ex-combatants’ re-engagement in violence. Yet, adequate knowledge and empirical evidence about this are still sketchy. Qualitative fieldwork among ex-combatants conducted in five locations in Monrovia from 2012-2013, suggests that ex-combatants are re-marginalized. This research presents excombatants’ current status, their re-marginalization, and factors indicative of their re-engagement in violence in post-conflict Liberia. The study contends that ex-combatants were apparently not satisfied with the outcome of the DDRR programme, as it failed to reintegrate them successfully. The study developed a four dimensional analytical framework that includes, (a) re-marginalization (b) re-criminalization (c) exploitation, and (d) economic insecurity, which are then applied to the outcome of the reintegration of ex-combatants in Liberia. On the basis of the data collected in fieldwork, the analytical framework reveals how these factors and dynamics interacted and facilitated the occurrence of violence. The study argues that an awareness of ex-combatants’ vulnerability and re-marginalization should put state actors in a position to better predict their violent inclinations. It further notes that ex-combatant re-engagement in violence is largely manifested at the political and economic levels and this has the potential to lead to a renewed conflict if not mitigated. This study by no means completes the tasks of research and analysis on violence and excombatants, but it outlines theoretical propositions and conclusions, which can hopefully spark further debate and collective efforts among researchers to push this field of study forward.

The effectiveness of re-integration of female ex-combatants : Rwanda as a case study.

The disarmament, demobilization, reintegration and reinsertion of ex-combatants generally and female ex-combatants specifically constitute one of the most fundamental activities in the 1994 post-genocide and war period in Rwanda. Initiated in 1997, the Rwanda Demobilisation and Reintegration Commission (RDRC) had the task of supporting the effective social and economic reintegration of ex-combatants into civilian life so as to realise national security, reconciliation, development, and sustainable peace. The findings of this study show that there is a tendency to regard former combatants as a homogenous group, overlooking significant variations based on gender, age, disability, military ranking, education and vocational skills, which are found in even small groupings. This study found that the needs, capacities and expectations of former combatants tend to be wide ranging, depending on these specificities/characteristics. On the whole, the transition from reinsertion to reintegration is often marked by drawn-out processes, and considerable difficulty in catering to all beneficiaries and developing comprehensive programmes. The findings revealed that, as they re-join their former communities, female ex-combatants are often affected differently in terms of identity crises, stigma, stereotypes, trauma, vulnerability, and power relations within society through intra-house and social relations. Even though the RDRC has made some progress, it has become clear that more needs to be done to help female ex-combatants through the reintegration programme. From the viewpoints expressed by the respondents during focus group discussions, one can conclude that in the planning of reinsertion assistance, it is imperative that the overall socioeconomic dynamics and the challenge of poverty are factored in as key variables to minimize resentment and marginalisation of broader war-affected communities. Reintegration processes of former gang members and former combatants

In a world where conflict is common, effective programs for reintegration of the combatants must exist for the post conflict societies. There is also a growing presence not only of gangs, but also of reintegration programs for those that chose to leave said gangs. To find what parts of those processes are alike and what parts are different is the objective of this thesis. For the former combatants, the thesis focuses on those of the former rebel group, meaning the illegally armed group. The reasons for comparing the two processes are that they outwardly look quite similar in the sense that the both deal with reintegration of formerly armed groups. Both groups have also been involved in some sort of violent action, and they are both being reintegrated into a society that they are not actively full members of. The research is carried out through a desk study using the method of a qualitative research through and abductive approach. The theoretical framework that is used is the inclusion-exclusion framework from the security-development nexus. This is also combined with the use of an analytical framework which was created using three different parts of full reintegration, namely social, political and economical reintegration. Through the usage of the case study of El Salvador, the thesis found that there were both similarities and differences between the two types of reintegration, however, the differences far outweighed the similarities. The thesis also found that while the two processes may be alike from an outside perspective, they are dealing with people of quite different needs. However, some potential can be seen for changes in both processes in order to improve their efficiency, though more research is needed.
