Esta tese tem por objetivo analisar comparativamente a competitividade internacional dos setores moveleiro brasileiro e alemão entre 2001 e 2011 a partir das estratégias de internacionalização de suas empresas e do papel diplomático dos respectivos Estados no apoio a este processo. A opção pela Alemanha se deve à relativa semelhança entre a indústria de móveis de ambos os países no que tange as respectivas participações relativas no consumo e produção mundiais. Já em relação ao comércio internacional o país germânico apresenta dados em muito superiores aos do Brasil, além de ter registrado crescimento nas exportações no mesmo período em que as vendas brasileiras ao exterior apresentaram forte declínio. Diante desta constatação, questiona-se acerca dos fatores que permitiram à Alemanha ter um desempenho tão positivo, se comparado ao brasileiro, nos dez anos da pesquisa. Para investigar as estratégias empresariais e as ações diplomáticas adotadas pelo Brasil e Alemanha, foi conduzida pesquisa exploratória junto ao setor moveleiro de cada país e, à luz de conceitos teóricos revisitados e melhores práticas identificadas, foram propostas ações públicas e estratégias no âmbito privado visando ampliar as exportações brasileiras do setor. / This thesis aims to comparatively analyze the international competitiveness of Brazilian and German furniture industries between 2001 and 2011 from the internationalization strategies of their companies and the diplomatic role of the respective States in supporting this process. The choice for Germany is due to the relative similarity between the furniture industry of both countries regarding their relative shares in world consumption and production. In relation to international trade, however, Germany presents data much higher than those of Brazil, and has registered growth in exports in the same period in which Brazilian sales abroad showed a strong decline. Considering that, one wonders about the factors that allowed Germany to have such a positive performance, compared to Brazil, in the ten years of research. To investigate business strategies and diplomatic actions taken by Brazil and Germany, an exploratory research with the furniture sector in each country was conducted and, in light of theoretical concepts revisited and best practices identified, public actions and business were proposed to expand Brazilian exports of the sector.

Cadeia de valor do Pisco peruano : o caso da Associação Perú Pisco Export

Atualmente, as pequenas empresas produtoras de Pisco estão inseridas num ambiente organizacional e institucional favorável, em que recebem apoio tanto do governo quanto de instituições particulares. Mas essas empresas não têm capacidade de desenvolver competitivamente todas as atividades da cadeia de valor de forma isolada; portanto, precisam associar-se para obter benefícios em compras de escala, poder de barganha com os fornecedores e os distribuidores e desenvolver um marketing mais agressivo. A Associação Peru Pisco Export é a primeira associação peruana a desenvolver uma marca conjunta para, assim, beneficiar todos os seus integrantes. Portanto, o objetivo do presente trabalho é analisar a cadeia de valor dessa associação e os fatores estimuladores e inibidores da cooperação estabelecida entre seus membros. Foi desenvolvido um estudo de casos múltiplos, entrevistando-se as três produtores da associação e também funcionários dos principais organismos que participam na indústria do Pisco. Foi, assim, identificado como a participação dos produtores na associação tem permitido a eles um maior poder de barganha com os fornecedores, um distribuidor exclusivo e desenvolvimento de estratégias de marketing conjunto. Além disso, foram identificados os fatores estimuladores, sendo o principal o apoio de organismos que recebe a indústria do Pisco, e fatores inibidores da cooperação entre seus membros, sendo o principal a falta de objetivos claros na indústria do Pisco. Os resultados propiciaram projetar a cadeia de valor, tanto individual de cada membro como da associação. / Currently, small companies that produced Pisco are developing on a positive organizational and institutional environment. Theses companies receive support from the government and the particular institutions that moves into this environment. Despite of these companies doesn’t have a capacity to develop the value chain activities in an isolated form; they need to associate for getting advantage from purchasing in scale, having power of bargaining with suppliers and deliverers, and developing an aggressive marketing. The Association “Peru Pisco Export” is the first Peruvian association in developing a joint mark to benefit all its members. For that objective, this work analyzes a value supply chain of this association and the factors that enable or disable cooperation established between its members. A multiple case studies was developed with the association; three producers and employees of each entity that participated in this industry were interviewed. From this analyzes, was identified that a participation of the producers at the association makes get more power of bargaining with suppliers, get a exclusive distributor, and develop a joined marketing strategy. Moreover, was identificated the eneble factor of coopertaion, being o support that entites formais give to Pisco industry. Furthermore, the inhibitor factor of cooperation is a luck of clear targets at this industry. The results projected individual’ and association’ value chain.. / Actualmente, las pequeñas empresas productoras de Pisco están insertadas en ambientes organizacional e institucional favorable, donde reciben el apoyo tanto del gobierno, como de instituciones particulares. Sin embargo estas empresas no tienen la capacidad para desarrollar competitivamente todas las actividades de la cadena de valor de forma individual, por lo tanto, es necesario que se asocien para obtener beneficios de compras a escala, poder de negociación con los proveedores y distribuidores, y desarrollar un marketing más agresivo, y de esta forma beneficiar a todos sus integrantes. La Asociación “Perú Pisco Export” es la primera asociación en tener una marca conjunta Por lo tanto el objetivo del presente trabajo es analizar la cadena de valor de la asociación, y los factores estimuladores e inhibidores de la cooperación establecida entre sus miembros. Se desarrollo un caso estudio múltiple con la asociación, entrevistándose a tres productores miembros de la asociación, así como, a los funcionarios de los principales organismos que participan en la industria del Pisco. Se consiguió identificar como la participación de los productores en la asociación les ha permitido tener un mayor poder de negociación con los proveedores, tener un distribuidor exclusivo, desarrollar campañas de marketing conjunto. los beneficios que tienen los productores que participan de la asociación. Además fueron identificados los factores estimuladores, siendo el principal el apoyo que recibe la industria del Pisco. Fueron también identificados factores inhibidores, siendo el principal la falta de objetivos claros en la industria del Pisco. Los resultados propiciaron proyectar tanto la cadena de valor individual de cada miembro, como la cadena de la asociación.

Dans le contexte spécifique de coopétition entre les membres des clusters, l'émergence de projets collaboratifs innovants est une question clé pour les adhérents et les structures permanentes des clusters. Compte-tenu des écosystèmes hétérogènes qui évoluent au sein des clusters, la stratégie d'Interclustering qui est menée pour créer de nouveaux types de projets intersectoriels nécessite de nouveaux outils appropriés pour soutenir l'émergence d'idées innovantes et créatives. De fortes synergies sont mises en évidence grâce à l'animation de clubs d'innovation impliquant des participants provenant des milieux industriels, académiques, scientifiques et des structures de développement économique. / In the specific context of coopetition between members of clusters, innovative collaborative projects emergence is a key issue for members and clusters. Given the heterogeneous ecosystems that evolve within the clusters, the interclustering strategy which is conducted to create new types of cross-sectoral projects require new appropriate tools to support creative and new ideas emergence. Strong synergies are highlighted through the use of the discovering matrix and 9 screens tools. These links help facilitators of clusters to optimize the preparation and animation of creative sessions. Strong synergies are highlighted through the animation of innovative clubs involving participants from industrial, academic, scientific and economic development organizations.

Investissements étrangers et compétitivité fiscale libanaise / Foreign investments and Lebanese fiscal competitiveness

Ces travaux essaient de répondre à la question de savoir quelles sont les meilleures politiques fiscales à adopter par le Liban, tant sur le plan interne qu'international, afin de générer des fonds pour le Trésor public qui permettent de subvenir aux besoins de reconstruction du pays, d'augmentation de sa croissance économique et d'amélioration du bien-être de ses citoyens. Toutefois, l'apport de ces travaux réside dans le défi qu'ils se fixent, celui de trouver des moyens de subvenir aux besoins énumérés ci-dessus et de rembourser la dette publique qui augmente exponentiellement, sans recourir à l'augmentation des impôts existants ou de la charge fiscale actuelle pesant sur les personnes physiques ou morales, ni recourir à l'emprunt ou à de nouvelles émissions de monnaies. Ils visent pour ce faire, à attirer le maximum d'investissements étrangers aussi bien directs qu'indirects vers le Liban. A cet effet, ils examinent dans une première partie l' attractivité de la fiscalité internationale libanaise tant au niveau du droit interne que conventionnel par rapport à celles des pays voisins concurrents du Liban en étudiant le droit fiscal des investissements en Syrie, Jordanie, Koweït, Egypte, Maroc et Tunisie. Ensuite, ils essaient dans la deuxième partie de trouver les mesures à adopter dans le cadre d'une stratégie globale de réforme de la fiscalité libanaise afin de la rendre la plus compétitive de la région du Moyen Orient et du Nord de l'Afrique sans se lancer dans une guerre pour le moins disant fiscal qui priverait le pays de la ressource vitale que constituent pour lui les impôts et sans compromettre son but de réalisation d'une croissance durable et équitable. / The thesis aims to find the best fiscal policies to be adopted in Lebanon, both on the national and the international levels, in order to generate enough funds for the Treasury to enable it to finance the reconstruction process in the country, increase its economic growth and improve the well-being of its citizens. However, the added value of the present thesis resides in the fact that it challenges itse1f to find the means that would allow the country to finance the needs mentioned above, without increasing the existing taxes, or the fiscal burden on the physical and legal persons and without going for borrowing or new money emissions. To do so, the thesis attempts to attract the maximum of foreign investments, whether direct or indirect ones, to Lebanon. Thus, it assesses in its first part the level of competitiveness and attractivity of the Lebanese fiscal system in comparison with the attractivity of the fiscal systems of Lebanon's neighbor competitors, by studying the fiscal treatment of the investments in Syria, Jordan, Kuwait, Egypt, Morocco and Tunisia. Based on that, it tries in its second part to find the measures to be adopted in Lebanon, in the context of a global fiscal reform, in order to convert the Lebanese fiscal system into the most competitive and attractive one in the Middle East and North Africa region, without having to make compromises that would deprive Lebanon from the taxes that constitute one of its main sources of income and without having to make concessions that would alter the thesis's objective of generating an equitable and sustainable growth in Lebanon.

Sistema análise de perigos e pontos críticos de controle - APPCC, em uma indústria de embutidos de frango e suas implicações para a competitividade

As barreiras impostas pelos mercados externos, relacionadas à sanidade dos produtos e o aumento dos surtos de toxicoinfecções em consumidores, devido à ingestão de alimentos industrializados, são os principais fatores que fazem com que empresas e as cadeias agroalimentares como um todo, preocupem-se com a produção de alimentos seguros (security foods). Diante desta necessidade, foi realizado este estudo, que analisou as vantagens e desvantagens da implantação de um sistema de Análise de Perigos e Pontos Críticos de Controle o APPCC em uma indústria de alimentos. O estudo foi desenvolvido em uma unidade industrial, que já faz uso do sistema há cinco anos, para a produção de embutidos e pratos prontos. A empresa já possui o sistema APPCC estruturado em toda a cadeia de produção, sendo uma das poucas empresas brasileiras a preocupar-se profundamente com esta questão. Os resultados confirmaram a eficiência do sistema para a garantia de segurança em produtos e processos, o que contribui para a melhoria da saúde pública e a diminuição das devoluções. Também podem ser citadas, as vantagens relacionadas ao comprometimento de grupo, valorização e aumento da eficiência operacional, agregação de valor aos produtos ao longo da cadeia e a confiança dos consumidores no que se relaciona a segurança alimentar. Não identificou-se desvantagens aparentes, apenas considerações referentes aos recursos humanos envolvidos, os quais necessitam de treinamento constante, para que desenvolvam suas atividades de acordo com o estabelecido pelo plano. / The barriers imposed by the external markets related to product sanitation and the increase of out breaks among consumers due to the intake of industrialized food are the main factors which make the companies and the agrofeeding chains as a whole to worry about security foods. This study was carried out as a result of this need and it analyzed the advantages and disadvantages of using a control system in food, Hazard Critical Control Points, the HACCP. The system for five years in the production of sausages and ready dishes. The company already ocons the HACCP system structured all over the production chain, being one of the fun Brazilian compances to concern delply about this matter. The results confirm the system efficienty to guarantee the product and process safety, what contributes to the improvement of public health and reduction of returns, as well as the retreat. Also, the advantages related to the group commitment, valuction and operational efficiency increase, value gathering to the products along the chain, as well as the increase in the consumers’ confidence concerning food sefaty. There are not apparent disadvantages, only considerations related to the human resources involved, which need constant supervision in order to develop their activities according to the what was stablished by the plan.

Diagnóstico estratégico da produção e operações em uma empresa metalúrgica multiplanta

Com aumento constante da concorrência, as empresas precisam voltar sua atenção para seus clientes e seus mercados de atuação, em questões relacionadas às Estratégias de Produção e Operações no sentido de se tornarem competitivas e viáveis. Esta pesquisa propôs-se a estudar uma empresa Mutiplanta de embalagens metálicas. Inicialmente foram identificadas as dimensões e critérios competitivos mais valorizados pelos clientes. Logo após foram avaliados o grau de importância dado pelos clientes para estes critérios competitivos e o desempenho das unidades em relação aos concorrentes para os mesmos critérios. O próximo passo foi cruzar as informações e para isso utilizou-se a matriz importancia x desempenho de Slack (1993). Com isso pode-se fazer um estudo comparativo entre as diferentes plantas produtivas (três) no sentido de comparar as estratégias de produção e operações visto que elas atendem mercados distintos. Os resultados permitiram concluir que de uma forma geral os clientes das tres unidades cnsideram, com raras excecoes, todos os itens importantes. Podemos dizer tambem que o desempenho (em relacao aos concorrentes), considerando o valor maximo de cinco, pode ser considerado muito bom visto que a grande maioria dos criterios receberam notas altas. É importante que se diga também que em virtude de que cada unidade atende clientes e regiões diferentes, o resultado desta pesquisa permite que se trabalhem os pontos que não estão de acordo com a necessidade do cliente e também aqueles em que as unidades não conseguem um bom desempenho em relação aos seus concorrentes. A unidade de Estrela apresenta a melhor performance entre as tres unidades pois, os valores de desempenho dados pelos clientes sao maiores do que os valores dados na importancia em quatro criterios. Ja a unidade de Goias apresenta o segundo melhor desempenho entre as tres unidades pois apresenta os valores de desempenho maiores que os da importancia em dois criterios. Por fim, na unidade de Sao Paulo, em apenas um criterio o valor de desempenho e maior do que o valor da importancia e em dois criterios os valores foram iguais. Com os resultados da pesquisa, os executivos da empresa tem em mãos uma ferramente que pode direcioná-los à melhora de seu desempenho, buscando a transformação da Produção em uma vantagem competitiva importante para a empresa. / Due to the increasing of competition, the enterprisers need to pay attention to their customers and acting market concerning the Production and Operation Strategies in order to become competitive and viable. This research proposes to study a Multiplant enterprise that produces metal packages. Initially, the most important dimensions and competitive standards concerning the customers were identified. Right after that, the level of importance attached by the customers to the competitive standards and the performance of the units in relation to the competitors were rated, according to the same standards. The next step was to compare the information. To do that, it was used the importance matrix x Slack’s performance (1993). That way, it was possible to make a comparative study on the three different productive units comparing the production and operation strategies considering the fact that they cover different markets. The results lead to the conclusion that, in a general way, the customers of the three units consider, with only a few exceptions, all the items important. It can also be said that the performance (in relation to the competitors), considering the maximum value of five, can be rated as very good, considering that the biggest part of the standards received high grades. It is important to state that due to the fact that each unit attends different customers and regions, the results of this research show the aspects that have to be improved according to the customer’s opinions and the aspects about which the units cannot show a good performance in comparison with their competitors. The unit of Estrela shows the best performance considering the three units because the development value attached by the customers was higher than the value attached to the importance in four standards. The unit of Goiás presents the second best development considering the three units because it presented a development value that was higher than the importance in two standards. At the unit of São Paulo, the performance value was higher than the importance value in just one standard, and in two standards both values were the same. Through the results of the research, the executives of the enterprise have on their hands a tool that can lead them to improvements on the enterprise’s performance, trying to transform the production into an important competitive advantage for the enterprise.

Rozvoj klastrů v České republice / Development of clusters in the Czech Republic

The topic of this thesis is Development of clusters in the Czech Republic. The aim of this work was to carry out an analysis by means of the sociological survey, evaluation and analysis of the clusters within regions according to the determination of the importance for the development of the individual regions. The work is divided into two main parts the theoretical and the practical part. The theoretical part includes information about the clusters, their benefits, processes of formation and development of the clusters, and also their funding. This part is also dedicated to the cluster politics and support of clusters in the Czech Republic. The practical part is based on the results from the sociological survey. The gained data and findings from the survey are processed and demonstrated with the help of diagrams and tables. Another component of the practical part is also division of the clusters according to their existence in territories of individual regions. Besides, their importance for the individual region is assessed as well. The overall communication and cooperation among members of the clusters, the extent of dependence on funding, the benefits of the clusters for the development of a region, and the ways of financing are evaluated in final results within each region.
