An Exploration of Language, Policies, and Collaborative Actions by Planning and Public Health Professionals to Guide Active Community Design

The objective of this research project was to gain a better understanding of the language, policies and collaborative actions undertaken by planning and public health professionals that are relevant to the design of active communities. The overarching aim of this research was to develop resources to facilitate the collaborative efforts of planners and public health professionals working together to create active communities. To this end, three studies were undertaken. In the first study, publicly available documents, websites, and published reports from five Government of Ontario ministries were reviewed. The review produced 136 terms for inclusion in a joint glossary of terms for planners and public health professionals. In the second study legislation/strategies from the same five government ministries were reviewed and interviews were conducted with 10 government policy-makers to identify priorities, challenges and inter-sectoral collaboration to enhance the design of active communities. This process produced a policy inventory of 39 Ontario laws/strategies that govern planners and public heath professionals working to enhance the design of active communities and identified challenges related to achieving inter-ministry collaboration and coordination towards a provincial active communities’ agenda. The third study recruited planners and public health professionals working in the province of Ontario to participate in a concept mapping process to identify ways they currently work together to enhance the design of active communities. This process generated 72 actions that represent collaborative efforts planners and public health professionals engage in when designing active communities. These actions were then organized by importance and feasibility, resulting in the development of a coordinated action framework that features four planning actions for planners, nineteen proximal and six distal coordinated actions for planners and public health professionals and six public health actions for public health professionals. Collectively, results from these three studies contribute to our understanding of the language, policies, and collaborative actions employed by planning and public health professionals that are relevant to the design of active communities. När strävan efter samsyn blir en kamp : Meningsskapande och meningsgivande i mångtydiga sammanhang / Clashing meanings : Sensemaking and sensegiving in equivocal contexts

När personer och grupper med olika bakgrund och erfarenheter möts för att sam-arbeta förutsätts ofta att samsyn kring målen med verksamheten är en förutsätt-ning för koordinerad handling. Forskningen har dock inte kunnat visa empiriskt i vilken utsträckning samsyn är viktigt för att åstadkomma samhandling. I förelig-gande avhandling presenteras en studie som undersöker hur gemensam mening formas i sammanhang präglade av heterogenitet respektive mångtydighet samt hur koordinerad handling uppstår under sådana förutsättningar. Som empirisk grund för att kunna besvara frågeställningarna studeras FöretagsNära med stöd i me-ningsskapandeperspektiv. FöretagsNära är en ny verksamhet organiserad som ett projekt i samverkan mellan Norrköpings kommun och Arbetsförmedlingen i Norr-köping. Syftet med satsningen är att föra samman näringslivsutvecklande och ar-betsmarknadsinriktade insatser och bidra till fler arbetstillfällen i Norrköping. Ba-serat på en longitudinell fältstudie berättas om meningsskiljaktigheter och strävan efter samsyn. Den longitudinella ansatsen gör det möjligt att se utvecklingen av och komplexiteten i formandet av samsyn och samhandling. Skildringen av Före-tagsNära visar att meningsskapandet i processen tar sig olika uttryck. I fråga om syftet med FöretagsNära uppstår en kamp om meningen. Studien visar hur samsyn och samhandling relaterar till varandra på mer komplexa sätt än tidigare forskning föreslagit. Det finns ingen entydig relation mellan gemensam mening och koordi-nerad handling. Studiens resultat har både teoretisk relevans och stor praktisk be-tydelse. / When people and groups with different backgrounds and experience are brought together to cooperate, a prerequisite for coordinated action is often a shared per-spective, i.e. that they have a mutual understanding with regard to the aims of their work. However, previous research has not been able to conclude empirically whether a shared perspective is essential for bringing about joint action or not. This dissertation is the result of a study inquiring into the connection between co-incident meaning and coordinated action in situations characterised by heteroge-neity and equivocality. How does coordinated action originate in such circum-stances? The empirical case of the study is “FöretagsNära” (“Close to Companies” in English), a collaboration project between the municipality of Norrköping and the local branch of the state employment agency. The purpose of the venture is to coordinate the efforts of measures aimed at trade and industry development with labour market measures, in order to contribute to a decrease of the unemployment rate in the city of Norrköping. Based on a longitudinal field study, a narrative of clashing meanings, and a striving for mutual perspectives unfolds. The longitudi-nal approach supports an understanding of how joint action unfolds and the com-plexity involved in developing a shared perspective. The description of Företags-Nära shows that the creation of meaning in the process takes on different expressions, and a battle of meaning arises about the matter of the purpose of FöretagsNära. The connection between a shared perspective and joint action is more complex than previous research has suggested. There is no unequivocal connection between coincident meaning and coordinated action. The results of the thesis are of both theoretical relevance and practical importance.

Reivindica-se o lugar da fonologia na representação formal de construções gramaticais, uma vez que emparelhadas com informações semânticas, sintáticas e pragmáticas estão as informações fonológicas. A partir de contribuições teóricas da Linguística Cognitiva, o conceito de fonema é revisto, sendo tratado em termos de categoria de base corpórea e unidade construcional. Para essa nova visão, é fundamental, ao tratar do fenômeno, uma concepção que envolva a aquisição, o uso e a frequência de construções da língua. Ao se direcionar a atenção para o nível suprassegmental, enfatiza-se a função que a prosódia desempenha na interpretação e na negociação de sentidos. Defende-se que há uma ação conjunta e coordenada na produção da melodia da fala. A fim de analisar como a entoação pode apontar para a construção do significado, foi realizada, através de um programa computacional (PRAAT), a leitura acústica de dados de fala semiespontânea. Os resultados da submissão dos dados foram descritos no sentido de se observar as curvas da Frequência Fundamental (F0) nos trechos que encerram as respostas de entrevistados em coletivas de imprensa. A hipótese é a de que os contornos melódicos nessa transição de turno são descendentes e uma das razões para isso é o desgaste da pressão subglotal que ocorre no fluxo da fala. Outro ponto discutido é que a ação das pregas vocais pode ser considerada um caso particular entre as gestualidades produzidas pelo nosso aparato físico e perceptual. Estabelecendo uma projeção metafórica entre o domínio da coletiva de imprensa e o domínio da guerra, aposta-se na analogia entre os gestos produzidos pelas pregas vocais e os gestos dos braços em um combate. Enfim, quanto mais gestos "sonoros", de alta F0, ocorrem, maior é o poder de combate interacional do falante, na luta pelo turno. Se a F0 decai, dá-se a entrega do turno. São movimentos de caráter físico que estão estreitamente relacionados com o simbolismo conceptual da linguagem. / Prosody and cognition are the central subjects of the present work. The place of phonology in the formal representation of constructions is demanded, since phonological information is paired with semantic, syntactic and pragmatic information. From theoretical contributions of Cognitive Linguistic, the concept of phoneme is reviewed and reformulated with the notions of phoneme as an embodied category and phoneme as a constructional unit. For this new vision, it is fundamental a conception that involves the acquisition, the use and the frequency of language. To direct the attention for the suprassegmental level, it is emphasized the function that the prosody performs in the interpretation and management of meaning. One defends that there is a joint and coordinated action in the production of speech s melody. In order to analyze how the intonation can point out to the construction of meaning, an acoustics reading of data was accomplished through a computation program (PRAAT). The results of the submission of the data were described in order to observe the curves of fundamental frequency (F0) in the stretches that close the interviewed answers in the press conference. The work hypothesis is that the turn transition is configured by falling contours and one of the reasons for this is the deterioration of the subglotal pressure in the flow of the speech. Another point is that the action of vocal folds can be considered a particular case between the gestures produced by our physical and perceptual apparatus. From a metaphorical extension of the press conference's domain and the war's domain, it can be speculated the analogy between the gestures produced by the focal folds and the gestures of the arms in a combat.
