Evaluating Consumer Response to Environmental Labels on Packaging Using Eye-Tracking

Labeling is one way consumers evaluate products for purchase. Environmental labeling is used to provide environmental information to the consumer. If a person is familiar with a particular labeling process they may be more inclined to consume such product. This study used the Tobii© T60 eye-tracking system to determine differences in gaze durations and time to first fixation between the Forest Stewardship Council (FSC) label and an unsubstantiated label. Labels were placed on two different products (toilet paper and paper plates) and four locations (top-right corner, bottom-right corner, top-left corner, and bottom-left corner). Additionally, after the participants viewed the images they were asked to complete the six-question GREEN Consumer Values scale and then asked to sort eighteen different images based on label type and price. Participants did not differentiate between the two labels. Labels placed in the bottom-right corner received the least amount of attention (as measured by fixation duration) when compared to labels placed in the other three corners. Eye-tracking data was then split at the median and two groups were created: low label fixators versus high label fixators. High label fixators scored overall higher on the GREEN Consumer Values scale than low label fixators. Participants sorted the 18 products based on price, putting the lowest-labeled product first 84% of the time. Future studies could include looking at other environmental labels and broader populations. / Master of Science

L'idée d'un texte juridique dépourvu de signification normative peut sembler absurde. Toutefois, dans un contexte d'assouplissement de la technique juridique et de multiplication des énoncés à la vocation incertaine, la normativité de certains textes ou énoncés juridiques est aujourd'hui contestée. Or, en cas de contestation de la normativité d'un texte, c'est aux juridictions et, en particulier, au Conseil constitutionnel et au Conseil d'Etat, qu'il appartient de reconnaître ou d'exclure l'existence d'une norme juridique susceptible d'être contestée ou invoquée. Il s'agit alors, pour le juge, non pas de définir le sens d'une norme mais d'apprécier si, et dans quelle mesure, un énoncé est porteur d'une norme juridique. C'est cette appréciation juridictionnelle de la normativité des textes juridiques qui constitue l'objet de notre étude. Si ce versant du pouvoir d'interprétation juridictionnel n'est pas nouveau, il s'est développé et est devenu plus explicite. L'appréciation de la normativité porte sur les textes contestés ou invoqués et détermine en grande partie leur régime contentieux. Ainsi, l'appréciation juridictionnelle de la normativité des textes juridiques constitue un versant spécifique du pouvoir d'interprétation juridictionnel auquel sont attachées des conséquences propres. Regional Labour Councils and Local Government Employment Generation: The South Coast Labour Council 1981-1996

The thesis examines the role of regional labour councils in local employment generation. It specifically analyses the case of an Australian regional labour council, the South Coast Labour Council (SCLC), between 1981 and 1996. The Illawarra region was the centre of SCLC activity. It was an industrialised region that experienced high levels of unemployment in the period. These were greater than the State and national averages, which reflected a geographical concentration of unemployment in certain regions in Australia. The SCLC attempted to address this issue, as it was part of the union structure that was specifically focused on the regional level and on regional concerns. The study argues that the SCLC developed a local employment generation strategy and it examines how and why this was adopted and pursued. It finds that the SCLC was well placed at the regional level and was well resourced with a capacity to influence the external environment through its utilisation of both political and industrial methods in a period of agreeable internal relations. The research identifies the development of its local employment generation strategy. Sometimes the SCLC pursued its strategy in a manner of ad hoc decision-making and muddling through, while at other times it involved characteristic and distinctive regular patterns. The thesis concludes by evaluating the SCLC�s strategy of local employment generation and by exploring the applicability of the general trade union literature on methods and strategy to regional labour councils.

According to the client, land survey of Sweden, there is no current information regarding other well developed property tax systems. This information is necessary in order to analyze the effectiveness and develop the Swedish system. The purpose of this study is to contribute with improvement proposals to the development of the Swedish property tax system through a survey of the English and Welsh property tax system. Methods used are: (1) a literature review where the English and Welsh valuation methodology and organization regarding property taxation is studied; (2) an interview with the client at the land survey of Sweden regarding existing problems with the Swedish property tax system; (3) An interview with a contact person of the Valuation Office Agency regarding the English and Welsh property tax system. In England and Wales there are two different property taxes for municipals, Council Tax and Rating. All domestic properties are included in Council Tax and commercial properties or part of commercial properties is included in Rating. Council Tax is based on the properties market value and Rating is based on the commercial property or part of the properties current rental value. The tax is annually estimated based on what local authorities calculate on how much that is expected for the cost of local services. The Swedish property tax system is separated in several respects in relation to the English and Welsh, but Sweden can learn from England and Wales in several aspects. English and Welsh account of how property taxes are used can easily be seen on the local authorities' websites. Fees for deliberately withholding information regarding property declaration may provide a more accurate picture of the property value. Sweden put more resources on valuation whereas England’s and Wales’s resources are devoted to calculating and reporting tax. / Enligt uppdragsgivaren Lantmäteriet saknas aktuell information gällande andra utvecklade fastighetstaxeringssystem. Informationen är nödvändig för att kunna analysera effektiviteten och utveckla det svenska systemet. Syftet med denna studie är att bidra med förbättringsförslag till utveckling av det svenska fastighetstaxeringssystemet genom en undersökning av Englands och Wales fastighetstaxeringssystem. Använda metoder är: (1) en litteraturstudie där Englands och Wales värderingsmetodik samt organisation gällande fastighetstaxering studeras; (2) en intervju med uppdragsgivaren på Lantmäteriet gällande aktuella problem med svenska fastighetstaxeringssystemet; (3) intervju med kontaktpersonen på Valuation Office Agency gällande det engelska och walesiska fastighetstaxeringssystemet. I England och Wales finns det två olika kommunala fastighetsskatter, Council Tax och Rating. Det svenska fastighetstaxeringssystemet skiljer sig i flera hänseenden gentemot det engelska och walesiska, dock kan Sverige lära av England och Wales i flera aspekter. Englands och Wales redovisning av hur fastighetsskatten används kan enkelt ses på de lokala myndigheternas hemsidor. Avgifter vid medvetet undanhållande av uppgifter gällande fastighetsdeklaration kan ge en mer rättvis bild av fastighetens värde. Sverige lägger mer resurser på värderingen medan Englands och Wales resurser läggs på kalkylering och redovisning av skatten.

This thesis concentrates upon a largely neglected subject wi thin contemporary political history, that is the transition in London government from the London County Council (L.C.C.) to the Greater London Council (G.L.C.). It is a study of the actions and reactions of poli tical parties at central government, county council, and district council level, and incorporates the role of non-political party pressure groups. The bulk of the thesis is concerned with the L.C.C. area. Consideration is, however, given to the non-L.C.C. area incorporated into the larger C.L.C. This work demonstrates that there was no consensus regarding the need for reform. It is argued that the lack of consensus led to compromises that failed to satisfy many interested groups and thus the C.L.C. was often perceived to be flawed. This thesis derives from an exhaustive literature search and extensive reading. The records of political parties were very useful. Newspapers and journals aided research, as did a series of interviews with key surviving individuals. A further source of information were the minutes of various local authorities and connected bodies. Previously unavailable records have been used, for example, Conservative Party and Government records. With the aid of these new sources this work uniquely concentrates on exposing the political constraints and biases that caused a flawed local government system to be introduced.
