Maktlösa makthavare : En studie om kommunalt chefskap / Powerless Power Holders

Enligt den svenska förvaltningstraditionen, vilken bygger på den Weberianska byråkratimodellen, ska politiker fatta beslut och tjänstemännen verkställa dem. Men, relationen mellan politiker och tjänstemän i den kommunala vardagen förefaller inte vara så enkel. Förtroendevalda politiker upplever ett problem med att tjänstemännen har för stor makt, vilket leder till ett inflytande på den politiska processen som inte står i proportion till deras formella position. Problemet bottnar i att den Weberianska byråkratimodellen inte längre fungerar som ett vägledande ideal i praktiken. Den kommunala vardagen karakteriseras istället av en otydlighet i hur makten i praktiken konstitueras och distri-bueras i relationen mellan politiker och tjänstemän, med resultat att icke-förtroendevalda chefstjänstemän kan hamna i en maktsituation där de kommer i besittning av, förutom sin legitima chefsmakt, en reell politisk makt. Som en följd av detta kan våra svenska kommuner komma att ledas av en profession som tränger undan och kanske i praktiken övertar politisk ledning – en profession som enligt den Weberianska byråkratimodellen formellt ska vara politiskt maktlösa. Mot bakgrund av detta syftar studien till att bidra till kunskapen om de kommunala chefstjänstemännens politiska agerande och de maktförhållanden som konstituerar detta agerande. Med makt avses i avhandlingen en kapacitet att handla som ägs av agenter och som kan identifieras i kraft av chefspositionens varaktiga relationer med underliggande sociala strukturer mellan politik och förvaltning, mellan politiker och tjänstemän. Makt betraktas följaktligen som en förklaringsfaktor för att förstå chefstjänstemännens politiska agerande. Avhandlingen baseras på en fallstudie av kommunchefer, dvs. kommunens ledande tjänsteman som befinner sig i den omedelbara närheten av den kommunövergripande politiska ledningen, och som därigenom verkar i gränslandet mellan politik och administration. För att bidra till denna kunskap utvecklas i avhandlingen en analysmodell med utgångspunkt i den kritiska realismens synsätt på sociala strukturer och kausalitet. Modellen baseras på tre olika typer av analyser, en strukturell analys, en kausal analys och en förståelseanalys. Med hjälp av den strukturella analysen identifieras tre stycken strukturella maktresurser som kan ses som förbundna med den kommunala chefstjänstemannapositionen. Dessa benämns centralitet, kontroll över kritiska resurser, och närhet till makt. Med hjälp av den kausala analysen studeras vad och hur dessa maktresurser tillåter innehavaren av chefstjänstemannapositionen att påverka för att uppnå effekter. Analysen visar att de strukturella maktresurserna möjliggör för chefstjänstemannen att påverka hela den politiska beslutsprocessen genom att med rätt timing i ärendehanteringen, och de beslutsunderlag som ligger bakom detta, presentera olika problembilder och konsekvensbeskrivningar. Med hjälp av förståelseanalysen studeras chefstjänste-männens politiska agerande. Med utgångspunkt i en kritisk realistisk ansats kan de kommunala chefstjänstemännens politiska agerande förstås i termer av en proaktiv politisk roll som är inneboende i chefspositionens generiska karaktär. Den proaktiva rollen är intimt sammanlänkad med strukturella maktresurser genom det att den för sin existens kräver strukturella maktresurser som är förbundna med den kommunala chefstjänstemannapositionen. / Politicians are meant to make decisions and administrators are supposed to execute them according to the Swedish public administration tradition; a tradition built on the Weberian bureaucracy model. But, power relations between politicians and administrators in municipal practice do not appear as unambiguous as the tradition purports. Administrators have too much power according to elected officials, which in turn have an impact on the political process that is not consistent with the administrators’ formal position. This causes tension in the relations between politicians and administrators. The problem seems to stem from the fact that the Weberian bureaucracy model no longer serves as a guiding ideal in practice. Instead the local government practice is characterized by how vaguely the power is constituted and distributed in the social relation between politicians and administrators, resulting in the fact that non-elected public managers find themselves in a power position encompassing not only their legitimate managerial power, but also real political power – which is not consistent with the ideal bureaucracy model according to which this type of power is reserved only for elected officials. As a result the Swedish municipalities may be run by a profession that in practice take over the political leadership; a profession that in keeping with the Weberian ideal model is supposed to be powerless. This dissertation aims to contribute to field of knowledge concerning the municipal administrators’ political actions and the power relations constituting this behaviour. For the purpose of this dissertation the term power intends a capacity to act inherent in agents and that can be identified by virtue of the managerial position’s lasting relations with underlying social structures between politics and administration, between politicians and public administrators. Power is thus looked upon as an element of explanation in understanding public managers political behaviour. The dissertation is based on a case study of municipal managers, i e the leading public administrator in a municipality who is in the immediate proximity to the overall political leadership and thereby serves in the borderland between politics and administration. A model of analysis is developed with its basis in the critical realism’s approach on social structures and causality- The model is based on three different types of analyses, a structural analysis, a causal analysis, and an analysis of understanding. The structural analysis helps identify three structural power resources that are associated with the municipal management position; centrality, control over critical resources, and nearness to power. By means of the causal analysis one studies what and how these power resources permit the holder of the managerial position to influence in order to achieve certain effects. The analysis shows that the structural power resources make it possible for the public managers to influence the political decision making process through right timing in delivering official documents, along with the decision support data, presenting different problem areas and consequences of these. With the support of the analysis of understanding the municipal manager’s political behaviour is studied. With reference to a critical realist approach the answer is that the public managers’ political behaviour can be understood in terms of a proactive political role inherent in the managerial positions generic character. The role is strictly interconnected with the structural power resources due to the fact that the role requires, for its existence, structural power resources as are associated with the municipal managerial position.

The substantive task of the thesis is to explore a dimension of social change - the emergence of social science research within New Zealand by 1984. The thesis begins by asking questions about the status of any account - as description, understanding, or explanation. In the first instance, these questions are discussed within positivist and anti-positivist traditions. Following on from these, the work examines a series of post-positivist approaches that focus on method, general theory, and methatheorising. Many accounts of social science development emphasise the role of a rational social science idea, others stress contextual considerations. In finding these wanting, the thesis argues for the incorporation of culture, structure and agency, and discusses attempts at resolving these within the work of Anthony Giddens and Andrew Abbott. The final part of the theoretical discussion explores the potential of Critical Realism for causal analysis. Within this tradition, Margaret Archer's work is particularly useful with its commitment to robust notions of agency, culture and structure, and emphasising their interplay through time. With some modest revision to attune her position to the demands of practice, the thesis suggests 'Retroductive Narrative Realism' that incorporates ontological insights and the two practical moves of analysis and narrative. The thesis argues that these moves must be explicit, using the analytic to create hypothesis that are then tested via narratives that link emerging structural and cultural forms. The thesis uses this approach for the substantive task of writing a theoretically informed account of social science research. It works within the spheres of State, University and broader social spaces, centring interests and the role of conditioned interaction. The account is presented within four phases: the inheritance - research by the State for the purposes of the State; in search of independent means - research by the State of broader social forms; alternative benefactors - research of social issues by broader social and University interests; on the brink of bankruptcy - a questioning of the State and social forms by social and University interests. Over these four periods it is possible to trace the emergence of social research, then social science, and then specific disciplines.

A interpretação jurídica deve, com isso, respeitar a contingencialidade do direito histórico, ou seja, o modo como esse é construído e ganha a sua existência. Analysing law and policy, and the contributions of government-sponsored institutions to publishing development

This thesis examines law and policy in the book publishing industry in Ghana, with an evaluation of the success of government-sponsored institutions that have been established for the purpose of publishing development in the country. Issues concerning publishing development in Ghana and other countries in Africa have attracted considerable debate and coverage in the literature. The focus of the debate has been mainly centred on challenges confronting publishing development in the continent and the promotion of sustainable schoolbooks provision. Whilst there is a body of existing literature on the historical development of book publishing and its challenges, the role of law and policy, and the contributions of government-sponsored institutions to publishing development has not been explored. This thesis therefore provides the first analysis of law and policy, and an evaluation of government-sponsored institutions. In an attempt to fill this gap, this research identifies law and policy, examines the rationale for policy formulation, the policy-making process itself, the experiences of various stakeholders in the formulation of these policies and issues relating to the implementation of policy. It also evaluates the success of government-sponsored institutions by examining how their work has influenced book development and publishing in the country. The data for this research comprise legislation, policy documents and recorded interviews. These were analysed using the framework that was developed for book policy analysis. The use of the framework has been particularly useful in the analysis because it is compatible with the critical realist approach. Over two empirical chapters, the use of content analysis provides a thorough insight of the social, economic and political context, within the context of Ghana, for which institutions dedicated to publishing development were established as well as the formulation of book policies. Although government-sponsored institutions have provided considerable support to publishing development, the findings suggest that their operations are hindered due to a lack of funds and logistics. The findings again suggest that both national and international legislation have not been adequately beneficial to publishing development. A third empirical chapter, which focuses on the interview data for policy development offers an in-depth analysis into the policy-making process and the challenges that are associated with the implementation of policy. The findings suggest existing policy is limited in terms of scope of book publishing, and even with this limitation, there is a lack of transparency in the procurement process. A major challenge of the book publishing industry in Ghana is the lack of resources to enforce legislation and implement policies. Public policy analysis is not a new concept, however this research developed a framework for book policy analysis, a framework that combines concepts from general public policy analysis and in the specific area of information science as well as guidelines from UNESCO s guide to formulating book policies in a way that allowed the content of book policies to be analysed. The research also recommends that institutions should be strengthened through review and restructuring, and to review the textbook policy towards the development of a national book policy that will recognise book publishing as a strategic national industry.

An analysis of the certificate of the theory of accounting knowledge and knower structures : a case study of professional knowledge

This research project explores issues around the poor throughput and high dropout rate in the Certificate of the Theory of Accounting (CTA) by focusing on Accounting knowledge as an object of study. The CTA was identified as a serious block in the steps that one needs to go through on the journey to becoming a Chartered Accountant. Having a clear understanding of Accounting knowledge can lead to finding ways that can make the subject more accessible to students from diverse backgrounds. This study contributes to understanding Accounting knowledge at the CTA level with the aim of clearly delineating its legitimate knowledge and knower structures. It answers the following two research questions: • What constitutes legitimate knowledge structures in the CTA? • What constitutes legitimate knower structures in the CTA? Academics from nine universities and representatives of the South African Institute of Chartered Accountants (SAICA) participated in this study. Data was collected through interviews, observation and document analysis. Eighteen CTA lecturers and two members of the SAICA management team were interviewed. Three universities provided documents on their practices, which included learner guides, examination papers, suggested answers, lecture notes, tutorials and other curriculum documents for each of the four CTA subjects. SAICA provided the competency framework and examinable pronouncements. A conference that was jointly hosted by SAICA and International Financial Reporting Standards (IFRS) Foundation was observed. This study used Critical Realism as its ontological underpinnings and Legitimation Code Theory (LCT) as its substantive theory. It used the Specialisation and Autonomy principles of LCT to analyse the data. Specialization establishes the ways agents and discourses within a field are constructed as special, different or unique and thus deserving of distinction and status (Maton, 2014). The principle of Autonomy is concerned with the extent to which the field is self-governing and can do things of its own free-will (Maton, 2004). The study found that the CTA has a hierarchical knowledge structure, which means that when new knowledge is created in Accounting it is integrated into existing knowledge, resulting in coherent and integrated knowledge. CTA also has a hierarchical curriculum structure. While horizontal curriculum structures evolve through the replacement of existing knowledge by new approaches and content, a hierarchical curriculum typically grows through integration and subsumption of new knowledge into pre-existing knowledge and it relies on the acquisition of knowledge developed in previous modules or levels of study.

New Foundations for Ecological Economics

Ecological economics has been repeatedly described as transdisciplinary and open to including everything from positivism to relativism. I argue for a revision and rejection of this position in favour of realism and reasoned critique. Looking into the ontological presuppositions and considering an epistemology appropriate for ecological economics to meaningfully exist requires rejecting the form of methodological pluralism which has been advocated since the start of this journal. This means being clear about the differences in our worldview (or paradigm) from others and being aware of the substantive failures of orthodox economics in addressing reality. This paper argues for a fundamental review of the basis upon which ecological economics has been founded and in so doing seeks improved clarity as to the competing and complementary epistemologies and methodologies. In part this requires establishing serious interdisciplinary research to replace superficial transdisciplinary rhetoric. The argument places the future of ecological economics firmly amongst heterodox economic schools of thought and in ideological opposition to those supporting the existing institutional structures perpetuating a false reality of the world's social, environmental and economic systems and their operation.
