Previous issue date: 2011-12-14 / The present dissertation has as objective to analyze the implementation of the Programa RS Socioeducativo to the attendance of adolescents who come from the freedom restraining measure program of the Funda??o de Atendimento Socioeducativo (FASE/RS). The program started in April, 2009, attending young people between 12 21 years old, aiming their social, cultural and familiar insertion, acting with the conception of net and co-responsability of the social actors. The investigation is based on a data collection and its documental analysis with the governmental institution Secretaria da Justi?a e dos Direitos Humanos do Rio Grande do Sul, specifically in the coordinating of the Programa RS Socioeducativo, analyzing the number of young people attended by the program and its implications in their disconnection. Besides that, there are some information about the process of implementation of the estimated reports of the program done by active corporations, such as the project-executing agencies Funda??o P?o dos Pobres de Santo Ant?nio and Instituto Pobres Servos da Divina Provid?ncia (IPSDP) Centro de Educa??o Profissional S?o Jo?o Cal?bria, as well as Relat?rio do Programa RS Socioeducativo provided by the coordinating of the Programa RS Socioeducativo. Individual interviews were also carried out with the adolescents who have concluded the social eucational program and the ones who were attended by the program but have come back to FASE/RS. Based on this research, we can say that the Programa RS Socioeducativo has qualified and attendance to the adolescent who gone out from FASE/RS. However, the precariousness in the health attendance done by the communitarian net, the low level of education of the adolescents, the family vulnerability, and the lack of connection between FASE/RS and the project-executing agencies were the obstacles which were found during the implementation. / A presente disserta??o tem como objetivo analisar a implementa??o do Programa RS Socioeducativo no acompanhamento dos adolescentes egressos da medida socioeducativa privativa de liberdade da Funda??o de Atendimento Socioeducativo (FASE/RS). Este Programa come?ou a ser executado em abril de 2009, atendendo a jovens egressos de 12 a 21 anos, possuindo como finalidade a sua reinser??o social, cultural e familiar, atuando na concep??o de rede e de corresponsabiliza??o dos atores sociais. A investiga??o est? baseada na coleta an?lise de dados e documentos obtidos junto ? Secretaria da Justi?a e dos Direitos Humanos do Rio Grande do Sul, especificamente na Coordenadoria do Programa RS Socioeducativo, sendo analisado o n?mero de jovens atendidos pelo Programa e as implica??es do seu desligamento. Al?m disso, h? dados sobre o processo de implementa??o do Programa nos relat?rios avaliativos feitos pelas entidades executoras Funda??o P?o dos Pobres de Santo Ant?nio e Instituto Pobres Servos da Divina Provid?ncia (IPSDP) Centro de Educa??o Profissional S?o Jo?o Cal?bria, bem como, no Relat?rio do Programa RS Socioeducativo feito pela Coordenadoria da Secretaria de Justi?a e dos Direitos Humanos. Tamb?m, foram realizadas entrevistas individuais com os adolescentes que conclu?ram o Programa RS Socioeducativo, com os que est?o sendo atendidos pelo Programa, e aqueles que eram atendidos pelo Programa e que reingressaram na FASE/RS. Com base na pesquisa realizada pode-se afirmar que o Programa RS Socioeducativo qualificou o atendimento ao adolescente egresso da FASE/RS. No entanto, a precariedade no atendimento de sa?de pela rede comunit?ria, a baixa escolaridade dos adolescentes, a vulnerabilidade familiar e a falta de articula??o entre a FASE/RS e as entidades executoras do Programa foram obst?culos encontrados durante sua implementa??o.

Previous issue date: 2012-08-25 / This study aimed to investigate the manifestations of public space in restorative justice initiatives in order to reveal its impacts on the Juvenile Justice System from a practical experience being developed in the city of Porto Alegre. The research focused on the discussion of effectiveness of the Youth Justice System, considering the historical orientation in punitive responses to offenses, at the same time that initiatives related to a new paradigm of justice are being constituted in the national scenario. Among these initiatives is Restorative Justice, which converges to the idea of an expansion of public space, in the forms of administering justice, since this alternative to the system adds an ethical agenda, driven by the principle of human dignity of all offenders, victims and community, guided by democratic decision-making processes, carried out by the individuals directly affected by some event that caused offense individually or collectively. It is being questioned, as well, through all the chapters, the need for democratization of Justice regarding the Youth Justice, and the possible contributions of restorative justice in this process. The research uses the dialectical-critical method and is characterized as an exploratory study based on literature review and documental analysis, constituting a case study, whose unit of analysis is the Restorative Practice Central of the Youth Court of Porto Alegre. The approach of the phenomenon is qualitative, using information also quantifiable. The subjects of the study were chosen by the criterion of participation in restorative procedures in 2008. The study concludes that Restorative Youth Justice is part of the contradictory relationship between the punitive system and the orientations of ECA and SINASE, being articulated to legitimate social demands for the democratization of youth justice, with the expansion of shared social responsibility related to violence committed by youth. / O estudo ora apresentado objetivou investigar as manifesta??es de um espa?o p?blico nas iniciativas da Justi?a Restaurativa, com vistas a desvelar suas repercuss?es no Sistema de Justi?a Juvenil, a partir da experi?ncia concreta no munic?pio de Porto Alegre. A pesquisa debru?a-se sobre a discuss?o da efic?cia do Sistema de Justi?a Juvenil, tendo em vista a hist?rica orienta??o punitiva nas respostas aos atos infracionais, ao mesmo tempo em que s?o constitu?das, no cen?rio nacional, iniciativas que agregam a concep??o de um novo paradigma de justi?a. Dentre essas iniciativas encontra-se a Justi?a Restaurativa, que converge ? ideia de amplia??o de um espa?o p?blico, nas formas de realiza??o da justi?a, uma vez que essa alternativa agrega ao sistema uma pauta ?tica, direcionada pelo princ?pio da dignidade humana de todos ofensores, v?timas e comunidade, orientada por processos decis?rios democr?ticos, levados a efeito pelos sujeitos diretamente afetados por algum fato que provocou ofensa individual ou coletivamente. A pesquisa utiliza o m?todo dial?tico-cr?tico e caracteriza-se por ser de natureza explorat?ria que se vale de levantamento bibliogr?fico e an?lise documental, constituindo-se em um estudo de caso, cuja unidade de an?lise ? a Central de Pr?ticas Restaurativas do Juizado da Inf?ncia e Juventude de Porto Alegre. A abordagem do objeto de estudo ? qualitativa, utilizando-se tamb?m de informa??es quantific?veis. Os sujeitos da pesquisa foram escolhidos pelo crit?rio de participa??o em procedimentos restaurativos no ano de 2008. O estudo conclui que a Justi?a Juvenil Restaurativa inscreve-se contraditoriamente na rela??o entre o institu?do sistema punitivo e ao que preconiza o ECA e o SINASE, articulando-se ? leg?tima demanda social pela democratiza??o da justi?a juvenil, com a amplia??o da responsabilidade socialmente partilhada em rela??o ?s viol?ncias praticadas pela juventude.

Previous issue date: 2011-12-19 / On several existing contexts, life in society has faced a historical period spotted by a massive transformation of values and traditions, being possible to verify a range of violent situations. In this context, it is alarming to observe the presence of youngsters involved in infraction acts, informing against disturbing aspects on the adolescent panorama of these days. The adolescence subject in conflict with the law was the central theme developed in this study, which had by its objective to investigate the relations between these teenagers histories of life and the violation acts perpetrated by them. Two sections were detailed on this theme: one theoretical and one empirical. The aim of the theoretical section was, from a literature review, to present a reflection on the complex psychic dynamics present on infraction acts in the adolescence. Theoretical contributions from Psychoanalysis were used on the trial to obtain a deep comprehension of this matter, highlighting the situation of abandonment lived by these youths and the effects of traumatic experiences from this condition. It has been understood that the transgression act tells one facade of the intense abandonment experimented by them in their life history. This traumatic circumstance is due to the precariousness which marked the encounter with their caregivers since premature and fundamental moments, resulting in a frail psychic organization.The empirical section, by the use of a qualitative methodology, investigated the condition of the adolescence in conflict with the law, reaching for a comprehension of the infraction act from the perspective of the teenagers life history, and from the meanings assigned by them to the perpetrated acts. Semi-structured interviews were performed with four teenagers, ranging from 12 to 18 years old, who were on trial by the justice responsible for youngsters involved in infraction acts. The material obtained from the interviews were analyzed and discussed through the Content Analysis. For the data interpretation, a psychoanalytical reference was adopted. Four final categories were identified and named as it follows: Effects of violence and abandonment: the frailty of oneself; The infraction act and the becoming risks; Mistrust on the encounter with justice and limit; and, the last, Pain and hope in the intersubjective field. In the adolescents histories of life were found recurring experiences of extreme neglect and violence on the encounter with the parental figures, building an intense fragility on the foundation of affective ties with those ones, having as a consequence significant injuries on the fundamental psychic resources organization, as well as considerable damage in the intersubjective field.It was verified that the violence and the abandonment experienced resulted, to these teenagers, on the precariousness state to attribute meaning to the experience of being confronted with limits and in the impossibility to recognize them as a protection condition. The psychoanalytical theory has presented itself as an important resource of problematization and intervention facing a theme which has, undeniably, individual and social repercussions, covering intrapshychic and intersubjective aspects implied in this problematic. / Nos mais diversos contextos atuais, a vida em sociedade enfrenta um per?odo hist?rico marcado por uma intensa transforma??o de valores e costumes, sendo poss?vel verificar a ocorr?ncia de diversas situa??es de viol?ncia. Nesse contexto, ? alarmante constatar a presen?a de jovens envolvidos em atos infracionais, denunciando aspectos preocupantes no cen?rio da adolesc?ncia na atualidade. O tema da adolesc?ncia em conflito com a lei foi a tem?tica central desenvolvida neste estudo, que teve por objetivo investigar as rela??es entre a hist?ria de vida desses adolescentes e os atos infracionais por eles cometidos. Foram elaboradas duas se??es sobre a tem?tica: uma te?rica e uma emp?rica. O objetivo da se??o te?rica foi, a partir de uma revis?o da literatura, apresentar uma reflex?o acerca da complexa din?mica ps?quica presente no ato infracional na adolesc?ncia. Aportes te?ricos da Psican?lise foram utilizados na tentativa de obter uma compreens?o aprofundada sobre esta problem?tica, destacando-se a situa??o de desamparo vivenciada por esses jovens e os efeitos de viv?ncias traum?ticas decorrentes dessa condi??o. Entendeu-se que o ato transgressivo denuncia uma face do intenso desamparo experimentado por eles em suas hist?rias de vida.Essa condi??o traum?tica do desamparo ? decorrente da precariedade que marcou o encontro com os cuidadores desde momentos precoces e fundamentais, acarretando um processo de estrutura??o ps?quica fragilizado. A se??o emp?rica, mediante a utiliza??o de uma metodologia qualitativa, investigou a condi??o da adolesc?ncia em conflito com a lei, buscando uma compreens?o do ato infracional sob a perspectiva da hist?ria de vida dos jovens e a partir dos significados atribu?dos por eles aos atos cometidos. Foram realizadas entrevistas semiestruturadas com quatro adolescentes, entre 12 e 18 anos incompletos, que se encontravam em julgamento na justi?a respons?vel por jovens envolvidos em atos transgressivos. O material obtido nas entrevistas foi analisado e discutido por meio da An?lise de Conte?do. Para a interpreta??o dos dados, optou-se pelo referencial psicanal?tico. Identificaram-se quatro categorias finais assim nomeadas: Efeitos da viol?ncia e do desamparo: a fragilidade do si mesmo; O ato infracional e os riscos ao devir; Desconfian?a no encontro com a justi?a e o limite; e, por ?ltimo, Dor e esperan?a no campo intersubjetivo.Constataram-se, na hist?ria de vida dos jovens, viv?ncias recorrentes de extremo descuido e viol?ncia no encontro com as figuras parentais, gerando intensa fragilidade no estabelecimento de la?os de afeto com os mesmos, tendo como conseq??ncia comprometimentos significativos na estrutura??o de recursos ps?quicos fundamentais, bem como consider?veis preju?zos no campo intersubjetivo. Evidenciou-se que a viol?ncia e o desamparo vivenciados resultaram para esses jovens na precariedade da condi??o de atribuir sentido ? experi?ncia de ser confrontado com limites e na impossibilidade de reconhec?-los como uma condi??o de prote??o. A teoria psicanal?tica apresentou-se como importante recurso de problematiza??o e interven??o frente a um tema que t?m ineg?veis repercuss?es individuais e sociais, abarcando aspectos intraps?quicos e intersubjetivos implicados nesta problem?tica.

Previous issue date: 2016-03-31 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior - CAPES / This thesis analysis the practices of legal agents, of the adolescents accused of juvenile proceedings and their relatives during the hearings at CIACA and at the 3rd Juvenile Court, in the Porto Alegre juvenile court. In addition, it seeks to understand how the production of truth is done in this system of juvenile justice. The focus of the analysis relies on the exercise of power and resistance by the social actors in the hearings, trying to understand how the dimensions of ethics and the fluidity of the ?victim? category by the actors allow to access the characteristics of the juvenile justice operation. Through the entry in the field journal and systematic observation of the Porto Alegre juvenile justice hearings, it was possible to note that the production of truth happens as of the interactions between the actors in the hearings through the exercise of the power by the legal agents and of the resistance by the adolescents accused and their relatives. The study shows that the performance of these actors is oriented by opposed ethics confronting and reconciling each other and by a double perception of the legal agents and of State of the ?victim? figure associated with the accused adolescent. The ethics, which conducts the acting of the legal agents in the exercise of power, aims to internalize in the adolescents the model of life assumed as healthy, good and correct by those professionals. The ethics, which conducts the performances of resistance of the adolescents and their relatives to the power exercised by the legal agents, are based on the belief that the physical violence and practice of illegal acts are tools of social mediation able to grant them safety, possessions, prestige and acceptance towards their partners and rival groups. The confession is the tool enabling the ethical agreement between legal agents and the adolescents, because it reconciles interests of both sides. Ethics dimension shows another paradox in the performance of both legal agents and state. While in the hearings of CIACA, the performance is conducted by the ethics seeking the life change of adolescents, in the hearings of PIA, it prevails ethics aiming at saving minimum conditions to the adolescents, although poor in physical, food, and emotional security. Such performances can be attributed to two distinct perceptions over the image of the ?victim? being linked to the adolescents authors of the juvenile proceedings in the broader social context: one perceives the adolescents as society?s and people?s victimizers who had their rights violated, and the other perceives the adolescents as victims of the social structures, of state actions and community actions in which they are involved in their social cultural contexts. / Esta tese analisa as pr?ticas dos agentes jur?dicos, dos adolescentes acusados da pr?tica de atos infracionais e seus familiares durante as audi?ncias no CIACA e na 3? Vara da Inf?ncia e da Juventude, na justi?a juvenil de Porto Alegre, e busca compreender as din?micas de produ??o da verdade neste sistema de justi?a juvenil. O foco de an?lise repousa no exerc?cio de poder e da resist?ncia pelos atores sociais presentes nas audi?ncias, buscando compreender como a dimens?o ?tica e a fluidez da categoria ?v?tima? permitem aceder a caracter?sticas do funcionamento da justi?a juvenil. O estudo mostra que a act?ncia destes atores ? orientada por ?ticas opostas que se confrontam e se conciliam e por uma percep??o ambivalente dos agentes jur?dicos e de Estado acerca da figura ?v?tima? quando associada ao adolescente acusado. A ?tica que orienta as atua??es dos agentes jur?dicos no exerc?cio do poder visa introjetar nos adolescentes o modelo de vida tido como saud?vel, bom e correto por estes profissionais. A ?tica que orienta as act?ncias de resist?ncia dos adolescentes e seus familiares ao poder exercido pelos agentes jur?dicos fundamenta-se na cren?a de que a viol?ncia f?sica e a pr?tica de atos il?citos s?o instrumentos de media??o social que podem lhes garantir seguran?a, bens materiais, prest?gio e reconhecimento perante seus pares e os grupos rivais. A confiss?o ? o instrumento que torna poss?vel o acordo ?tico entre os agentes jur?dicos e os adolescentes, pois ela concilia interesses de ambos os lados. A dimens?o ?tica revela outro paradoxo na act?ncia dos agentes jur?dicos e de Estado. Se nas audi?ncias do CIACA a act?ncia ? orientada pela ?tica que busca a transforma??o da vida dos adolescentes, nas audi?ncias de PIA prevalece uma ?tica que visa resguardar condi??es m?nimas aos adolescentes, embora prec?rias, de seguran?a f?sica, alimentar e afetiva. Tais atua??es podem ser atribu?das a duas diferentes percep??es sobre a figura da ?v?tima? vinculada aos adolescentes autores de atos infracionais no contexto social mais amplo: uma percebe os adolescentes como vitimizadores da sociedade e das pessoas que tiveram seus direitos violados, e outra que percebe os adolescentes como v?timas das estruturas sociais, das a??es estatais e das rela??es comunit?rias em que est?o envolvidos nos seus contextos socioculturais.

Previous issue date: 2015-12-09 / This dissertation deals with the level of moral development of adolescents who have committed offenses of a serious nature (robbery). Initially it examines the basic structure of moral development in Piaget, which was the foundation for Kohlberg determine the basis of his theory of moral development. On the moral development theory, it is necessary to classify its main elements and principles in order to understand the development process of morality in human beings. An analysis of the earlier legislation to the Status of Children and Adolescents was required to demonstrate that these individuals receive special treatment in what concerns the imposition of penalty and execution of a sentence. But the concern, from the sociocognitive perspective, is with the advent of the Children and Adolescents and the pedagogical guidelines for the implementation of socio-educational measures. / A presente disserta??o de mestrado versa sobre o n?vel de desenvolvimento moral dos adolescentes que cometeram ato infracional de natureza grave (latroc?nio). Inicialmente se analisar? a estrutura inicial do desenvolvimento moral em Piaget, que serviu de pressuposto para Kohlberg determinar as bases de sua teoria sobre o desenvolvimento moral. Sobre a teoria do desenvolvimento moral, ? necess?rio esclarecer as suas bases e princ?pios a fim de poder compreender como se d? o processo de desenvolvimento da moralidade no ser humano. Necess?ria se fez uma an?lise sobre os diplomas anteriores ao Estatuto da Crian?a e do Adolescente, para demonstrar que estes indiv?duos tinham dirigido a si um tratamento diferenciado no quesito imposi??o de pena e cumprimento de pena. Mas a preocupa??o, do ponto de vista s?cio cognitivo, se deu com o advento do Estatuto da Crian?a e do Adolescente e as orienta??es pedag?gicas para a execu??o da medida socioeducativa.

Previous issue date: 2013-10-30 / This dissertation intends to verify the reality encountered by adolescents within the phase, in the municipality of Porto Alegre, where the fulfillment of educational measures internation. Therefore, we conducted interviews with some internal order to analyze the main issues involving the theme as well as the everyday found in each unit studied. The collection and analysis of data lasted approximately 08 months and involved 27 teenagers, and monitors, technicians, officers and directors of FASE. Through this work, we can understand the particularities of each unit, the most critical points, the biggest complaint and the main concerns of research subjects. / A presente disserta??o pretende verificar a realidade encontrada pelos adolescentes no interior da FASE, localizada no munic?pio de Porto Alegre, quando do cumprimento das medidas socioeducativas de interna??o. Para tanto, foram realizadas entrevistas com alguns internos visando analisar as principais quest?es envolvendo o tema, bem como o cotidiano encontrado em cada unidade pesquisada. A coleta e an?lise dos dados teve dura??o aproximada de 08 meses e envolveu 27 adolescentes, al?m de monitores, t?cnicos, funcion?rios e diretores da FASE. Por meio desse trabalho pode-se perceber as particularidades de cada unidade, os pontos mais cr?ticos, as maiores reclama??es e os principais anseios dos sujeitos da pesquisa.

Previous issue date: 2016-01-22 / Conselho Nacional de Pesquisa e Desenvolvimento Cient?fico e Tecnol?gico - CNPq / This study is the result of a master?s research, whose main objective was to understand the social experiences of teenagers from 12 to 18 years and who were deprived of freedom. Based on empirical research, conducted in the Socio-Educational Female Service Center (CASEF), located in the city of Porto Alegre, state of Rio Grande do Sul was possible to analyze social relations and experiences of adolescents in a deprived freedom context. A total of 22 participant subjects, sixteen adolescents (16) and six professionals (06) were interviewed. The data was submitted to content analysis of Bardin. From the field of research and approach to the daily lives of teenagers, it was observed that the loss of the most basic right - freedom - there are the (dis) appearance of others who denounce the empty belly of the concept of citizenship for same. Another pertinent question concerns the socio-educational proposal, which sometimes converges with the prison model. Against the background of the challenge in giving visibility to private adolescents in detention as subjects of rights, this study sought to situate the historical trajectory of the construction of the rights under the childhood and adolescence and among them the rights provided for in the execution of deprivation of freedom. One sees that, the new changes in social dynamics related to the world of work, together with the new requirements and burdens to women has also changed the institutional dynamics of the private drive. Therefore, although the SINASE law give greater visibility to educational measures and guarantee specific rights, does not acknowledge the deprivation of liberty as a space also intended for teenagers. All this has been crucial in maintaining the criminal structural selectivity and gender invisibility. / O presente estudo ? resultado de uma pesquisa de Mestrado, cujo objetivo geral foi conhecer as experi?ncias sociais das adolescentes correspondentes ao perfil et?rio dos 12 aos 18 anos em Medida Privativa de Liberdade. Com base na pesquisa emp?rica, realizada no Centro de Atendimento Socioeducativo Feminino (CASEF), localizado na Cidade de Porto Alegre, no Estado do Rio Grande do Sul, foi poss?vel analisar as rela??es e experi?ncias sociais das adolescentes no contexto privativo de liberdade. No total foram 22 sujeitos participantes, sendo dezesseis adolescentes (16) e seis profissionais (06) entrevistados. Os dados foram analisados com base em Bardin. A partir da pesquisa de campo e da aproxima??o com o cotidiano das adolescentes, observou-se que, na perda do direito mais essencial ? a liberdade ?, h? o (des) aparecimento dos demais que denunciam o bojo vazio do conceito de cidadania para as mesmas. Outra quest?o pertinente diz respeito ? proposta socioeducativa, que, por vezes, converge com o modelo prisional. Tendo como pano de fundo o desafio em dar visibilidade ?s adolescentes privadas de liberdade como sujeitos de direitos, o presente estudo buscou situar a trajet?ria hist?rica da constru??o dos direitos no ?mbito da inf?ncia e adolesc?ncia e dentre eles os direitos previstos na execu??o da medida privativa de liberdade. Vislumbra-se que as novas mudan?as na din?mica social afetas ao mundo do trabalho, somadas ?s novas exig?ncias e sobrecargas ?s mulheres, mudaram tamb?m a din?mica institucional da unidade privativa. Portanto, ainda que a lei do SINASE d? maior visibilidade ?s medidas socioeducativas e garanta direitos espec?ficos, n?o reconhece a priva??o de liberdade como um espa?o tamb?m destinado ?s adolescentes. Tudo isso vem sendo determinante na manuten??o da seletividade estrutural penal e na invisibilidade de g?nero.

Previous issue date: 2015-07-01 / In this thesis, we consider security like a synonymous of safety protection, including the context of (in)security as a reflection of production and reproduction of value in the capitalist sociability. Through the dialectic method-critical, the present study aims to examine whether and how are the manifestations of security in the context of public policies intended to Brazilian youth, in order to contribute to the qualification of such policies for this social segment. The system of social (un)protection, in its relationship with the youths in contemporary capitalist sociability, is investigated from desk research involving the collection and analysis of international documents, of which Brazil is a signatory, relating to youths; and the documents from programs and projects linked to the National Youth Policy, being intentionally included programs and nationwide projects linked to the federal government, aimed at youths. Still, it carried out an analysis of the background papers and other documents produced in the National Youth Conference, which took place in 2008 and in 2011 in Brasilia and secondary research data on youths in major national and international research institutes, through research literature. For the analysis of such data is used the content analysis technique. The results point to conformation in many manifestations of (in) security, which appear through multiple fragments concealing their common root: the structural relationship of production and reproduction of value in the capitalist sociability. This process affects all social segments, and especially the youths suffer the refractions of this movement, demanding social protection. In this context, the Social Policies, due to social metabolism the capital, under its new developmental feature, entails a continuous process of social (un)protection, dialectically, moves the fetish of youth as a social development tool. / Nesta tese considera-se seguran?a como sin?nimo de prote??o, compreendendo o contexto de (in)seguran?a como um reflexo da produ??o e reprodu??o do valor na sociabilidade capitalista. Por meio do m?todo dial?tico-cr?tico, o presente estudo visa analisar como vem se constituindo a prote??o social em rela??o ?s juventudes brasileiras, a fim de contribuir para a qualifica??o de tais pol?ticas para este segmento social. O sistema de (des)prote??o social, em sua rela??o com as juventudes na sociabilidade capitalista contempor?nea, ? investigado a partir de pesquisa documental envolvendo o levantamento e a an?lise de documentos internacionais referentes ?s juventudes, dos quais o Brasil ? signat?rio, bem como, os documentos provenientes de programas e projetos vinculados ? Pol?tica Nacional de Juventude, sendo intencionalmente inclu?dos os programas e projetos de abrang?ncia nacional, vinculados ao governo federal, destinados ?s juventudes. Ainda, realiza-se uma an?lise dos textos-base e demais documentos produzidos nas Confer?ncias Nacionais da Juventude, ocorridas em 2008 e em 2011 em Bras?lia, e dos dados secund?rios de investiga??es sobre juventudes nos principais institutos de pesquisa nacionais e internacionais, por meio de pesquisa bibliogr?fica. Para a an?lise de tais dados utiliza-se a t?cnica de An?lise de Conte?do.Os resultados apontam para conforma??o das diversas manifesta??es da (in)seguran?a, as quais aparecem por meio de m?ltiplos fragmentos que ocultam a sua raiz comum: a rela??o estrutural de produ??o e reprodu??o de valor na sociabilidade capitalista. Todos os segmentos sociais s?o impactados por este processo, sendo que especialmente as juventudes sofrem as refra??es deste movimento, demandando prote??o social. Nesse contexto, as Pol?ticas Sociais, devido ao sociometabolismo do capital, sob sua fei??o neodesenvolvimentista, acarretam um processo cont?nuo de (des)prote??o social que, dialeticamente, movimenta o fetiche das juventudes como instrumento de desenvolvimento social.
