RESEARCH INTO KNOWLEDGE MANAGEMENT AND ELECTRONIC GOVERNMENT Based upon official-document electronic operation of Kaohsiung City THESIS ABSTRACT To keep pace with the booming development of high tech and international tendency of globalization, every government makes continuing efforts to the promotion of e-government to facilitate the transformation of government. The goal of our government is to achieve ¡§service modernization¡¨ and ¡§management knowledge formation¡¨. The full employment of information and communication technology doesn¡¦t only lift the administrative efficiency and innovate the service of government but promote the quality of residents¡¦ convenience service, support the reengineering of government and march toward popular intellectual government. Nowadays, the electronic operation has gone through G2G but G2B and G2C are still under way. This thesis only puts the emphasis of research on G2G. Official-document electronic operation more than manifests the efficiency of administrative authorities for the involvement of ¡§management knowledge formation¡¨ in G2G. Official-document electronic operation introduces the concept of knowledge management, builds digital administrative system of knowledge, by means of the steps of knowledge acquisition, knowledge storage, knowledge sharing, knowledge application for knowledge management activities, strives to increase the working efficiency of organization, promote the productivity, upgrade the performance, add the values of knowledge government employees and public, create the long-term advantages of competition for governmental organizations to pursue higher quality of residents¡¦ convenience service and innovative operation of organization. This thesis focuses on Kaohsiung City to conduct study. Through the close combination with knowledge management activity, the correct knowledge is conveyed to knowledge government employees to help them adopt the correct action for the promotion of organizational performance. Myths of Hakko Ichiu: Nationalism, Liminality, and Gender in Official Ceremonies of Modern Japan

Despite the fact that hakko ichiu ideology was the key device deployed by fascists to mobilize the Japanese for total war, Japanese studies have not reexamined the meaning of wartime hakko ichiu ideology and its historical continuity during the postwar era.This study traces and analyzes the meaning and intent of wartime hakko ichiu ideology and how it has evolved in official events spanning nearly 60 years from the 1940 ceremony of the 2600th Anniversary of the Accession of Emperor Jinmu through Expo '70 and the 1998 Nagano Winter Games. The first part of the study analyzes how Meiji nationalists between 1868 to 1905 used a Western model of gender to create a maternal image of Amaterasu as the empress. This image became the primary Japanese icon of female gender. The second part of the study traces the development of hakko ichiu ideology in three official events over a half-century. By examining the representation of Nippon News No. 23, Part1, (the film version of the Opening Ceremony of the 2600th Anniversary of the Accession of Emperor Jinmu), I argue against the traditional meaning of hakko ichiu--as mere colonialism--and redefine its meaning in terms of dominance and unity. I also discuss the interrelationships among gender, national matsuri, and hakko ichiu ideology. Finally, I examine how, by deploying national matsuri in the opening ceremonies of official postwar events, neo-nationalists were able to revive hakko ichiu ideology and promote neo-emperor worship. In doing so, they used hakko ichiu ideology as an effective instrument to avoid the constraints of the Peace Constitution that grew out of the peace treaty ratified after the end of World War II.

Suicide ideation is a growing phenomenon that can be observed in stressful environments such as those of a correctional official, and it is a cause for concern. Suicide ideation is seen as the first step of suicidal behaviour and refers to thoughts, cognitions and overt intent to kill oneself. The root causes for correctional officials experiencing such a severe state of hopelessness that they feel death must be the only escape, can be ascribed to different factors. The objective of this research is to establish the relationship between psychological strengths, stress and suicide ideation of employees of the Department of Correctional Services (DCS). Three concepts of psychological strength namely locus of control, sense of coherence and affect as independent variables, were compared, with suicide ideation as a dependant variable. The relationship between suicide ideation and stress as an independent variable was also established. A cross-sectional design was used. A simple random sample (n=157) was taken from correctional officers from a management area in the Freestate Province. The Work Locus of Control Scale, Orientation to Life Questionnaire, Affectometer 2, and the Adult Suicide Ideation Questionnaire were administered. In addition, the Correctional Officer Stress Inventory was developed and administered. Principal component and factor extraction with Oblique rotation, Cronbach alpha and inter-item correlation coefficients, factor analysis, a discriminant analysis and a stepwise multiple regression analysis were used to analyse the data. If the way employees die is a direct cause of their working environment, the employer has a certain responsibility to address or prevent these contributing conditions in the environment. Research reports indicate that police officers have higher suicide rates compared to the rates of the general population. Increasing suicide rates for police officers in recent years have been reported for the United States and Australia. Very limited research data for this phenomenon, especially within the South African Police Service, Limpopo Province was found. Previous research on suicide ideation focused on social and individual factors. A research project was launched to determine the relationship between certain demographic variables, coping strategies and stress factors which can be linked to suicide. Research was conducted by means of a cross-sectional survey design. A random, stratified sample (n=204) of uniformed police members was taken from police stations in the province. The Adult Suicide Ideation Questionnaire, the Police Stress Inventory, the Coping Orientations to the Problems Experienced Questionnaire and a biographical questionnaire were administered. Results of a stepwise discriminant analysis showed that the combination of race, the use of seeking emotional support as coping strategy and size of police stations can predict 75% of high suicide ideation cases and 25% of low ideation cases. It was found that 5,88% of the police officials had significant suicide ideation levels. Suicidal behaviour is one of the most tragic events in human life causing serious emotional, spiritual, medical, social and psychological distress for individuals, family and fiends. In addition, it imposes a great economic problem for the individual, family, and society. In the South African Police Service an alarming rate of 4 per 10 000 suicides has been indicated in previous years. Due to the escalation of suicide rates it is regarded as a major public health concern. Several studies have been done regarding suicide and law enforcement agencies but few regarding suicide ideation in law enforcement agencies. The objective of this study was to investigate the relationship among coping, stress and suicide ideation of police officials in the Gauteng Province within the SAPS. A cross-sectional survey design was used. A random, stratifies sample was taken from police officials in the Gauteng Province (n = 266). The Adult Suicide Ideation Questionnaire, Police Stress Inventory, the COPE Questionnaire and a biographical questionnaire were administered. The results of this study indicated that the factors that predict suicide ideation best are the following: a previous suicide attempt, passive coping styles, to be charged in terms of the disciplinary code, medical conditions and gender. The results also indicated that 9,02% of the sample showed significant levels of suicide ideation. Occupational stress is considered to be a rising concern in many organisations in South Africa; it is, moreover, a pervasive problem in our communities in general. The consequences of high-stress environments are typically a, reduction in the quality and quantity of job performance, high levels of absenteeism, an increase in turnover, an increased number of grievances and increased frequency of accidents. Correctional Services has been reported to be the most challenging and frustrating component of the criminal justice system. Factors such as having a high level of responsibility, genuine threats to personal safety, rotating shifts, meager salaries and unpleasant surroundings, all add to the stress of Correctional Service Officials. The results of uncontrolled stress are costly to both the individual and the organisation. It is thus important for both the organisation and employees to learn or acquire ways of coping with stress. The empirical objective of this study was to investigate relationships between occupational stress and i l l health among employees of Correctional Services in the Vereeniging Management Area, in order to contribute towards an understanding of the interaction between these variables, and the implication thereof for the management of occupational stress and i l l health in the specific setting. A cross-sectional design was used to collect data and to attain the research objectives. The study population included the entire population consisting of (n= 197) employees of Correctional Services in the Vereeniging Management area. Management and production levels were fully represented. The Correctional Official Stress Inventory, General Health Questionnaire, Maslach Burnout Inventory and the Utrecht Work Engagement Scale were used as measuring instruments. The reliability and validity of all questionnaires were found to be acceptable. The findings revealed that increased levels of occupational stress lead to increased levels of exhaustion and this may in turn lead to increased experience of somatic symptoms, anxiety and insomnia, social dysfunction and severe depression. Higher levels of exhaustion and cynicism were associated with higher levels of somatic symptoms, anxiety and insomnia, social dysfunction, and severe depression. The findings again revealed that an increase in the frequency of stress might lead to an increase in the experience of exhaustion, somatic symptoms, anxiety and insomnia, social dysfunction and severe depression. It was also found that stress could have some predictive value with regard to burnout, work engagement and health. It is recommended that more awareness need to be created about the symptoms and effects of occupational stress and burnout on individuals as well as organisations.
