The goal of this paper is to analyze the influence of the EU on Turkish democracy. In order to achieve this aim, the paper concentrates on three areas, as representative institutions, opposition parties and freedom of expression. The impact of the EU on Turkey has been more explicit during the last decades. In particular since 1999 when the country became a candidate for membership, and that will eventually lead to Turkey joining the European Union. Thereby this paper will examine the demands EU set up for the country and how Turkey accomplishes these criteria. The first part of the analysis focuses on the conditions EU set up for Turkish membership, while the second part explains Turkey’s progress in meeting those demands. The theories are Europeanization and the institution of freedom of expression which is part of Polyarchy. These will be used to answer the question: Which demands EU set up for Turkey and to what extent the country applies to those demands? The paper is based on qualitative method as a case study. Turkey has in some areas made progress regard to freedom of expression and representative institutions, however the country must continue with political reforms in those areas.

The accession process of Albania into the European Union is defined by the gradual fulfilling of the Copenhagen criteria. With the aim of promoting democratization reforms in candidate countries and improvement in the Copenhagen political criteria, the European Union has exerted pressure into domestic political structures in Albania through a series of Europeanization Mechanisms. This dissertation uses qualitative analysis to examine the impact of the Europeanization Mechanisms in the democratization process of Albania after the signing of the Stabilization and Association agreement. The theoretical domain of the research falls within Europeanization and Quality Democracy theory. The data gathered in the form of document analysis and interviews serve to test the hypothesis of the direct relationship of Europeanization an input in democratization in the case of Albania. The results suggest that both the conception and practical application of the Europeanization mechanisms with regards to the democratization process are faced with a series of challenges. Democratization is a process that combines structures, policies, and norms. In their current formulation, Europeanization mechanisms are able to affect only the first two. The thesis deals with immigration policies of EU member states, specifically Germany, Sweden and Italy, after year 2000. Using the method of comparative case study its goal is to identify factors that affect immigration policy of a state based on comparison of immigration policies of three examined countries. Another objective is to find out, what determines the success of a particular immigration policy. In this context, the work tries to verify the following two hypotheses: (1) The Europeanization of immigration policy leads to national policies getting more similar to each other, yet still differences persist that are caused by the particularities of each country. The way a state approaches the issue of immigration is to a substantial degree influenced by non-material factors, especially its understanding of the definition of its own national identity and citizenship. and (2) Success of an immigration policy largely depends on whether its objectives take into account the limits of liberal democracy and liberal state in general. Věra Thea Zoubková Europeanization of Urban Development Policy Comparative Case Study: UK and Germany Diploma Thesis Abstract This thesis deals with the vertical (top-down, bottom up) and horizontal Europeanization of urban development policy. Involvement in EU-sponsored programmes has provided urban institutions with unprecedented access to new sources of information, legitimacy, and financial support. This thesis seeks to evaluate whether European working has provoked shifts in the institutionalised norms and values at the national and city level, focusing on the experience of Great Britain and Germany. The legacy of the Bristol Accord and the Leipzig Charter, two examples of the uploading of national policy, is then examined. It can be argued that by drawing closely on domestic policy agenda, as well as wide ranging-nature of the agenda, little has resulted from the UK's contribution to the emerging EU urban agenda. This contrasts with the more sustained legacy of the Leipzig Charter. And third, the involvement of British and German cities, as well as impact of their participation in European urban cooperation programs is examined and evaluated. It is argued that previous experiences with the programs facilitate joining in other EU projects of city cooperation.

This thesis dealt with the degree of the EU on Slovak foreign policy in three particular areas, namely in relation to Slovak political stance to international status of Kosovo, Slovakia's foreign policy towards Ukraine and Slovak political stance to possible membership of Turkey in the EU. The research was carried out on on the basis of a content analysis of official documents, in which the focus was on codes belonging to the different intensity of Europeanization, national influence, NATO's influence and influence of other factors on Slovakia's foreign policy agenda. Using the percentage agreement method and Cohen's kappa method, it was possible to mark the obtained research results as sufficiently reliable. Therefore, research hypothesis which assumed that Slovak foreign policy is europeanized in all three research areas, could be rejected. It follows that the influence of the EU on Slovak foreign policy was not confirmed within the three examined areas.

"Les usages de l'Europe" est une approche d'européanisation qui se concentre sur le rôle des acteurs domestiques, au sein des États membres et candidats, ainsi que de leur utilisation des ressources de l'Union européenne. Les études de cas utilisées dans cette thèse démontrent l'introduction de changements au niveau de l'État-providence; ainsi, l'approche originelle est suppléée par des concepts provenant de la littérature sur la politique partisane, les institutions formelles et l'héritage des politiques.
Cette recherche utilise la méthode de l'analyse de processus pour suivre la réforme des règlements du travail par la voie de reconstitution des droits individuels des travailleurs et de l'Agence d'emploi en Turquie jusqu'en 2003, ainsi que la transformation du système de sécurité sociale en 2008. Ces trois réformes représentent des changements majeurs tant sur le plan institutionnel que politique en Turquie depuis 2001. Afin de comprendre "les usages de l'Europe" dans ces réformes politiques, l'analyse empirique questionne, si, quand et comment les acteurs turcs ont utilisé les ressources, les références et les développements politiques de l'Union européenne lors de ce processus dynamique de réforme.
Les réformes du système de sécurité sociale, des règlements du travail, en plus de la reconstitution de l'Agence d'emploi étaient à l'ordre du jour en Turquie depuis les années 1990. La réforme des règlements du travail ont entraîné l'introduction des accommodements flexibles au travail et une révision de la Loi du travail permettant l'établissement d'une législation de la sécurité d'emploi. La reconstitution de l'Agence d'emploi visait à remplacer la vieille institution défunte par une institution moderne afin d'introduire des politiques d'activation. La réforme de sécurité sociale comprend les pensions de retraite, le système de santé ainsi que l'administration des institutions de sécurité sociale.
Les principaux résultats révèlent que la provision des ressources de l'Union européenne en Turquie a augmenté à partir de la reconnaissance de sa candidature en 1999 et ce, jusqu'au lancement des négociations pour son adhésion en 2005; ce qui fut une occasion favorable pour les acteurs domestiques impliqués dans les processus de réformes. Cependant, à l'encontre de certaines attentes originelles de l'approche de "les usages de l'Europe", les résultats de cette recherche démontrent que le temps et le sort de "les usages de l'Europe" dépendent des intérêts des acteurs domestiques, ainsi de leurs stratégies tout au long de ce processus de réforme, plutôt que des phases du processus ou la quantité des ressources fournies par l'Union européenne. / This dissertation analyses three major social policy reforms in Turkey in two policy domains: employment and social security. In order to understand the uses Europe in these policy reforms, the empirical analysis asks whether, where, and how Turkish actors were using EU resources, references and policy developments within the dynamic processes of reform.
The reforms of the social security system, labor regulation and the restructuring of the employment agency have been on the agenda in Turkey since the mid-1990’s. The reform of labor regulations involved the introduction of flexible work arrangements and job security legislation into a revised Labor Act. The restructuring of the employment agency aimed to replace the old institution that had become defunct with a modern institution oriented towards active labor market policies. The social security reform comprising pension, healthcare and administrative components aimed to ensure financial sustainability and increase the coverage of the system.
The main findings were that the supply of EU resources in Turkey increased from the recognition of its candidate status in 1999 to the launch of accession negotiations in 2005. This supply offered opportunities for national actors involved in the reform processes, via legitimizing uses of Europe, obfuscation and credit claiming, among other practices. However in contrast to some of the expectations of the original Uses of Europe approach, the findings of this research demonstrate that the type and timing of uses of Europe depend on the national actors’ interests and coalition-building strategies in the reform process rather than on the stage of the reform process or amount of resources supplied by the European Union.

Memorializing Babyn Yar : Politics of Memory and Commemoration of the Holocaust in UkraineKutsovska, Galyna January 2019 (has links)
Recently in the West, interest in the memory of the Holocaust considered as a commonly shared dark past has increased. In Ukraine the commemoration of the Holocaust is affected by the ongoing nation-building process, with a focus on the collective memories of the Holodomor (the Famine of 1932-1933) and the Organization of Ukrainian Nationalists (OUN). At the core of the debates around the Holocaust remembrance lies the memorialization of Babyn Yar, a multilayered memory site where Jewish and non-Jewish collective memories compete. Public and political actors vie for its memorial space in order to promote their own views through recognition of their respective tragedies. The memorialization and landscape of Babyn Yar is therefore transformed together with changes in the memory politics of the Holocaust. This thesis studies the contemporary politics of memory and commemoration of the Holocaust in Ukraine with a focus on Babyn Yar and its memorial objects. Through the illustrations of the memory site this project analyzes the memorial space and grounds and explores the struggles over the collective memories in Ukraine.

Les Balkans occidentaux (BO), déchirés après 1989 par les guerres dont les plus sanglantes et les plus problématiques en Bosnie-Herzégovine, au Kosovo, et en Albanie, ne pouvaient plus laisser indifférentes les puissances occidentales, et en particulier l’OTAN et l’UE. La survenue de ces conflits a confronté en effet les pays européens à la guerre près de chez eux signifiant une éventuelle déstabilisation de la région et la gestion d’un grand nombre d’immigrés en provenance des BO. C’est pourquoi l’OTAN et l’UE se sont depuis largement investies dans des missions de pacification et de reconstruction étatique dans cette région, par la mise en place de politiques de sécurité et de défense, puis par le biais de politiques d’élargissement. L'action de ces différentes organisations, à côté de celle des BO, a permis la fin de la guerre et une certaine stabilisation de ces pays. Mais, cette dernière est loin d'être complétement acquise. En effet, c'est la non consolidation des institutions étatiques et de la démocratie qui menace encore l’effondrement de l’Etat et qui continue à constituer un enjeu de taille pour les pays des BO.Notre thèse a pour objet d’analyser l'évolution de la stabilisation des BO depuis la chute du mur de Berlin en étudiant et en mettant en confrontation des ensembles complexes de relations entre acteurs, enjeux, moyens et processus. Afin d'analyser ce processus complexe, nous proposons un modèle qui s'appuie sur le concept des « communautés de sécurité » (CS) de Deutsch et al. (1957). Cependant, pour les besoins de notre étude, nous reconceptualisons ce concept à l’aide de variables que nous avons choisies en européanisation et en démocratisation que les auteurs n’avaient pas pu prévoir à l’époque de la rédaction des CS.Ainsi, le concept de CS reconceptualisé permet de répondre à notre problématique: pourquoi et comment une CS comprenant les pays de la région encore instable des Balkans occidentaux se construit-elle sur le continent européen autour de l'OTAN et de l'UE, depuis la chute du Mur de Berlin ?Notre hypothèse est la suivante : la construction d’une CS s’explique par la combinaison de deux éléments : d’une part la pression exogène des organisations régionales exigeant des changements concrets en termes de démocratisation et de sécurisation, et d’autre part l’acceptation de ces exigences de la part aussi bien des élites que des populations des pays concernés. En d’autres termes, plus la pression des organisations régionales est perçue comme légitime et mise en œuvre, plus la création d’une CS est probable.La variable dépendante que nous analysons est la construction d’une CS européenne comprenant les Balkans occidentaux (CSEBO) pluraliste. Les moyens de construction de cette communauté de sécurité correspondent à nos variables indépendantes choisies en sécurité, européanisation et démocratisation et qui sont de deux types : endogènes et exogènes. Il s’agit d’une part, des variables portant sur le rôle des facteurs et acteurs externes (OTAN et UE) en vue de la stabilisation des BO, et donc de leur contribution à la construction de la CSEBO. Il s’agit d’autre part, d’une série de variables endogènes portant cette fois-ci sur le rôle des facteurs et acteurs internes (élites et populations des pays des BO) dans la formation de la CSEBO. Nous montrons que les niveaux interne et externe sont en permanente interaction.Les résultats de notre étude, obtenus dans le cadre de la méthode de process-tracing à partir de sources primaires et secondaires, ainsi que d’entretiens semi-directifs, montrent un découpage dans le temps dans la construction de la CSEBO: avant et après 2000. Ainsi une première période allant de la chute du Mur de Berlin jusqu'au début des années 2000 connaît l’absence quasi-totale des conditions constitutives des CS et donc la CSEBO est très embryonnaire ici. Nous montrons ensuite qu’une CSEBO se construit progressivement à partir du début des années 2000. / The Western Balkans (WB) were torn apart after 1989 due to wars, which were particularly cruel and problematic in Bosnia and Herzegovina, in Kosovo and in Albania. Western powers, and especially NATO and EU, could not anymore turn a blind eye. These conflicts indeed confronted European countries to war in a neighbouring state which could lead to destabilization of the region and to more migrants coming from the WB. This is the reason why NATO and UE have since been deeply involved in peace building and state building missions throughout the region. They started with implementing security and defense policies, then turned to enlargement policy. These organisations’ actions, as well as the efforts done by the WB, led to the end of the war and, to a certain extent, to a stabilization of these countries which is however not fully achieved. WB State security is indeed still a major objective. The threat lies nowadays in the non consolidaton of state institutions and democracy.Our thesis is aiming at analyzing the stabilization of the WB since the fall of the Berlin wall. It will focus on studying and confronting a complex set of actors, goals, means and processes in order to have a better understanding of the evolution of the stabilization of the region. In order to analyze this complex process, we are using a model based on the concept of « security communities » (SC) developed by Deutsch and al., at the end of the 1950’s. However, for the need of our study, we will « reconceptualize » this concept using several variables selected in europeanisation and democratisation studies which the authors could not have predicted at the time they elaborated their concept of « security communities ».Therefore, the concept of SC, « reconceptualised », helps answering our research problem : why and how has a SC including countries from the instable region of the Western Balkans been built on the European continent, around NATO and the EU, since the fall of the Berlin wall ?Our research hypothesis consists in the combination of two elements to explain the building of a SC: on one side, an exogenous pressure from regional organizations imposing concrete changes in terms of democracy and securitization and, on the other side, the acceptance of these demands from both the elites and the population of the concerned countries. In other terms, the more legitimized and implemented the pressure from these regional organizations is, the more probable is the creation of a SC.The dependent variable that we analyze is the building of a pluralistic European SC which includes the Western Balkans. The means for building this security community correlate with our independent variables which are endogenous and exogenous and have been selected in security, democratisation and europeanisation studies. On one side, exogenous variables stand on the role of external actors and factors (NATO and the EU) leading to the stabilization of the WB, and therefore to their contribution to the building of an European security community including the Western Balkans (ESCWB). On the other side, there is a range of endogenous variables being the role of internal actors and factors (elites and populations of the WB) in the shaping of ESCWB. We will show that both internal and external levels are in constant interaction.Our study results based on primary and secondary sources as well as semi-directed interviews and using the « process-tracing » method highlight two distinct periods regarding the building of the ESCWB: before and after the year 2000. Thereby between the fall of the Berlin wall and the year 2000, there is almost a complete lack of the necessary conditions to build a SC and therefore the ESCWB merely exists in an embryonic form. ESCWB then progressively emerges from the beginning of the 2000’s.
