The Potential and Limits of Extended Producer Responsibility: A Comparative Analysis Study

This thesis draws on the concept of product stewardship and its focus on incorporating all of the actors in a product’s lifecycle into steps to take responsibility for waste management. Extended Producer Responsibility (EPR) recognizes the producer’s distinct potential to consider and drive change in waste management. Producers often serve like mediators between the design and use phases of a product’s lifecycle. Through EPR policies, the producer takes on the costs of ensuring safe end-of-life waste disposal. In this way, EPR can be expected to help relieve the public of some of the costs of waste disposal, and to support consideration of social and environmental impacts that a product may incur. This thesis examines EPR policy adoption and effectiveness in order to understand its ability to meet its theoretical expectations. Exploring the consideration and implementation of EPR policy measures, and particularly a case study of these policies in California, this thesis identifies several emerging challenges and trends that define openness to, and the success of, EPR. EPR policy proposals often encounter resistance that limits their strength and reach. In order to realize the full potential benefits of EPR, regulatory bodies will need to wholeheartedly support competition and enforcement to preserve the incentives within these policies. This thesis suggests that EPR still holds strong potential to bring together the social, environmental, and economic costs of waste management, both in theory and in practice, and offers broad recommendations for efforts to support this alignment.

The Impact of State-Provided Paid Family Leave on Wages: Examining the Role of Gender

The U.S. is the only OECD country that does not offer any form of federal paid parental leave. Only three states—California, New Jersey and Rhode Island—have state-provided paid leave policies; implemented in 2004, 2009 and 2014, respectively. Through descriptive statistics and difference-in-difference-in-difference regression analyses of the wages of women and men of childbearing age (19-45 years) in those three states, we assess whether the paid leave programs have effected wages, and whether these effects vary depending on gender. Our results show that wages of women of childbearing age saw negligible net effects post-policy in policy states, although statistically insignificant. On the other hand, the wages of men of childbearing age saw improvements post-policy implementation in policy states, compared to wages in non-policy states. Although the policies do not necessarily widen the gender wage gap, they do not work to help close it, due to flaws in the policies. To be more effective in reducing gender wage gaps, these policies need to increase the amount of paid support, and implement job protection rights in order to decrease the opportunity costs of men taking leave. If more men are able to take paid leave, then potentially parts of the gender wage gap that are due to employers viewing women as less attached to the workforce can decrease. Through this research we came to important conclusions that highlight the ways in which support of working parents in the US is lacking, and offered recommendations to create more equitable and effective policies.

Louisiana's Water Innovation Cluster: Is it ready for global competition?

The rapid growth of Louisiana's coastal restoration science and technology assets is paralleled by the growth of business resources to fulfill myriad project needs. Many institutions and organizations in Louisiana seek to further develop the state's research, education, engineering and related restoration assets into a globally competitive set of industries with exportable expertise and products that help the state capitalize on its water challenges. Globally, similar efforts are identified (and often branded) as water technology innovation clusters (or more simply water clusters). This paper explores the phenomenon of the development of water clusters by public-private partnerships and initiatives, nationally and internationally, in a comparative analysis with Louisiana.

Fifty Years of Weathering the Storm: Are the Louisiana Gulf Coastal Parishes Prepared for Another Major Hurricane?

This study examines ten major storms that have affected Louisiana in the last fifty years, beginning with Hurricane Betsy in 1965. The goal is to determine if the nine coastal parishes are prepared adequately for another major hurricane impact. It examines storms that have affected the state physically, in terms of property and ecological damages. It also considers storms that provided non-physical influences, by way of mitigation policy changes and social, economical, ecological, and political policy alterations. The main focus is on the transformations, if any, of social vulnerability in light of emergency preparedness in the areas impacted, particularly along the Louisiana coast. I argue that, while the State has come a long way, Louisiana is not currently prepared adequately to handle another major storm by 2015. Furthermore, I offer recommendations for improvement in preparedness measures for the future.

Coastal Louisiana: Adaptive Capacity in the Face of Climate Change

Extreme weather events can result in natural disasters, and climate change can cause these weather events to occur more often and with more intensity. Because of social and physical vulnerabilities, climate change and extreme weather often affect coastal communities. As climate change continues to be a factor for many coastal communities, and environmental hazards and vulnerability continue to increase, the need for adaptation may become a reality for many communities. However, very few studies have been done on the effect climate change and mitigation measures implemented in response to climate change have on a community’s adaptive capacity. This single instrumental case study will examine the effects of climate change and policy responses to climate change on the Pointe-au-Chien Indian Tribe located in Pointe aux Chenes, Louisiana, in order to discover how climate change affects the adaptive capacity of an indigenous population intricately tied to the surrounding ecosystem. This study will provide information on how the community plans to adapt to climate change, and the urban planning and hazard mitigation methods that can be used to facilitate the process. It also posits how government agencies can empower local communities to participate in mitigation planning, and provide local knowledge in order to make those plans more effective. As climate change continues to affect our coastal environments, it will continue to have an effect on our coastal communities. Understanding the strength and longevity of community adaptation in Pointe aux Chenes will help the community respond to the changes and increasing hazards in the environment. This understanding can be applied to all coastal communities facing similar challenges the world over.

Civic Dignity and Meaningful Political Participation

This dissertation looks at how enhanced political participation opportunities can increase individual liberty and improve public-sector reform efforts. It blends political theory with contemporary concerns for individual well-being and government accountability. To do this, several research methodologies are used, including normative, qualitative process-tracing, and quantitative analysis. First, the dissertation draws insights from ancient and modern political philosophy and the political thought and example of Jane Addams in 19th Century Chicago. It begins with Josiah Ober’s work on civic dignity, which he defines as “equal high standing” among citizens, marked by “non-infantilization and non-humiliation.” This definition is a useful starting point but somehow seems thin for a concept of such import. In exploring the wisdom of Tocqueville’s “schools” of democracy and Jane Addams’ notion of fellowship, I expand the definition of civic dignity to include “having a sense of ownership.” In other words, being dignified as a citizen in a self-governing political community should include having a seat at the proverbial table where one can speak and be heard. This means that political participation opportunities would ideally carry low transaction costs while maximizing the substance that can be contributed. Through Addams’ experience at Hull House, the settlement house she co-founded, I highlight how these opportunities for meaningful political participation are indispensable to individual civic dignity, and by extension, individual liberty and well-being. Second, civic dignity is viewed through a different lens, namely the role it can play when incorporated successfully into policy design and implementation. Arguably, a self- governing political community’s greatest asset is the collective knowledge and lived experience of its citizens. But current political participation mechanisms and policy designs do not do a good job leveraging that resource, and many individuals may find themselves unofficially shut out. Using process-tracing methodology, a case study explores resettlement projects targeting the urban poor in Mandaue City, the Philippines. The case study results demonstrate that deepening democracy (by incorporating civic dignity into the policy design and implementation) not only benefits individual liberty, but can also produce better outcomes and contribute to anti-corruption efforts. Taking civic dignity into account during policy design and implementation is not merely a “feel good” option; it is a strategic option that allows the political community to leverage local knowledge by enlisting the participation of those individuals or groups closest to the problem or challenge at hand. While this finding is not entirely novel, it is far from standard practice. Domestically and internationally, the coercive force of government and/or the “tyranny of experts” is too often the default approach for policy design and implementation. Third, the theoretical and practical explorations of civic dignity are used to construct a measure for civic dignity. In a data driven world, reliable and valid measurement is key, and if the concept of civic dignity is going to gain currency, then validating a scale to capture it is essential. Through Exploratory Factor Analysis (EFA), survey items are examined to determine which items map onto the latent factors that comprise civic dignity. A 22-item four-factor solution that maps onto the four components of civic dignity is presented. The newly minted Civic Dignity Scale is then compared against measures from political science and psychology literature that are theoretically related but distinct from civic dignity, such as political efficacy and self-determination, to test for construct validity. Spearman correlations yield reassuring results, showing statistically significant strong positive correlations as hypothesized. Finally, the relationship between the Civic Dignity Scale and political participation is analyzed for further construct validity. A Poisson regression model shows that for every one unit increase in an individual’s civic dignity, the likelihood that one would participate in political activities also increases. While a confirmation factor analysis is needed for further scale validation, the EFA and subsequent analyses do codify and deepen our understanding of civic dignity. In the future, a fully validated Civic Dignity Scale would enable reformers like Addams and those in Mandaue City to legitimize and track their efforts empirically.

On Cluster Robust Models

Cluster robust models are a kind of statistical models that attempt to estimate parameters considering potential heterogeneity in treatment effects. Absent heterogeneity in treatment effects, the partial and average treatment effect are the same. When heterogeneity in treatment effects occurs, the average treatment effect is a function of the various partial treatment effects and the composition of the population of interest. The first chapter explores the performance of common estimators as a function of the presence of heterogeneity in treatment effects and other characteristics that may influence their performance for estimating average treatment effects. The second chapter examines various approaches to evaluating and improving cluster structures as a way to obtain cluster-robust models. Both chapters are intended to be useful to practitioners as a how-to guide to examine and think about their applications and relevant factors. Empirical examples are provided to illustrate theoretical results, showcase potential tools, and communicate a suggested thought process. The third chapter relates to an open-source statistical software package for the Julia language. The content includes a description for the software functionality and technical elements. In addition, it features a critique and suggestions for statistical software development and the Julia ecosystem. These comments come from my experience throughout the development process of the package and related activities as an open-source and professional software developer. One goal of the paper is to make econometrics more accessible not only through accessibility to functionality, but understanding of the code, mathematics, and transparency in implementations.

The Convergence of the War on Terror and the War on Drugs: A Counter-Narcoterrorism Approach as a Policy Response

This thesis investigates how and why U.S. policies and agencies are ill-equipped to respond to narco-terrorism and offers some policy recommendations for remedying that. Narco-terrorism is the merging of terrorism and drug trafficking. Terrorist organizations and narcotics traffickers each have much to offer the other; there is potential for symbiosis in the form of cooperation and even hybridization. Examination of the dynamics between terrorist organizations and drug traffickers, combined with an evaluation of the US responses to narcoterrorism in Colombia and Afghanistan, makes it clear that current US policy responses fail to recognize narcoterrorism as a unique challenge, and instead attempt to deal separately with terrorism and drug trafficking. This approach has the potential to actually worsen both situations. The US needs a narcoterrorism strategy and institutions in place to implement it.

The Legalization of Street Vending in Los Angeles: Exploring the Impact on Vendors and their Livelihoods

This thesis aims to unpack the impact the legalization of street vending and the subsequent regulation had on sidewalk vendors. Although legalization occurred state-wide through Senate Bill 946 in September of 2017, the rules and regulations for vending were passed at a city-level, and I am focusing on the City of Los Angeles specifically. Through interviews with government officials, non-profit partners and advocates, and vendors from different parts of the City, I analyze information around the policy itself, its history, and the impact it has and is expected to have on vendors and their businesses. While vendors have been central to advocacy and the policy process, the creation of a permitting system in the City of Los Angeles has been less transparent. By interviewing stakeholders, relying on existing economic, political, and sociological literature, and gathering opinions from vendors themselves, I develop various policy recommendations to further empower vendors and integrate them into Los Angeles’ formal economy. I recommend a permitting model that is backward-mapped and stems from the needs of and feedback from vendors in order for it to be more aligned with the goals and needs of vendors themselves.

SOCIAL SERVICE WORKERS KNOWLEDGE ON THE USE OF TECHNOLOGY FOR HUMAN TRAFFICKING

Human Trafficking is the modern-day equivalent of slavery. Those who perpetuate it do so because it is lucrative to invest in a product that can be resold multiple times (Ellis, 2017). The recent advancement of technology has tremendously helped traffickers thrive in the illicit business of Human Trafficking. Social media websites, online classifieds, and mobile applications are quickly becoming some of the major mediums perpetrators utilize to traffick their victims (Latonero, 2012). The purpose of this study was to examine social service workers’ knowledge on the use of technology for Human Trafficking. Face-to-face interviews were conducted and the participants were asked a series of open-ended questions. Participants in this study were recruited from a social service agency in San Bernardino County that frequently serves survivors of Human Trafficking. The study found that all of the participants felt confident in their ability to serve survivors of Human Trafficking. The study also found that most participants had little to no training in regards to the topic, and did not have any knowledge of the kind of language used by perpetrators for Human Trafficking. In order to address the different components of the issue, social service workers should advocate for trainings in order to stay competent in regards to the issue. Social service agencies who serve the community must offer appropriate interventions and services for Human Trafficking survivors. Finally, social service workers should continue to advocate for legislature and policy that will help survivors recover versus legislation and policy that is punitive.
