This research aimed to answer the following question: which contributions does the course in Elaboration of Digital Educational Materials – Basic Level offer for the development of digital literacy of English teachers? This question was divided into two others: a) which digital competences does the course aim to develop? b) which levels of proficiency does the course aim to develop? This work was based on discussions regarding the concept of literacy according to Kato (1986), Soares (1998) and Tfouni (1998); the precursor theory of literacy development as discussed by Soares (1998); the concept of literacy also approached by Soares (1998) and Street (1984a, 1984b, 2003, 2013); different areas of research that generate new theories about this concept with the use of technology, such as The New Literacy Studies (GEE, 1990, 2000, 2011; KNOBEL; LANKSHEAR, 2002, 2006, 2007, 2012; LANKSHEAR; KNOBEL, 1998) and multiliteracies (COPE; KALANTZIS, 2000, 2009a; 2009b; 2009c; NEW LONDON GROUP, 1996; ROJO, 2009a, 2009b, 2013; ROJO; MOURA, 2012); and the concept of digital literacy discussed by Ala-Mutka (2011) and Ferrari (2012, 2013). This study is grounded on the latter, a concept that bases the digital competences framework in the project Digital Competence (DIGCOMP), which identifies and describes the competences and levels of digital literacy for an individual’s lifelong learning (COUNCIL OF EUROPE, 2001; EDUCATIONAL AND CULTURAL DG, 2007; ERSTAD, 2010; EUROPEAN COMMISSION, 2010a, 2010b, 2012; EUROPEAN PARLIAMENT AND THE COUNCIL, 2006, 2008; FERRARI, 2013, 2014, 2016). This research is a descriptive and unique case study (YIN, 2010), and had as source of data the activities proposed in the course, which were mapped (described and identified) and correlated with the digital competence framework of the DIGCOMP project (FERRARI, 2013). The results showed that the course Elaboration of Digital Educational Materials – Basic Level enables its participants to make creative and innovative use of digital technologies of information and communication to design digital educational materials to teach English based on the development of digital competences within the areas of capacity Content-creation, Problem-solving, Information and Communication presented in the DIGCOMP Project (FERRARI, 2013). This study shall contribute for researchers and teachers who work with continued education of English teachers and for the project of digital literacy development of the São Paulo State Center of Technological Education (CEETEPS) / Este trabalho tem por objetivo investigar as contribuições de um curso de formação contínua para elaboração de material educacional digital (MED), intitulado Elaboração de Material Educacional Digital - Nível Básico, para o letramento digital de professores de inglês e responder à seguinte pergunta: que contribuições um curso de formação contínua em Elaboração de Material Educacional Digital - Nível Básico oferece para o letramento digital de professores de inglês?, que foi subdividida em duas questões, a saber: a) quais competências digitais o curso se propõe a desenvolver? b) quais níveis de proficiência o curso se propõe a desenvolver? Esta investigação foi embasada em discussões sobre: o conceito de alfabetização segundo Kato (1986), Soares (1998) e Tfouni (1998); a teoria precursora do letramento, conforme Soares (1998); o conceito de letramento também discutido por Soares (1998) e por Street (1984a, 1984b, 2003, 2013); diferentes áreas de pesquisa que geram novas teorias acerca desse conceito atrelado à tecnologia, como Os Novos Letramentos (GEE, 1990, 2000, 2011; KNOBEL; LANKSHEAR, 2002, 2006, 2007, 2012; LANKSHEAR; KNOBEL, 1998) e multiletramentos (COPE; KALANTZIS, 2000, 2009a; 2009b; 2009c; NEW LONDON GROUP, 1996; ROJO, 2009a, 2009b; 2013, ROJO; MOURA, 2012); e o conceito de letramento digital como discutido por Ala-Mutka (2011) e Ferrari (2012, 2013). Esse último conceito é o alicerce deste trabalho, que se baseia no Quadro de competências digitais do projeto Digital Competence (DIGCOMP), o qual mapeia e descreve as competências e níveis de letramento digital para a formação de um indivíduo (COUNCIL OF EUROPE, 2001; EDUCATIONAL AND CULTURAL DG, 2007; ERSTAD, 2010; EUROPEAN COMMISSION, 2010a, 2010b, 2012; EUROPEAN PARLIAMENT AND THE COUNCIL, 2006, 2008; FERRARI, 2013, 2014, 2016). Caracterizada como um estudo de caso único descritivo (YIN, 2010), esta pesquisa teve como fontes geradoras dos dados as atividades propostas pelo curso em enfoque que foram mapeadas (descritas e identificadas) e correlacionadas com o Quadro de competências digitais do Projeto DIGCOMP (FERRARI, 2013). Os resultados revelaram que o curso Elaboração de Material Educacional Digital – Nível Básico capacita seus participantes a fazer uso criativo e inovador das TIDIC para elaborar MED de inglês a partir do desenvolvimento de competências digitais referentes às áreas de capacidade Criação de conteúdo, Resolução de problemas, Informação e Comunicação do Projeto DIGCOMP (FERRARI, 2013). Este trabalho pode trazer contribuições para pesquisadores e professores que trabalham com a formação (contínua) de professores de inglês e para o projeto de letramento digital do Centro Estadual Tecnológico Paula Souza (CEETEPS)

Digital Literacy and IT Plans in English 5, Sweden : Are teachers aware if and how they teach digital literacy and do the schools have a plan for it.

With the digitalisation of the world, digital literacy is a vital skill. This study investigates how the Swedish upper secondary school incorporates digital literacy in the course English 5 and if the schools have an IT plan. Previous studies have shown that Sweden does not include the competence levels of the European Union for citizens in the steering documents of the upper secondary school or English 5 Syllabus. A survey and the question of participating in an interview were sent out to 1,300 upper secondary schools in Sweden. Information was obtained through an online survey aimed at English 5 teachers. The survey had 33 respondents which resulted in semi-structured interviews with five teachers. The results showed that teachers teach digital literacy in English 5 according to the Swedish steering documents but not according to the European areas of competence. The results also showed that not all Swedish schools have an IT plan on how to educate students in digital literacy.

"Biblioteket är den sista instansen" : En intervjustudie med personal vid folkbibliotek om arbetet med och uppdraget kring besökarnas digitala hjälpbehov / "The library is the last resort" : An interview study with staff at Swedish public libraries about the work with and the commission regarding the visitors' digital needs

En rad problem uppstår när världen blir allt mer digitaliserad. När samhället och dess bärande tjänster förflyttas från det fysiska mötet till den digitala arenan riskerar människor med bristande digitala kompetenser att bli exkluderade. I och med detta demokratiproblem har biblioteken tilldelats en del av ansvaret för att arbeta med dessa frågor genom uppdraget som kunskapsspridare inom IT. I tidigare studier har det framkommit att det finns oklarheter i hur detta uppdrag ska tolkas, att det finns bristande digitala kompetenser för att utföra uppdraget, samt att biblioteket har en viktig samhällelig roll i dessa frågor. Denna intervjustudie utförd i Stockholmsregionen har haft för avsikt att undersöka bibliotekariers syn på de utmaningar detta uppdrag innebär, samt att applicera det teoretiska ramverket DigComp för att utforska vilka digitala kompetenser som relaterar till biblioteksbesökarnas hjälpbehov i digitala frågor. Studiens teoretiska analys visar att besökarnas digitala hjälpbehov i olika grad relaterar till alla de kompetensområden DigComp presenterar vilket kan bidra till att sätta ord på besökarnas hjälpbehov, utröna vilka digitala kompetenser bibliotekspersonal kan tänkas behöva inneha samt bidra till beslutsprocessen kring vad uppdraget inom det digitala området bör innefatta. Studiens tematiska analys visar att informanterna delvis inte har den tid, det intresse eller de digitala och pedagogiska kompetenser som krävs för att kunna fullfölja det uppdrag som tilldelats. Det kan därför också ses som paradoxalt att denna yrkesgrupp tilldelats detta uppdrag. / A series of problems arise when the world becomes increasingly digital. When society and its supporting services move from physical meetings to the digital arena, individuals with lacking digital competences risk being excluded. Due to this democracy problem the Swedish public libraries have been assigned one part of the responsibility to convey knowledge regarding information technology. In previous studies it has been found that there are uncertainties in how this commission is to be interpreted, that the librarians are lacking digital competences for fulfilling this task and that the library also has an important societal role to play in these issues. This interview study conducted within the Stockholm region has been designed to investigate the librarians' views on the challenges posed by this commission, as well as applying the theoretical framework DigComp to explore which digital competences are related to library visitors' digital needs. The theoretical analysis of this study shows that the visitors' digital needs relate to all of the competences presented in DigComp in various degree. This knowledge can help to express which competences relate to the needs of visitors, identify the digital competences that library staff may need to possess and contribute to the decision-making process regarding what the mission within the digital field should include. The thematic analysis of the study shows that the interviewed librarians in part do not have the time, interest or digital and educational competences required to complete the assignment commissioned to the public libraries. It can therefore also be seen as paradoxical that this profession of librarians has been assigned to this specific task.

To do so, a group of investigation techniques was used. Initially, there was the documentary analysis of the competence model of a public organization, in order to correlate it to the digital competences framework proposed within the DigComp project, developed by the European Community and that, in this paper, is taken as the theoretical reference for the analyses of the collected data. The content analysis as proposed by Bardin (1977) allowed identifying if this document brought traces of the digital competences of the reference used. After that, through Google Forms app, a 'structured' questionnaire was applied to 27 respondents, located in a state-run of the organization. The data collected allowed identifying the importance given by the respondents to the digital competences reference and were more fully exploited in a focus group conducted among four employees who exercise the leadership role in the same unit. Results show employees and leaders’ perception of the importance of the digital competences, even with no identification of these inserted competences as fundamental competences in the competence management model of the organization studied. On the other hand, they also show the difficulties of these employees and leaders in the application of these competences in daily tasks. / O objetivo deste trabalho é identificar a inserção das competências digitais no modelo de gestão de competências de uma organização pública brasileira de abrangência nacional. Utilizou-se, para tanto, de um conjunto de técnicas de investigação. Inicialmente, realizou-se a análise documental do modelo de competência da organização pública, objetivando relacioná-lo ao quadro de competências digitais proposto no âmbito do projeto DigComp, desenvolvido pela European Community e que, neste trabalho, é tomado como referência teórica para a análise dos dados coletados. A análise de conteúdo nos moldes propostos por Bardin (1977) permitiu identificar se esse documento trazia vestígios das competências digitais do framework utilizado. Em seguida, por meio do aplicativo Google Forms, um questionário estruturado foi aplicado a 27 respondentes, lotados em uma gerência estadual da organização. Os dados coletados permitiram identificar a importância atribuída pelos respondentes às competências digitais do framework e foram mais intensamente explorados em um grupo focal conduzido junto a quatro empregados que exercem a função de liderança na mesma unidade. Os resultados apontam para uma percepção da importância das competências digitais pelos empregados e líderes, mesmo que sua presença não tenha sido identificada no modelo de gestão de competência da organização estudada. Por outro lado, apontam também para a dificuldade desses empregados e líderes na aplicação dessas competências nas tarefas cotidianas do trabalho.

This dissertation deals with the use of the Anchoring Vignette Method in educational research carried out to establish the level of information and communication technology (ICT) knowledge and skills, with the focus on Czech upper-secondary school students. The theoretical part describes curricular documents that define the ICT knowledge and skills. In the Czech Republic that means mainly the Framework Educational Programmes. Attention is also paid to the international document DigComp. The Anchoring Vignette Method with the focus on nonparametric approach of this method is described in detail too. The author also provides an overview of available Czech and foreign bibliography on ICT knowledge and skills research - including the International Computer and Information Literacy (ICILS, 2013 and 2018) - and on the use of the Anchoring Vignette Method in educational research. The empirical part includes the description of the steps taken in formulating anchoring vignettes, this being an integral part of the Anchoring Vignette Method, in accordance with the curricular documents of the Czech Republic, and the steps taken while formulating anchoring vignettes on the basis of the international document DigComp.
