Hästars behov av socialt umgänge- En studie om hur hästhållare i Laholms kommun uppfyller hästars behov av social kontakt

<p>The problem with keeping horses with to little social contact has come to attention in a new regulation that comes into effect august 1st 2009. It states that horses’ need of social contact has to be accommodated. That’s why it feels important to try to survey the horse owners’ awareness about the regulation and its present fulfillment. To be able to carry out the survey we designed questionnaires that were sent out to chosen horse owners in Laholm municipality. The answers were analyzed with the regulation in mind. With our conclusions we hope to provide useful material that could be helpful in the future work with the regulation. </p><p>We received 128 questionnaire answers of 302 that were sent out, which corresponds to approximately 42%. We were able to deduce that the majority of the horse owners had given their horses company of other horses on the same property (circa 93%), and most of them had company more than twelve ours per day. The remaining 7% constituted partly of two owners whose horses’ social contact only consisted of the horses on the neighboring farm, and partly of seven owners who kept their horses with other animal species. Five of theses seven owners had animal species that were acceptable according to the regulation (cows and sheep), whilst the remaining two owners had unapproved animals (cats, dogs and chickens). </p><p>We could conclude that the horse owners in Laholm are well aware about how the horses’ social needs should be accommodated. We based this on that most horse owners keep their horses with other horses and/or with other acceptable animals, at least twelve ours per day. The comments of the horse owners also confirmed their awerness. </p><p>The two owners who kept their horses with unapproved animal species were the only ones who we certainly know don’t fulfill the regulation, and they correspond to 1,5%. This means that we could draw the conclusion that the regulation fulfillment in Laholm is very good right now and hence it’s likely that there will not be any major problems with the fulfillment of the regulation. But this depends on the questionnaires being representative of the general horse keeping in Laholm, and that the answers are truthful.</p>

This thesis examines the presence of threats and violence directed towards animal welfare inspectors/ officers. The main tool is a survey regarding threats and violence directed at animal welfare inspectors/officers. The questionnaire was distributed to animal welfare inspectors/ officers who worked on 15 of the country's 21 provincial governments. The response rate of the survey was 68.9 percent. The main conclusion of the study is that threats and violence directed at animal welfare inspectors/ officers are common. 94 percent of those who responded participated in the survey felt that there were threats of violence at their workplace and 26 percent felt that there was violence in the workplace. Threats and violence were more common against women and young people but neither of the differences was statistically significant. An additional conclusion that is made is that a large number of the animal welfare inspectors/ officers do not feel that they have the support they deserve from their employers.

Djurskyddslagstiftningen har sedan dess tillkomst 1944 utvecklats i takt med vetenskapligaframgångar, jordbrukets utveckling och en alltmer positiv syn på djur. Djurskyddslagen präglas tillstor del av att djuren ska kunna bete sig naturligt, samt skyddas mot onödigt lidande och sjukdom.På många sätt har därmed Sverige varit ett föregångsland vad gäller djurskyddet ifråga.Regeringen lade 2011 fram förslag på lagändringar i djurskyddslagen, genom en omfattandeutredning. Förslagen har välkomnats av bland annat Förbundet Djurens Rätt och ansetts ligga i tidenför en ny, modern lagstiftning helt i linje med ett nyanserat synsätt vad gäller djur. Dock har endastett fåtal ändringar gjorts sedan utredningens genomförande. Bland annat har ett förbud mot tidelaginförts i en helt ny bestämmelse, samt straffpåföljd vid en överträdelse av denna paragraf. Ävenbestämmelser inom ramen för djurförsöksområdet har förbättrats. Emellertid kvarstår en stor del avutredningens förslag såsom oberörda i dagsläget, vilket har kritiserats från flertalet håll. Hur det serut i dags dato med de förslag som skulle kunnat visa att Sverige återigen står i framkant vad gällerdjurskyddet, är således oklart och utvecklingen kring detta tycks ha avstannat. Vad är anledningentill denna fördröjning? Syftet inom ramen för ifrågavarande uppsats, är således att söka ta reda påvad fördröjningen av en modern djurskyddslag beror på.

Title: Notification of animal welfare Author: Helen Öhlund The purpose of this study was to examine the routines of the county administrations in Sweden when it comes to receiving notification from the public about the welfare of animals. According to Jordbruksverket at least 50 % of the screening of animal welfare should be based on routine controls on existing farmers. Today the routine controls only reach a 43 % average for the whole country. A big part of today’s result depends on the amount of time it takes the administrators of animal welfare to process the notifications from the public. To examine why the notifications from the public take too long time, the county administrations were interviewed through phone and e-mail. The interviews were made to see what routines the county administrations had and if the routines could be made more efficient. Jordbruksverket have developed aid to the county administrations in form of simpler checklists for pets and control cards to ease the burden in notification controls. This study shows that a lot of work can be done when it comes to receiving the notification. When receiving notification the administrators can decide if the notification is severe or not. Too little information makes it difficult to determine the gravity of the notification.   Key words: animal welfare, legislation, county administration, notification, Jordbruksverket.

Hästhållares uppfattning av Länsstyrelsens tillsyn i Halland

In the beginning of 2009 The County Administrative Boards assumed the responsibility of animal welfare, a task previously performed by the individual municipalities. This transfer was made with the aim of achieving more efficient and equivalent animal welfare controls across the country. Previous studies among animal owners have shown a somewhat negative image of animal welfare controls. This study focuses on investigating the experiences of the horse keepers in the County of Halland concerning animal welfare. The study is based on a questionnaire which was sent to 423 horse keepers in Halland, of which 130 were returned with information that laid the foundation of this study. The results show that the horse keepers mainly have a positive opinion of the animal welfare work. They also find the laws and regulations easy to understand. Most horse keepers have a positive attitude towards animal welfare controls and they also consider the animal welfare work to be sufficient. They consider themselves being well-informed on the laws and regulations concerning horse keeping. The positive opinion of animal welfare by horse keepers, indicated by this study, is a very interesting outcome. The negative image of animal welfare that has previously been illustrated by several studies could be due to various reasons. No matter what the reason is it is important to have an open dialogue between horse keepers and the authorities to achieve an effective relationship. The conclusion of this study is that the negative opinions of the animal welfare work that were suspected among the horse keepers may not represent the majority.

The aim of this paper is to analyze the influence that aristocrats in Sweden had on the Swedish movement for the prevention of cruelty to animals, and why especially aristocrats started it. The sources I have been using are speeches and texts written by persons who were involved in the movement. I have also studied rapports from the three largest societies for the prevention of cruelty to animals. In the sources I looked for terms, expressions and opinions that can be paralleled whit the aristocratic ideal and opinion. Things that can relate to aristocratic urban people. I also searched for a class-consciousness and a negative view on other groups of people. Research questions: 1) Why was it especially the aristocrats that started to make a stand for the animals and what imprint did this make in the movement? 2) What issues was driven by the societies for the prevention of cruelty to animals? Which was regarded as the most important? 3) Which persons could be seen and heard pursuing the animal protection policy? 4) What kind of arguments for animal protection are the movement’s representatives presenting? The aristocratic people became committed to the animal protection movement because of the role they had in society, their ideal and because they had the time and money. They had the possibilities to take in the new ideas that during this time were presented in different kinds of areas. The upper class was regarded to have obligations because of their privileged way of life and their idealistic work was regarded as a matter of course. The societies for the prevention of cruelty to animals worked hard on educating the lower classes and the people in the countryside. The aristocrats brought philosophy, science and the urban view on animals.
