Integration of social media records into enterprise content management at the South African Broadcasting corporation in the Limpopo Provincial office in South Africa

The integration of social media records into enterprise content management systems is crucial to organisations as it enables them to have access to these records if they are required for evidential purposes. However, despite social media content being considered as official records in state-owned enterprises, they are often left unmanaged. The purpose of this study was to investigate the integration of social media content into the enterprise content management system at the South African Broadcast Corporation Limpopo provincial office in South Africa. The study utilised quantitative data collected through questionnaires distributed to SABC employees and employees at three radio stations in the Limpopo provincial office (Munghanalonene FM, Thobela FM and Phalaphala FM). The key results suggest that there were no policies or guidelines on the management of digital records that emanated from social media. It was discovered that the SABC’s Limpopo provincial office opened official accounts with various social media platforms such as SNSs, online content communities and podcasts to use for official matters; yet content generated through these platforms is neither managed nor preserved. It has been established that the responsibility of managing social media content is unconsciously assigned to the creators of the content as no official records management responsibilities were assigned. It is recommended that digital records emanating from the use of social media by the staff of the SABC Limpopo provincial office need to be treated and managed as official records, like all other paper-based records. In this regard, a policy for integration of social media content into enterprise content management is desirable. Framework for digital preservation of electronic government in Ghana

The global perspective on digital revolution is one that has received a rapturous approval from information professionals, scholars and practitioners. However, such an approval has come at a great cost to memory institutions as the preservation of digital information has proved to be a complex phenomenon to memory institutions. Guided by the multi method design and underpinned by the triangulation of questionnaires, interviews, observation and document analysis, the study examined digital preservation of e-government in Ghana. Findings revealed that the creation of databases, digital publication, emails, website information and tweets were often ocassioned by the use of ICT, e-government, and application of legislations and public policies. It observed that these types of digital records were in urgent need for preservation as most of the ministries and agencies were unable to access their digital records. While the application of a digital preservation tool (Lots of Copies Keeps Stuff Safe) was a familiar terrain to the ministries and agencies, there was expressed lack of awareness about digital preservation support organisations and digital preservation standards. The study identified funding, level of security and privacy, skills training and technological obsolescence as factors that pose key threats to digital preservation. It noted backup strategy, migration, metadata and trusted repositories as the most widely implemented preservation strategy across the ministries and agencies. On the other hand, cloud computing, refreshing and emulation were the least implemented preservation strategies used to address the digital preservation challenges . The study recommends that the ministries and agencies can address many of the digital preservation challenges if they leverage on collaborative and participatory opportunities. Such collaborative and participatory opportunities involve the use of experts from other institutions to share resources and use a common protocol through cloud computing and Open Data. Our work has as justification the lack of standardization of the of the judicial system documental archive organization. This is an exploratory, descriptive and qualitative research which uses documental and bibliographic research techniques, participative observation, interviews, questionnaires, and a diagnosis of the archive. The context of the research is the judicial archives of the first jurisdiction of the judicial system of the state of Paraíba. The work is a case study taken place at the forum in the district of Santa Rita. The characterization of the archives and the identification of the record type existing in the district shows the inexistence of a pattern in the archive organization, and the importance of the judicial archive as a primary source of research, considering that the judicial archive is a place of memories of the institution and of the state of Paraíba society with a relevant social function. The research result generates an organization propose to the judicial archive from Paraíba based on a Record Classification Plan and on a Classification Scheme, to be applied in the referred archives, as well as some technical recommendations for the judicial archive to meet satisfactorily its users needs. / Esta pesquisa propõe uma organização padronizada para o acervo de caráter permanente dos arquivos do Poder Judiciário estadual paraibano, na esfera da Primeira Instância, justificada pela ausência de padronização na organização do acervo documental dos referidos arquivos. Tratando-se de uma pesquisa exploratória, descritiva e de cunho qualitativo. Utiliza-se das técnicas de pesquisa bibliográfica e documental, observação participante, entrevistas, questionários e realização de um diagnóstico do arquivo. O universo da pesquisa corresponde aos arquivos judiciários, da Justiça estadual paraibana de primeira instância. O trabalho utiliza-se de um estudo de caso realizado no arquivo do Fórum da comarca de Santa Rita. Partindo-se da caracterização dos arquivos e da identificação das tipologias documentais ali existentes constata a inexistência de um padrão de organização do acervo, assim como a importância do arquivo judiciário como fonte primária de pesquisas, verificando-se que o arquivo judiciário é um lugar de memória tanto da instituição como da sociedade paraibana, com uma relevante função social. O resultado da pesquisa gera uma proposta de organização para o acervo dos arquivos judiciários paraibanos, substanciada numa proposta de Plano de Classificação Documental e num Quadro de Arranjo, a ser aplicado nos referidos arquivos, assim como em algumas recomendações técnicas, para que o arquivo judiciário atenda satisfatoriamente seus usuários.

Blockchain for Education Records : An interpretive research on university students’ perceptions

This research aims to explore students’ perceptions and their desired features on the use of blockchain technology for the management of education records. A literature review formed the basis of the theoretical background of this work by allowing to explore how education records are managed nowadays and the potential for the use of blockchain technology in this area, as well as the importance of user-centred design in order to achieve a higher user-acceptance. A qualitative research study encompassing a focus group interview with Linnaeus University students was conducted to answer the research questions. Computer assisted thematic data analysis yielded five key themes: current usage of university education records, understanding how blockchain works, sustainability of blockchain, security of blockchain and implementation of blockchain for education records. The discussion relates the empirical findings to the theoretical background of the research. Participants were generally positive towards the use of blockchain for the management of education records and saw it as one of the potential future solutions. Nevertheless, they voiced some reservations regarding the high energy consumption, costs and security towards a possible use of the blockchain technology. Therefore, careful implementation would be needed, with increased focus on usability, solving some security and sustainability issues and ensuring a fair and transparent access model. This master thesis contributes to the current body of knowledge within informatics by empowering students to share their point of view with regards to possible development of IT solutions based on blockchain technology. As found through this master thesis research, systems for the management of educational records have an impact on person’s life long past finishing a course or a degree, affecting people’s everyday experience in many areas of life and students would like to be included in any future development discussions. Therefore, the research study provides insights which could be used in the future in two ways: firstly, to achieve a more user-centred design of education records management systems and secondly, on the students’ perception of the use of blockchain technology in this area of life.

The role of records management in governance-based evidence, service delivery and development in South African communities

The purpose of this study was to critically analyse the evidence-based revelations from the South African Office of the Auditor-General on the records management challenges being encountered in the local government sector. The aim of the study was the analysis of available evidence and the proposal of solutions for collaborative planning and implementation. The lack of strategic planning in ensuring the accessibility of authentic information sources required during auditing remains unchallenged by the South African public archivists and records managers. These audit reports are required to demonstrate governance, transparency and accountability. This information held in the records of local government is also required to satisfy service delivery and plan development ventures. The World Bank, International Monetary Fund and United Nations formulated an ambitious agenda to eradicate world poverty by 2025. Eight millennium development goals were identified that would provide impoverished communities with better access to basic services and conditions spurring sustainable development. Governance-based criteria were identified as barometers to gauge transparency, accountability, respect for the rule of law and citizens’ rights. Consolidated audited reports from 2000 to 2013 were scrutinised to unravel the conundrums relating to governance, transparency and the management of public sector information sources. According to the 2013 report, only 5% of the local government sector managed to attain clean audits. Related evidence revealed in the unclean audit reports and media narratives related to service delivery and community protests. The approach used for the study was the qualitative methodology, regarded as an appropriate method for the archival discipline. This research method allowed for the incorporation of interdisciplinary and multidisciplinary fields of interest. The case study method design enabled the focus of the study to be on local governments and six selected community development ventures in different areas of South Africa. The latter method enabled information collection from records officials and persons involved with socio-economic development projects. Sound interventions are needed to ensure evidence-based governance. Records surveys and the management of public records in Zimbabwe

The study investigated the role of records surveys in the management of public records in Zimbabwe. The goal was to determine how far records surveys were going in enhancing sound records management practices, thereby improving public service delivery, accountability and good governance. Through interviews, questionnaires and document review it was revealed that records surveys were struggling to attain their intended goal of nurturing sound records management practices in public registries. The lack of ideal mission statements, registry manuals, written disaster management plans, vital records protection programmes, adequate records management training, records retention and disposal schedules, top management support, financial constraints and unclear archival legislation were cited as some of the challenges affecting records and information management surveys from nurturing acceptable records management practices. Digital micro-credentials for upskilling and reskilling in the vocational sector : A study on the potential use of a blockchain-based ICT system for micro-credentials in Sweden

Blockchain technology has gained ground as a method of independently and securely verifying transaction receipts of educational credentials so they can connect directly to individual digital wallets. Challenges in this transformation include the risk of dilution of value in existing credentials and the risk of duplicating structures. Internationally, several studies and pilots are ongoing. The EU is currently actively working to promote the development of digital micro-credentials with both initiatives and standards recommendations. Nationally in Sweden, government initiatives aim to bring the entire national digital infrastructure together to improve support for lifelong professional learning. Industrial stakeholders, academic education and vocational educational organizations are documented having partly overlapping, partly different needs and requirements. The purpose of this master’s thesis research is to describe the potential use of a blockchain-based ICT system for digital micro-credentials in vocational education, and what would be the desired characteristics of providing such a system from the perspective of stakeholder decision-makers on the governmental, commercial, and educational level. For this, interpretive qualitative research has been conducted. The data was collected through documents review of governmental and policy documents from the EU and Sweden, and individual interviews with seven participants among key stakeholder organizations (vocational institutions, commercial organizations, and government agencies representatives). The collected data was analyzed thematically. The analysis of the collected data was thematically structured into five themes and discussed in the context of the research aim and research question, using the proposed theoretical framework, including structuration theory.  Findings showed that challenges on the macro-level perspective dominated the potential uses and desired characteristics, explicitly the need for a solution that can bridge the gap between industry needs and formal education. The need for a technical solution that can create interoperability between different forms of micro-credentials and credentials was highlighted. A solution with the individual in focus would be a major shift that could improve individuals’ potential to plan careers, enable employers to improve recruitment processes, and strengthen the Swedish government actors in skills and educational planning on the national and regional level. The key to these uses would be the ability to build trust between parties and connect such a technological solution to existing structures such as the European Qualification Framework’s Swedish implementation (SeQF). The research contributes theoretically by adding to the rather limited research on blockchain use for micro-credentials in education, and practically by presenting the context and landscape of the Swedish system of vocational education and training in relation to the potential use of digital micro-credentials.

A framework for an integrated student information management system for higher education in Uganda

The design of any information management system (IMS) requires a clear strategy for its integration into the environment for which it is intended. Information management has been addressed in the objectives and plans of the Government of Uganda since independence in 1962, with varying degrees of success. The extensive changes that have taken place in the last few decades in Ugandan higher education have led to increased demands for managing student information. In turn a strategy for proper coordination of such data is necessary. The major aim of this study was to design such a strategy. The research therefore attempted to investigate the current state of the management and coordination of student information in Uganda. The needs and requirements of a student information management system (SIMS) and strategies for its integration in higher education programmes were established. The study carried out in the education sector was conducted using a qualitative research framework that provided a coherent set of propositions which explains the phenomenon of a SIMS. The researcher purposively selected the respondents (including key informants, administrators and student leaders) in this sector, who included people involved in the capture, storage, management and use of student information in various institutions in the given sector. Observably, the current state of the SIMS lacks a strategy to keep track of student information in Uganda. It was established that to ensure tracking of such data in the country, an identification system with standardised procedures in a coordinating structure is required together with a clear strategy for utilising the existing structures in the education sector. To design a strategy of this kind, a proposed framework for an integrated SIMS defined the principles, environment and contextual boundaries in terms of which the design is created. It defines the structure of a national student identification system and its coordination in the education sector in Uganda. Strategies for ensuring the sustainability of such a system and its implications for the socio-economic environment of higher education are considered. / Information Science / D. Lit. et Phil.
