Financial management in selected primary schools in Gauteng

The implementation of the South African Schools Act (Act 84 of 1996) has placed additional financial management responsibilities on school principals and school governing bodies. Financial management has created several challenges for school principals and members of school governing bodies who do not have the necessary financial knowledge, skill and expertise to perform this function. This research was undertaken primarily to determine how principals and members of school governing bodies, in public primary schools, implement financial policy. The research is supported by a detailed literature study covering financial policy, the budget process, approaches to budgeting, the advantages of a budget system and requirements for effective financial control. In order to determine the financial management practices at public primary schools a questionnaire was designed and administered amongst twenty five public primary schools in the Ekurhuleni South District of the Gauteng Department of Education. The findings suggest that there is a need for schools to communicate resolutions adopted at parents’ meetings and other consultative procedures to parents of learners and in this way ensure the dissemination of pertinent information. There is a need for early intervention by schools concerning outstanding school fees to prevent the exacerbation of the problem. Educational institutions should prepare their budgets on the basis of their main objectives and policies in order to ensure an efficient allocation of funds. / Education / M. Ed. The implementation of the 'no-fee' school policy in selected primary schools in Limpopo

South Africa began with the ‘no-fee’ school policy (NFSP) implementation on 01 January 2007. The policy abolished mandatory school fees in public ordinary schools to make basic education available to poor learners in the country. However, critics argued that the NFSP implementation made poor schools poorer and needed researched. This prompted an exploration on “No-fee schools’ inability to address the needs of the poor in Limpopo” The researcher randomly sampled ten ‘no-fee’ primary schools for the study. Data were collected through semi-structured interviews and documentation. Interviewees were principals, treasurers and chairpersons of school governing bodies from the schools studied. The collected data were analysed through inductive techniques. The study discovered that the no-fee schools were unable to address the needs of the poor in Limpopo. The study concluded with recommendations for empowering no-fee schools on addressing the needs of the poor in Limpopo and for topics on future research. / Thesis (M. Ed. (Educational Management))

The role of school managers in the implementation of continuous assessment in the further education and training band in Mopani district, Limpopo province

This study focuses on the role of school managers in addressing challenges associated with the implementation of continuous assessment (CASS) in the Further Education and Training (FET) band in Mopani District. It furthermore investigates to what degree school managers in the district engage in performing the “traditional” leadership and management roles which create a conducive atmosphere for the implementation of CASS. A thorough literature review provides an understanding of the emerging trends and challenges in the implementation of CASS internationally. Most of these challenges are analogous with those constraining the implementation of CASS in Mopani District. The data were collected by means of semi-structured interviews and questionnaires from purposively sampled district educators and school management teams (SMTs) who came from randomly selected schools. The findings enumerated the insufficient training for school managers and infrequency of performing “traditional” leadership and management roles as some of the factors hampering the implementation of CASS in the district schools. / Educational Studies / M. The relationship between students' academic self concept motivation and academic achievement at the university of the Free State

The purpose of this study was to investigate the relationship that exists between academic self-concept, motivation and academic achievement at the University of the Free State. The primary aim of this study was to determine if academic self-concept and motivation of quantity surveying students at the University of the Free State could predict their level of academic achievement. The sample was selected by means of convenience sampling. Relevant literature indicated that there are contrasting findings about whether a relationship exists between students’ academic self-concepts and motivation, and academic achievement. The empirical investigation revealed that there are only significant correlations between academic self-concept, motivation and academic achievement in some of the study year levels and not in all of them. / Educational Studies / M.Ed. The role of life orientation in addressing HIV/AIDS in Kwa-zulu Natal secondary schools

The Department of Education is promoting HIV/AIDS education programmes in the public schools of South Africa, particularly through the subject Life Orientation. Therefore, this study investigates the role of Life Orientation in addressing HIV/AIDS in KwaZulu-Natal secondary schools. Different role-players were evaluated to ascertain their attitudes and beliefs about Life Orientation and HIV/AIDS. The examination of different role-players was undertaken to establish the significance of their attitudes and beliefs on the success or failure of the Life Orientation based sex and HIV education programmes in the schools. An attempt was also made to find a relevant definition of the subject Life Orientation that contains the meaning and the purpose of the subject. Teachers were found to be uncertain about an appropriate definition that carries the meaning of Life Orientation; hence they tend to define it by its components such as Life skills, physical education, decision-making, HIV education and others. The study also sought to establish the impact of sex education embedded in Life Orientation on the fight against HIV/AIDS. Sex education was examined to determine whether it encourages or reduces youth sexual activities. In order for teachers to be able to use Life Orientation content to drive sex and HIV education programmes, it had to be ascertained if they were informed or not about HIV/AIDS. The questionnaire carried out an extensive assessment of teachers’ knowledge, attitudes and their personal stance on HIV/AIDS. This study established that training of teachers in both Life Orientation and HIV/AIDS provides them with knowledge which enables them to positively handle sex and HIV education programmes in the classroom. It was for this reason that the study made recommendations with regard to training and support programmes to ensure that teachers are adequately equipped for effective implementation of the subject Life Orientation in the National Curriculum Statement. / Educational Studies / D. Challenges and needs of learners with disabilities in an inclusive institution of higher education in the Limpopo Province of South Africa

Learners with disabilities do not only incur various challenges in their learning encounters, but their presence also places many demands on Institutions of Higher Education (IHE). The purpose of this study was to investigate the challenges and needs of learners with disabilities in an inclusive IHE and to use the findings to develop guidelines that will promote their accommodation in the learning environment. The study employed a descriptive cross-sectional quantitative design where self-administered questionnaires were used to collect data. A total of 67 learners from different disability categories participated in the study. Data were analysed using the Statistical Package for the Social Sciences (SPSS) version 19. Among the participants 50.7% were males, 41.8% were mobility impaired and 29.9% were visually impaired. While almost two-thirds (64.2%) of the participants indicated that they were born with the condition, 27.3% said they required regular medical attention and 9.0% indicated they needed assistance in performing their daily routine work. With regard to challenges facing the participants, 64.1% said lecturers were not flexible in their teaching methods, and 68.8% said lecturers did not make follow-ups on them when they failed to cope academically. Among this group of learners almost 3 in 4 (74.6%) participants repeated their courses at least once. In addition, whilst 43.8% indicated that the physical environment constituted a great barrier to their learning, 53.8% said they were vulnerable to abuses and dangers. The participants rated sanitation and extra-curricular programmes as the poorest. The study established that there were significant (p=0.007) relationship between blindness status and failure rate, and also between type of secondary school (special or regular) attended and the ability to cope with the demands of tertiary education (p=0.004). These findings suggest that there are a number of challenges that tend to exclude and marginalise learners with disabilities in IHEs. The study, therefore, recommended that the Department of Higher Education and Training (DoHET) must make it mandatory for all IHEs to develop and implement inclusive institutional policies that will remove academic and social barriers in IHEs in line with the Social Model of Disability. / Health Studies / D. Immigrant learners learning linear programming in multilingual classrooms in South Africa

This study used discourse analysis (Gee, 2011; 2005; 1999) in order to explore a socio-situated view of how teachers created learning opportunities for the participation of immigrant learners when learning linear programming in a Grade 11 mathematics classroom in South Africa. The aim was to explore that which mathematics teachers do in classrooms with immigrant learners that they will not do if there were no immigrants. A discourse analysis approach was used in order to view the opportunities created through language use not as a tool for communication only but also as a tool for building reality. The study reported in this thesis was conducted in three different settings which are in; urban, township and rural environments. The urban environment focuses on immigrant learners who were born in the Democratic Republic of Congo (DRC), and started schooling there, in the township and rural environment it focuses on immigrant learners born in South Africa with parents born in the Republic of Mozambique or Angola. Three different mathematics classrooms were observed in their natural environment during lessons focusing on linear programming. Data was collected through a learner questionnaire issued before lesson observations. The aim of the learner questionnaire was to understand the language background of the learners in the mathematics classrooms selected for the study. The second method included lesson observation for at most five consecutive days at each setting. It involved observing teachers and immigrant learners during teaching sessions of linear programming activities. The activities included reading, writing, speaking and participating in mathematical activities. These activities were then analysed to understand how teachers created learning opportunities for the immigrant learners. The study contextualised the results from lesson observations by conducting clinical interviews with three immigrant learners, one from each site, to provide insights into the explanations on immigrant learners approaches when solving a linear programming task. The main conclusion in this study is that immigrant learners were successful in linear programming when teachers’ created learning opportunities by using code switching to support them. The main contribution of this study is that it focuses on multilingual mathematics classrooms of immigrant learners in South Africa – a context that has not yet been researched in South African vi mathematics education. Exploring language practices in multilingual mathematics classrooms of immigrant learners provides a different gaze into teaching and learning mathematics in multilingual classrooms in South Africa. Equally important is the extent to which immigrant learners are distinct to multilingual learners in the teaching and learning of linear programming. / Mathematics Education / D. Phil. Recognition of prior learning for designated employees at the workplace : a case study of Eskom Distribution employees in the Northern Region, South Africa

The present study examines whether recognition of prior learning (RPL) is being implemented in the workplace, its effectiveness and impact on improving the lives of the previously disadvantaged groups and its contribution towards enhancing a culture of lifelong learning in South Africa. The main aim of this research is to explore the implementation of RPL and the extent of its effectiveness in the workplace, with particular focus on Northern Region of the Eskom Distribution. This was hoped to be addressed through the following objectives: The first objective was to determine the extent to which Eskom employees are aware of the RPL practices and to ascertain the level of awareness among employees. The second objective was to explore the current trends and practices on RPL at the workplace. The third objective was to determine and identify if there are any gaps. The last objective was to suggest ways that can be used to strengthen the RPL practice in the workplace. To this end, a questionnaire was administered to a randomly selected sample of 242 employees. In addition, interviews were conducted with three purposively selected (information rich) participants. The findings reveal that Eskom has policies and guidelines on RPL and a clearly stipulated purpose which is in line with the National Qualifications Framework (NQF), however, the current RPL policies and procedures have not been piloted within the Northern Region, the information has not yet reached everyone in the business, and employees’ level of awareness is still low. Findings also reveal that RPL does exist in Distribution and efforts to implement it are visible/traceable. A number of milestones and achievements are noted in the business as a whole as well as in the region, although a lot still needs to be done to ensure full and effective implementation. The last finding shows that there are a number of gaps and challenges impeding the success of RPL. These range from capacity building to quality assurance.
