A identificação desses matemáticos se deu por meio de consulta e análise de documentação e listagens de bolsistas fornecidas pelas instituições abordadas: a Fundação Rockefeller, Fundação Guggenheim e Comissão Fulbright. Parte da documentação foi obtida por meio da consulta aos arquivos no Rockefeller Archive Center, em New York, pela listagem fornecida pelo Escritório da Comissão Fulbright no Brasil, pela listagem encontrada no site oficial da Comissão Fulbright e no site oficial da Fundação Guggenheim. Com esse objetivo, empreenderam-se estudos sobre a história do desenvolvimento da Ciência no Brasil, em uma visão geral e em particular da Matemática, focalizando ocasiões nas quais a participação de instituições estadunidenses foi decisiva para a formação da elite intelectual brasileira, no período de 1945 a 1980. Além disso, apresentamos uma síntese do referencial teórico que foi utilizado na pesquisa, discutindo o conceito de globalização da Ciência e da Matemática, para estabelecer um entendimento da ideia dos intercâmbios científicos a partir da dinâmica dos encontros culturais e sob uma perspectiva da história social, considerando que a atividade científica é uma das vias para a compreensão das relações sociais e culturais. A partir desse panorama de estudo, destacamos indícios que nos ajudam a responder uma série de perguntas históricas acerca do... / This PhD research is aimed at identifying Brazilian mathematicians who were part of early academic exchanges between Brazil and the United States by means of scholarships awarded by private foundations and reflecting on the on the American influences in mathematics in Brazil, within an area of research that deals with the history of the development of mathematics in Brazil. The identification of these mathematicians was done through consultation and analysis of documents and lists of scholarships provided by the addressed institutions: the Rockefeller Foundation, the Guggenheim Foundation and Fulbright Commission. Some of the documentation was obtained by consulting the files found in the Rockefeller Archive Center in New York, the list supplied by the Office of the Fulbright Commission in Brazil, and the lists found on the official websites of the Fulbright Commission and Guggenheim Foundation. With this objective, studies were undertaken on the history of the development of science in Brazil, and an overview of mathematics in particular, focusing on occasions in which the participation of American institutions was decisive for the formation of the Brazilian intellectual elite in the period 1945 to 1980. In addition, we present the theoretical synthesis that was used in the research, which describes the concept of globalization of science and mathematics to establish an understanding of the idea of scientific exchange from the dynamics of cultural encounters and from a perspective of social history, considering that the scientific activity is one of the ways to understand the social and cultural relations. La mobilité professionnelle des Martiniquais dans la Caraïbe : analyse de la situation, enjeux, propositions / Martinican’s Vocational Mobility in Caribbean : situation Analysis, Issues and Proposals

A l’aube du XXIème siècle, l’enjeu pour la Martinique est de construire un modèle de développement endogène qui nécessite son intégration dans la Caraïbe. Un consensus existe pour cette orientation, tant au niveau des acteurs économiques que des gouvernances locales et nationales. Mais qu’en pense la population ? Sur le plan diplomatique, cette orientation se concrétise par une adhésion progressive de la Martinique aux différentes organisations communautaires caribéennes en qualité de membre à part entière. Toutes ces avancées s’opèrent dans un contexte socio-économique qui se caractérise pour la Martinique par une population en voie de vieillissement, un chômage structurel et un départ du territoire des jeunes diplômés. Dans cette perspective, le développement des échanges avec la Caraïbe va induire des flux matériels et immatériels, et pour les Martiniquais, des perspectives d’insertion professionnelle dans des pays de la Caraïbe qui ont des taux de chômage plus cléments. Ces éléments de contexte interrogent l’évolution de la société Martiniquaise dans un nouveau paysage international, qui va au-delà des accords politiques et diplomatiques, car il va induire des rencontres entre individus de culture et de pratiques professionnelles différentes, directement ou indirectement, matérialisées ou dématérialisées. Cette étude s’intéresse au point de vue des individus, au regard qu’ils portent sur ce qu’il convient de considérer comme un projet de société et aux moyens qu’ils ont d’y contribuer. Elle s’inscrit dans la perspective du développement de la mobilité professionnelle des Martiniquais dans la Caraïbe et elle fait des propositions sur les conditions de sa mise en œuvre. Elle interroge l’environnement dans lequel s’opèrent aujourd’hui les projets de mobilité professionnelle à l’international des Martiniquais et les représentations sociales qui sont en marche dans ce nouveau paradigme. Comment le Martiniquais peut-il devenir un citoyen caribéen sur un marché du travail élargi aux pays du bassin caribéen ? / At the turn of the century, the challenge for Martinique is to build a model of endogenous development that requires its integration in the Caribbean. There is consensus for this approach, both in terms of economic actors as local and national governance. But what the people think? On the diplomatic front, this orientation is reflected by a gradual accession of Martinique to different Caribbean community organizations as a full member. All these developments are taking place in a socioeconomic context characterized for Martinique by a population in the process of aging, structural unemployment, and a departure from the territory of graduates. In this perspective, the development of trade with the Caribbean will induce the material and immaterial flows and for Martinique, perspectives employability in Caribbean countries with more lenient unemployment. These contextual elements questioning the evolution of Martinican society in a new international landscape that goes beyond political and diplomatic agreements, as it will lead to encounters between individuals of different cultures and business practices, directly or indirectly, materialized or dematerialized. This study focuses on the perspective of individuals and the way they look at what should be regarded as a social project and how they contribute. It is part of a perspective of the development of professional mobility of Martinique in the Caribbean and on the conditions for its implementation. She questions the environment in which today operate occupational mobility projects internationally Martinicans and social representations that are running in this new paradigm. How can the Caribbean Martinique become a citizen on the broader labor market to the countries of the Caribbean basin?

Potential barriers to international exchange semesters at Stellenbosch University

Thesis (MEd)--Stellenbosch University, 2015. / ENGLISH ABSTRACT: Higher education is challenged by the changing climate created by globalisation and the phenomenon of internationalisation. Internationalisation of higher education provides a platform for institutions to engage with counterparts across the world in a manner that would enhance the quality of all aspects of the institution, but also poses a number of challenges to institutions and higher education systems. The literature review of the study sketches the background to the study and analyses some of the above-mentioned opportunities and challenges. The study researched one aspect of internationalisation, namely the mobility of undergraduate students. The mobility of students can take place through an array of activities that includes summer school programmes, internships, or tailored short programmes. This study focuses on one type of mobility, namely an international exchange semester. The study stemmed from the actual problem at Stellenbosch University where a major imbalance exists in the number of students received from partner universities and of Stellenbosch students taking part in a semester at the partner university. The rationale and practice of international exchange semesters in four Faculties were analysed on multiple levels by means of a case study design. The four case studies were concluded in the Faculty of Arts and Social Sciences, the Faculty of Science, the Faculty of AgriSciences and the Faculty of Economic and Management Sciences, and within these Faculties the investigation was restricted to general-formative programmes. Data were collected and analysed at four levels of each Faculty, namely the climate that is created through Faculty strategy, the views and perspectives of students in their final and pre-final year, the view and perspectives of programme coordinators, and finally, the views on a managerial level by means of the inputs of deputy deans. Each of the case studies reveals specific issues and opportunities for international exchange semesters within the particular Faculty, yet, the comparative perspectives reveal that the major barriers to student mobility are consistent across faculties, and that particularly the type of information available, the applicability of that information within the particular academic environment and financial aspects are consistently identified by students in all four Faculties. The barriers identified by staff, both on departmental and management level, resonate with the barriers identified by students, but further illustrate more specific organisational and pedagogical challenges linked to the implementation of international exchange semesters. The study not only makes a contribution to a deeper understanding of existing challenges pertaining to international mobility by means of an exchange semester but it also makes specific recommendations to address these challenges and poses alternatives to existing practices. / AFRIKAANSE OPSOMMING: Hoër onderwys word uitgedaag deur die veranderende omgewing as gevolg van globalisering en deur die verskynsel van internasionalisering. Internasionalisering van hoër onderwys bied ’n platform vir interaksie tussen instellings en hul eweknieë in ander wêrelddele op ’n wyse wat die gehalte van alle aspekte van die instellings kan bevorder. Internasionalisering is egter ook ’n verskynsel wat ’n bedreiging en ’n uitdaging vir instellings en hoëronderwysstelsels inhou. Die literatuurstudie van hierdie studie skets die agtergrond tot die studie en ontleed van hierdie geleenthede en uitdagings. Die studie het een aspek van internasionalisering, naamlik die mobiliteit van voorgraadse studente, ondersoek. Die mobiliteit van studente geskied deur ’n verskeidenheid aktiwiteite wat somerskole, internskappe en taalkursusse insluit. Die studie fokus op een aktiwiteit, naamlik internasionale uitruilsemesters. Die studie het gepruit uit ’n voortslepende uitdaging by die Universiteit van Stellenbosch (US) waar die aantal inkomende uitruilstudente van vennoot-instansies die aantal US studente wat aan uitruilsemesters deelneem, ver oorskry. Die rasionaal en uitvoering van internasionale uitruilsemesters in vier fakulteite is deur middel van ’n gevallestudie-ontwerp op verskeie vlakke ontleed om ʼn omvattende begrip te ontwikkel. Die vier gevallestudies is in die konteks van die Fakulteit Lettere en Sosiale Wetenskappe, Fakulteit Agriwetenskappe, Fakulteit Natuurwetenskappe en Fakulteit Ekonomiese en Bestuurswetenskappe uitgevoer, en in die studie van hierdie vier fakulteite is die konteks verder tot algemene vormende programme beperk. Data is ingewin en ontleed op vier vlakke in elke fakulteit, naamlik die platform wat geskep word deur die strategie van die fakulteit, die oortuigings en perspektiewe van studente in hulle finale en voor-finale jaar, die perspektiewe en insig van programkoördineerders, en laastens die perspektief op bestuursvlak deur middel van onderhoude met adjunkdekane. Elke gevallestudie onthul spesifieke kwessies ten opsigte van en geleenthede vir internasionale uitruilsemesters binne die betrokke fakulteit, maar die vergelykende perspektiewe dui aan dat die grootste struikelblokke vir studente mobiliteit deurlopend dieselfde is tussen die vier fakulteite. Die studie toon aan dat die beskikbaarheid van die tipe inligting, die toepaslikheid van daardie inligting op ‘n student se spesifieke situasie (program) en finansiële aspekte in al vier fakulteite deur studente gekies is. Die struikelblokke wat deur personeel, beide op departementele en bestuursvlak, uitgewys is vind aanklank by die struikelblokke wat deur studente aangedui is, maar illustreer ook verdere uitdagings ten opsigte van organisatoriese aspekte en pedagogiese uitdagings wat verband hou met die implementering van internasionale uitruilsemesters. Die studie maak nie net ‘n bydrae in terme van ‘n dieper verstaan van die bestaande uitdagings ten opsigte van internasionale studente mobiliteit deur middel van ‘n uitruilsemester nie, maar maak ook voorstelle oor hoe om hierdie uitdagings aan te spreek en stel alternatiewe voor vir die bestaande praktyke.

The experience of the exchange has been new for many young people who never imagined having this opportunity in life. The present work aims to investigate the problem of (re) construction of identity in the process of learning English language (EL) by means of reports from exchange students. So the research questions are: How does English language learning during students exchanges influence the construction of learners' identity issues? How does experiencing a new cultural and linguistic context alter the exchangeist's perception of himself or herself? how is this possible process of self-discovery perceived by them? The mother tongue (MT) inscribes the subject in the world, and it is through it that it goes through an "inaugural and definitive experience" becoming a talking and autonomous subject (CAVALLARI, 2011, p. 320), however in learning of EL, the relation between learner and language is different, the apprentice often feels 'unable' to express himself and to perceive himself in this new language. Observing EL learning in an exchange context in order to understand the impact of this experience on identity issues becomes even more relevant. The work is based on texts by Rajagopalan (2003), Moita Lopes (2006), Revuz (1998), Signorini (1998), among others. Data were collected through the reports of ten exchange students. Based on an interpretative methodology, the case study used questionnaires, learning memorials and the focus group as tools to observe learners' expectations and frustrations throughout the learning process. The aim is to assess how this experience affected and influenced the (re) construction of the identity of these apprentices / O Brasil teve um crescimento de 494% no número de alunos que fizeram intercâmbio entre 2003 e 2013. A experiência do intercâmbio tem sido novidade para muitos jovens que nunca imaginaram ter essa oportunidade na vida. O presente trabalho visa investigar a problemática da (re)construção de identidade , no processo de aprendizagem de língua inglesa (LI) por meio de relatos de intercambistas. sendo assim as perguntas de pesquisa são: Como a aprendizagem de língua inglesa durante o intercâmbio influencia a construção de questões identitárias dos aprendizes? como vivenciar um novo contexto cultural e linguístico altera a percepção que o(s) intercambista(s) têm de si mesmo(s)? como esse possível processo de autodescoberta é percebido por eles? A língua Materna (LM) inscreve o sujeito no mundo, e é por meio dela que ele passa por uma “experiência inaugural e definitiva” tornando-se um sujeito falante e autônomo (CAVALLARI, 2011, p.320), no entanto na aprendizagem de LI a relação entre o aprendiz e o idioma é diferente, o aprendiz muitas vezes sente-se ‘incapaz’ de se expressar e se perceber nesse novo idioma. Observar a aprendizagem de LI em contexto de intercâmbio a fim de compreender o impacto desta experiência em questões de identidade torna-se ainda mais relevante. O trabalho se baseia em textos de Rajagopalan (2003), Moita Lopes (2006), Revuz (1998), Signorini(1998), entre outros. Os dados foram gerados por meio de relatos de dez intercambistas. 臺灣公眾外交的策略與實踐:以臺灣獎學金計畫為例 / The strategy and practice of Taiwan's Public diplomacy: A case study of the Taiwan scholarship program

在21世紀的國際關係中,全球事務的複雜性提高,跨國民眾間的互動愈趨頻繁,以國家為中心的傳統外交思維逐漸出現轉變。各國的外交政策也更強調跨文化間的對話與互動,及建立跨國人際關係網絡的重要性。而公眾外交的作用即在於藉由影響他國民眾或菁英份子的認知與觀感,進而在目標國家內部形塑對本國有利的政策環境,遂成為各國政府制定對外政策時的重要工具,更是當前相當熱門的國際關係研究主題。近年來,我國政府也開始透過多樣化的途徑來推動公眾外交,希望提升國家形象以期能增加臺灣的國際能見度。其中,國際教育交流不僅能夠提供國際青年學子相互交往的機會,促使外籍學生以最直接的方式認識臺灣,甚至能建立他國民眾與我國的長期情感聯繫,被認為是最有效的推動途徑之一。在這樣的研究背景及政策環境基礎上,本文將以「臺灣獎學金計畫」作為研究主軸,並針對計畫受獎生進行問卷調查,進而評估政府獎學金計畫推動公眾外交的成效,同時也將釐清「臺灣獎學金計畫」在我國公眾外交上扮演何種角色。 總結而言,本研究首先經由詳盡地文獻回顧,以釐清公眾外交的發展脈絡及不同發展階段的概念核心。其次,本文嘗試賦予公眾外交更多在國際關係和外交政策中具體的理論基礎,並將軟實力、系統理論、結構主義的概念帶入公眾外交領域之中。再者,本文也從臺灣眾多的公眾外交作為中,歸納出其背後所欲追求的政策目標,而後聚焦於說明「臺灣獎學金計畫」,並致力於探討及評析國際間具知名度的政府獎學金計畫,從中歸納出成功推行政府獎學金計畫的關鍵因素,進而與我國獎學金計畫進行比較。最後,本文藉由問卷調查的實證結果來說明我國以政府獎學金推動公眾外交的成效,並提供臺灣日後發展公眾外交的建議。 / International relations in 21st Century has shown the features of highly complexity of global affairs and frequently interaction among cross-borders people; therefore, traditional diplomacy has changed into modern face accordingly. Nowadays, the governments tend to emphasize the dialogues and linkages of relationship between different cultures in foreign policy. The purpose of public diplomacy is to influence opinion in target countries to make it easier for the government to achieve its aims. For this reasons, public diplomacy has become an essential element of many countries foreign policy and a popular research area in the IR studies. Taiwanese Government has implemented public diplomacy in various approaches in order to improve the Taiwan images on the world stages. Among all the approaches of public diplomacy, international educational exchanges can not only let international students experience Taiwan in person, but also facilitate inter-cultural communication and build the long-lasting relationships between Taiwan. Based on the above-mentioned reasons, this article takes the Taiwan Scholarship Program as a study case in order to analyze of the role of the program in Taiwan’s public diplomacy. This study empirically investigates the outcomes of the Taiwan Scholarship Program by conducting the questionnaire for the Taiwan Scholarship grantees, who are studying in Taiwan during 2011-2012. To sum up, this article manages to extensively retrospect the development of public diplomacy in the international relations and capture the core elements of public diplomacy under different ages. Besides, in order to provide theoretical bases for public diplomacy, the article tries to put soft power, systemic theory, and structuralism into discussions. Furthermore, the study dedicates to illustrate its policy goals from the practices of Taiwan’s public diplomacy and compare the Taiwan Scholarship Program with other prestigious government scholarship in world as well. Finally, the study indicates that the Taiwan Scholarship Program plays an important role in Taiwan’s public diplomacy, particularly because face-to face contact between grantees and Taiwanese people helps diminish the stereotypes and increase the mutual understanding.
