Participación eficaz del sector defensa ante la ocurrencia del fenómeno del Niño Costero y su impacto en la atención a la población del Distrito de Santa Eulalia

El presente trabajo de investigación tuvo como objetivo, determinar la influencia de la participación eficaz del sector defensa, ante la ocurrencia del fenómeno del niño costero, en la atención a la población del distrito de Santa Eulalia. Respecto a los aspectos metodológicos del trabajo, el tipo de investigación fue el aplicado y el nivel explicativo. La población estuvo conformada por los 11,800 pobladores del distrito de Santa Eulalia. La muestra estuvo conformada por 373 pobladores del distrito de Santa Eulalia, a los cuales se les aplicó el instrumento que constó de 18 preguntas, utilizando la escala de likert con alternativas de respuesta múltiple. Se procedió a analizar los resultados, luego se realizó la contrastación de hipótesis, utilizando la prueba estadística conocida como coeficiente de correlación de SPEARMAN, debido a que las variables de estudio son cualitativas. Finalmente, se pudo determinar que la participación eficaz del sector defensa ante la ocurrencia del fenómeno del niño costero influye significativamente en la atención a la población de Santa Eulalia. / The objective of this research was to determine the influence of the effective participation of the defense sector, in the face of the occurrence of the phenomenon of the coastal child, in the attention to the population of Santa Eulalia. Regarding the methodological aspects of the work, the type of research was the applied and the explanatory level. The population was conformed by the 11,800 settlers of the district of Santa Eulalia. The sample was conformed by 373 settlers of the district of Santa Eulalia, To which the instrument was applied that consisted of 18 questions, using the scale of likert with alternatives of multiple answer. We proceeded to analyze the results, then we tested the hypothesis, using the statistical test known as the SPEARMAN correlation coefficient, because the study variables are qualitative. Finally, it was possible to determine that the effective participation of the defense sector in the face of the occurrence of the phenomenon of the coastal child significantly influences the attention to the population of Santa Eulalia. / Trabajo de investigación

Planejamento urbano, participação e legitimidade : a densidade urbana no PDDUA de Porto Alegre

O trabalho versa sobre um processo de elaboração de um plano diretor, o qual observou o procedimento participativo de formulação. A participação é identificada como requisito de legitimidade do produto com base nas noções de democracia e de soberania popular. A efetividade da participação, considerada condição de legitimidade do plano diretor, é examinada mediante a verificação de como as decisões tomadas no processo de elaboração se refletiram no produto final. Para a realização da pesquisa examinou-se o processo de elaboração do Plano Diretor de Desenvolvimento Urbano Ambiental - PDDUA, de Porto Alegre, e para a verificar a efetividade da participação foram examinadas as decisões tomadas acerca da densidade urbana e seu reflexo na norma aprovada. A pesquisa teórica baseou-se na produção bibliográfica relacionada aos temas democracia e soberania popular, legitimidade, participação e planejamento urbano, buscando-se as contribuições na filosofia do direito, direito constitucional, direito urbanístico, urbanismo e planejamento urbano. A pesquisa empírica baseou-se em pesquisa documental. O estudo de caso abordou três áreas da cidade, estabelecendo-se a análise do regime urbanístico estabelecido no PDDUA e sua aplicação em casos concretos. Indica-se que no processo de interpretação e de aplicação das normas elaboradas mediante processo participativo o fator histórico e a análise da linguagem assumem especial relevância. Conclui-se que iluminam a interpretação e a aplicação da norma os princípios da função social da propriedade, da função pública do urbanismo, da precaução e da proteção ao meio ambiente. / This study describes a master plan formulation process, which included a participatory procedure. Participation is required to legitimize a product based on democracy and popular sovereignty principles. Effective participation - considered as a condition for the legitimacy of the master plan - is examined by analyzing how decisions made during the elaboration process were reflected on the final product. The elaboration process of the Urban and Environmental Development Master Plan (PDDUA) of Porto Alegre was examined, and the decisions made on urban density and their reflexes on the approved rule were analyzed. A literature review on democracy and popular sovereignty, legitimacy, participation and urban planning was carried out, considering contributions on law philosophy, constitutional law, urban law, and urban planning. The empirical research was based on documents. The case study included three city regions, analyzing the urban regimen established in the PDDUA and its actual application. It was observed that, during the process of interpretation and application of the rules created by the participatory process, the historical factor and language analysis are particularly relevant. It was concluded that the principles of the social function of property and of the public function of urban planning, precaution principles, and environmental protection principles influence the interpretation and the application of the rules.

Principles for effective governance of further education and training (FET) colleges in South Africa

Since 1994, the South African education system has been undergoing continuous transformation which has had an impact on the governance of Further Education and Training (FET) colleges. This study, which focused on an investigation of the principles of effective governance at FET colleges, was conducted in three purposefully sampled FET colleges. Qualitative content analysis was used to analyse data collected using semi-structured interviews, observation and document analysis. The main finding of this study revealed that college councils do not have either the capacity or the resources to develop policies for colleges, nor is there a clear and documented reporting process in place. The study highlighted that the roles and responsibilities of college council’s sub-committees are not clearly defined in the 2006 FETC Act. Based on the research findings, recommendations were made in respect of the effective participation of college councils in the governance of FET colleges. / Educational Leadership and Management / M. Testing the application of a community resilience assessment: a case study of the Town of Huntsville, Ontario

This research explored the application of a resilience assessment (RA) template in an Ontario community to facilitate sustainable community planning. Research and application of sustainable community planning that incorporates management of social and ecological resilience is relatively young territory that requires improved understanding and extension. The research goals were to critically examine the performance of the process used to perform the RA. This inquiry was considered a knowledge-generating evaluation that combined applied research and evaluation research to contribute to theoretical understanding and action. The RA template was field-tested using a single in-depth case study - the Town of Huntsville, Ontario. A mixture of qualitative methods was used to pilot and evaluate the RA, including: key informant interviews, online group discussions, focus groups, and secondary literature review. The process used to perform the RA was evaluated against four criteria that focused on the adequacy of data collection, participant diversity, participant empowerment, and utility for other communities. This research illuminated obstacles and shortcomings within the Resilience Alliance 2010 RA workbook and offered recommendations to improve the utility of the RA for communities and participants. The RA template tested in this thesis could be adapted for application in other communities, including small urban and rural communities and larger municipalities. The RA template would benefit from additional case study research.
