An education in homecoming: peace education as the pursuit of 'appropriate knowledge'

No / In this paper, we argue that two key trends – an unfolding ecological crisis and a reduction in the amount of (cheap) energy available to society – bring into question both the relevance and the resilience of existing educational systems, requiring us to rethink both the content and the form of education in general, and peace education in particular. Against this background, we consider the role education might play in enabling citizens and societies to adapt peacefully to conditions of energy descent and a less benign ecological system, taking seriously the possibility that there will be fewer resources available for education. Drawing on Wes Jackson’s and Wendell Berry’s concept of an education in ‘homecoming’, and on E.F. Schumacher’s concept of ‘appropriate technology’, we suggest a possible vision of peace education. We propose that such education might be focused around ‘appropriate knowledge’, commitment to place, and an understanding of the needs and characteristics of each local context. We then consider an example of what this might mean in practice, particularly under conditions of increasing resource scarcity: Permaculture education in El Salvador, we suggest, illustrates the characteristics and relevance of an education that aims to foster ‘appropriate knowledge’ within a particular and very challenging context. The paper concludes by considering the wider implications of our argument.

Globalization and Urban Structure in Latin America: The Case of Export Processing Zones in El Salvador

This research explores the relationship between economic transformations, as part of the process of globalization of the economy in Latin America and the restructuring of urban space. The study reviews two main bodies of the literature. The first one, concerned with the economic evolution of the region in the last two decades especially the trend toward export promotion. The second is related to the changes in the urbanization process arising form globalization. Drawing from these sources, a new model for the Globalized Latin American City is introduced. The empirical part of the research focuses on the Metropolitan Area of San Salvador (MASS), El Salvador, particularly in the relationship between the establishment of new Export Processing Zones (EPZs) and the emergence of new post suburban residential developments occurring nearby, thirty kilometers away from the city. A random sample household survey was conducted in two sites in order to get information about the processes of spatial movement of these populations and their hypothetical direct connection with the EPZs. The results contrast with the theoretical assumptions of the model. There is no evidence of strong direct connections between the neighborhoods and the EPZs. However, there is significant evidence that these linkages occur at a regional level, since the corridors where export-oriented industries have tended to locate appear to be increasingly connected to the metropolitan dynamic, as suppliers of work force and potential areas for new development. Therefore, economic globalization appears to act as a catalyst of a new pattern of urbanization, with profound social, administrative, and environmental consequences. / Master of Urban and Regional Planning

La administración de justicia en Villa El Salvador

A lo largo de los años el estudio del derecho y su conceptualización como ciencia se fué alejando paulatinamente de la realidad que lo origina: grandes corrientes de pensamiento se levantaron sobre una base falsa, haciendo de la ciencia jurídica una divagación metafísica o una lógica hueca. No obstante, el devenir de la ciencia jurídica se nos presenta cada vez más reclamante de un mayor acercamiento entre derecha y sociedad, y a ello responden las inquietudes de los seguidores de las corrientes sociológicas y antropológicas. El esfuerzo de estas últimas corrientes de pensamiento se concentran en proclamar lo concreto, lo empírico, refutando por tanto lo abstracto y apriori; a resultas de esta posición, niegan la identificación de derecho y estado, afirman do que históricamente son fenómenos independientes en sus orí genes, y que por tanto es plausible hablar de sistemas jurídicos en sociedades sin estado, e incluso, afirmar la existencia de varios sistemas legales al interior de una misma sociedad. De hecho la ciencia jurídica ha admitido la posibilidad de otorgar validez a estas afirmaciones, pero condiciona-das a que se presenten en grupos sociales alejados geográfica y culturalmente de la "civilización". Ciertamente no compartimos esta posición, ya que todo grupo humano, en tanto grupo, se define en base a un conjunto de normas de conducta y de creencias cuya trasgresión motiva una sanción. Esto ocurre no importando cuán alejada o cerca esté de algún hito arbitrario. Lo importante, en todo caso , es determinar si el derecho de una sociedad mayor se constituye sobre la base de una integración igualitaria de los diferentes grupos humanos que la conforman o no. Para el caso peruano la respuesta, ciertamente es la última.

Dollarisering, katastrof eller katalysator? : En paneldatastudie av dollariseringens effekt på ekonomisk tillväxt / Dollarization, Catastrophy or Catalyst? : A Panel Data Study of the Effect of Dollarization on Economic Growth

Dollarn har nästan alltid betraktats som en av världens starkaste valutor, vilket har gjort den till ett stabilt parallellt betalningsmedel i utvecklingsländer vid tid av kris. Vissa länder har till och med tagit ytterligare steg och ersatt sin valuta med dollarn. Processen att ersätta sin valuta med en utländsk kallas dollarisering. Konsekvenserna av en dollarisering har varit omdiskuterade sedan millennieskiftet, särskilt med avseende på tillväxten. Med detta som bakgrund har uppsatsen ägnats åt att undersöka sambandet mellan dollarisering och ekonomiskt tillväxt, samt vilken effekt dollariseringen har på inflationen. Två olika metoder för paneldataregression har använts för att analysera sambandet. En med tidsspecifika fasta effekter och en med både landspecifika och tidsspecifika fasta effekter. I samtliga regressioner har tillväxttakten agerat som beroendevariabel och totalt 11 förklaringsvariabler har använts. Dollariseringen har fungerat som dummyvariabel, 1 om landet har dollariserat och 0 om det inte har dollariserat. Regressionerna är gjorda med data från 39 länder från 1990–2019, varav fyra länder har genomfört en dollarisering. De fyra dollariserade länderna är Ecuador, El Salvador, Montenegro och Zimbabwe, vilka även har analyserats djupare. Resultatet av regressionerna visar på ett tvetydigt samband mellan dollarisering och ekonomisk tillväxt, med en låg förklaringsgrad. När endast tidspecifika fasta effekter används påvisas inget statistiskt signifikant samband mellan dollariseirng och ekonomisk tillväxt. Däremot när både fasta tid- och landspecifika effekter inkluderas finns det ett positivt statistiskt signifikant samband. Vidare påvisar tre av de dollariserade länderna, Ecuador, Montenegro och Zimbabwe, en tydlig positiv ekonomisk tillväxt sedan dollariseringen. Den ekonomiska tillväxten i El Salvador sedan deras dollarisering är inte lika tydlig. Inflationsutvecklingen i de fyra dollariserade länderna har även undersökts, vilket visade på en tydlig minskning och en mer stabil utveckling av inflationsnivån för Ecuador och Zimbabwe. För El Salvador och Montenegro går det, återigen, inte att se samma tydliga trend efter dollariseringen. Sammantaget visar uppsatsen att dollarisering ändå bör övervägas som ekonomisk åtgärd för svagare ekonomier i syfte att öka den ekonomiska tillväxten och minska inflationen. Däremot behövs ytterligare forskning för att fördjupa förståelsen kring dess fulla effekt och lämplighet.
