The aim of this dissertation is to look for possibilities how to improve the situation in the labour market. The theoretical part focuses significantly on the functioning of individual tools of an active employment policy and also on a use of funds from the European Union{\crq}s Structural Funds in particular by means of the European Social Fund. The main aim of the practical part of my dissertation is a characteristic of the labour market in Jindřichův Hradec region. A use of tools of an active employment policy and EU funds applied in this policy, specifically the Operational Program ``Human Resources Development{\crqq} is dealt here with.

Dlouhodobá nezaměstnanost matek samoživitelek / Long-term unemployment of single-parent mothers

This degree paper deals with the long-term unemployment of one of the most risk groups in the labour market {--} the single-parent mothers. It is a very current topic. Recently, the share of babies born to single-parent mothers has had a growing tendency and the divorce rate has been increasing. More often it is a woman rather than a man who heads the incomplete family. Lonely mothers have to face a difficult task. They have to cope with everyday care of their child on one side and to fulfil the duties of a family provider on the other side. For employers, a single-parent mother with a dependent child is problematic labour force with specific demands on working hours and higher probability of more frequent absences due to caring for a sick family member. These women are therefore willing to take ``worse{\crqq} job which does not correspond to their qualification and education. A lonely mother{\crq}s family is dependent on the income of one of the parents only. Although the father of the dependant has a duty to maintain and support his child as stipulated in the Family Act, he does no fulfil it quite often. Unemployment, especially lasting on a long-term basis, represents a significant social problem for a single-parent family. The standard of living is reduced, and the family has to face the threat of poverty, which is more significant as it regards the children as well. Long-term unemployed single-parent mothers are frequent beneficiaries of social benefits which allow them to survive on a subsistence level. Lonely mothers in this situation chose various strategies to secure alternative income, or take various money-saving measures. They often seek and find help in informal social networks which seem to be very important in such situations. Consequences of long-term unemployment can be a cause of social exclusion. Theoretical part of this degree paper maps the life situation of single-parent mothers with regard to their specific chances of assertion on the labour market. It further deals with the offers of child day care services and the system of support from the state. It also informs of the employment policy measures and flexible forms of employment as a means to harmonize the areas of the work and the family. The degree paper also contains information on the pro-family measures being prepared and approved by the government in November 2008. The research part of the degree paper is focused on identification of the attitudes and strategies of long-term unemployed mothers.

Nesse sentido este estudo vem somar esforços, sobretudo, na compreensão do caminho trilhado pelas políticas públicas de inserção no mercado de trabalho / Abstract: The dissertation aims to analyze a municipal public policy of integration of young people between 15 and 24 years in the job market, the city of Sao Paulo, Marta Suplicy in the management (2001/2004). The search to consider the state as the key agent for the promotion of employment policies analyzes the Labor Scholarship program which, among others, seeks to overcome social exclusion. The purpose of the analysis is to identify the consequences of such policies on employment and unemployment of youth. The dissertation was developed on the basis of statistical data side and semi-structured. The hypothesis that guided the search is to delay the entry of young people in the labour market and improve its condition for integration in society is an important step for the performance of employment policies, along with an economic policy to maintain appropriate levels of growth and sustained. Antitruste e Política de Emprego / Antitrust and Employment Policy

Tratamos neste trabalho de um tema quase esquecido no direito brasileiro: a inconsistente interação entre antitruste e política de emprego na ação administrativa do CADE. Nesse contexto, o problema que se enfrenta é a falta de transparência do Conselho quanto às razões jurídicas para o abandono de antigas preocupações com nível de emprego no controle de concentrações. A questão que propomos responder é a seguinte: como o CADE deveria justificar seu definitivo distanciamento da regulação do mercado de trabalho? Em resposta, defendemos a tese normativa de que a utilização da análise econômica para justificar o rompimento da interação entre antitruste e política de emprego produziria uma forma de argumentação inaceitável do ponto de vista lógico. Diante da questão posta acima, este trabalho busca oferecer um juízo de valor acerca da plausibilidade de argumentos baseados em teoria econômica eventualmente adotados pelo CADE como justificativa para o abandono de suas preocupações com nível de emprego. Para tanto, tomamos o direito concorrencial como uma forma de discurso produzido por raciocínios práticos, dentro do qual a análise econômica do direito torna-se uma técnica de argumentação consequencialista. / This masters thesis deals with an almost forgotten topic in Brazilian competition law: the inconsistency in CADE decision-making as to the interactions between antitrust and employment policy. In this context, we face the problem of lack of transparency regarding the legal reasons for the Council to abandon its concerns with employment level in merger control. The research question to be answered is the following one: how should CADE justify its decision to definitively withdraw from the regulation of labor markets? In response, our claim is that the use of economic analysis to justify the broken interaction between antitrust and employment policy could lead to a form of argumentation logically unacceptable. In view of the question above, this thesis offers a plausibility evaluation of arguments derived from economic theory that CADE may further in support of its decision to give up concerns with employment level. To do so, we take competition law as a discourse produced by practical reasoning, in which the economic analysis of law becomes a technique for consequentialist argumentation.

Vývoj regionální politiky zaměstnanosti v Kraji Vysočina v letech 2005 - 2015 / Development of regional labour policy in Vysocina Region in 2005 - 2015

The goal of the diploma thesis is to perform an analysis of the labour market and of selected measures of active employment policies in the course of 2005 to 2015 and to evaluate its development during the observed years. The theoretical part of the thesis engages in the development of employment policies in the European Union as well as in the Czech Republic and in the characteristics of state employment policies. In the practical part of the thesis the analysis of the Vysočina region and of the regional labour market is performed. The following part analyses individual measures of employment policies and characterises new employment policy measure, "kurzarbeit". In the concluding part of the thesis recommendations leading to potential improvement of the situation on labour market in the Vysočina region are offered. The main output of the thesis is the realization that measures of active employment policies are not flexible enough to promptly react on the development of unemployment during the observed years, which was the case for example with the implementation of kurzarbeit. The analysis also shows that financing of active employment policies is heavily influenced by the funds the state receives from the European Social Fund.

In the first one I concentrate on history, tools and function of social policy. In other four parts I pay attention to employment policy, educational policy, pension systems and to poverty and social exclusion. In all these parts of social policy I compare activities of those three countries mentioned above.

Státní politika zaměstnanosti v České republice / State employment policy in the Czech Republic

In the thesis we deal with the analysis of the development of the implementation active employment policy for the last 21 years. We are trying to make a short summary of this development in individual years and the subsequent evaluation of active employment policy. We also verify the effectiveness of this policy and its instruments during the period of economic growth and recession by statistical indicators of the number of jobs created, the number of candidates included into the working process, expenditures on this policy and employment rate. We are aware of some the potential distortion, because we use only for statistical data and do not take into account the social and psychological phenomena that affect effect of the active policy. Thesis also analyse fluctuation of the development of annual and quarterly employment rate in the Czech Republic. To correctly understand the current employment development is first necessary to look into its history and to highlight its past and present problems, because without this knowledge it is not possible for the Czech government to effectively respond for ganges in this indicator using the tools of the active employment policy. Development of quarterly employment rate is interesting with its seasonal periodicity, which brings regularly recurring fluctuations in a period of less than one year. We perform the analysis of quarterly time series of the employment rate using Box-Jenkins methodology and try to predict what the employment situation in the next five quarters. Then we recalculate forecast into years and try to estimate the final value of the employment rate for the year 2013 and the value for the year 2014.

Dissertation is focused on the analysis of projects realised by employment offices during program period 2007-2013. In theoretical part of this dissertation are presented teoretical findings relating to social policy, the employment´s policy of Czech Republic inclouded. Theoretical part includes also findings of social policy in context of policy of togetherness EU, where dissertation is focused on its targets and engines. This part of dissertation also characterizes operation program Human resources and employment. In practical part are presented the results of questionnaire survey and there are proposed concrete actions oriented to improvement of realisation of projects realised by employment agency of Czech Republic. Practical part of this document compares projects Educate yourselves for growing in region Vysočina and Educate yourselves for growing in region Vysočina II. and evaluates also economical side of both projects. Marginal chapter of practical part is comparation of the costs for one participant of welding course from the project Educate yourselves for growing in region Vysočina II. with the same course which is organised through the requalification secured by employment agency Czech Republic.

This dissertation examines engagement of people with disabilities in the Czech labor market over the course of last fifteen years, period between 2000 and 2015, focusing on the Karlovy Vary region. In the first section, author briefly introduces current state of Czech social policy together with related issues, which encompass unemployment, legal stance and characteristics of disabled people within national and international settings. The broader conceptualisation is subsequently illustrated by concrete examples of disabled people support, which is currently offered in the Czech Republic according to statistical data. Furthermore, author also considers case of specific situation in the Karlovy Vary region. Second part of the research presents an analysis of respondents involved in social policy and their opinions and personal experiences in the region. In particular, local labor market, employment policy and related topics relating to advantages and disadvantages with recent changes. In conclusion, author summarises main facts and research results.
