Pracovní trh v EU / Labour market in the European Union

The graduation thesis consists of two parts. The first part deals with the general operation of the labour market and the key principles and factors occurring in this area, such as the subsistence wage or the activities of trade unions. Special attention deserves the issue of unemployment and public employment policy. In the second part, the general information of the previous section is inserted into the framework of a particular economic situation and the evolution of unemployment in the European Union during the last decade. An important role is played by taking various forms of national employment policy and social policy which are dealt with separately. The same attention is paid to the main EU institutions and strategies that seek to eliminate negative phenomena occurring on the European market.

Retraining represents one of the most used instruments of the active employment policy. It can be used as instrument for solving individual handicaps to employability in the supply-side of labor market, or as an instrument, that responds to current market requirements. The purpose of this study is to assess how this instrument is used in conditions of local labor market in Trutnov. Specifically, it is evaluated the status of retraining among other instruments of active employment policy, is described the structure of realized retraining and is analysed the targeting of retraining. This study aslo suggests, how to evaluate the effectiveness of retraining, which has been realised. The conclusion summarizes the results of the analysis and evaluate the use of retraining by Employment agency in Trutnov.

Eurocrats at Work : Negotiating Transparency in Postnational Employment Policy

<p>In the European Union political visions of a ‘Social Europe’ are being fuelled by the creation of common EU employment and social policy. The aim of the study is to investigate the workings and dynamics of policy-making in the area of employment, as an integral part of the fashioning of the European Union. Policies are channels for the cultural flows of ideas and notions and are in this way a part of forming ‘society’.</p><p>The study is an ethnography of the work of bureaucrats in the European Union institutions and the member state governments, in particular in the European Commission and the Swedish government. In this bureaucratic culture of policy-making the Eurocrats move between different EU meetings to negotiate, discuss and decide on common ‘EU’ positions, in this way creating a postnational EU.</p><p>At the core of the study is the tracing of the policy process of framing the vision of ‘Social Europe’ by the notion of ‘quality in work’. Particular focus is placed on turning this idea into ‘quality in work’ indicators. More specifically, the study explores the processes of making policy decisions quantifiable and transparent, and the assumptions underlying these processes. The development of indicators may be seen as part of a general global trend responding to demands for accountability, transparency and control over policy processes, a trend labelled audit society or audit cultures.</p>

Magistro darbe pateikiama užimtumo politikos raida, įstojimo į Europos Sąjungą poveikis Lietuvos darbo rinkai, nagrinėjamas užimtumo politikos projektų finansavimas, pateikiama institucijų, atsakingų už užimtumo rėmimo politikos įgyvendinimą, funkcinė analizė. Atliekama Lietuvos Respublikos teisinės bazės, turinčios įtakos užimtumo rėmimo politikos valdymui, analizė. Magistro darbe pateikiama užimtumo politikos įgyvendinimo analizė Radviliškio darbo biržoje 2006-2007 metais: atlikta darbo jėgos paklausos ir pasiūlos suderinamumo, nedarbo, aktyvių darbo rinkos politikos priemonių analizė, pateikta darbo rinkos pokyčių prognozė. Pateikiamos išvados ir rekomendacijos. Patvirtinama autoriaus suformuluota mokslinio tyrimo hipotezė, kad užimtumo rėmimo politikos strategija daro tiesioginę įtaką šalies gyventojų užimtumo efektyvumui. / In this postgraduate work we submit the course of employment policy, the influence of joining the European Union to Lithuanian job market, analyse the financial part of employment policy. We also make the functional analysis of institutions, which are responsible for the employment . In this postgraduate work we study the implementation of the employment policy in Radviliskis Employment Agency in 2006-2007: we analyse the compatibility between demand and supply, unemloyment, the actions and prognosis of changes in the job market. We give the conclusion and recomendations. We prove the hypothesis of the research, that the strategy towards maintenance of emloyment policy influences the effectiveness of emloyment.

Viešojo administravimo magistro baigiamojo darbo tema „Nacionalinės Lisabonos strategijos įgyvendinimo programos tikslų užimtumo srityje pasiekimo vertinimas“ yra aktuali tuo, kad joje pasiūlytas aiškus rodiklių modelis, kuris leistų nacionaliniu lygmeniu geriausiai įvertinti užimtumo politikos tikslų pasiekimą, bei pateikti siūlymai dėl esamų rodiklių tobulinimo ir naujų rengimo. Tema aktuali jos taikomuoju aspektu, nes valstybių narių vykdomos politikos, taip pat ir užimtumo, stebėsena, analizė ir vertinimas yra Europos Sąjungos bendros politikos koordinavimo proceso esmė. Pasirinktas tyrimo objektas ¬– Nacionalinės užimtumo politikos tikslų pasiekimo vertinimas. Jis sąlygoja temos naujumą, nes iki šiol harmoninga tikslų pasiekimo vertinimo sistema nebuvo sukurta. Unfair discrimination based on pregnancy within the mining industry / Viglia Elizabeth Bester

This dissertation scrutinises the impact of pregnancy challenges on the mining industry, taking the right of equality and unfair discrimination into consideration. Pre-employment pregnancy testing is an acceptable practice within the current legal framework whereby the MHSA and section 26 of the BCEA place an obligation on the employer to protect employees before and after the birth of a child. This section provides that no work may be performed by an employee that is hazardous to her health or the health of her unborn child. The dissertation synthesises and reviews the practical implications of pregnancy and related challenges of underground employees and all the problems surrounding this matter are dissected. The liability of the employer and the failure of the employee to report her pregnancy status to the employer as soon as she becomes aware of it, can be justifiably treated as misconduct. The justification of the dismissal of an underground employee based on pregnancy is confirmed in light of the legislative obligations placed on the employer. Current legislative measures, which justify an automatically unfair dismissal due to pregnancy, cannot be implemented without considering the Constitution and the employers’ right to economical sustainability. A literature study will be done using current and relevant sources such as books, legislation, court decisions, conference papers and journal articles. The thesis deals with the issue of employment and unemployment, including its socio- economic aspects in the Ústí nad Labem region compared to the Czech Republic between years 2007 and 2015. The theoretical part describes the nature of unemployment (breakdowns, causes, impacts, unemployment solution) including the impact of macroeconomic indicators, fiscal and monetary policies, with particular respect to active employment policy. The practical part includes the analysis of the Ústí nad Labem Region itself and its employment and unemployment, taking into account the benchmark of the Czech Republic with a polemic on the effectiveness of employment policy and its settings. The thesis implements the SWOT analysis of the Ústí nad Labem Region, which describes weaknesses and strengths and identifies individual opportunities and threats. The data were gained from the Czech Statistical Office and the Ministry of Labour and Social Affairs.
