Darbas jaunam žmogui yra ne tik pajamų šaltinis, bet ir saviraiškos bei sėkmingos integracijos visuomenėje priemonė. Be to, aukštas jaunimo užimtumo lygis yra stabilios bei ekonomiškai stiprios visuomenės pagrindas. Tuo tarpu jaunimo nedarbas vis dar išlieka rimta problema tiek Lietuvoje, tiek daugelyje kitų Europos Sąjungos šalių. Jaunimo nedarbo lygis tebėra dvigubai aukštesnis nei bendras nedarbo lygis. Atsižvelgiant į jaunimo užimtumo problemos aktualumą, šiame darbe buvo siekiama ištirti Lietuvos jaunimo užimtumo perspektyvas vieningoje Europos Sąjungos darbo rinkoje bei pasiūlyti problemos sprendimo būdus. Šiam tikslui pasiekti buvo pasirinkti jaunimo užimtumo politikos dokumentų bei statistinių rodiklių analizės ir kokybinio ekspertų ir jaunimo interviu tyrimo metodai. Iš viso buvo atlikta 10 struktūruotų interviu (5 su ekspertais ir 5 su jaunimo atstovais). Respondentai buvo atrinkti derinant tikslinės atrankos ir sniego gniūžtės metodus. Pirmiausia šiame darbe apžvelgiamos pagrindinės jaunimo užimtumo teorinės prielaidos: aptariama jaunimo sąvokos vartojimo problematika, jaunimo situacijos darbo rinkoje raida bei jaunimo nedarbo priežastys. Toliau analizuojamos ES bei Lietuvos užimtumo politikos bei programos, įvertinamas jose konkrečiai jaunimo užimtumo problemoms skiriamas dėmesys. Moreover, the high level of youth employment is the ground of stable and economically strong society. Unfortunately youth unemployment is a serious problem not only in Lithuania, but in more other EU countries also. Youth unemployment rate is twice biger than general unemployment rate. Because of the actuality of youth employment problem, the main purpose of this master thesis is to study the perspectives of the Lithuanian youth employment in single EU labour market and to refer the ways to solve the problem. The methods of youth employment policy documents, employment statistics analysis, and qualitative expert and youth interviews were used for the research. The unemployment is one of the greatest social problems not only in Lithuania, but probably in whole world. There is no country, which totally solved this problem, therefore the subject of employment is topical not only to the law science of Lithuania, but to the whole society in general. The objective of the master thesis is to examine and evaluate the competence of the EU and Lithuanian institutions in the area of employment, to identify the main problems, that these institutions face while implementing their powers and to suggest possible solutions for these problems. Viešojo administravimo magistro baigiamojo darbo tema „Nacionalinės Lisabonos strategijos įgyvendinimo programos tikslų užimtumo srityje pasiekimo vertinimas“ yra aktuali tuo, kad joje pasiūlytas aiškus rodiklių modelis, kuris leistų nacionaliniu lygmeniu geriausiai įvertinti užimtumo politikos tikslų pasiekimą, bei pateikti siūlymai dėl esamų rodiklių tobulinimo ir naujų rengimo. Tema aktuali jos taikomuoju aspektu, nes valstybių narių vykdomos politikos, taip pat ir užimtumo, stebėsena, analizė ir vertinimas yra Europos Sąjungos bendros politikos koordinavimo proceso esmė. Pasirinktas tyrimo objektas ¬– Nacionalinės užimtumo politikos tikslų pasiekimo vertinimas. Jis sąlygoja temos naujumą, nes iki šiol harmoninga tikslų pasiekimo vertinimo sistema nebuvo sukurta. [toliau žr. visą tekstą] / The Master‘s Work in Public Administration ″Evaluation of the Employment Policy Progress achieved while implementing the National Lisbon Strategy Implementation Programme″ is a point at issue because it presents the newly created model of indicators enabling to carry out the evaluation of the progress achieved while seeking goals and targets of the national employment policy at the national level. The Master‘s Work is important due to its application nature as monitoring, analysis and evaluation are the core elements of the coordination of the Member States policies. The topic of the research is the employment policy evaluation. Youth face a lot of problems when trying to enter and sustain in the labour market after high education. According to statistical data, youth unemployment rates are significantly higher in comparison with common unemployment level in all European countries. Level of youth integration into the labour market in Lithuania is one of the lowest in the context of Europe. Institutions of European Union and member states implements measures, initiatives and programs in order to improve youth situation in employment after education as soon as possible. Comparative overview of youth employment situation in Lithuania and Finland reveals data of implemented international surveys in youth employment field and highlights differences between selected countries. Qualitative research seeks to reveal what kind of difficulties youth in Lithuania face when trying to enter the labour market and how implemented youth employment policies helps to combat with these obstacles. / Jaunimas, įgijęs aukštąjį išsilavinimą, susiduria su daugeliu problemų siekdamas įžengti ir įsitvirtinti darbo rinkoje. Statistiniai duomenys rodo, kad jaunimo nedarbo lygis yra ženkliai didesnis už bendrąjį nedarbo lygį visose Europos šalyse. Lietuva Europos kontekste atsiduria vienoje iš paskutinių pozicijų pagal jaunimo integracijos į darbo rinką lygį. Europos Sąjungos institucijos ir valstybės narės įgyvendina priemones, iniciatyvas, programas, kuriomis siekiama suteikti jaunimui daugiau galimybių įsilieti į darbo rinką kuo greičiau po mokslo laipsnio įgijimo. Lyginamoji, jaunimo užimtumo situacijos Lietuvoje ir Suomijoje, apžvalga pateikia tarptautinių tyrimų duomenis jaunimo užimtumo srityje ir atskleidžia pagrindinius skirtumus šalyse.
