The quest for solutions based on Treaties (Maastricht, Amsterdam and Nice) has established a historical platform that consequently has generated huge debates over European integration. After the last widening and the launching of the European Constitution, still under controversial discussions about ratification, Europe continues looking for a direction: how will Europe with constant widening work? Which political model will be adopted Confederal, Federal or a mix of both or other one that will be developed by European politicians? These questions are still with no answers and result in an institutional instability. The questions about what to do and how to do to aggregate the political environment Europe has been going through for decades, seem to be far to be established. Thus, the goal of this study is to identify whether or not the modifications resulted from the mentioned Treaties have established some base to the political option to be adopted by the block during its construction process. The hypothesis to be considered analysis if European Union steps forward a political model not yet defined that presents itself as an unknown cut. It is analyzed the Union political issues pos-Maastricht and their changes instituted by Treaty of Nice, by verifying the documents of the Intergovernmental Conferences and Treaties which had established the European Union, and also the European Constitution. After it is possible to identify the evolution path of the political union whose unification, at this moment, demonstrates to be a real possibility. The presented questions are diverse to a reference of the real political construction that allows the establishment of a huge union with continuous candidates to the widening and also maintains discussion and cohesion capacities, needed to reach the fundamental goals furthermore guarantees the consolidation of the integration process development / Nos últimos 20 anos a Europa busca uma solução para sua estabilidade institucional no cenário geopolítico em constante mudança no espaço europeu. A busca de soluções baseadas nos Tratados (Maastricht, Amsterdã e Nice) estabeleceu uma plataforma histórica que proporcionou grandes debates sobre a integração européia. Após o último alargamento e o lançamento da Constituição Européia, ainda sob controvertidas discussões sobre e ratificação, a Europa continua procurando um caminho: Como irá funcionar uma Europa em constante alargamento? Que modelo político será adotado Confederal, Federal, misto ou outro ainda que deverá ser desenvolvido pelos políticos europeus? Estas questões permanecem sem respostas bem como promovem certa instabilidade institucional. As questões sobre o que fazer e como fazer para agregar o ambiente político que a Europa atravessa por décadas parece ainda longe de ser estabelecida. Desta forma, o objetivo deste trabalho é identificar se as modificações criadas pelos tratados citados estabeleceram alguma base para a opção política a ser adotada no bloco durante seu processo construção. A hipótese a ser considerada busca analisar se a União Européia caminha para um modelo político ainda não definido que se apresenta como um recorte desconhecido . Procuraremos então analisar a vertente política da União pós- Maastricht e suas alterações instituídas pelo Tratado de Nice, por meio da análise dos documentos das Conferências Intergovernamentais, dos Tratados que estabeleceram a União Européia, bem como a Constituição Européia e identificar o caminho da evolução da união política cuja unificação, neste momento, demonstra ser uma possibilidade real. This work does not have as a goal the specific integration law operations, though a macro-legal study of this new legal science, endeavoring in its sources the historical wealth of the integral people involved in the integration process, assigned with the constitution of efficient rules for conquering their objectives. Since the beginning of the monetary union process, it was assigned to the financial integration the fundamental role for the countries to extract the maximum benefits from the monetary union with the least cost possible. Given the low labor mobility and lack of fiscal coordination within the euro zone, the financial integration received special attention as a mechanism to soften macroeconomic asymmetric shocks via reallocation of resources among segments and companies in the financial markets. Moreover, financial integration allows a more efficient transmission of monetary policies and also allows risk sharing within the monetary union. As a result, new members to the European Union do not necessarily need to wait to have symmetric business cycles before joining the euro. This research presents a selective review of main studies about measuring of financial integration and its current situation in the various segments of the financial markets in the euro area. We conclude that material improvements in the financial integration have been achieved after 10 years of the euro however further challenges are still present mainly in the stock market and retail banking sectors. The recent financial turmoil, which was originated in the U.S. during mid 2007, has resulted in inflexion of the trend in some financial integration indicators but it is still premature to affirm whether this is a trend reversal or a temporary movement / A dissertação analisa o desenvolvimento da integração financeira na área do euro, processo decisivo para a consolidação da nova moeda e da própria União Européia. Prevista desde o início do processo de unificação monetária, foi atribuído à integração financeira papel fundamental para que os países do bloco consigam obter o,máximo de benefícios da união monetária, com o menor custo possível. Diante da baixa mobilidade do mercado de trabalho e das dificuldades para a coordenação políticas fiscais na Europa do euro, a integração financeira ganhou destaque como um caminho para atenuar e suavizar os choques macroeconômicos assimétricos, por meio da realocação de recursos entre setores e empresas nos mercados financeiros. Além disso, a integração do mercado financeiro possibilita a transmissão mais eficiente da política monetária única e permite a diversificação de risco dentro de área monetária. Uma decorrência importante é que novos países da comunidade européia não precisariam esperar necessariamente por uma maior simetria dos ciclos de negócios para se unirem ao euro. A dissertação apresenta uma revisão dos principais referenciais sobre mensuração da integração financeira e seu atual estágio nos diversos segmentos dos mercados da área do euro. Conclui-se que houve avanços importantes na integração financeira em vários mercados ao longo de dez anos, maiores dificuldades para o avanço da integração em alguns deles, em especial o mercado de ações e o mercado bancário de varejo. A recente crise financeira mundial, que se originou nos Estados Unidos em meados de 2007, reverteu a tendência de alguns indicadores de integração financeira, mas é prematuro afirmar se a reversão de tendência se manterá ou se há apenas uma retração temporária
