The Application of the Balanced Scorecard to Performance Measures for Kaohsiung County fire department

Taiwan's location in the typhoon-beset western Pacific and on the Pacific-rim fault belt makes it the target of frequent natural disasters such as typhoons, floods, and earthquakes. Ever-increasing population densities due to social evolutions and technology advances, along with the diffusion of international terrorist attacks, further threaten to maximize the potential damages that all forms of disasters might inflict. According to the domestic laws, the responsibilities of the fire departments in Taiwan have evolved from traditional fire control and the supply of ambulance service to including emergency rescues for typhoons, floods, earthquakes, and accidental or criminal explosions. With the current limited resources and expanding responsibilities, to improve the management capabilities and efficiencies poses a major challenge to the fire department. This study chooses the fire department of Kao-Hsiung County as the research case in an attempt using the Balanced Scorecard to develop an performance management system that puts the strategies into action and to establish an objective and feasible performance standard. This system is aimed to give a timely evaluation of the performance in the execution of the fire department's work, which, along with the endeavor of the fire department, will be made available to the general public as well as to the fire department itself. Through interviews at the management level and bibliography reviews, we obtain 25 strategy objectives and 39 evaluation indices, which are reduced to 20 strategy objectives and 28 evaluation indices by questionnaire investigation. The results indicate that the indices of public services, internal management, employee training, and financial resources show a stronger consensus than the that of community safety, suggesting that the fire department has a strong agreement of task on increasing the financial resources, streamlining the internal workflow, and improving the job-related training to strengthen its capabilities. On the other hand, we find a lesser agreement on the adoption of positive actions of fire safety inspections to solidify the community safety. ANOVA and Independent t test show significant differences of index choices among different age groups. Notable differences due to the discrepancies in ages and work areas are also observed on recognition of the feasibility of the performance evaluation system. It is found that the elements of current performance evaluation system of the institution in this case study are scattered in various laws and regulations and are designed to merely meet the minimum requirements as specified by the laws. By the design of balanced scorecard and the statistical analysis, we reach the following conclusions and related recommendations: 1. To simplify the service procedure, based on the customer-oriented concept, more authorization should be granted. 2. A crucial factor in the success of fire control and ambulance supply is the reaction time, which should be minimized by the development of a standard operation procedure (SOP). 3. To eliminate the most common complaint about the lack of timeliness regarding the fire department's service, it is suggested that a computerized information management system be developed to facilitate the supervisor's work of control and evaluation. 4. As an incentive, a performance-feedback mechanism should be established as the criteria for the distribution of resources, which include, among others, the award, the staff size, and the budget. 5. To gain the satisfaction, recognition, and support of the public to elevate the fire department's social status and morale, innovation should always be stressed and encouraged. 6. As an impetus for the high-level management to push the performance-based management, publicity through internet or traditional media is an effective tool.

Evaluation de précision et vitesse de simulation pour des systèmes de calcul distribué à large échelle

De nos jours, la grande puissance de calcul et l'importante capacité de stockage fournie par les systèmes de calcul distribué à large échelle sont exploitées par des applications dont les besoins grandissent continuellement. Les plates-formes de ces systèmes sont composées d'un ensemble de ressources reliées entre elles par une infrastructure de communication. Dans ce type de système, comme dans n'importe quel environnement de calcul, il est courant que des solutions innovantes soient étudiées. Leur adoption nécessite une phase d'expérimentation pour que l'on puisse les valider et les comparer aux solutions existantes ou en développement. Néanmoins, de par leur nature distribuée, l'exécution d'expériences dans ces environnements est difficile et coûteuse. Dans ces systèmes, l'ordre d'exécution dépend de l'ordre des événements, lequel peut changer d'une exécution à l'autre. L'absence de reproductibilité des expériences rend complexe la conception, le développement et la validation de nouvelles solutions. De plus, les ressources peu- vent changer d'état ou intégrer le système dynamiquement ; les architectures sont partagées et les interférences entre applications, ou même entre processus d'une même application, peuvent affecter le comportement général du système. Enfin, le temps d'exécution d'application à large échelle sur ces sys- tèmes est souvent long, ce qui empêche en général l'exploration exhaustive des valeurs des éventuels paramètres de cette application. Pour toutes ces raisons, les expérimentations dans ce domaine sont souvent basées sur la simulation. Diverses approches existent actuellement pour simuler le calcul dis- tribué à large-échelle. Parmi celles-ci, une grande partie est dédiée à des architectures particulières, comme les grappes de calcul, les grilles de calcul ou encore les plates-formes de calcul bénévole. Néan- moins, ces simulateurs adressent les mêmes problèmes : modéliser le réseau et gérer les ressources de calcul. De plus, leurs besoins sont les même quelle que soit l'architecture cible : la simulation doit être rapide et passer à l'échelle. Pour respecter ces exigences, la simulation de systèmes distribués à large échelle repose sur des techniques de modélisation pour approximer le comportement du système. Cependant, les estimations obtenues par ces modèles peuvent être fausses. Quand c'est le cas, faire confiance à des résultats obtenus par simulation peut amener à des conclusions aléatoires. En d'autres mots, il est nécessaire de connaître la précision des modèles que l'on utilise pour que les conclusions basées sur des résultats de simulation soient crédibles. Mais malgré l'importance de ce dernier point, il existe très rarement des études sur celui-ci. Durant cette thèse, nous nous sommes intéressés à la problématique de la précision des modèles pour les architectures de calcul distribué à large-échelle. Pour atteindre cet objectif, nous avons mené une évaluation de la précision des modèles existants ainsi que des nouveaux modèles conçus pendant cette thèse. Grâce à cette évaluation, nous avons proposé des améliorations pour atténuer les erreurs dues aux modèles en utilisant SimGrid comme cas d'étude. Nous avons aussi évalué les effets des ces améliorations en terme de passage à l'échelle et de vitesse d'exécution. Une contribution majeure de nos travaux est le développement de modèles plus intuitifs et meilleurs que l'existant, que ce soit en termes de précision, vitesse ou passage à l'échelle. Enfin, nous avons mis en lumière les principaux en- jeux de la modélisation des systèmes distribuées à large-échelle en montrant que le principal problème provient de la négligence de certains phénomènes importants.

Performance measurement and evaluation of time-shared operating systems

Time-shared, virtual memory systems are very complex and changes in their performance may be caused by many factors - by variations in the workload as well as changes in system configuration. The evaluation of these systems can thus best be carried out by linking results obtained from a planned programme of measurements, taken on the system, to some model of it. Such a programme of measurements is best carried out under conditions in which all the parameters likely to affect the system's performance are reproducible, and under the control of the experimenter. In order that this be possible the workload used must be simulated and presented to the target system through some form of automatic workload driver. A case study of such a methodology is presented in which the system (in this case the Edinburgh Multi-Access System) is monitored during a controlled experiment (designed and analysed using standard techniques in common use in many other branches of experimental science) and the results so obtained used to calibrate and validate a simple simulation model of the system. This model is then used in further investigation of the effect of certain system parameters upon the system performance. The factors covered by this exercise include the effect of varying: main memory size, process loading algorithm and secondary memory characteristics.

A importância crescente das atividades de marketing e a conseqüente ampliação dos investimentos na área justificam a cobrança exercida pela alta administração para a avaliação de desempenho e a mensuração dos resultados de marketing. A pressão acentua-se em ambientes econômicos adversos, nos quais a alocação de recursos escassos entre diferentes projetos pela direção das empresas torna praticamente mandatória a justificativa do investimento a partir de estudos de previsão do retorno do investimento. É a partir deste contexto que alguns centros de pesquisa na Europa e nos Estados Unidos têm exortado a investigação de temas relacionados ao desempenho de marketing. A tese tem por objetivos identificar o atual estágio de utilização e importância utilizando como referência as métricas de desempenho de marketing, além de comparar os resultados com estudos conduzidos em outras regiões do mundo. Como objetivo específico buscou-se identificar os fatores influenciadores no processo de mensuração de desempenho em empresas brasileiras. A revisão teórica apresenta a evolução dos sistemas de mensuração de desempenho em marketing e suas relações com os sistemas de avaliação de desempenho empresarial. Em seguida, são apresentados modelos teóricos e pesquisas que buscam relacionar as atividades de marketing e o desempenho financeiro. A última etapa do referencial teórico apresenta as principais pesquisas conduzidas em diversos países relacionadas às métricas de desempenho de marketing. Esse referencial teórico foi utilizado para a elaboração de uma pesquisa empírica, conduzida em 148 empresas que atuam no Brasil em diversos setores da economia. As análises indicam que as métricas financeiras são as mais utilizadas para mensurar o desempenho de marketing e as mais importantes para a alta administração destas empresas. A freqüência de utilização de métricas de desempenho de marketing é maior em empresas de grande porte e em empresas de bens de consumo. Testes estatísticos indicaram que as métricas são mais utilizadas em empresas que possuem sistemas de avaliação de desempenho organizacional, em empresas que possuem maior alinhamento da área de marketing à estratégia e em empresas que a área de marketing é considerada como de alta importância para o sucesso da estratégia e para o desempenho financeiro. A mensuração do desempenho das atividades de marketing é importante para obter o alinhamento de marketing à estratégia, ampliando a credibilidade da área perante a alta administração. Este alinhamento permitirá a intensificação do uso de métricas não financeiras para avaliar o desempenho das atividades de marketing, cujos impactos são observados no longo prazo. As relações entre as métricas de marketing e o desempenho financeiro devem ser consideradas como prioridade para os profissionais de marketing e de finanças, bem como para os acadêmicos das duas áreas. / The increasing importance of marketing activities and the resulting expansion of investments in the area justify the top management´s demands for a performance assessment and for a marketing results measurement. The pressure is emphasized in adverse economic environments, in which the allocation of scarce resources by companies management among different projects makes the investments justificative practically mandatory, based on prevision studies about return on investments. Based on this point of view, some research centers in Europe and United States have been exhorting the investigation of themes related to marketing performance. This thesis aims at identifying the present phase of usage and importance, referencing to performance metrics in marketing, as well as at comparing the results with other studies carried out all around the world. The thesis´ specific objective is to show the effort made to identify the influencing factors over the Brazilian companies´s performance measurement process. The theoretical review focus on the evolution of performance measurement systems in marketing and their relationships with companies´ performance assessment systems. Following, theoretical models and researches that try to connect marketing activities to financial performance are introduced. The last phase of the theoretical review introduces the main researches carried out in several countries, related to marketing performance metrics. This theoretical referential has been used to elaborate an empirical research, carried out in 148 companies operating in Brazil, in several economic sectors. The analysis indicate that the financial metrics are the most used overall to measure the marketing performance and the most relevant according to top management´s view. The frequency of performance metrics usage in marketing is greater in big companies and in consumer goods companies. Statistic tests have indicated that the metrics are most used in companies that have organizational performance assessment systems, in companies that have higher alignment of marketing area with strategy and in companies in which marketing area is considered of fundamental importance for the success of strategy implementation and for the financial performance. The performance measurement of marketing activities is important to obtain the marketing alignment with strategy, thus increasing the credibility of the area before the top management. This alignment will allow the intensification of non-financial metrics usage to assess marketing activities performance, and to check the impacts observed in the long term. The relationships between the marketing metrics and the financial performance must be considered as priorities for marketing and finance professionals, as well as for academics in both areas of study.

Análise da validade concorrente e discriminante do protocolo de avaliação de conceitos básicos para crianças pré-escolares / Concurrent and discriminant validity analysis of \"Protocolo de Avaliação de Conceitos Básicos\" for preschool children

Um dos objetivos do terapeuta ocupacional é o de favorecer que os sujeitos em atenção alcancem a saúde, bem-estar e a participação na vida por meio do engajamento em ocupações significativas para ele. As habilidades de desempenho são fortemente influenciadas pelas funções corporais e, como foco deste estudo, destacamos as funções do cérebro, dentre os quais engloba a cognição. O desenvolvimento cognitivo é fundamental para que a criança apresente um bom desempenho nas atividades e participação relacionadas à aprendizagem e aplicação do conhecimento. Para tanto, é de suma importância que esta habilidade seja avaliada de modo formal, para que os objetivos terapêuticos sejam definidos satisfatoriamente. Entretanto, poucas avaliações cognitivas são disponíveis para uso de profissionais da saúde, fazendo-se necessária a elaboração de novas ferramentas. A presente pesquisa tem como objetivo geral avaliar a aplicabilidade do Protocolo de avaliação de conceitos básicos (PACB) desenvolvido para crianças de quatro a seis anos de idade com deficiência física e foi desenvolvida em dois estudos. O Estudo 1 tem como objetivo investigar a validade concorrente do (PACB) e do Inventario Portage Operacionalizado (IPO) para crianças pré-escolares de 4 a 6 anos de idade com desenvolvimento típico (DT). Para a análise de validade concorrente entre o PACB e IPO participaram 50 crianças de desenvolvimento típico e foi utilizado o teste não paramétrico de correlação de Spearman para verificar a correlação entre os resultados gerais dos dois instrumentos e para verificar a influência da idade. Para análise da variável sexo foi utilizado o teste de Mann Whitney. Os resultados demonstram que as crianças mais velhas apresentam um desempenho cognitivo melhor, mas não há diferença significativa de desempenho cognitivo entre meninas e meninos; e indicam que há validade concorrente entre o PACB e IPO. O Estudo 2 tem como objetivo investigar a validade discriminante do PACB em amostras de crianças pré-escolares com DT e com paralisia cerebral (PC). Para analisar a validade discriminante do PACB, participaram 30 crianças com PC e 30 crianças com DT e foi utilizado o teste T, para comparar os resultados globais do PACB entre os grupos PC e DT e quanto a variável sexo, e a correlação de Spearman para analisar a variável idade. Os resultados demonstram que há diferença significativa entre o desempenho cognitivo entre crianças de DT e crianças com PC, sendo que crianças com DT apresentam escore mais elevados do que as crianças com PC; em relação ao gênero das crianças avaliadas, não foi encontrada diferenças entre o desempenho de meninas e meninos; existe correlação moderada entre a idade e desempenho cognitivo das crianças avaliadas, sendo que crianças mais velhas tendem a apresentar melhor desempenho cognitivo e que há validade discriminante do PACB. Ambos os estudos demonstram que o PACB é um instrumento válido e confiável e pode ser aplicado junto às crianças com alterações no desenvolvimento, inclusive alteração de desempenho motor, possibilitando a avaliação das habilidades cognitivas, auxiliando no planejamento e objetivos da intervenção terapêutica / A objective of ocupacional therapists is to assist risk subjects to reach health, well-being and participation in society via significant occupation. The performance skills are strongly influenced by the bodily functions and, as aim of this study, brain functions, such as cognition. The cognitive development is fundamental for children to present a good performance in learning and use knowledge activities; therefore, the formal evaluation of cognitive skill is required for a creditable defined therapeutic objectives. However, few cognitive evaluations methods are available for health professionals, which emphasizes the need for new methods elaboration. The general objective of this thesis is to evaluate the applicability of \"Protocolo de Avaliação de Conceitos Básicos\" (PACB), which is a cognitive evaluation method for preschool children, between 4 and 6 years old, with physical deficiency; the evaluation is divided in two studies. The first study consists in the investigation of concurrent validity between the PACB and the \"Inventario Portage Operacionalizado\" (IPO), for preschool children, between 4 and 6 years old, with typical development (TD). Fifty children with typical development were present in the concurrent validity study, and the statistical approach to verify the correlation between these two methods and the influence of age is the non-parametrical Spearman correlation. The Mann Whitney test was used to verify the influence of sex in this study. The results evidence that older children have a greater cognitive performance, and the sex of the children do not significantly interferes in the cognitive performances; in addition, there concurrent validity between IPO and PACB is confirmed. The second study consists in the investigation of discriminant validation of PACB between subsets of preschool children with TD and cerebral palsy (CP). For this part of the study, thirty CP and thirty TD children were observed; the statistical approach to compare the PACB results between CP and TD, and between sex, is the T test. The Spearman correlation was used to analyze the variable age. The results evidence that there is significant diference between the PACB scores of CP and TD children; in addition, TD children presents greater scores. No significant results were found when comparing the sex of the evaluated children. Furthermore, there was a positive moderated correlation between age and the PACB scores of the evaluated children. Both studies showed that PACB is a valid and trustable method for children cognitive evaluation and it can be applied to children with non-typical development

Gestion des ressources des réseaux mobiles de nouvelle génération par rapport à la mobilité des utilisateurs / Resource allocation in the next generation networks with the mobility of the users

Les systèmes de communications mobiles ont considérablement évolué durant ces dernières années. Ce fait a encouragé le déploiement de plusieurs systèmes ou réseaux cellulaires multi technologique. La qualité de service (QoS) offerte aux utilisateurs mobiles s’améliore d’un système à l’autre. Les systèmes de troisième génération (3G), comme l’UMTS, offrent une meilleure qualité de service par rapport à celle offerte par ceux de deuxième génération (2G), comme le GSM. Pour exemple, les systèmes de 3.5G (HSDPA) améliorent le débit du réseau de 3G sur le lien descendant afin de répondre aux exigences des nouveaux services. De plus, les réseaux de quatrième génération (4G), comme le WiMAX (IEEE802.16e) permettent, quant à eux, d’élargir la couverture cellulaire tout en offrant un débit supérieur. Cette nouvelle évolution améliore encore l’accessibilité aux services de l’Internet. La migration des services de l’Internet vers les réseaux mobiles, constitue un enjeu majeur de recherche en télécommunications. La thèse se divise en deux objectifs principaux ; le premier consiste à calculer et à évaluer les performances du système UMTS-WCDMA. Deux approches sont utilisées, l’approche exacte de l’analyse spectrale, et l’approche approximative de la perturbation singulière. Le deuxième objectif propose de nouveaux mécanismes de contrôle d’admission prenant en considération la mobilité intra et inter cellulaires des utilisateurs dans la gestion de la ressource radio. Ces mécanismes d’allocation de ressource concernent plus particulièrement les réseaux HSDPA et WiMAX. Ils se basent principalement sur les schémas de modulation et de codage adaptatif AMC (Adaptive Modulation and Coding) : la zone géographique est subdivisée en plusieurs régions concentriques. Avec nos mécanismes d’allocation des ressources, chaque appel accepté par le système voit son débit initial maintenu, et ce, indépendamment de la position de l’utilisateur dans la cellule / The mobile communication systems evolved considerably in the last few years. This fact encouraged the deployment of several systems or cellular networks in multi technological environment. The Quality of Service (QoS) offered to the mobile users improves from one system to another one. The systems of third generation (3G), like UMTS, offer a better quality of service compared to that offered by those of second generation (2G), like the GSM. For example, the systems of 3.5G (HSDPA) improve the throughput of the network of 3G in the downlink direction according to the requirements of the new services. Moreover, the networks of fourth generation (4G), like WiMax (IEEE802.16e), as for them, make it possible to widen the cover of the base station while offering a very important throughput in which supports the next generation applications or services already offered by the Internet. This new evolution still improves accessibility with the services of the Internet. The migration of the services of the Internet towards the mobile networks, constitutes a major stake of research in telecommunications. The thesis is divided into twomain aims. The first consists to compute the systemcapacity and to evaluate the performances of the UMTS-WCDMA system. Two approaches are used, one is of the spectral analysis, and other one is an approximation of the singular perturbation. The second goal of this thesis is to propose and develop the new mechanisms of call admission control (CAC) for HSDPA and IEEE802.16e networks based on the AMC (Adaptive Modulation and Coding) scheme : the geographical area of the cell is subdivided into several concentric regions. These CAC mechanisms maintain a same QoS (constant bit rate) for all users anywhere in the area of the cell and give priority to migrating or handoff calls by reserving the guard bandwidth than a new call in the intra cell and inter cell mobilities

[pt] O presente trabalho pretende analisar a performance dos fundos de pensão brasileiros em comparação com os planos geradores de benefícios livres (PGBLs). Para tal, é preciso identificar e descrever suas características e as metodologias de avaliação de sua performance. No referencial teórico, descreve-se a evolução dos fundos de pensão no Brasil e seu cenário atual, destacando-se a legislação sobre seus investimentos. A pesquisa avalia a performance a partir da análise dos retornos, utilizando o teste não paramétrico de Kruskal-Wallis, e dos retornos ajustados ao risco, através da comparação de fundos pelos seus índices de Sharpe amostrais. Por fim, é analisada a persistência dos retornos ajustados ao risco para duas janelas de tempo a partir do coeficiente de correlação de Spearman. Com este estudo, pretende-se identificar se os resultados apresentados pelos fundos de pensão ao longo do tempo tem sido persistentes e se estes são diferentes dos apresentados pelos PGBLs. / [en] The present work intends to analyze Brazilian pension funds in comparison with free benefits generating plans (PGBLs). To do so, it is necessary to identify and describe their characteristics and their performance evaluation methodologies. In the theoretical framework, it is described pension funds evolution and their present scenario, highlighting their investment legislation. The research evaluates performance from the return analysis, using Kruskal-Wallis non-parametric test, and risk-adjusted return analysis, using a comparison of funds Sharpes index. Finally, persistence of risk-adjusted return is analyzed for two time periods, using Spearmans correlation coefficient. This study intends to identify if the results obtained by pension funds analysis have been persistent through time and if they are different from the PGBLs results.

The aim of my diploma thesis is the macroeconomic analysis of the Visegrad Four countries after joining the EU, which will be evaluated in the international context. It will be assessed on three levels, both in terms of economic performance of V-4 converging countries, based on Eurostat statistical data and the Czech Statistical Office. At the second level, it will be assessed in terms of multi-criteria evaluation of the Global Competitiveness Report, which in addition to hard statistical data, is working with soft data as well. At the third level, the Competitiveness will be evaluated in terms of innovation performance, based on an evaluation tool of EU Innovation Union Scoreboard.
