Este trabalho tem o objetivo de analisar o valor proveniente do investimento em ações de caráter social, efetuados por empresas socialmente responsáveis. Para tal se vale da Teoria das Finanças Corporativas, especificamente o plano conceitual presente na métrica do Fluxo de Caixa Descontado - DCF, que trata da criação do valor ao longo do tempo, decorrente da execução de um projeto, em um determinado cenário. A estrutura de organização dos fatores de análise do valor é especifica em relação às características do objeto de análise, que gera benefícios sociais como seu resultado (em detrimento do lucro). Como principal inovação, esta adaptação da métrica do valor substitui o fluxo de caixa tradicional por um fluxo de custos e benefícios, gerados pela ação social. O principal problema presente neste movimento é a dificuldade de mensuração destes benefícios sociais em termos monetários. Para sua solução é proposta a utilização da Avaliação Social, instrumentalizada pela econometria, que têm o papel de proporcionar validade metodológica para a mensuração dos benefícios sociais, através da identificação dos beneficiários e da explicitação das necessidades atendidas, para a posterior agregação do valor em termos monetários. O desenvolvimento da perspectiva investigativa do trabalho é estruturado através da condução de uma pesquisa de campo junto aos beneficiários de uma ação educacional específica - a alfabetização de jovens e adultos - financiada por recursos privados. A construção do cálculo em termos financeiros é efetuada através da organização de uma matriz \'beneficiários versus necessidades atendidas\' que identifica as variações da renda do beneficiário, através de parâmetros propostos. Ao final da construção e análise quantitativa dos dados, permite o cálculo dos fluxos de custos e benefícios, para a obtenção do valor sócio-econômico. Esta informação em termos monetários encoraja o investimento em ações de caráter social, principalmente para as empresas, que buscam opções de investimento socialmente responsável mais transparentes e profissionais. / This work make efforts to built the analysis of the value created through the social development, brought by the social responsible investment in social actions. To achieve this objective applies the Corporative Finance Theory, specifically the conceptual basis of the metrics Discounted Cash Flow - DCF, which treats the value generation thru the time, provided by one Project in its own scenario. The structure of its value drivers is specific in terms of the analysi\' object characteristics, in this case related to results understood as social benefits, instead of profit. The approach proposed is the substitution oh the traditional DCF metrics by Benefits and Costs Analysis parameters representing the positive impact developed trough the social action in a certain point in time. The main content present in this movement is the social benefit measurement in monetary terms. The solution suggested is to apply the methodological considerations of Social Evaluation when identifying beneficiaries and explicating the social needs, which gives the condition to generate the data to aggregate those parameters in econometrics equations. The test of these metrics is organized with the use of survey in the beneficiary population of a specific social action: adult literacy, financed with entrepreneurial capital. The financial terms calculus is organized in a matrix of \'beneficiaries versus social needs attempt\', which indicates rent and social service access as the parameters of the socioeconomics value creation. This information, in monetary terms, encourages private capital investment in social action, because enables comparable decision making.

The practice of contracting Brazilian eases the management of government resources in University Hospitals (HU's) and exits of managing the financial goals and objectives and be based on decisions by quality and physical targets. The HU's institutions are to support education in the health field, and are belonging to the Federal Universities, have not for profit, which prevents analysis of the financial management of the "return on investment." This paper proposes to review the alternative service in HU's pharmacy, taking into account the assumption the evaluation of performance of hospitals from contracting, focusing on the decision by qualitative analysis. The tool, among others studied, chosen for the qualitative assessment is the model for decisionmaking with multiple criteria called Analytic Hierarchy Process (AHP), therefore, involves the decision multivariate multipessoal and observation. It is proposed to bring the AHP to the environment of technological product, considering the hospital pharmacy as a tool, a technological product to be used, where to fit the criteria of quality proposes to use the standard NBR ISO / IEC 9126 -- 1:2003. A scenario of real HU is used to display the real application of the method, and its results are a validation of the method AHP to the process, the reliability and efficiency criteria being determined as the most important in choosing alternative and produce the drugs in HU itself, with all the necessary biosafety has been chosen. / O cenário deste trabalho são os Hospitais Universitários, mantidos pelos Ministérios da Educação e da Saúde, e, o objeto é a implantação planejada do ambiente de farmácia hospitalar. A prática brasileira de contratualização flexibiliza a gestão de recursos governamentais em Hospitais Universitários (HU s) e permite sair da gestão orientada aos objetivos e metas financeiras e apoiar-se em decisões por qualidade e metas físicas. Os HU s são instituições de apoio ao ensino da área da saúde, e, são pertencentes às Universidades Federais, não possuem fins lucrativos, o que impede análises financeiras da gestão do tipo retorno sobre o investimento . Neste trabalho propõe-se avaliar alternativas do serviço de farmácia em HU s, levando em conta o pressuposto a avaliação de desempenho dos hospitais a partir da contratualização, focando na decisão por análise qualitativa. A ferramenta, dentre outras estudadas, escolhida para a avaliação qualitativa é o modelo para tomada de decisão com múltiplos critérios denominados Analytic Hierarchy Process (AHP), pois, envolve a decisão multivariada e a observação multipessoal. Propõe-se adequar o AHP ao ambiente do produto tecnológico, por considerar a farmácia hospitalar, enquanto ferramenta, um produto tecnológico a ser utilizado, sendo que, para a adequação dos critérios de qualidade propõe-se utilizar a norma NBR ISO/IEC 9126-1:2003. Um cenário real de HU é utilizado para apresentar a aplicação real do método, e, seus resultados são: a validação do método AHP para o processo, os critérios confiabilidade e eficiência sendo determinado como os mais importantes na escolha e a alternativa produzir os fármacos, no próprio HU, com toda a biossegurança necessária foi a escolhida.

Due to its subjective components there were cases where the sustainability principles were used as marketing instruments, instead of an objective planning tool. As an attempt to reverse this situation the group for Sustainable and Strategic Urban Planning, from the São Carlos Federal University, studies way to apply sustainable development principles in the assessment and analysis of urban projects. In this thesis it was created a Method, which can be used in the evaluation of components of urban water system projects (water supply, wastewater collection and treatment, urban drainage, etc.). The Method is based on defined parameters and uses descriptive lists, flowcharts and interaction matrices to indicate sustainability tendencies (positive, negative or neutral). This model was applied in five different projects, which indicated some adjustments. The model was considered simple and effective. Another advantage of the Method is its modular character: new information and tools can be added, in order to obtain more complex analysis. Besides that, it can be used to evaluate the planning or performance of other sustainable systems. / O conceito de sustentabilidade tem sido proposto e utilizado como referência para o planejamento das atividades humanas e a democratização de decisões na sociedade. Entretanto, nem sempre é abordado de forma objetiva, e sua característica subjetiva permite que, muitas vezes, seja usado apenas como instrumento de propaganda. Visando contribuir para alterar esse quadro, vêm sendo desenvolvidos, pelo Grupo de Planejamento Estratégico e Sustentável do Meio Urbano (PESMU) da UFSCar, estudos para a obtenção de métodos que incorporem a questão da sustentabilidade na análise e avaliação de projetos no contexto urbano. No presente trabalho, é feita a avaliação de um Método desenvolvido para análise da sustentabilidade ambiental em projetos de sistemas urbanos de água (abastecimento, esgotamento, drenagem). Baseando-se em variáveis de controle previamente definidas, o Método faz uso de fichas de caracterização, fluxogramas e matriz de interação utilizadas em conjunto, apontando tendências favoráveis, desfavoráveis ou neutras de sustentabilidade ambiental. Foram feitas as aplicações práticas do Método em diferentes tipos de projetos e, a partir de uma análise dos resultados, foram propostos ajustes no mesmo. A utilização do Método mostrou-se viável, mesmo com algumas limitações detectadas. Entretanto, podem vir a ser incorporadas novas informações e ferramentas mais complexas, ampliando suas possibilidades de aplicação, principalmente para o planejamento de sistemas e o acompanhamento de seu desempenho, além de poder ser aplicado nas demais dimensões da sustentabilidade.

Целью диссертационной работы являлось разработать и предложить для внедрения в Министерстве образования и молодежной политики Свердловской области научно-обоснованную систему оценки социальных проектов НКО в сферах работы с молодежью и патриотического воспитания молодых граждан в Свердловской области. Объектом диссертационного исследования являлась система оценки социальных проектов НКО в сферах молодежной политики и патриотического воспитания молодых граждан в Свердловской области.
