Inser??o e atua??o profissional do psic?logo no campo das pol?ticas sociais no Rio Grande do Norte

Despite the diversity of goals and propositions, these studies show that psychologists have been significantly inserted into the social policies field, implying changes in the profession. Since the 1980s, researches in Rio Grande do Norte corroborate the results of national studies. The aim of this paper is to study the insertion and professional career of psychologists in the social policies field in Rio Grande do Norte. In order to accomplish the final results of this paper, it was developed an exploratory research, with the use of a questionnaire, comprised of four parts: general data, academic graduation, complementary graduation and professional experience. The results show three groups of information: characterization, insertion and professional performance. It has been verified expressive insertion of psychologists into the social policies field (41%). The socio-demographic and graduation characteristics are not different from those shown by literature: women, young, from families with an average of 7 to 15 minimum wages. Most of them graduated from public institutions and with post-graduation studies in clinical area. The professionals studied seem to be in worse working conditions compared to the rest of the category, which are also in unfavorable conditions, especially the psychologists who work in social assistance institutions, which present greater problems in its structure. The activities developed do not show anything new, reserving conservative practices instead of effective innovations, emphasizing the discussion on the profession for not considering demands presented to the psychologists in the social policies field. With unique scenario, the eproduction of liberal values corroborates classic performance standards; an unpolitical and uncritical practice is diffused. It is then reconsidered the importance of critical studies that organize goals to the category, with the aim of political transformation concerning the current scenario. / Desde os primeiros anos da regulamenta??o da profiss?o de psic?logo no Brasil, t?m-se realizado estudos que versam sobre forma??o, pr?tica, locais de atua??o e compromisso social da categoria. Apesar da diversidade de objetivos e propostas, esses estudos constatam que psic?logos t?m se inserido significativamente no campo das pol?ticas sociais, implicando mudan?as na profiss?o. Desde a d?cada de 1980, pesquisas no Rio Grande do Norte corroboram resultados de estudos nacionais. O objetivo deste trabalho ? estudar a inser??o e a atua??o profissional do psic?logo no campo das pol?ticas sociais no Rio Grande do Norte. Para consecu??o deste, desenvolveu-se pesquisa explorat?ria, com uso de question?rio, composto por quatro partes: dados gerais, forma??o acad?mica, forma??o complementar e exerc?cio profissional. Os resultados apontam tr?s grupos de informa??es: caracteriza??o, inser??o e atua??o profissionais. Constatou-se inser??o significativa do psic?logo no campo das pol?ticas sociais (41%). Os profissionais estudados aparentam estar em piores condi??es de trabalho, se comparado ao resto da categoria, que j? apresenta condi??es desfavor?veis, com destaque para os psic?logos que atuam em institui??es de Assist?ncia Social, com maior precariza??o. Aiming to answer how the advisory and consulting processes are being operationalized in the training and professional practice of social workers in Rio Grande do Sul, the objective was to analyze the aspects related to the training and professional practice of social workers in the advisory and discussing challenges and possibilities. This is a qualitative study, guided by the dialectical-critical method, based on documental, bibliographical and empirical research, totalizing a sample of twenty-three (23) documents for documentary research, thirty-two (32) research productions and twenty-five (25) subjects participating in the empirical research (coordinators, teachers and students of the Bachelor's degree in Social Work). For the treatment and analysis of the data, the content analysis based on Pag?s (2006) was used. It is concluded that there are contradictions in the recognition of the importance of teaching the advisory and consulting processes now being denied, sometimes being placed in the background, during training, as well as in the way in which it is being addressed by UFAS. This reality reflects and may explain the incipient manifestation of professional practice in these processes. From the data, it is pointed out the importance of the work of social workers in these processes, and the subjects surveyed stressed the need for Social Work to reorganize itself to expand its work in these spaces, to strengthen the formation process and the materialization of the ethical- political, since these processes are in line with it. Finally, propositions are presented to contribute to overcoming the limits and materialization of the possibilities of acting in these processes. / O presente estudo aborda os processos de assessoria e consultoria, debatendo o ensino e o exerc?cio profissional dos assistentes sociais, considerando que estes processos s?o atribui??es privativas e compet?ncias profissionais, no entanto, s?o espa?os pouco ocupados pela categoria profissional, em que a produ??o do conhecimento se manifesta de forma incipiente. Visando responder como os processos de assessoria e consultoria est?o sendo operacionalizados na forma??o e no exerc?cio profissional dos assistentes sociais do Rio Grande do Sul, elencou-se como objetivo analisar os aspectos relacionados ? forma??o e ao exerc?cio profissional dos assistentes sociais nos processos de assessoria e consultoria, debatendo sobre desafios e possibilidades. Trata-se de um estudo qualitativo, orientado pelo m?todo dial?tico-cr?tico, que se amparou em pesquisa documental, bibliogr?fica e emp?rica, totalizando uma amostra de vinte e tr?s (23) documentos para pesquisa documental, trinta e duas (32) produ??es para pesquisa bibliogr?fica e vinte e cinco (25) sujeitos participantes da pesquisa emp?rica (coordenadores, docentes e alunos dos cursos de Bacharelado em Servi?o Social). Para o tratamento e an?lise dos dados, foi utilizada a an?lise de conte?do baseada em Pag?s (2006). Conclui-se que, h? contradi??es no reconhecimento da import?ncia do ensino dos processos de assessoria e consultoria ora sendo negado, ora sendo colocado num segundo plano, durante a forma??o, bem como na forma como o mesmo est? sendo abordado pelas UFAS. Esta realidade reflete e pode explicar a manifesta??o incipiente do exerc?cio profissional nestes processos. A partir dos dados, aponta-se para a import?ncia do trabalho dos assistentes sociais nestes processos, tendo os sujeitos pesquisados salientado a necessidade do Servi?o Social se reorganizar para ampliar sua atua??o nestes espa?os, fortalecer o processo de forma??o e a materializa??o do projeto ?tico-pol?tico, posto que esses processos est?o alinhados com o mesmo. Terceiro, a educa??o permanente na perspectiva de aprimoramento intelectual preconizada pelo C?digo de ?tica reafirma a import?ncia da produ??o do conhecimento na e sobre a profiss?o ? constituindo um movimento da categoria na produ??o do conhecimento cr?tico sobre a realidade social e sobre ela mesma, como estrat?gia de fortalecimento do Projeto ?tico Pol?tico da Profiss?o na contemporaneidade. / The object of this study is the Permanent Education in the professional practice of social work, with the general objective of analyzing the implementation of the Policy of Permanent Education of the CFESS-CRESS group in the professional practice of the caseworkers supervisors of internship of the Federal University of Rio Grande do Norte (UFRN), as specific objectives: to problematize the contradictions of the growing demand for professional qualification in contemporary times and its implications for the professional practice of the caseworker; Analyzing the supervised internship as a privileged moment for teaching the practice and the intellectual improvement of the caseworker; To investigate the experiences of Permanent Education experienced by the caseworkers supervisors of the internship field from the Permanent Education Policy; And identify the advances and challenges of the process of implementation of Permanent Education. This research consubstantiates from the critical-dialectical perspective, and the quantitative-qualitative approach of exploratory character. The methodology adopted in the investigative process consisted of a bibliographical survey, documentary analysis, mapping of the social work internship field in the UFRN from 2011 to 2016, and interviews guided by a semi-structured script. The interviews were conducted with a sample of the research that presents reports of 2 (two) teachers who have already exercised academic supervision, and 5 (five) field supervisors in the following areas: Education, Health and Social Assistance. With regard to the results obtained in this research, three considerations stand out: First, the contradictions of the meanings attributed to permanent education that can assume antagonistic functions. In the logic of the economy of education, it can be functional to the formation and maintenance of the human capital necessary for the expansion of capital. From a critical perspective of education it can be a strategy of resistance in the formation and professional qualification that strengthens the social and ethical commitment with the interests of the working class. Second, despite the challenges posed by the implementation of Permanent Education in the professional practice of field supervisors, the experiences reported reveal it as a profitable possibility of intellectual improvement that needs to be strengthened. Third, permanent education in the perspective of intellectual improvement advocated by the Code of Ethics reaffirms the importance of knowledge production in and on the profession - constituting a category movement in the production of critical knowledge about social reality and about itself, as a strategy of strengthening of the Political Ethical Project of the Profession in the contemporaneity.

O percurso estabelecido entre o conhecimento e a realidade concreta abordada e problematizada exigiu necess?rias media??es ressaltando o que se esconde por detr?s dessas rela??es: as contradi??es e impasses pelos quais o exerc?cio profissional se realiza, evidenciando a vincula??o entre demandas sociais e necessidades sociais na sociedade capitalista, que se fundem em face das determina??es particulares do Servi?o Social e as alteram em termos das demandas, dos usu?rios, dos valores, dos crit?rios, dos padr?es societ?rios, das requisi??es e das condi??es de trabalho. Para tanto, envolvemos a revis?o da literatura que abrange a proposta estudada com a pesquisa de campo, e o levantamento e an?lises de documentos institucionais e entrevistas semi-estruturadas com 9(nove) assistentes sociais inseridas nas equipes t?cnicas das Casas de Passagem de Natal/RN. Os resultados demonstram que s?o criadas novas demandas que necessitam de outras respostas da profiss?o, fazendo com que esta tenha que organizar em seu interior tais respostas, posicionando-se diante da realidade social em quest?o. As respostas socioprofissionais perpassam a interpreta??o dos profissionais sobre seus espa?os profissionais, a leitura do que consideram ser suas demandas e a elabora??o de respostas a elas, em um cen?rio de requisi??es institucionais que muitas vezes requer a resolutividade imediata de determinadas situa??es num sentido utilit?rio no rol da prote??o e do combate de viola??o de direitos sociais. Essas quest?es apontam para a necessidade de combina??o das dimens?es te?rico-metodol?gica, ?tico-pol?tica e t?cnico-operativa e as condi??es objetivas que fundamentam o exerc?cio profissional, de modo a tornar real e concreta a possibilidade de construir no cotidiano respostas socioprofissionais e pol?ticas que tenham um conte?do valorativo e cr?tico que reconhe?a as necessidades individuais dos acolhidos como coletivas no conjunto das lutas sociais. / The present dissertation performs a analysis of the professional practice of social workers that work in the institutional reception spaces for children and adolescents in the particularity of the municipality of Natal, locus of the empirical research. Considering these occupational spaces that embody different expressions of the social question that mark the questions of care situation, the professional practice has characteristics that demand new needs, new ways of understanding and involvement of social workers within childcare services, in a way that the study set out to identify and analyze the demands made to the Social Service and the answers of he Professional category in institutional childcare services. From a critical-dialectical analysis, under the theoretical-methodological approach of a qualitative and quantitative basis, constitutes reflections about the current contours of the professional work of the social worker, with their new and traditional demands, forged in the recent framework of relations between the State and society in the country, which acquire distinct characteristics in the child and adolescent care services, in the face of social, legal and historical dimensions that guide the theme. The path established between knowledge and the concrete addressed reality and problematizated required necessary mediations highlighting what lies behind these relations: the contradictions and impasses by which the professional exercise is carried out, evidencing the link between social demands and social needs in capitalist society, which are merged in the face of the particular determinations of the Social Service and alter them in terms of the demands, users, values, criteria, corporate standards, requisitions and working conditions. In order to do so, we have included a review of the literature that covers the study proposal with the field research, and the collection and analysis of institutional documents and semi-structured interviews with 9 (nine) social workers included in the technical teams of the Temporary Shelters from Natal/RN. The results demonstrate that new demands are created that require other responses from the profession, so that it has to organize in its interior such answers, positioning itself before the social reality in question. The socio-professional responses permeate the professionals' interpretation of their professional spaces, the reading of what they consider to be their demands and the elaboration of responses to them, in a scenario of institutional requisites that often requires the immediate resolution of certain situations in a utilitarian sense in the role of protection and combat of violation of social rights. These questions point to the need to combine the theoretical-methodological, ethical-political and technical-operative dimensions and the objective conditions that underlie professional practice, so as to make real and concrete the possibility of building socio profesional and political answers in the daily life containing a evaluative critical content that recognizes the individual needs of those people in shelters as collective in the set of social struggles.

Regi?o) entre os anos de 2013 e 2015, a partir das fichas de fiscaliza??o, por meio da qual delimitamos a nossa amostra para a pesquisa de campo, efetuada com nove assistentes sociais mediante a realiza??o de entrevista orientada por um roteiro semi-estruturado, associada ao levantamento bibliogr?fico, essencial para a constru??o e an?lise de nosso objeto. Ao longo do trabalho, consideramos as mudan?as que ocorrem no plano social, pol?tico e econ?mico, engendradas pelo capital e o pelo mercado de trabalho, sendo orquestradas pelo neoliberalismo a partir da d?cada de 1990, cujos rebatimentos atingem a classe trabalhadora e os/as assistentes sociais, objetiva e subjetivamente. Transforma??es essas que rebatem sobre a forma??o profissional, a qual se volta ao atendimento dos interesses desse mercado, forjando um determinado perfil profissional que se op?e ao proposto pelo projeto ?tico-pol?tico. Consequentemente, a defesa e o direcionamento dado pela Pol?tica de Educa??o Permanente do Conjunto CFESS/CRESS ao processo de educa??o permanente dos/as assistentes sociais encontra uma forte limita??o, sobretudo nas reais possibilidades de a Educa??o Permanente contribuir para o processo de organiza??o pol?tica da categoria. Assim, buscamos aqui refletir sobre a realidade encontrada no cotidiano profissional dos/as assistentes sociais do RN acerca de seus processos formativos para al?m da gradua??o, bem como sobre os impactos de suas buscas por qualifica??o em seus exerc?cios profissionais, a partir das an?lises pautadas na tradi??o marxista. Observamos que o est?gio supervisionado tem possibilitado aos/?s assistentes sociais o acesso ? (re)leituras, debates e (re)constru??es do conhecimento que, embora apresente-se com muitas limita??es, pode ser oxigenado na dire??o da perspectiva de educa??o permanente que defendemos enquanto categoria. Vimos, tamb?m, que as dificuldades no processo de educa??o permanente dos/as assistentes sociais norteriograndenses expressa um conjunto de determina??es macrossociet?rias que rebatem objetiva e subjetivamente na busca e no acesso desses/as profissionais pelo aprimoramento intelectual. Destacamos que apenas com uma perspectiva de educa??o para al?m do capital podemos construir um processo de educa??o permanente que exceda as determina??es impostas pelo mercado de trabalho, sendo muitas as limita??es impostas pela sociabilidade do capital e pelas condi??es e rela??es de trabalho dos/as assistentes sociais, o que nos imp?e a necessidade de resistir e lutar por meio das estrat?gias constru?das coletivamente, das quais a Pol?tica de Educa??o Permanente do Conjunto CFESS/CRESS faz parte. / This work discusses the Professional qualification mechanisms accessed by social workers, and their relationships and implications with the CFESS/CRESS group?s Permanent Educational Policy, with the main general objective of analyzing the socioeconomic and ethical-political determinants present in the search of the social workers of the Rio Grande do Norte State (RN State) for professional qualification. In the purpose, a documentary research was carried out in the Regional Council of Social Work (CRESS / RN - 14th Region) between the years of 2013 and 2015, based on the inspection records, through which we delimit our sample for field research, carried out with nine social workers through an interview guided by a semi-structured script, associated to the bibliographical survey, essential for the construction and analysis of our object. Throughout the work, we considered the changes that have been occurring in the social, politic and economic plans, engendered by the capital and the labor market, being orchestrated by neoliberalism since 1990 whose repercussions affect the working class and the social workers, objectively and subjectively. These transformations reflect on the professional formation, which turns to attend the interests of this market, forging a certain professional profile that is opposed to that proposed by the ethical-political project. Consequently, the defense and direction given by the Permanent Education Policy of the CFESS / CRESS group to the process of permanent education of social workers finds a strong limit, especially in the real possibilities of Permanent Education to contribute to the process of political organization of the category. Then, we seek to reflect on the reality found in the daily life of the social workers of the RN State about their formative processes beyond graduation, as well as on the impacts of their searches for qualification in their professional exercises, based on the analyzes based on the Marxist tradition. We observe that the supervised internship has enabled the social workers to access (re)readings, debates and (re)constructions of knowledge that, although presented with many limitations, can be oxygenated in the direction of the permanent education perspective that we defend as category. We have also seen that the difficulties in the process of permanent education of the social workers of the RN State express a set of macrossocietary determinations objectively and subjectively in the search and access of these professionals for the intellectual improvement. We emphasize that only with a perspective of education beyond capital can we construct a process of permanent education that exceeds the determinations imposed by the labor market, with many limitations imposed by the sociability of capital and the conditions and labor relations of social workers , Which imposes on us the need to resist and fight through the strategies built collectively, of which the Permanent Education Policy of the CFESS / CRESS group forms part.

In addition, I tried to understand the political projects that were in dispute through discussions and issues raised around the activities of these policing institutions, recognizing the political groups and their links. It was inevitable to observe the city of Pelotas and its residents, mainly through police sources, seeking to map the social relationships built between the residents and the city. / Nesta tese objetivei identificar e analisar as pr?ticas, os trabalhadores e os administradores das institui??es de policiamento e pris?o na cidade de Pelotas, entre os anos de 1869 e 1889, no contexto p?s-guerra do Paraguai. Assim, foram entrevistados/as assistentes sociais de USF, UBS, diretor/a de Distrito Sanit?rio, diretor/a de unidade de sa?de, NASF e Consult?rios na Rua. Os dados da coleta foram analisados a partir da t?cnica de an?lise de conte?do e os resultados expostos no cap?tulo tr?s da disserta??o. Os resultados demonstram a fragilidade das condi??es de trabalho nas quais se encontram os/as assistentes sociais, fruto de dificuldades vivenciadas pela pol?tica de sa?de de modo geral, e que afetam os profissionais por se inserirem em processos de trabalho j? definidos pelos empregadores e por terem as pol?ticas sociais como principal campo de atua??o. In that perspective, the present study is fruit of a field research and bibliographical with the general objective of analyzing how he/she has if developed the (the) social worker's professional exercise in the Basic Attention of the Politics of Health in the municipal district of Christmas / RN, with views to contribute for the discussion of doing professional and the importance of the ethical-political project as element norteador and indispensable for the Social Service. The empiric data were collected starting from interviews semiestruturadas with full social workers / the in the basic attention of Christmas. Like this, they were interviewed / the social workers of USF, UBS, director / the one of Sanitary District, director / the one of unit of health, NASF and Clinics in the Street. The data of the collection were analyzed starting from the technique of content analysis and the exposed results in the chapter three of the dissertation. The results demonstrate the fragility of the work conditions in which are the social workers, fruit of difficulties lived by the politics of health in general, and that affect the professionals for if they insert in work processes already defined for the employers and for they have the social politics as main field of performance. Another interesting point revealed in the study is the confusion / imprecision that the subject of research do when referring the competences and private attributions of the Social Service, mainly on that last one for they be inserted in teams multiprofissionais and interdisciplinary. In that perspective it is of extreme importance problematize the theme that prays if it presents, therefore it is the production of the knowledge concerning the professional exercise, in times of regression of rights and invigoration of the neoconservadorismo, that it allows we look each other at the directions that the profession has been taking and to reiterate the need of the defense of doing professional orientated by the critical professional project. Nossa an?lise fundamenta-se no m?todo cr?tico-dial?tico, com a utiliza??o da pesquisa bibliogr?fica, documental e de campo, com abordagem de natureza essencialmente qualitativa, tendo como sujeitos de pesquisa 08 (oito) assistentes sociais que atuam diretamente na pol?tica de assist?ncia estudantil nas IFES do Estado, localizadas nas 04 (quatro) mesorregi?es do RN. Para a coleta de dados foram utilizados question?rios de pesquisa, encaminhados por meio eletr?nico ?s participantes contendo quest?es abertas e fechadas, que foram analisadas a partir da t?cnica de an?lise de conte?do. As an?lises realizadas revelaram que a dimens?o educativa do exerc?cio profissional est? presente no cotidiano profissional das participantes de maneira muito t?mida. O impedimento para a realiza??o de atividades educativas pode estar relacionado aos fatores de precariza??o das rela??es de trabalho nas IFES, decorrentes da sobrecarga de trabalho ou da dificuldade de atribuir ? pr?tica profissional o reverso da compet?ncia burocr?tica, determinada pela compet?ncia cr?tica da atua??o profissional. / This work is about the professional practice of social worker in higher education with a view to demarcating the particularity of the educational dimension in student assistance policy carried out in the framework of Federal Institutions of Higher Education (IFES) in Rio Grande do Norte. The seizure and analysis of this object is constituted as the general objective of this dissertation, in order to understand the peculiarity of the educational dimension that sociocupacional space, from the pedagogical-interpretative actions materialized in the context of service to students. Therefore, we mapped and characterized the RN IFES and locate the inclusion of social services in their technical and professional staff, identifying the objective and subjective conditions of work as well as the actions undertaken by social workers with a view to apprehending the pedagogical- actions interpretative that particularize the educational dimension developed in the professional practice of social workers in student assistance. Our analysis is based on the critical-dialectical method, with the use of literature, documentary and field, with essentially qualitative approach, having as research subjects eight (08) social workers who work directly in the student assistance policy in IFES State, located in 04 (four) RN mesoregions. For data collection survey questionnaires were used, forwarded electronically to participants with open and closed questions, which were analyzed from the content analysis technique. The analyzes revealed that the educational dimension of professional practice is present in the daily work of participants in a very shy way. The impediment to the realization of educational activities may be related to factors precariousness of labor relations in IFES, resulting from work overload or difficult to assign to professional practice the reverse of bureaucratic competence, determined by the critical competence of professional practice.
