"De hemmavarande barnen får inte glömmas bort" : Familjehemssekreterares upplevelser av socialtjänstens arbete med hemmavarande barn i familjehem / "The home-staying children must not be forgotten" : Social workers experiences of the Social Service work with home-staying children in foster homes

The purpose of this qualitative study is to investigate and analyze how social workers experience the work Social Services' do with children in foster homes. This study aims to identify what the positive and negative aspects are from working with this group and to determine what changes can be made to improve the services for children of foster carers. The data that was collected from interviews with eight social workers were analyzed through thematic analysis as well as Bronfenbrenner's ecological systems theory. The analysis reveals that the work of Social Services' affects the children in foster homes on micro-, meso-, exo-, and macro-levels. Based on the reports from the social workers the results indicate that their social service offices include home-staying children in the investigation phases. The children are less included during the initial process and at the ending of placements. Most social workers expressed that working with home-staying children is crucial to reduce the risk of placement breakdowns. Additionally, they emphasized the need for more frequent work with this group. Based on the results, this study suggests several possible service improvements to address the needs of home-staying children. Despite policy gaps, some municipalities actively engage with home- staying children.

"Ingen människa är bara en diagnos" : ADHD-diagnosens betydelse inom familjehemsvård ur socialsekreterares perspektiv. / “No human is only a diagnosis” : The meaning of the ADHD-diagnosis in foster care out of the perspective of social workers.

The aim of this study is to examine social workers’ experiences of how the ADHD-diagnosis affects their work with children and youths living in foster care and how it affects the individuals and families themselves. The study is built upon five qualitative interviews and the results are analyzed through a theoretical framework that constitutes ADHD as not only the symptoms and the medical disorder but also as a social phenomenon where the disorder is socially constructed by the current society, norms, and knowledge. The study shows that the social workers’ do not rely on the sole ADHD-diagnosis in the understanding and guidance of the children and their foster parents, but rather see the individual needs of each children. The social workers’ experiences shows that the diagnosis can act as a relief and explanation for both children and their foster parents but can also be a stigma. My overall conclusions are that the diagnosis seems to have only minor significance for these social workers’ daily work and is rather more relevant for obtaining medical treatment or extra support in school for the children. / Syftet med den här studien är att undersöka socialsekreterares erfarenheter av hur ADHD hos barn och unga som är familjehemsplacerade påverkar socialsekreterarnas arbete och hur diagnosen påverkar barnen och de unga samt familjehemmen. Studien bygger på fem kvalitativa intervjuer och resultaten är analyserade genom ett teoretiskt ramverk som betraktar ADHD som inte bara symtomen och den medicinska störningen utan också som ett socialt fenomen där diagnosen är socialt konstruerad genom samhället, normer och aktuell kunskap. Studien visar att socialsekreterarna inte förlitar sig enbart på ADHD-diagnosen för att förstå och hjälpa barnen och deras familjehemsföräldrar utan snarare ser varje barns individuella behov. Socialsekreterarnas erfarenheter visar att diagnosen kan ge lättnad och förklaring för både barnet och familjehemsföräldrarna men att den också kan vara stigmatiserande. Mina slutsatser är att diagnosen tycks spela mindre roll för socialsekreterarnas dagliga arbete med barnen utan är mer relevant för att erhålla medicinsk behandling eller för att få extra stöd i skolan.

The purpose of this thesis was to achieve a deeper knowledge of the dilemma whichcan arise during a social welfare workers judgement of a reunion according to whatis best for the child in relation to a child’s right to their biological parents. Thisbachelor thesis was based on three research questions: What influences a socialwelfare workers judgement of a reunion according to what is best for the child, aswell as children’s right to their biological parents? How does a social welfare workerperceive its leeway during a judgement concerning reunion family reunion? How doesa social welfare worker perceive their authority to interpret according to their leeway?A qualitative study has been used to gain a deeper knowledge according to a socialwelfare workers experience. A hermeneutic approach has been used to answer thepurpose of our bachelor thesis and has contributed to a wider perspective of our study.The focus was to understand the dilemma through evaluating and interpretation. Sixsocial welfare workers participated in the following vignette survey, which werecomplemented with semi-structured questions. The participants have answeredregarding their experience concerning their leeway and authority to interpret the lawaccording to what is best for the child and their entitlement to their biological parents.This bachelor thesis research results show that social welfare workers did possessleeway which implies empowerment to interpret legislation, concepts and varioussituations. This can be seen as a prerequisite for correct decisions to be made duringdaily work. Although, it can also act as a risk since clients may receive differentconclusions depending on the social welfare worker. Furthermore, a conclusion of thethesis is that different judgements are made, even though the contributed informationwas identical. The explanation to these different assessments may relate to the socialwelfare workers leeway and authority to interpret the law, which makes investigatingchildren’s right to their parents and what is best for them even more complex.
