The water of life: social and economic change in Haskell County, Kansas

Master of Arts / Department of Sociology, Anthropology, and Social Work / Laszlo Kulcsar / Environmental, economic and social conditions have changed drastically throughout Great Plains farming communities. In Southwest Kansas, the Ogallala Aquifer supports extensive agricultural industries and family farms through hyper-extraction of groundwater resources. Capitalistic ventures in farming have led to socials changes like declining community populations, out-migration of youth and family farm transformations. The relationship between environmental change, economic development and social changes is explored through a case study of Haskell County Kansas. Interviews were conducted to understand residents' perspectives of declining environmental resources available to achieve continued economic development by way of family farming. Residents also explain social changes that have resulted from evolving economic conditions and increasing use of groundwater resources.

Os assentamentos rurais tornaram-se objeto de estudo em diversas áreas do conhecimento. Entretanto, são poucos os estudos baseados na subjetividade destes agricultores. Desta forma, este trabalho procura, através da análise do discurso, discutir a percepção ambiental dos agricultores vinculados à Cooperacra e ao assentamento Milton Santos, ambos situados na região de Americana, em São Paulo. Este último está inscrito na modalidade PDS - Projeto de Desenvolvimento Sustentável, concebida no âmbito do Instituto Nacional de Colonização e Reforma Agrária (INCRA) para atender particularidades da reforma agrária na Amazônia. Enquanto dispositivo de política pública, o PDS permite assentar população não tradicional em áreas de interesse ambiental, com vistas à preservação. No estado de São Paulo, o PDS constitui uma resposta à proposta de Comuna da Terra, por parte do MST, desenvolvida desde o início dos anos 2000. Tanto a modalidade PDS quanto a proposta de Comuna da Terra têm em comum a perspectiva de incentivo a práticas agrícolas mais zelosas com o ambiente, tal como a agroecologia. Desta forma, este trabalho realiza, através da análise do discurso, uma interpretação acerca da percepção ambiental destes assentados, considerando discurso e prática. Foi possível, então, identificar discursos mais produtivistas, pouco crítico, por exemplo, à produção de cana-de-açúcar que circunda o assentamento. É possível identificar ainda um segundo tipo de discursos, que mobilizam imagens positivas de uma vivência anterior no campo como orientação para a adoção de práticas agrícolas favoráveis à preservação ambiental. Neste trabalho, também discutimos a percepção e a crítica dos entrevistados acerca das representações difundidas pela mídia sobre a agricultura, o MST e a reforma agrária, no que se refere tanto aos assentados no Milton Santos quanto aos agricultores da Cooperacra. / Rural settlements have become the object of study in several areas of knowledge. However, few studies are based on the subjectivity of these farmers. In this way, this work seeks, through discourse analysis, to discuss the environmental perception of the Cooperacra farmers and the Milton Santos settlement, both located in the Americana region of São Paulo. The latter is enrolled in the modality PDS - Sustainable Development Project, conceived within the scope of the National Institute of Colonization and Agrarian Reform (INCRA) to attend particularities of agrarian reform in the Amazon. As a public policy device, the PDS allows non-traditional populations to settle in areas of environmental interest with a view to preservation. In the state of São Paulo, the PDS is a response to the proposal of the Commune of the Earth, by the MST, developed since the beginning of the 2000s. In this way, this work performs, through discourse analysis, an interpretation about the environmental perception of these settlers, considering discourse and practice. It was possible, then, to identify more productive discourses, not critical, for example, to the production of sugarcane that surrounds the settlement. It is also possible to identify a second type of discourse that mobilizes positive images of a previous experience in the field as a guide to the adoption of agricultural practices favorable to environmental preservation. In this paper, we also discuss the perception and criticism of the interviewees about the representations made by the media about agriculture, the MST and the agrarian reform, regarding both the settlers in Milton Santos and the Cooperacra farmers.

Considering formal rules are the same, then why such results are so distinguished? This research supports the fact that these results are a direct consequence of the quality of institutions defined as longstanding social rules established and built in social interactions. For institutions one understands; organizational structures, formal and non-formal rules, social trust, thinking behaviors and its evolution as well as routines. Using Pronaf Rural Credit as a background this study measures and compares results obtained in the rural areas of Serid?, Sert?o do Apodi, Mato Grande, Ass?-Mossor?, Trairi, Potengi and Alto Oeste. The dimensions of measurement considered were: economics, social and guarantee of transparency. The study considers a sample of 402 Group B farming families. It also elaborates a socio-economic profile of these families in the considered areas and underlines the main causes for defaulted loans, difficulties to improve family income and results of access to Pronaf B credit line, as well as it proposes solutions to surpass obstacles to improve the efficiency of this credit line / A partir de ampla revis?o da literatura institucionalista, o trabalho procura responder as perguntas de pesquisa: Por que o cr?dito rural Pronaf grupo B apresenta bons resultados junto aos agricultores familiares em alguns territ?rios rurais do Rio Grande do Norte e em outros n?o? NARRATIVES FROM THE RICE FIELDS: COLONIAL LEGACIES, AGRICULTURAL CHANGE, AND COPING STRATEGIES IN NABUA, CAMARINES SUR

<p>Since time immemorial, agricultural changes in the Philippines have been inspired by the notion of self-sufficiency projected by developed and industrial countries. Through ethnographic writing and historical analysis, I visit the outcomes of the Green Revolution and how the development of new agricultural technology escalated violence embedded in communities that experienced multiple colonialism. These acknowledged and disclaimed forms of violence are perpetuated by occurring negotiations between community actors, primarily the landed and landless farmers, living in the context of precarity.</p> <p><br></p> <p>Semi-structured interviews were conducted with twenty-five farmers (aged 20 – 85), who mostly cultivated on borrowed land. I argue that in a post-colonial town like Nabua, the socio-cultural and socio-economic factors involved in farming do not coincide with the Philippine government’s plans for agricultural development and progress. These ethnographic essays investigate how colonial legacies manifest and perpetuate violence locally by examining Nabua’s historical experience with multiple colonialism, the outcomes of persisting precarity, and agricultural developments. In the first chapter, I contextualize precarity by analyzing the history of change from the Spanish colonial period to the peak of the Green Revolution, cruising through how national policies manifest in agricultural developments at the local level. For the second chapter, I dive into the present-day farming situation in Nabua and how violence and precarity are perpetuated by the national government’s agricultural development master plan. I conclude with a call to localize agricultural development and address local challenges to attain sustainable and progressive agricultural development.</p>
