Para tanto, foi utilizado os marcos teóricos da teoria decolonial, associados às produções latino-americanas que refletem sobre os efeitos da colonização nas estruturas de poder da organização social dos países dessa região. Na tradução intercultural dessa narrativa histórica, no capítulo 1, identifico como as colonialidades do poder, do saber, do ser e de gênero constituíram-se de forma a permanecer na nossa forma de organização social estatal. No capítulo 2, analiso as políticas públicas para a população indígena por meio da sociologia das ausências, que tem como objetivo identificar, por meio das categorias construídas por Boaventura de Sousa Santos, modos de produção da ausência, o que permanece invisível e silenciado nessas políticas. E o silenciamento mais evidente é o das mulheres indígenas. No capítulo 3, analiso as políticas públicas para as mulheres, de modo a tentar encontrar ali as vozes das indígenas. No capítulo 4, apresento as experiências plurinacionais dos Estados da Bolívia e do Equador como alternativas possíveis ao modelo adotado no Brasil de forma a tentar encontrar ali modos de articulação da pauta étnica com a de gênero. Entretanto, a colonialidade do gênero é algo sob a qual se sustenta a colonialidade do poder que tem no Estado a centralidade no controle dos modos de vida das populações submetidas. A construção de um feminismo decolonial é a proposta de articulação das pautas de destituição do patriarcado moderno, que estrutura o Estado Nação com as outras pautas de decolonialidades. _________________________________________________________________________________________________ ABSTRACT / This thesis tries to answer the question: Is it possible to decolonize and depatriarchalizar the modern state from its own structures? To this end, it was used the theoretical frameworks of colonialist theory, associated with the Latin American productions that reflect on the effects of colonization in the power structures of social organization of countries in the region. In intercultural translation of this historical narrative in chapter 1, I identify how the colonialities power, knowledge, being and gender, were constituted in order to remain in the way of state social organization. In Chapter 2, I analyze public policy for the indigenous population by the sociology of absences, which aims to identify, through the categories constructed by Boaventura de Sousa Santos, the absence modes of production, which remains invisible and silenced in those policies. And the most obvious is the silencing of indigenous women. In Chapter 3, I analyze public policies for women in a way to try to find there the voices of indigenous people. In Chapter 4, I present the multi-country experiences of the States of Bolivia and Ecuador as possible alternatives to the model adopted in Brazil in order to try to indetify the modes of articulation ethnics with gender agenda. However, gender coloniality is something in which it holds the coloniality of power and the state has a central role in controlling the livelihoods of subject populations. The construction of a feminism decolonial is the proposal to articulate the removal of tariffs of modern patriarchy, which structure the nation state with the other guidelines of decolonize.

Para a construção do trabalho foi utilizada a categoria de gênero como referencial teórico e metodológico juntamente com os conceitos de habitus e campo elaborados por Pierre Boudieu. / The feminism politics undo the relationship between sexuality and reproduction compulsory, considering the decriminalisation / legalization of abortion, a key milestone in the struggle for reproductive rights, sexual rights and a pluralistic democracy, which is experienced by men and women. Considering that the struggle for sexual and reproductive rights has as one of its focuses the debate on the decriminalisation of abortion, the issue that has guided the research was to investigate how the feminist movements Brazilian and Portuguese built the strategies to achieve the decriminalisation. The aim was to know what were the relations of power and domination in the various moments of the fight, and whether the process of retrofeeding among fields that contribute to the maintenance and reorganization of gender inequality on this issue. For the construction of the work was used as the reference category of gender theoretical and methodological together with the concepts of habitus and field prepared by Pierre Bourdieu.

Mais do que questionar a domesticidade atribuída às mulheres e a naturalização de seu papel de mãe e esposa, esta pesquisa busca apresentar como a agenda dos jornais analisados tinha como objetivo a igualdade de direitos entre mulheres e homens, a fim de que houvesse a ampliação da democracia e a superação de desigualdades e opressões. A pluralidade dos grupos e de suas temáticas possibilitaram um entendimento diverso das histórias de movimentos de mulheres e feministas brasileiros, a fim de que não fossem silenciadas outras perspectivas em detrimento da ideia de feminismo do norte-global. Assim, a interseccionalidade de gênero, raça e classe fez-se essencial para que opressões entre as próprias mulheres não fossem invisibilizadas. / This study analyzes the agenda of four Brazilian feminist press journals – Nós Mulheres (1976-1978), Mulherio (1981-1988), Nzinga Informativo (1985-1989), and Fêmea (1992-2014) –, and the feminist perspectives present in them, with the combination of quantitative and qualitative methods, that made possible the work methodological amplitude and empirical diversity. More than questioning the domesticity attributed to women and the naturalization of their role as mother and wife, this research seeks to present how the agenda of the newspapers analyzed had the objective of equality of rights between women and men, in order to increase the democracy and overcoming inequalities and oppression. The plurality of the groups and their themes enabled a different understanding of the histories of movements of Brazilian women and feminists, so that other perspectives were not silenced at the expense of the idea of feminism of the North-global. Thus, the intersectionality of gender, race, and class has become essential if oppressions among women themselves are not to be made invisible.

A Marcha das Vadias de Campinas é ora tratada e descrita como um fato social. É apresentada, em detalhes, a forma de organização e consolidação de um coletivo feminista na cidade, bem como é debatida a relação desse movimento com representações do Estado no local. No processo de apreensão sociológica desse movimento social, também se revela como fenômenos culturais e sociais atuais reeditam o corpo das mulheres, de antigas bandeiras feministas, reelaborando-o no modo de ser visto e instrumentalizado como prática política de contestação nas ruas e nos espaços virtuais do ciberativismo. _______________________________________________________________________________________________ ABSTRACT / This dissertation aims to expose the result of an exploratory research that came of the relation among body, cyberactivism, city and feminist movements, more specifically the “Marcha das Vadias”, of Campinas, São Paulo. The main goal was to comprehend, through this march on the countryside of the state of São Paulo, how the contemporary feminism has been articulating, which are its claims, and how the relation of these expressions with new activism tools (the social networks) is. The “Marcha das Vadias” of Campinas is treated and described as a social fact. It is presented, in details, the form of organization and consolidation of a feminist collective on the city and it is also discussed the relation between this movement and the State representations on the spot. In sociological apprehension process of this social movement, it is revealed how current cultural and social phenomena reissue women’s body, from old feminist issues, reworking it on a way of being seen and exploited as defense policy practice in the streets and in the virtual spaces of cyberactivism.

Dois atores são destacados nesse processo: o governo federal, representado pelo Ministério da Saúde, e a sociedade civil, aqui representada pelo movimento de mulheres. A fim de entender, ainda que parcialmente, e mapear traços da dialética entre duas posições acerca da saúde da mulher foram selecionados dois textos: a Carta de Itapecerica, elaborada por mais de 70 grupos de mulheres, de 19 estados brasileiros, ligadas à área da saúde e que participaram do Primeiro Encontro Nacional de Saúde da Mulher, em outubro de1984, e o pronunciamento do Ministro de Estado da Saúde do Brasil, Waldyr Mendes Arcoverde, na Cidade do México, em 6 de agosto de 1984, durante a abertura da Conferência Internacional sobre População, que aconteceu de 6 a 13 de agosto de 1984. Com base nesses dois eventos e em dois dos textos que deles resultaram, um deles representando o governo e o outro a sociedade civil, é utilizada a análise lexical, mapeando trechos que poderiam ser vinculados a discursos particulares tendo como base o documento do movimento social e o documento oficial do governo, no intuito de investigar se há discursos que se materializam nos dois documentos analisados, ou se os dois documentos recorrem a discursos distintos sobre o tema em foco. Como resultados da pesquisa, observamos a influência que o ambiente internacional exerceu no plano doméstico e a importância do protagonismo dos movimentos de mulheres na definição de políticas públicas. __________________________________________________________________________________ ABSTRACT / The present study examines the role of women’s movements in the area of women's health, during the first half of eithties, a period when there was a prevailing internationally paradigm of birth control and internally struggled in accessing reproductive rights. Two actors are featured in this process, the federal government represented by the Ministry of Health and the social society by the women's movement. In order to understand, even though partially, and map dialectic trace between two positions on women's health, two texts were selected Chart of Itapecerica prepared by more than 70 women's groups from 19 Brazilian states, related with health who participated in the First National Meeting of Women's Health, in October 1984; and the statement of the Minister of Health of Brazil, Waldyr Mendes Arcoverde, in Mexico City, on August 6, 1984, during the opening of the International Conference on Population, held from 6-13 August 1984. Based on these two events, and in two texts resulted from them: one of them representing the government and the other the civil society, it is used the lexical analysis, mapping stretches that could be linked to particular discourses based on the social movement document and the official government document, in order to investigate whether there are speeches that materialize in the two documents analyzed, or if the two documents resort to different discourses on the subject in focus. As a result of the research, we observed the influence of the international environment at the domestic level, and the importance of the role of the women's movement in the definition of public policies.

Our study is a replication of a model developed in Europe (Research Network on Gender Politics and the State) started in 1995. Considering our singularities in South America, we added to the original group's effort procedures to answer the following question: to what extent feminists articulated to women's policy agencies can turn their demands into legislation?

The study took as a historical landmark the 1960s, analyzing the life experiences of women from this generation, belonging to urban, intellectualized middle classes, in the practices and social relations they establish. Although the period analyzed covers thirty years, I also sought to find out prospects this group had for the future. Two issues guided this focus: on one hand, discovering how political, economic and cultural facts influenced the organization of their families of origin and how they absorbed and reproduced them in their children s socialization. On the other hand, I was interested in finding out how women that lived through a period of political authoritarianism, with the subsequent confrontation of this context with the organization of civil society, incorporated the transformations that occurred in the transmission of values to their children, especially in raising their daughters. The hypothesis that guided my investigations was that, although there were continuities in the way that families have socialized girls, intellectualized women belonging to a higherincome social class, that were raised during a period of major national and global changes are more apt to absorbing cultural innovations, overcoming prejudices and assuming new standards of behavior. Historical and cultural processes that allowed for changes and constants in genderoriented child rearing may thus become clearer. The empirical procedure sought to recover, through the Life Story technique, this group s trajectory in its interrelation with the families of origin and the ones they formed, investigating the transitions that allow for changes in women s behavior, but that also maintained many inherited values, although they indicate possible alternations in the near future. The study showed that, despite the prevalence of the economic factor as the fuel for changes, the ideals of feminism, identified in the beginning with the middle classes, have been assimilated in recent decades in many cultural and ethical aspects by segments of women. They influenced in relations between sexes and generations, in the way in which conjugal unions are formed with greater emphasis on the quality of the relationship , in procreation and in issues tied to authority and power in the family / Neste estudo busquei identificar as mudanças que vêm ocorrendo no comportamento feminino nos últimos trinta anos, tendo a família como principal agente de socialização. A pesquisa tomou como marco histórico a década de 1960, analisando as experiências de vida de mulheres desta geração, pertencentes aos segmentos médios urbanos intelectualizados, em suas práticas e nas relações sociais que estabelecem. Embora o período analisado tenha sido demarcado em trinta anos, procurei também conhecer perspectivas que este grupo indicava para o futuro. Duas questões nortearam este enfoque: de um lado, conhecer como os fatos políticos, econômicos e culturais influíram na organização de suas famílias de origem e como estas os absorveram e reproduziram na socialização dos filhos. De outro, interessava saber como mulheres que viveram um período de autoritarismo político, com posterior enfrentamento deste contexto pela organização da sociedade civil, incorporaram as transformações que ocorreram na transmissão de valores aos filhos, em especial, na educação das filhas. A hipótese que orientou minhas investigações foi de que, embora haja continuidades na forma como a família vem socializando as meninas, mulheres intelectualizadas, pertencentes a uma camada com maior poder aquisitivo, que foram educadas num período de grandes mudanças nacionais e mundiais, estariam mais propensas a absorver as inovações culturais, superando preconceitos e assumindo novos padrões de conduta. Os processos históricos e culturais que viabilizam as mudanças e permanências na educação de gênero poderiam, desse modo, tornarem-se mais nítidos. O procedimento empírico procurou recuperar, pela técnica de Histórias de Vida, a trajetória desse grupo, em sua inter-relação com as famílias de origem e de constituição, investigando as transições que possibilitaram mudanças no comportamento feminino, mas também mantiveram muitos valores herdados, embora indiquem possibilidades de alterações no futuro próximo. O estudo mostrou que, apesar da prevalência do fator econômico, como impulsionador de mudanças, os ideais do feminismo, identificado em seu início com as camadas médias, têm sido assimilados, nas últimas décadas, em muitos aspectos culturais e éticos pelos segmentos femininos. Influíram nas relações entre os sexos e gerações, na forma de constituir uniões conjugais, com maior ênfase na qualidade do relacionamento, na procriação e nas questões ligadas à autoridade e ao poder na família
