Neste sentido, foi reconstru?da a trajet?ria de um grupo de negros que pratica a Congada e compreendido o processo de uso e desuso de uma fonte de abastecimento de ?gua, ambos existentes desde o s?culo XIX. As recria??es, adapta??es, mudan?as e continuidades na Congada da Lapa e na Fonte do Campo assim como de seu entorno, vistas dentro de um processo de longa dura??o, mostraram que a dinamicidade social pode ser considerada como a for?a motriz da cultura negra, onde nem a dan?a ? ?nica e prestes a acabar, e nem a fonte ? uma estrutura inerte ao tempo. Na reconstru??o hist?rica, os dados existentes sobre a Congada puderam ser comparados com dados atuais, demonstrando que a perman?ncia da tradi??o ? influenciada por fatores pol?ticos, econ?micos e sociais. Procurando constatar a presen?a negra no S?tio da Fonte, foi poss?vel perceber que o espa?o al?m de proporcionar sociabilidade nos Oitocentos, foi usado durante os s?culos XIX e XX, principalmente para o descarte do lixo proveniente do uso cotidiano dom?stico

One was Leonardo Mota (1891- 1948) that examined these relationships by calling attention to the "divorce between the Interior and the Sea" (MOTA, 1925, p.5). However, this "divorce" and difficult relationship between the hinterland and the Brazilian coast were not new, brought the unfolding of a series of constructs images and ideas produced historically. This paper makes an analysis about the construction of the national culture project created by Leonardo Mota in the years 1920-1930 and the historicity of the constructions of these images and ideas that influenced the consolidation of the distance between the hinterland and the coast, and also contributed in formation of national identities. / Nas primeiras décadas do século XX, intelectuais brasileiros discutiram as relações entre os sertões e as cidades litorâneas brasileiras. Um deles foi Leonardo Mota (1891-1948) que analisou essas relações chamando a atenção para o “divórcio entre o Sertão e o Mar”(MOTA, 1925, p.5). Entretanto, esse “divórcio” e difícil relação entre os sertões e o litoral brasileiros não eram novos, traziam os desdobramentos de uma série de construções de imagens e ideias produzidas historicamente. Esta dissertação faz uma análise sobre a construção do projeto de cultura nacional criado por Leonardo Mota nos anos de 1920-1930 e sobre a historicidade das construções dessas imagens e ideias que influenciaram a consolidação do distanciamento entre os sertões e o litoral e, ainda, contribuíram na formação de identidades nacionais.

The Federal Constitution requires the state and the community a duty to preserve the assets of material and immaterial nature, among them, the forms of expression, as an essential condition for life worthy and healthy quality of life. The thesis begins with the approach of cultural aspects (of the cultural origins and cultural rights) and their inter-relationship with the cultural heritage, returning itself to the functions and importance of the cultural heritage of the State Democratic socioambientalismo of law, the constitutional guidelines, which must be adopted by the Democratic State of Law, necessary for the implementation of the national plan of culture, and environmental instruments for the protection of the cultural patrimony of Brazil. At the end of the dissertation, the folklore is studied as all the creations of a cultural community, representative of its identity, as well as the factors for the identification of the demonstration folklore, as intangible expressions of Brazilian culture, carrier reference to the identity of the action and the memory of trainers groups of Brazilian society / A presente dissertação de mestrado trata do folclore brasileiro, no âmbito do direito ambiental constitucional, cujo desenvolvimento se deu sob a ótica do meio ambiente cultural, com fundamentação respaldada no texto constitucional, mormente nos artigos 215 e 216 da Constituição Federal. A Constituição Federal impõe ao Estado e à coletividade o dever de preservar os bens de natureza material e imaterial, entre eles as formas de expressão, como condição essencial à vida digna e à sadia qualidade de vida. A dissertação se inicia com a abordagem dos aspectos culturais (das origens culturais e dos direitos culturais) e a sua inter-relação com o patrimônio cultural, voltando-se para as funções e a importância do patrimônio cultural, do socioambientalismo no Estado Democrático de Direito, das diretrizes constitucionais, que devem ser adotadas pelo Estado Democrático de Direito, necessárias à implantação do plano nacional de cultura, e dos instrumentos ambientais para a proteção do patrimônio cultural brasileiro. Na parte final da dissertação, o folclore é estudado como o conjunto das criações culturais de uma comunidade, representativo de sua identidade, bem como os fatores de identificação da manifestação folclórica, como manifestação imaterial da cultura brasileira, portadora de referência à identidade, à ação e à memória de grupos formadores da sociedade brasileira

For this, we studied the establishment of tradition in commemoration of northeastern cultural identity in the merriment of the boi-bumb?. The work focused on the study of the construction of cultural identity of northeastern migrants in Porto Velho and, as the tradition of celebrating, boi-bumb? influenced for this cultural event became symbol of that social roup. This process of boi-bumb? celebration of tradition comes over time getting many influences, as there are cultural appropriations, that is, a cultural hybridity, a consequence of the mass communication of late post-modern society. Therefore, the research contributed to emphasize relationships of the Northeastern migratory movement has today in Porto Velho, in the local culture, in folklore, in short, the cultural identity of porto-velhense society. / A pesquisa analisou o papel da tradi??o na comemora??o do boi-bumb? na consolida??o da identidade cultural nordestina em Porto Velho. Para isso, estudou-se o estabelecimento da tradi??o na comemora??o da identidade cultural nordestina no folguedo do boi-bumb?. O trabalho focou no estudo da constru??o da identidade cultural dos migrantes nordestinos em Porto Velho e como a tradi??o da comemora??o do boi-bumb? influenciou para que essa manifesta??o cultural se tornasse s?mbolo desse grupo social. Esse processo da tradi??o da comemora??o do boi-bumb? vem ao longo dos tempos recebendo muitas influ?ncias, pois h? apropria??es culturais, ou seja, um hibridismo cultural, consequencia da comunica??o massiva da sociedade p?s-moderna tardia. On this way, the study verifies which components assure its permanence in a certain period of time and which strengths allow its update along time and places. It also has the intention to investigate aspects of the myth s transmission and how the communication and translation processes on the delighted figure of the king of Portugal Dom Sebastian occur. All these procedures are linked to a virtual trip of the mythic king, Desired and Covered king, presented in the popular religiousty, in oral speech, in rebellious popular movements of messianic character and in artistic works. Besides the places where he passed and still passes through, the study also shows Dom Sebastian s presence in the media, such a mewspapers and television programs and its important passage on the great brazilian spectacle called Carnival / Esta pesquisa pretende elaborar uma cartografia do fenômeno cultural chamado sebastianismo. Desta forma, estaremos verificando que componentes garantem sua permanência em um dado tempo/espaço, e quais as potências que permitem sua atualização em diversas épocas e lugares. Busca-se, ainda com isso, investigar aspectos da transmissão do mito e como se dão os processos comunicacionais e tradutórios envolvendo a figura encantada do rei Dom Sebastião de Portugal. Todos estes procedimentos estão ligados com uma viagem virtual do rei mítico, Desejado e Encoberto, que se apresentará na religiosidade popular, em relatos orais, em movimentos populares rebeldes de cunho messiânico e em obras artísticas. Além destes espaços por onde trafegou e ainda trafega, iremos conferir também a presença de Dom Sebastião nas mídias, como no jornal impresso e em programas televisivos, além de sua importante passagem pelo grande espetáculo brasileiro chamado Carnaval
