Institutional regional integration has become the main focus of Brazil's foreign policy during the administration of the Workers' Party 2003-2016. Why has Brazil decided to involve itself so deeply into the process of Latin American integration? The main objective of this single case study is twofold. First, applying the theory of neoclassical realism, this thesis aims to discuss all the driving forces (variables) behind Brazil's decision to make regional integration its top foreign policy priority since 2003. Second, it attempts to clarify that the São Paulo Forum, a continental network of the leftist political parties, should also be included into the set of driving forces behind the foreign policy choices in Brazil from 2003 to 2016. The following research question is put forward: What role does the São Paulo Forum play in Brazil's intensified involvement into regional integration during the period of the Workers` Party in power? Assessed through the congruence procedure and process tracing technique, the influence of the Forum is placed under the intervening variables of the neoclassical realist theory. Exploring Constraints to Russia’s Foreign Policy in the Baltics and the South Caucasus

The thesis is an explorative study of the notion of constraints to Russia’s foreign policy. The explorative attempt investigates Moscow’s external behaviour vis a vis the states of the Baltics and the South Caucasus from 2013 to 2020. The analysis argues that the notion of constraints, under the theoretical framework of neoclassical realism, can offer a certain degree of explanatory power in terms of foreign policy variance. The operationalization of the notion, based on Foreign Policy Analysis Theory, proposes specific factors for inspection. Initially, a thematic analysis of Russia’s Foreign Policy Documents of 2013 and 2016, illustrates that the notion of constraints and regionalism is lacking from the perception of the actor. The two documents understand the external world more in terms of threat/risk instead of constraints. Consequently, an examination of the constraints on the level of the international system, and the regional actors demonstrates that the notion holds analytical value under certain circumstances, however, it overlaps with existing frameworks such as that of Tsygankov’s constructivist version, and Structural Realism. The explorative research brings forward fields where the literature on Russia’s foreign policy can be enriched. One of the suggestions is associated with inspecting the notion of fear conditioning in the policy documents of the country.

THE QUALITY AND IMPACT OF PUBLIC OPINION IN A VULNERABLE DEMOCRACY: THE TAIWANESE CASE

This dissertation focuses on the intersection of foreign policy, public opinion, and domestic politics in Taiwan, a relatively young democracy under persistent threat. It examines the influence of a variety of internal political forces on Taiwanese foreign policy and employs various methodologies. The dissertation contributes to the scant literature of weak state political behavior in political science. It sheds light on the nuances missing in research that focuses on major powers. Substantively, it integrates a variety of subfields including international relations, public opinion, public support for war, and Taiwan studies.<div><br></div><div>Drawing from original surveys of activists and elites, the first study examines how public opinion on the Sunflower Movement, a nationwide movement led mostly by students, shaped the decisions of political leaders who were negotiating a major trade pact with China. The central finding from this case is that in some circumstances, public opinion could outweigh the importance of political factors such as elite rivalry in influencing the decision-making of political elites. The second study analyzes mass opinions regarding a hypothetical armed conflict with China. I find that generations, neglected in existing war support literature, play an essential role in shaping popular support for this conflict. Finally, I develop a novel theory of diversionary foreign policy pursued by asymmetrically weak states. Here, I show how Taiwanese leaders use aggressive foreign policy toward China to divert from domestic problems and garner public support. The major theoretical claims are that weak state leaders, for various reasons, often would use different types of diversionary tactics compared to their counterparts in major powers.<br></div>

With the creation of Unasur, in 2008, regional cooperation initiatives were potentiated, conducted by the auspices of the Brazilian presidential diplomacy. Unasur is an institution with multi-dimensional character, but has great accomplishment in managing regional political crisis, by convening an extraordinary meeting. Thus, the aim of this work is to analyze how Brazil has conducted its foreign policy in resolving regional disputes, which accounted for destabilization of the democratic order. Four political crisis were chosen: disputes over resources of hydrocarbons, Bolivia (2008); insurrection of the National Police, Ecuador (2010); impeachment of President Fernando Lugo, Paraguay (2012); far-right politics demonstrations in Venezuela (2014). The time frame analysis covers the period between 2008 and 2014, which corresponds to the governments of Luiz Inácio Lula da Silva and Dilma Rousseff. The methodological approach adopted is qualitative and inductive, with exploratory, bibliographical and documentary basis, covering two major areas of International Relations: Foreign Policy Analysis and Regional Integration. The Hermann’s Model (1990) of Foreign Policy Change is adopted as a theoretical approach, aimed at understanding the decision-making process of Brazilian Foreign Policy in the analyzed cases. These reflections on the action lines in Brazil are relevant to identify their standard of performance in the regional political crisis, managed by Unasur. / A América do Sul tornou-se um eixo geoestratégico importante para a Política Externa Brasileira, durante do século XXI. Com a criação da Unasul, em 2008, as iniciativas de cooperação regional foram potencializadas, aos auspícios da diplomacia presidencial brasileira. A Unasul é uma instituição com caráter pluridimensional, mas tem se destacado na gestão de crises políticas regionais, através da convocação de reuniões extraordinárias. Dessa forma, o objetivo desta dissertação é analisar como o Brasil tem conduzido sua política externa, nos processos resolutivos de contenciosos regionais, que representaram desestabilização da ordem democrática. Foram escolhidas quatro crises políticas: disputas pelos recursos dos hidrocarbonetos, na Bolívia (2008); insurreição da Polícia Nacional, no Equador (2010); destituição do presidente Fernando Lugo, no Paraguai (2012); manifestações de extrema direita, na Venezuela (2014). Este trabalho possui como tema a política externa da Indonésia, constituindo-se como um estudo de caso. A dissertação está estruturada em três capítulos. O primeiro procura identificar os elementos estruturais que condicionam a inserção internacional do país. O segundo capítulo aborda a situação regional do sudeste asiático, avaliando a influência da ascensão chinesa e a atuação de demais potências extrarregionais: Estados Unidos, Japão, Coreia do Sul, Austrália, Índia e Rússia. O terceiro capítulo tem por objetivo analisar a formulação da política externa indonésia, levando em consideração os pontos descritos nos capítulos anteriores. Metodologicamente, partiu-se de uma livre operacionalização do método das três imagens de Kenneth Waltz (o Homem, o Estado e a Guerra). Por fim, conclui-se que o aumento do número de potências e da anarquia oferece paradoxalmente uma janela de oportunidade para uma atuação mais autônoma da Indonésia no Sistema Internacional. / This work has as its theme the foreign policy of Indonesia, constituting itself as a case study.
