Examining the Six-Party Talks process on North Korea : dynamic interactions among the principal states

This doctoral thesis aims to provide a comprehensive and historical analysis of foreign policy behaviour of the principal states involved in nuclear talks on North Korea known as the Six-Party Talks (SPT). Despite the failure in achieving a primary objective of denuclearizing North Korea, the SPT were believed to provide interesting and informative cases to investigate dynamic interactions among states engaged in security talks with different motives and interests. For a holistic approach to foreign policy analysis, the thesis adopts a newly introduced theoretical framework called Interactionist Role Theory (IRT) which integrates the levels of analysis from individuals to international system by incorporating the concept of ‘roles’. Based on IRT, the thesis examines what drove the concerned states’ foreign policy shifts; what kinds of discrepancies the states experienced between or among competing roles (role conflicts); how successful their deliberate policy implementations were (role-makings); and what structural effects their foreign policy decisions had on the overall Six-Party Talks process. The thesis findings support the IRT premise that it is critical to understand a state’s perceived ideal roles to accurately identify the state’s motives for actions regarding particular foreign policy issues. The prevalence of inter-role conflicts at the time of states’ role-makings evinces that the SPT as social constraints did exert competing role expectations that challenged the member states’ role conceptions. Above all, the sequential analysis of the SPT process clearly shows the mutual influence between the member states (agents) and the SPT (social structure), which implies successful multilateral negotiations require reciprocal relations among participating states where all parties’ desired roles (role conceptions) are mutually verified and affirmed. The thesis is deemed to give insightful messages to conventional foreign policy readings that predominantly view the nuclear drama in the Northeast Asia region from a binary focus of US-DPRK mutual deterrence.

В настоящей диссертации изучается внешняя политика Советского Союза в период пика его существования, то есть, после кончины Иосифа Виссарионовича Сталина в 1953 г., до прихода Михаила Сергеевича Горбачева к власти в 1985 г. Чтобы пристально понимать такой вопрос, предлагается разделить на два разные основные периоды: Хрущевская эра (1953-1964); и Брежневская эра (1964-1982 гг.), в которую также вписываются правления Андропова (1982-84) и Черненко (1984-85). Второй период называется «развитым социализмом» его сторонниками или «эпохой застоя» ее критиками. Чтобы создать более эффективную и одновременно упрощенную аналитическую структуру, выбираются три примера двусторонних отношений с странами, которые играли доминировавшую роль в каждой из тогдашних «миров»: Соединенные Штаты (Первой мир или группа развитых капиталистические страны), Китайская Народная Республика (Второй мир, или группа стран социалистического лагеря), и Индия (Третий мир, или группа развивающихся стран). В данном исследовании стремится применять и продвигать многоуровневый подход в области анализа внешней политики (АВП), с учетом и теорию «Двухуровневую игру» Роберта Пунтама, и так называемый неоклассический реализм. Две основные цели определяют осуществление этой работы: первая из них является эмпирическим пониманием поведения одного из двух главнейших держав во время «холодной войны». Вторая – вносить критический вклад в аналитические дебаты внутри самой АВП. Одним из основных результатов данного исследования является определение процесса переориентации в советской внешней политике в 1950-х годах. На протяжении следующих десятилетий, сущность действий Советского государства оставалась неизменной, только с корректировками на стратегических и программных сферах в каждом из трех пересмотренных взаимоотношений. Для более точного описания внешней политики, утверждается необходимость учитывать различные аналитические аспекты в соответствии с многоуровневым подходом, такие как: глобальное соотношение сил, внутренние борьбы между разными социальными группами, мировоззрение правящей элиты, а также динамику институтов, в которых принимаются и реализуются решения. Эта работа основывается на основной источник, особенно в отношении экономических и военных данных, а также и на вторичные источники российской и зарубежной историографий. / Esta tese busca entender e explicar a política externa da União Soviética durante seu ápice, isto é, entre 1953, após a morte de Josef V. Stálin, e 1985, com a ascensão de Mikhail S. Gorbatchov. Para uma compreensão mais abrangente do tema, propõe-se a distinção de dois períodos principais: a Era Khrushchov (1953-1964); e a Era Brejnev (1964-1982), à qual acrescentamos, também, os hiatos de Andropov (1982-84) e Tchernenko (1984-85), fase denominada como ‘Socialismo Desenvolvido’, por seus próceres, ou ‘Era da Estagnação’, por seus críticos. Para obter um recorte analítico ao mesmo tempo mais robusto e ao mesmo tempo parcimonioso, selecionam-se três relações bilaterais de países representativos de uma categorização bastante comum durante a Guerra Fria, a imagem dos Três Mundos: os Estados Unidos (Primeiro Mundo, ou dos países capitalistas avançados), a República Popular da China (Segundo Mundo, ou dos países de orientação socialista), e a Índia (Terceiro Mundo, ou do heterogêneo grupo dos países em desenvolvimento). Busca-se desenvolver e aplicar uma metodologia multinível no escopo da Análise de Política Externa (APE), tendo-se como inspiração tanto a Teoria dos Jogos de Dois Níveis, de Robert Putnam, como o chamado realismo neoclássico. Dois grandes objetivos guiam a realização desta pesquisa: o primeiro, de caráter empírico, que é o de entender o comportamento de um dos dois grandes polos de poder durante a Guerra Fria; e o segundo, contribuir criticamente para o debate analítico em APE. Uma das principais revelações da tese é a ocorrência de um processo de reorientação na política externa do país na década de 1950, cuja essência se manteve inalterada nas décadas posteriores, com alterações no plano estratégico e tático em cada uma das três interações supramencionadas. Em consonância à abordagem multinível, defende-se a necessidade de se considerar diferentes níveis de análise em um mesmo esquema analítico para uma compreensão mais rigorosa da política externa, como a correlação de forças no sistema internacional, bem com as lutas internas, a visão de mundo predominante em dado governo e, também, a dinâmica das instituições onde as decisões são formuladas e implementadas. O trabalho utiliza tanto fontes primárias, sobretudo de indicadores econômicos e militares, mas também secundárias por meio da historiografia de autores russos como de outras nacionalidades. / This dissertation aims to analyze the foreign policy during the peak of Soviet Union, after Yosef Stalin’s death in 1953, and before the rise of Mikhail S. Gorbachev in 1985. For a more comprehensive understanding on the issue, a division of two distinct main periods is proposed: the Khrushchev Era (1953-1964), and the Brezhnev Era (1964-1982), to which is also added the hiatuses of Andropov (1982-84) and of Chernenko (1984-85), which is labeled ‘Developed Socialism’ by its supporters, or ‘Stagnation Era’ by its critics. To obtain an analytic framing simultaneously more revealing and parsimonious, it is selected three cases of bilateral relations of representative nations of a very common categorization during the Cold War, the concept of the Three Worlds: the United States (First World, or the set of developed capitalist nations), the People’s Republic of China (Second World, or the group of the socialist-oriented countries), and India (Third World, or the group of the developing countries). Initially, we proceed to apply a multilevel approach in the field of Foreign Policy Analysis (FPA), by bearing in mind both the Robert Putnam’s ‘Two-Level Game’ and the so-called neoclassic realism. Two main objectives guide the making of this work: the first one, of empiric nature, consists of grasping the behavior of one of the two power poles during the Cold War; and second one is to critically contribute to the analytic debate within FPA. One of the major findings of this research is the delimitation of reorientation in Soviet foreign policy in the 1950’s, whose essence remained largely unchanged over the decades ahead, with alterations in strategic and programmatic plans in each of the three overmentioned interactions. In line with the multilevel approach, it contends that, to obtain a more accurate depiction of foreign policy, one must consider different analytical dimensions, such as the global division of power, as well as the domestic disputes, the predominant worldview within a ruling elite, and the dynamics of institutions where decisions are taken and implemented. This work is informed both by primary sources, especially as regards of economic and military figures, and secondary ones of Russian and foreign historiography.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / As manifestações culturais e a cultura, em geral, têm adquirido relevância e protagonismo nas relações internacionais contemporâneas. Tal fenômeno possibilitou maior quantidade de pesquisas, teorias e trabalhos no campo das Relações Internacionais dedicadas a essa dimensão. Almeja-se com este trabalho contribuir com uma análise no plano das Relações Culturais Internacionais, enfocando o Ano do Brasil na França (2005) e o Ano da França no Brasil (2009). Através da análise destas duas temporadas culturais, analisa-se a densidade dessa profunda relação histórica entre Brasil e França, marcada pelos cálculos estratégicos de ambos os países. Esta pesquisa pretendeu mostrar que as temporadas culturais tornaram-se um dos modelos de diplomacia cultural adequados aos desafios da nova ordem global. Por isso, foi feito um estudo de caso sobre as temporadas franco-brasileiras de 2005 e 2009, através de pesquisa monográfica teórico-histórica; a qual demonstrou como as referidas temporadas culturais conciliam forças culturais em oposição na atualidade, ao mesmo tempo em que promoveram o intercâmbio cultural. / The cultural events and the culture, in general, have acquired relevance and leading role in the contemporary international relations. This phenomenon permitted largest amount of researches, theories, and works, on the field of International Relations, dedicated to this dimension. Aiming in this work to contribute with an analysis in terms of Cultural International Relations, it will be focus the Year of Brazil in France (2005) and the Year of France in Brazil (2009). Through this analysis of the two cultural seasons the density of this profound historical relation (between Brazil and France) marked by strategic calculations of both countries have been analyzed. The research intention was to show that cultural seasons have turned into one of the models of cultural diplomacy adequate to the challenges of the new global order. For that, it was done a case study on the French-Brazilian seasons of 2005 and 2009, through a monographic and theoretical-historical research, through which it was shown that the cultural seasons have been conciliating cultural seasons in opposition nowadays, at the same time it have been promoting the cultural exchange.

[pt] Esta dissertação examina a relevância dos temas identitários e culturais para o subcampo de análise de política externa. O esforço é identificar as lacunas e ausências desses conceitos em parte do desenvolvimento do subcampo assumindo-as como deficiências na capacidade explicativa desses estudos. Considerando que a contribuição construtivista é a que mais se aproxima da estrutura de compreensão necessária para abarcar esses dois tópicos, como variáveis explicativas fundamentais da política internacional, sobrevoamos a corrente teórica apresentando seus principais pontos e como esses são construídos e desenvolvidos na análise de política externa. Compreendemos que a política externa é, em última instância, uma expressão do encontro no espaço de negociação da fronteira entre o interno e o externo através dos mecanismos de identificação entre os atores envolvidos. Portanto, desconsiderar os fatores internos de formação de ideias compartilhadas e formas de identificação do eu gera perdas para a compreensão do sistema e de formas de inserção internacional e, a observação central é que a constante relação de construção entre eu e o outro, sobre a qual os estudos de política externa, em última instância, se debruçam, não são objeto de atenção, na maioria da produção do subcampo. Assim, este trabalho argumenta, a constante relação de (re)produção de identidades e os elementos culturais imbricados na política externa moldam a relação entre os atores envolvidos. As formas pelas quais os indivíduos, instituições e entidades formuladoras se reconhecem e permanentemente se constroem, são cruciais para estabelecer as relações com os fatores exógenos, portanto com os outros atores na relação internacional. Como ilustração de análise de atuação de uma política externa cultural estudamos o caso da Alemanha e sua atuação no setor cultural e educacional internacionalmente, principalmente através de instituições que atuam localmente e buscam manter identidades estáveis assim como rotinas nos mecanismos de identificação e reconhecimento entre os atores. Assim, essa dissertação sugere, e busca argumentar em favor da compreensão da identidade e da cultura são condições fundamentais para o subcampo de análise de política externa abrindo espaço para esse tipo de estudo na área. / [en] This dissertation examines the relevance of identity and cultural issues for the subfield of foreign policy analysis. The purpose is to identify the gaps and absences of these concepts in part of the development of the subfield, postulating them as deficiencies in the explanatory capacity of these studies. Considering that constructivism comes closest to the structure of understanding needed to cover these two topics as fundamental explanatory factors in international politics, we present its main points and how they are constructed and developed in foreign policy analysis. We understand that foreign policy is ultimately an expression of encounters in the constantly negotiated space of the border between the internal and the external through the mechanisms of identification among the actors involved. Therefore, disregarding the inter-factors of forming shared ideas and ways of identifying self generates losses for the understanding of the system and forms of international insertion. The main observation is that the constant relationship of construction between self and the other, on which foreign policy studies ultimately focus, are not the object of attention in most production in the subfield. Thus, this thesis argues, the constant relationship of (re) production of identities and the cultural elements imbricated in foreign policy shape the relationship between the actors involved. The ways in which individuals, institutions, and formulating entities are recognized and permanently constructed are crucial to establishing relationships with exogenous factors, and therefore with other actors in the international relationships. As an illustration of the performative analysis of a cultural foreign policy, we study the case of Germany and its activity in the cultural and educational sector internationally, mainly through institutions that act locally and seek to maintain stable identities as well as routines in the mechanisms of identification and recognition among the actors. Thus, this dissertation suggests, and seeks to argue in favor of the understanding of identity and culture are fundamental conditions for the subfield of analysis of foreign policy making room for this type of study in the area.

[pt] A atuação internacional dos Estados depende, essencialmente, das estratégias traçadas pelo Executivo a partir da barganha com os mais variados grupos de interesse que perseguem suas preferências no campo político doméstico. Quando Fernando Henrique Cardoso assumiu a presidência da República, em 1995, o Brasil enfrentava uma crise em seus paradigmas de inserção internacional na qual essas estratégias tinham de ser redefinidas, o que abre uma boa oportunidade para se analisar o comportamento dos atores políticos internos envolvidos no processo. Essa dissertação concentra-se no exame do comportamento da imprensa como ator político doméstico para mostrar que alguns dos principais veículos impressos brasileiros tiveram autonomia para influenciar a formulação da política externa do país no período analisado. Para isso, aproveita-se da intensificação da cobertura da imprensa em temas de política externa provocada pelo uso da diplomacia presidencial por Cardoso e analisa colunas e editoriais publicados pelo Globo e pela Folha de S. Paulo no período. A análise leva em consideração os enquadramentos utilizados nos textos e, a partir deles, aponta evidências da participação da imprensa na formulação da política externa brasileira com base em propostas teóricas dos estudos de Política da Comunicação e de Opinião Pública. / [en] The strategies that guide a state s foreign policy are the result of a bargain involving many important domestic interest groups that seek to achieve their preferences. Fernando Henrique Cardoso started his mandate, in 1995, during a period known as the Brazilian foreign policy paradigms crisis, when the country s international strategies had to be redefined, opening a great opportunity to study the behavior and the importance of domestic political actors involved in the foreign policy decision-making process. This work exams the behavior of the press as a domestic political actor to conclude that the most relevant newspapers in Brazil had autonomy to influence the building of Brazilian foreign policy during the period. Contributes to this effort the use of summit diplomacy by Cardoso, which intensifies the press cover on foreign policy. Thus, this work analyzes columnists articles published by O Globo and Folha de S. Paulo during the examined period. The analysis focus on the framing of these texts and discusses some evidences of Brazilian press influence on the foreign policy decision-making process, taking some theoretical propositions from studies of Communication Politics and Public Opinion.

Examining The Explanatory Potential Of Poliheuristic Theory In The Foreign Policy Decision-Making Of Small States : The Case Of Sweden’s Participation In Operation Unified Protector

This paper seeks to conduct a first test of the explanatory potential of the poliheuristic theory of foreign policy decision-making in the context of small states. The case studied is the Swedish decision to contribute to the UN-sanctioned and NATO-led Operation Unified Protector in 2011. The paper conducts a theory-testing Causal Process Tracing (CPT) study drawing on a variety of different sources including news articles, parliamentary records, government bills, official statements and remarks made by key individuals, and secondary sources. The result of the analysis demonstrate the potential validity of the poliheuristic understanding of the decision- making process operating in a small state, but fall short of demonstrating actual validity. The final results are thus more akin to results typically found in a plausibility probe case study, and future research is deemed merited based on the potential validity found.

For a holistic approach to foreign policy analysis, the thesis adopts a newly introduced theoretical framework called Interactionist Role Theory (IRT) which integrates the levels of analysis from individuals to international system by incorporating the concept of ‘roles’. Based on IRT, the thesis examines what drove the concerned states’ foreign policy shifts; what kinds of discrepancies the states experienced between or among competing roles (role conflicts); how successful their deliberate policy implementations were (role-makings); and what structural effects their foreign policy decisions had on the overall Six-Party Talks process. The thesis findings support the IRT premise that it is critical to understand a state’s perceived ideal roles to accurately identify the state’s motives for actions regarding particular foreign policy issues. The prevalence of inter-role conflicts at the time of states’ role-makings evinces that the SPT as social constraints did exert competing role expectations that challenged the member states’ role conceptions. Above all, the sequential analysis of the SPT process clearly shows the mutual influence between the member states (agents) and the SPT (social structure), which implies successful multilateral negotiations require reciprocal relations among participating states where all parties’ desired roles (role conceptions) are mutually verified and affirmed. The thesis is deemed to give insightful messages to conventional foreign policy readings that predominantly view the nuclear drama in the Northeast Asia region from a binary focus of US-DPRK mutual deterrence. / The full text has been embargoed.

Le développement démocratique engendre-t-il un changement dans la politique étrangère du Mexique ?La politique étrangère « traditionnelle » mexicaine est réputée pour être passive, légaliste et nationaliste, telle la définie le Parti Révolutionnaire Institutionnel au début du XXème siècle, jusqu’à la fin des années 1990. Depuis cette date, la politique étrangère mexicaine est en pleine transition sous l’effet d’un nouvel ordre mondial et du processus de démocratisation interne.En 2000, l’élection du président Fox jouit d’une légitimité internationale qui lui permet de renouveler la politique extérieure en se focalisant sur la défense des droits de l’Homme et de la démocratie. Ce changement diplomatique marque une rupture politique avec le régime précédent.Par le biais de la révision du ALENA, il cherche d’une part, à approfondir l’intégration avec les États-Unis avec la négociation d’un accord migratoire, et d’autre part, à développer une activité multilatérale, en particulier au sein des forums de l’ONU. Cette politique vise à réduire la dépendance du Mexique vis-à-vis des États-Unis en intensifiant sa présence multilatérale. Cet objectif sera néanmoins fortement perturbé par des éléments internes, comme l’inertie bureaucratique, et externes, avec les attentats terroristes du 11 septembre.Cette recherche s’appuie sur la littérature politiste spécialisée sur la politique étrangère mexicaine.Elle critique les analyses qui s’attachent exclusivement à démontrer le manque d’habilité et les erreurs diplomatiques de l’administration Fox. La thèse soutient au contraire, que ces changement sont permis de mettre sur l’agenda politique des dossiers fondamentaux comme la politique migratoire, les droits de l’Homme et la coopération pour le développement. / Has Mexican foreign policy changed with the advent of the new democratic rule in Mexico?Traditional Mexican Foreign Policy, known as passive, reactive, legalistic, and nationalistic, was installed by the Institutional Revolutionary Party (PRI) from the start of the 20th century to the late90s. Since that date, Mexican foreign policy faces a double transformation dynamic: the external,with the establishment of a new world order; and the internal, with the Mexican democratization process.2000 elections, depicted as a transparent process, gave president Vicente Fox sufficient international legitimacy to modify foreign policy agenda, introducing the protection of human rights and democratic values. These changes produce a political rupture with the previous regimeand triggered a change in the foreign policy behaviour.The new foreign policy program includes a complementary strategy: first, widen the regional integration within the United States, by the revision of the NAFTA, with a negotiation of amigration agreement; second, deploying a strong multilateral activity (mainly United Nationsforums). This stratagem seeks to reduce Mexico’s U.S. dependence, by intensifying its multilateral presence. But, internal and external causalities, inertial bureaucratic practices and the effects of September 11 reversed this policy.This research is based on political literature specialized in Mexican foreign policy. It critically analyzes the classic approach that focus exclusively on the lack of diplomatic skill and blunders of Fox’s administration. This thesis argues instead that these changes have helped set the politicalagenda of fundamental issues as migration policy, human rights and development cooperation. / ¿Hubo cambio en la política exterior de México con la llegada de la democracia?La política exterior “tradicional” de México, conocida como pasiva, legalista y nacionalista,instalada a inicios del siglo XX por el Partido Revolucionario Institucional (PRI) se enfrenta, en los años noventa, a un doble contexto de transición: el externo, ante la influencia de un nuevo orden mundial; y el interno, con el proceso de democratización. La elección del 2000, considerada un proceso electoral transparente y equitativo, le otorga algobierno de Fox una legitimidad internacional que le permite proponer una agenda de política exterior “nueva”, centrada en la protección de los derechos humanos y la democracia. Esto representa una ruptura política con respecto al régimen anterior y un signo de cambio en el comportamiento hacia el exterior.El nuevo programa de política exterior incluye una estrategia complementaria: primero, profundizar la integración con Estados Unidos, mediante la revisión del TLCAN, con la negociación de un acuerdo migratorio; y segundo, una actividad multilateral, particularmente en los foros de la ONU. Esta política busca reducir la dependencia de Estados Unidos, intensificando su presencia multilateral. Este objetivo es revertido a causa de factores tanto de causalidad interna como externa,como las inercias burocráticas y los efectos de los atentados del 11 de septiembre.Esta investigación se basa en la literatura especializada sobre la política exterior mexicana, y criticalos análisis enfocados exclusivamente en la falta de habilidad y los errores diplomáticos de la administración Fox.
