'n Eksplorerende studie oor die implementering van permanensiebeplanning by 'n provinsiale administrasie dienskantoor

An exploratory study was undertaken of the implementation of permanency planning at a Departemental office. The purpose of the research was to determine the philosophy and the guidelines for permanency planning. A literature study with regard to the philosophy and the guidelines for the implementation of permanency planning was undertaken. Based on this a questionare was compiled and completed from data of the files of 25 children in foster care where permanecy planning have been implemented or is in the process of being implemented. Recommendations have been made for further research and for the institution where the research was done. The most important findings of the research are as follows: Permanency planning is not implimented as a purposeful strategy, but is a long drownout process. The social workers who are responsible for the implementation of permanency planning are unaware of its philosophy and general guidelines. Consequently it is implemented intuitively rather than scientifically. / 'n Eksplorerende studie is onderneem waarin die implementering van permanensiebeplanning by 'n Departementele kantoor geeksploreer is. Die doel van die navorsing was om te bepaal wat die filosofie en die riglyne vir die implimentering van permanensiebeplanning is. Na aanleiding hiervan is 'n vraelys opgestel en uit 25 leers van pleegkinders by wie permanensiebeplanning ge1mplimenteer is of word voltooi. Voorspruitend hieruit is aanbevelings vir verdere navorsing en vir die instansie waar die navorsing onderneem is, gemaak. Die belangrikste bevindinge van die empiriese ondersoek dui op die volgende: Permanensiebeplanning word nie doelgerig ge1mplimenteer nie, maar is 'n lang uitgerekte proses. The operationalisation of cluster foster care schemes : a social developmental perspective

The presence of poverty, unemployment and children been infected or affected by HIV/Aids contributed to a high level of children in need of care and protection (Patel, 2005:165) and forced communities to came up with a ways of addressing this increasing need of alternative care. Cluster foster care schemes were one of the initiatives that were started spontaneously by community members to address need for more alternative care options (Colby-Newton, 2006:18). This form of alternative care was also included with the proclamation of the Children’s Act, 38 of 2005 and the Children’s Amendment Act, Act 41 of 2007 (Matthias, 2010:172-176). Although cluster foster care schemes are acknowledge and practice as a form of alternative care for children in need of care and protection the operationalising thereof remain a grey area. In an unpublished study by Taback and Associates, it was suggested that further research should be conducted regarding elements that need to be included in the operationalising of cluster foster care schemes (Taback and Associates, 2010:4). The above form the motivation for this study and also provide the basis for the formulation of the research question namely: “What are the operational elements necessary for the operationalising of cluster foster care schemes?” Following from the research problem and research question, the goal for this research was to explore and describe the present functioning of cluster foster care schemes in order to identify operational elements to be documented in a guideline for service providers and social workers. The researcher made use of qualitative research approach to explore and describe the participants’ perception on the research problem. This research endeavour firstly falls in the ambit of the phenomenology research design, which aimed to describe the conscious experience of the everyday life of the participants, which were in this study the managers of cluster foster care schemes as well as foster parents that provide foster care as part of a cluster foster care scheme. In addition to this the researcher also opted to include the exploratory, descriptive and contextual research design, which guided the exploration, description and contextualising of the views of the participants on elements needed to operationalise cluster foster care schemes. In order to achieve the above the researcher the researcher decided to make use of an intervention research model by Rothman and Thomas (1994:3-51), namely the “Intervention Develop and Design” framework (IDD framework). In this study the researcher only used phases one to phase four and certain steps of the IDD framework to develop the operational guidelines for the operationalising of cluster foster care schemes. In concluding the report of the study, the researcher provided summaries of and conclusions related to the background rational; research questions; goals and task objective of the study; the research methodology implemented; the empirical findings and literature consulted; and the developed operational guidelines. He concluded the document with recommendation related to the research process and methodology employed; research findings; and recommendation for further research on the research topic. / Social Work / D. Die genoemde aspekte het gedien as motivering vir die studie. Die bydrae wat maatskaplike werkers het tot die aanpassing van „n pleegkind in middelkinderjare in „n pleegsorgplasing is ondersoek. In die studie is daar gebuik gemaak van die kombinasie van ‟n kwalitatiewe en kwantitatiewe navorsingsbenadering, te wete „n geskeduleerde, semi-gestruktureerde vraelys wat beide oop en geslote vrae inhou wat uiteengesit is op inligting wat verkry is uit die literatuurstudie. Die ondersoek het „n bygedra gelewer tot die uitbreiding van kennis en inligting in die maatskaplikewerkpraktyk ten opsigte van die bydrae wat maatksaplike werkers lewer tot die aanpassing van „n pleegkind in middelkinderjare binne „n pleegsorgplasing. Dit beteken ook dat die rol van die maatskaplike werker met betrekking tot die tersaaklike onderwerp aangepas kan word ten einde sodanige aanpassing meer effektief aan te spreek. / ENGLISH ABSTRACT: A descriptive study with an exploratory design has been used in order to obtain more information and insight on the contribution that social workers make with regards to foster children in their mid-childhood years‟ adjustment within foster care placements. The researcher became aware of the increase in the use of foster care for vulnerable children in their mid-childhood years, as well as the shortage of literature in South Africa with regards to the contribution that social workers make towards these children adjusting to a foster care placement. The abovementioned aspects lead to the motivation for this study. The contribution that social workers make towards foster children in their mid-childhood years‟ adjustment within foster care placement was studied. The aim of this study is to gain insight into the contribution that social workers make towards foster children in mid-childhood years, adjusting within foster care placements. The literature study gave a description of the nature of foster care with regards to a foster child in his/her mid-childhood years. Foster care was described as a process: from preventative services to permanency placement. Specific attention was given to the foster child in mid-childhood years‟ development process as well as the contribution that social workers make towards a foster child in mid-childhood years‟ adjustment within a foster care placement. As the literature focused mainly on the social worker‟s contribution to the foster child in mid-childhood years‟ adjustment within a foster care placement, the sample consisted of twenty-two social workers working at two non-government organisations in the Western- and Southern- Cape regions. The participants have been registered as social work practitioners for at least one year and have had at least one year of experience in the process of foster care. A combination of both a qualitative and quantitative research methodology design was used in this study that consisted of a scheduled, semi-structured questionnaire which held both open- and closed ended questions. These questions were based on information retrieved from the literature study. The study made a contribution to the expansion of insight and knowledge in the social work practice with regards to the social workers‟ contribution to foster children in mid-childhood year‟s adjustment within foster care. The results of the literature study relatively confirmed the results of the study with regards to social workers‟ broad scale of service delivery during a foster care placement, as well as the consideration for the age and developmental phase of a foster child during the process of a foster care placement. First mentioned services are focused on the foster parents, biological parents as well as the foster children in order to enhance service delivery. Social workers‟ contribution to the adjustment of a foster child in mid-childhood years within a foster care placement seems to vary. Limited time and work overload prevent social workers to continuously support foster children in mid-childhood years as well as their foster parents. The recommendations focused on three areas including the contribution of a social worker, foster children and foster parents. The need for more training in the field of- and support in the area of foster care with regards to social workers, foster parents and foster children was identified as the fundamental themes. It is recommended that future research should focus on several contributing factors to ineffective adjustment within foster care placements with the aim of in-depth description of this phenomenon. Furthermore, the creation of guidelines concerning the enhancement of the adjustment process of foster children and foster parents that will lead to successful foster care placement is also recommended. This means that the role of the social worker with regards to the subject matter should adapt accordingly in order to enhance the adjustment within foster care placements.

Identifying Future Effective Foster Parent Characteristics: Using the Casey Foster Family Assessment

In 2014, Washoe County Department of Social Services in Nevada, licensed only 50 of 400 parents who applied to foster children. Lack of long-term effective foster parents creates instability within the system. Significant concern over increased numbers of children entering foster care and a decreased number of qualified foster care applicants continues. The Casey Foster Family Assessment (CFFA), a comprehensive assessment of key traits of effective foster parents may further enhance the fostering application process. The identified CFFA subscales most predictive of future foster parent effectiveness, may help WCDSS more effectively identify applicants likely to provide long-term stable homes for children. Local licensed foster parents and their case managers were recruited to complete the CFFA, and Effective Foster Parent Survey (EFPS). Using the Ecology theory of Bronfenbrenner and Belsky as a foundation, a series of Pearson bivariate correlations were conducted using the CFFA and EFPS scores and a regression analysis was conducted to determine the results. Results showed foster parents (N=35) with a high level of dedication, sufficient time, higher perceived degree of responsibility then the agency, and willing to foster children of differing racial, religious, cultural, or sexual identity backgrounds were viewed by their case managers as being highly effective. Identifying effective skills, and providing support and training to foster parents, may increase the likelihood that a child will stay in one home instead of moving repeatedly, reducing mental health risks of foster children. Three significant correlates were identified: positive parent-child interaction, participation in spiritual activities and attendance at agency training, set a foundation for continued research in additional effective foster parent skills and how to assess for these qualities in incoming applicants.

The Impact of Caseworkers' Educational Background and Placement Outcomes for Foster Children

Decades of data document that permanent placements of children in the welfare system has been a concern in Mississippi. As foster care rates increase, more children are awaiting placement. Researchers have linked child welfare workers' educational background to placement outcomes for foster care children; however, researchers have not addressed the relationship between child welfare workers' educational backgrounds and foster care placement outcomes in Mississippi. This quantitative study examined the educational backgrounds of social work and nonsocial work child welfare caseworkers and other factors such as children's gender and race as predictors in placement outcomes for children in welfare custody. Attachment theory was used to explain parent-child relationships and the importance of permanent, safe, and nurturing homes for children in the child welfare system. Secondary data were used from the 2017 archival records for 176 child welfare caseworkers' caseloads in the Mississippi Department of Child Protective Services (MDCPS). A simple linear and multiple regression analysis was used to examine child welfare caseworkers' educational background and children's gender and race as predictors for the length of stay in placement outcomes. The results revealed that caseworkers' educational backgrounds were not a significant predictor of placement outcomes but gender and race combined were significant in predicting the length of stay in placement outcomes for children in custody. Results from this study could promote positive social change within MDCPS by providing data to inform agency policy and procedures for child welfare practice, which could then result in more timely placements of reunification or adoption for children in the welfare system who are currently spending 36 months or more in traditional foster care.

<p>Sammanfattning</p><p>Syftet med studien var att belysa hur familjehemsföräldrar uppfattar sina biologiska barns behov av stöd från socialtjänsten i familjehemsprocessen. De frågeställningar som legat till grund för studien är vilket stöd familjernas egna barn blir erbjudna från socialtjänsten och vilken form av stöd föräldrarna önskar för de egna barnen. Vidare på vilket sätt de egna barnen i ett familjehem är delaktiga i familjehemsprocessen.</p><p>Metoden som använts i studien är kvalitativ. Via information från familjehemsföräldrar har de biologiska barnens behov av stöd från socialtjänsten undersökts. Det skedde genom att intervjua fem familjehem som hade haft hemmaboende egna barn, under en period av minst tre till fem år, samtidigt som en fosterbarnsplacering. För att kunna besvara uppsatsens frågeställningar studerades tidigare forskning som till viss del belyser hur de biologiska barnen upplever sin situation.</p><p>Studiens teoretiska tolkningsram är förutom tidigare forskning också systemteori som visar på hur man i familjesystemets relationer påverkar varandra, samt utvecklingsteori som belyser barns behov och utveckling i olika åldrar.</p><p>Resultaten som framkommit i studien visar att de biologiska barnen bör synliggöras på ett tydligare sätt genom hela familjehemsprocessen. Vidare bör socialtjänsten se de biologiska barnen som en del av familjehemmet och erbjuda dem samma stöd, handledning och information som föräldrarna erbjuds.</p> / <p>“They are used to share us with others” - Biological children’s participation in the foster care process</p><p>Abstract</p><p>The purpose of this study was to enlighten how foster parents consider their biological children’s need of support from the Social services in the foster care process. The questions on which the study is based has been “Which support is actually offered from the Social services?” and “What form of support do the foster parents wish for their biological children?” Also “In which ways are the biological children part of the foster care process?”</p><p>The method used in the study is qualitative. Through information gathered from foster care parents, the biological children’s need of support has been examined. One of the criteria was that the five interviewed foster care homes had had biological children living at home, during a period of at least three to five years, coinciding with a foster care placement.</p><p>In order to answer the questions, raised for the study, previous research has been examined, which enlightens the situation of biological children in foster care families.</p><p>The studies theoretical frame of interpretation is, besides previous research, also system theory which shows how you, within the family systems relations affect each other, and development theory which enlightens children needs and development during various ages.</p><p>Results from the study shows the importance of making the biological children more visible during the entire foster care process.</p><p>Furthermore the Social service should see the biological course as part of the foster home, and offer them the same amount of support, guidance and information offered to the parents.</p>

Supporting independence : a collective case study of foster alumni in community and technical colleges

The purpose of this study was to examine the experiences of foster alumni in community and technical colleges, with a focus on Washington State, using a qualitative research approach. Foster alumni may be considered a sub-set of first generation students, yet they have needs that extend beyond those of other first-generation students (e.g., housing). Examination of this issue is timely. Funding designated for foster alumni in higher education has increased in recent years, leading to a variety of support structures and levels of service at the colleges. Yet in the current budget climate, with state support diminishing, the two-year colleges face increasing challenges in providing support not only for foster alumni but for all students. Foster alumni moving into adulthood and through the state colleges represent the quintessential case of in loco parentis, yet their emerging status as adults needs to be supported with appropriate services, not forced dependency. This dissertation consists of three major manuscripts: a summary of the literature and two research reports, one focused on overall findings and the second focused on moving from the findings to considerations for practice. All three manuscripts utilized the critical social science or social justice perspective. The research manuscripts report the findings of a qualitative study using a collective case study design. Two colleges that serve foster alumni were identified and both staff and foster alumni students at the sites were interviewed, for a total of 10 students and 4 staff members. Participant selection utilized both purposive and convenience sampling methods. The study focused on three themes relevant to college participation which were identified based upon the review of the literature: Academic preparedness, psycho-social factors, and meeting basic needs. Interviews were recorded and transcribed verbatim; staff interviews served as both triangulation of the student data as well as a source of additional information on college services to foster alumni. Responses were analyzed for direct responses to interview questions as well as for emerging themes. In addition, case records (e.g., transcripts) were reviewed as an additional method of data triangulation. Findings of the study were reported through individual case summaries in manuscript two as well as cross-case analysis in both manuscripts. While the participants in this study had high rates of high school completion and many had shown signs of "early promise" for academic achievement, all needed pre-college level course remediation in at least one area. A majority of participants indicated having felt depressed, yet only one participant had a diagnosis of depression; most seemed to consider some level of depression to be a natural outcome in their situation. Indications of resilience and internal locus of control were evident. Many continued to struggle to meet basic needs while in college, and eight of the ten student participants reported having experienced periods of homelessness since leaving foster care. Based upon the findings of this study, foster alumni share certain characteristics with other first-generation students, yet their needs in particular areas necessitate additional on-campus services and/or stronger connections with community partners. Considerations for enhancing support services in the community and technical colleges in seven different areas are given, including designating staff contacts, building community partnerships to support housing, arranging for priority registration and financial aid processing to avoid enrollment gaps, and providing optional (not mandatory) mentoring relationships. / Graduation date: 2012 / Access restricted to the OSU Community at author's request from Dec. 7, 2011 - Dec. 7, 2012
