”De är vana att dela med sig av oss” : Biologiska barns delaktighet i familjehemsprocessen

Sammanfattning Syftet med studien var att belysa hur familjehemsföräldrar uppfattar sina biologiska barns behov av stöd från socialtjänsten i familjehemsprocessen. De frågeställningar som legat till grund för studien är vilket stöd familjernas egna barn blir erbjudna från socialtjänsten och vilken form av stöd föräldrarna önskar för de egna barnen. Vidare på vilket sätt de egna barnen i ett familjehem är delaktiga i familjehemsprocessen. Metoden som använts i studien är kvalitativ. Via information från familjehemsföräldrar har de biologiska barnens behov av stöd från socialtjänsten undersökts. Det skedde genom att intervjua fem familjehem som hade haft hemmaboende egna barn, under en period av minst tre till fem år, samtidigt som en fosterbarnsplacering. För att kunna besvara uppsatsens frågeställningar studerades tidigare forskning som till viss del belyser hur de biologiska barnen upplever sin situation. Studiens teoretiska tolkningsram är förutom tidigare forskning också systemteori som visar på hur man i familjesystemets relationer påverkar varandra, samt utvecklingsteori som belyser barns behov och utveckling i olika åldrar. Resultaten som framkommit i studien visar att de biologiska barnen bör synliggöras på ett tydligare sätt genom hela familjehemsprocessen. Vidare bör socialtjänsten se de biologiska barnen som en del av familjehemmet och erbjuda dem samma stöd, handledning och information som föräldrarna erbjuds. / “They are used to share us with others” - Biological children’s participation in the foster care process Abstract The purpose of this study was to enlighten how foster parents consider their biological children’s need of support from the Social services in the foster care process. The questions on which the study is based has been “Which support is actually offered from the Social services?” and “What form of support do the foster parents wish for their biological children?” Also “In which ways are the biological children part of the foster care process?” The method used in the study is qualitative. Through information gathered from foster care parents, the biological children’s need of support has been examined. One of the criteria was that the five interviewed foster care homes had had biological children living at home, during a period of at least three to five years, coinciding with a foster care placement. In order to answer the questions, raised for the study, previous research has been examined, which enlightens the situation of biological children in foster care families. The studies theoretical frame of interpretation is, besides previous research, also system theory which shows how you, within the family systems relations affect each other, and development theory which enlightens children needs and development during various ages. Results from the study shows the importance of making the biological children more visible during the entire foster care process. Furthermore the Social service should see the biological course as part of the foster home, and offer them the same amount of support, guidance and information offered to the parents.

Den förlorade barndomen : - en studie av sex tidigare fosterbarns upplevelser av vanvård vid placering i samhällsvård

The purpose of this study has been to describe and analyze how former foster children experienced foster care which have been filled with maltreatment and neglect and how this has influenced their adult life when it comes to health, education and relationships. We also wanted to study how the former foster children coped with their placement. Furthermore we wanted to study whether there has been any turningpoints during their growth. Finally we wanted to describe how the former foster children experienced the authorities control. To make the purpose of this study complete we chose to use qualitative interviews with six former foster children as our research method. When we analyzed the results we used developmentalpsychopathology, sense of coherence and earlier research. Our results shows that former foster children who have been maltreated and neglected in foster care have health problems, both mental and physical, they enter adolescence with low education and they have problems with close relationships. Our results also shows that former foster children who have been in foster care for a longer timer tend to have lower Sense of coherence. Furthermore our study shows that our interviewees are satisfied with their lives today.

Exploring the implementation of a life skills training program for adolescents in the Texas foster care system

The purpose of this exploratory study was to gain an increased understanding of an independent living skills training program's impact on resilience, social support, and life skills for foster care youth participants. This study used a qualitative case study methodology and involved a purposive sample of 16 ethnically diverse youths and 9 adult staff members of the Texas Department of Family and Protective Services. Youth participants were recruited through one of several state-contracted agencies that provided life skills training to youths in Texas. Data were collected through multiple sources and were analyzed using content analysis and descriptive statistics. Scores on standardized measures of resilience, social support, and life skills, and youths' descriptions of these same constructs were compared. The change in scores on the standardized measure of social support were statistically significant (p=.006; p<.05), while total scores on measures of resilience and life skills were not. Although scores were not statistically significant, scores on the measure of resilience were in the "high" range, possibly indicating high levels of internal and external assets, and scores on the standardized measure of life skills indicated that youths showed "mastery" of approximately half of the life skills. Youths' descriptions of social support, resilience, and life skills were consistent with scores on standardized measures. Participants described biological family members as their greatest sources of emotional support and encouragement and their verbal descriptions corresponded with the internal and external assets defined in the standardized measure of resilience. Most participants had difficulty describing and recollecting life skills information such as managing money and locating appropriate housing, which was consistent with scores suggesting they "mastered" only about half of all items on the life skills assessment. Staff participants cited placement changes and lack of transportation as the most frequent occurring reasons a youth stopped attending life skills training. Findings from this study highlighted the strengths of foster care youth and have implications for future use of strengths-based theories and frameworks, and for gender-specific life skills training. Findings also indicate important implications for teaching life skills to youths in foster care and policies related to independent living services.

Abstract Syftet med denna uppsats är att med hjälp av närläsning, analysera Växjö fattigstyrelses protokoll och föredragningslistor med rapporter. Ambitionen har varit att försöka urskilja vilka individer som var i kontakt med fattigvårdsstyrelsen och vilka ärenden de hade. Vidare också om vem som sågs som rätt respektive orätt fattig och vad för värderingar som kunde skönjas i materialet. Likaså om vilka makt- och kontrollfunktioner som utövades av Fattigvårdsstyrelsen och de som var knutna till den. Det vill säga hur makten kom att manifisteras. Ambitionen har också varit att pröva min hypotes om att gifta och ogifta kvinnor och deras barn behandlades olika och där de sistnämndas vandel påverkar deras möjligheter till ersättning negativt. Materialet analyserades utifrån ett barn-, familje och maktperspektiv i ljuset av Michel Foucaults teori om normalitet och avvikelse. Källmaterialet har bestått av rapporter, föredragningslistor och framförallt protokoll från Växjö Fattigvårdsstyrelse för åren 1857, 1876 och 1919. Denna undersökning visar bland annat att familjernas vandel påverkade utfallet av ansökningarna till Fattigvårdsstyrelsen. Exempelvis behandlades ogifta kvinnor och deras barn sämre än gifta kvinnor och änkor. Vidare visar resultaten att de klienter som var i kontakt med fattigvården fick redovisa allt vad de ägde och tjänade och de fick endast ersättning för existentiella behov i form av pengar till mat, kläder, konfirmationskläder, skodon, bränsle och i enskilda fall även till begravningskostnader. The aim of this study was to develop, implement and evaluate a social work empowerment programme for foster parents of sexually abused children. This thesis consists of five sections: SECTION A: Contains the problem statement, objectives and research methodology, the limitations of the study and definitions of key words. The problem statement was formulated as follows: There is no existing scientifically developed and implemented social work empowerment programme for foster parents of sexually abused children available in South Africa. This problem statement resulted in the development of four research objectives. The intervention research model was utilised and implemented within a mixed methodology paradigm. Focus group discussions and the single system design generated quantitative and qualitative data. SECTION B: Consists of four articles combined together, form the research report on the achievement of the objectives. The four articles are: Article 1: The implication of sexual abuse for foster care. The aim of this article is to establish the implications of sexual abuse for foster care by means of a literature study. The impact of child sexual abuse depends on various factors like the age of the child, the amount of force used, the relationship between the child and the perpetrator, and the period over which the abuse took place. The impact of sexual abuse on the child also varies depending on the individual child. In order for the foster parent to assist the foster child to heal from the trauma of child sexual abuse, it is necessary for the foster parent to have knowledge of and insight into such impact on the foster child. Article 2: The empowerment needs of foster parents of sexually abused children. The aim of this article is to establish the empowerment needs of foster parents of sexually abused children. A focus group discussion was used as a method to collect relevant qualitative data. Five (N=5) foster parents with foster children that have been sexually abused, identified from the caseload of a Child Welfare Society in White River and formed part of the discussion group. From the discussion group two categories, namely feelings, experiences and challenges of foster parents of sexually abused foster children and the needs of foster parents of sexually abused foster children were identified. Ten themes and sub-themes were derived and identified. Article 3: The development and implementation of a social work empowerment programme for foster parents of sexually abused children. The aim of this article is to develop and implement a social work empowerment programme for foster parents of sexually abused children. The operationalisation of cluster foster care schemes : a social developmental perspective

The presence of poverty, unemployment and children been infected or affected by HIV/Aids contributed to a high level of children in need of care and protection (Patel, 2005:165) and forced communities to came up with a ways of addressing this increasing need of alternative care. Cluster foster care schemes were one of the initiatives that were started spontaneously by community members to address need for more alternative care options (Colby-Newton, 2006:18). This form of alternative care was also included with the proclamation of the Children’s Act, 38 of 2005 and the Children’s Amendment Act, Act 41 of 2007 (Matthias, 2010:172-176). Although cluster foster care schemes are acknowledge and practice as a form of alternative care for children in need of care and protection the operationalising thereof remain a grey area. In an unpublished study by Taback and Associates, it was suggested that further research should be conducted regarding elements that need to be included in the operationalising of cluster foster care schemes (Taback and Associates, 2010:4). The above form the motivation for this study and also provide the basis for the formulation of the research question namely: “What are the operational elements necessary for the operationalising of cluster foster care schemes?” Following from the research problem and research question, the goal for this research was to explore and describe the present functioning of cluster foster care schemes in order to identify operational elements to be documented in a guideline for service providers and social workers. The researcher made use of qualitative research approach to explore and describe the participants’ perception on the research problem. This research endeavour firstly falls in the ambit of the phenomenology research design, which aimed to describe the conscious experience of the everyday life of the participants, which were in this study the managers of cluster foster care schemes as well as foster parents that provide foster care as part of a cluster foster care scheme. In addition to this the researcher also opted to include the exploratory, descriptive and contextual research design, which guided the exploration, description and contextualising of the views of the participants on elements needed to operationalise cluster foster care schemes. In order to achieve the above the researcher the researcher decided to make use of an intervention research model by Rothman and Thomas (1994:3-51), namely the “Intervention Develop and Design” framework (IDD framework). In this study the researcher only used phases one to phase four and certain steps of the IDD framework to develop the operational guidelines for the operationalising of cluster foster care schemes. In concluding the report of the study, the researcher provided summaries of and conclusions related to the background rational; research questions; goals and task objective of the study; the research methodology implemented; the empirical findings and literature consulted; and the developed operational guidelines. He concluded the document with recommendation related to the research process and methodology employed; research findings; and recommendation for further research on the research topic. / Social Work / D. An exploratory study was undertaken of the implementation of permanency planning at a Departemental office. The purpose of the research was to determine the philosophy and the guidelines for permanency planning. A literature study with regard to the philosophy and the guidelines for the implementation of permanency planning was undertaken. Based on this a questionare was compiled and completed from data of the files of 25 children in foster care where permanecy planning have been implemented or is in the process of being implemented. Recommendations have been made for further research and for the institution where the research was done. The most important findings of the research are as follows: Permanency planning is not implimented as a purposeful strategy, but is a long drownout process. The social workers who are responsible for the implementation of permanency planning are unaware of its philosophy and general guidelines. Consequently it is implemented intuitively rather than scientifically. / 'n Eksplorerende studie is onderneem waarin die implementering van permanensiebeplanning by 'n Departementele kantoor geeksploreer is.
