Das Copernicus-Satellitenprogramm Sentinel – Neue Anwendungsmöglichkeiten für die Erdbeobachtung

Im Rahmen des europäischen Erdbeobachtungsprogramms Copernicus wird eine leistungsfähige Infrastruktur zur Erzeugung von hochwertiger Geoinformation aufgebaut. Copernicus umfasst sowohl ein umfangreiches Satellitenprogramm – die sog. Sentinel-Satelliten – als auch die Copernicus-Dienste. Diese Dienste stellen Informationen von der lokalen bis zur globalen Ebene bereit und nutzen dazu satellitengestützte und terrestrische Messungen. Als erste operationelle Dienste wurden die Copernicus-Dienste für das „Katastrophen- und Krisenmanagement“ und die „Landüberwachung“ in Betrieb genommen. Der vorliegende Beitrag gibt einen Überblick zum aktuellen Stand der Sentinel-Missionen, den Copernicus-Diensten und den Copernicus-Maßnahmen in Deutschland.

Der Wandel der Industriegesellschaften von gestern hin zu Informationsgesellschaften ist allgemein bekannt. Die Anwendung moderner Kommunikationsmittel und neuer Technologien gehören bereits zum Alltag. Die Wichtigkeit von Geoinformationen als Wirtschaftsgut und Informationsressource ist in Politik und Gesellschaft ebenfalls angekommen. Das Geoinformationswesens stellt einen wachsenden Markt dar, der die Zukunft von Arbeit und Wohlstand zukünftig mit sichern kann. Der Aufbau der Geodateninfrastruktur im Freistaat Sachsen befindet sich noch am Anfang. Trotzdem sind bereits viele Aktivitäten im IT-Bereich durch eGovernment Projekte erfolgreich umgesetzt worden. Auch eine Vielzahl an Bestrebungen auf kommunaler Ebene haben den Prozess weiter voran gebracht. Durch die Gründung der gdi.initiative.sachsen ist eine weitere positive Entwicklung beim Aufbau der Geodateninfrastruktur in Sachsen möglich. Dem Hauptziel des einfachen Zugangs zu Geodaten und einem transparenten Geoinformationswesen kommt man schrittweise näher. Die Diplomarbeit gibt einen Überblick über das Geoinformationswesen und die vorhandenen Aktivitäten in Sachsen. Eine so umfassende Betrachtung des gesamten Bereiches lag bisher noch nicht vor. Die in der Aufgabenstellung geforderte detaillierte Datenerhebung konnte aufgrund des begrenzten, zeitlichen Umfangs nicht durchgeführt werden. Für diese ausstehende umfangreiche Ist-Erhebung beschreibt die Arbeit anzuwendende Methoden und nutzbare Datenquellen. Die Erstellung eines Portals des Geoinformationswesens in Sachsen und die Einbindung vorhandener Komponenten als Grundlage für eine umfassende Analyse sollte dabei Ziel sein. Die Diplomarbeit stellt somit die Diskussionsgrundlage für die weiteren Aktivitäten dar. Ein besonderes Augenmerk wurde auch auf vergleichbare Erhebungen anderer Bundesländer gelegt. Aus den Ergebnissen lassen sich Ziele und Thesen für die Untersuchungen im Freistaat Sachsen ableiten. Da eine detaillierte Ist-Analyse eine enge Kommunikation aller Akteure erfordert, würde automatisch der Aufbau einer Geodateninfrastruktur in Sachsen beflügelt. Darüber hinaus könnte die viel geforderte Transparenz des Geoinformationswesens und der Verwaltung Wirklichkeit werden. Die technischen und organisatorischen Voraussetzungen sind weitestgehend geschaffen, sodass dem erfolgreichen Aufbau einer Geodateninfrastruktur im Prinzip nichts entgegensteht.

Geographic object-based image analysis

The field of earth observation (EO) has seen tremendous development over recent time owing to the increasing quality of the sensor technology and the increasing number of operational satellites launched by several space organizations and companies around the world. Traditionally, the satellite data is analyzed by only considering the spectral characteristics measured at a pixel. The spatial relations and context were often ignored. With the advent of very high resolution satellite sensors providing a spatial resolution of ≤ 5m, the shortfalls of traditional pixel-based image processing techniques became evident. The need to identify new methods then led to focusing on the so called object-based image analysis (OBIA) methodologies. Unlike the pixel-based methods, the object-based methods which are based on segmenting the image into homogeneous regions use the shape, texture and context associated with the patterns thus providing an improved basis for image analysis. The remote sensing data normally has to be processed in a different way to that of the other types of images. In the geographic sense OBIA is referred to as Geographic Object-Based Image Analysis (GEOBIA), where the GEO pseudo prefix emphasizes the geographic components. This thesis will provide an overview of the principles of GEOBIA, describe some fundamentally new contributions to OBIA in the geographical context and, finally, summarize the current status with ideas for future developments.

The main target of the master thesis “GIS application for marking of cycle paths” is to investigate the opportunities of cycle tourism in Lithuania, and to mark the cycle tour route and cycle route as technical design using GIS technology. The cycle route designing principles, marking possibilities In Lithuania and abroad, also cycle rout designs and cyclists flows are analyzed while estimating the opportunities of cycling tourism. Basing on the collected data and the implemented pools,, the GIS sub-system of the cycle tour rout, and its’ development technology is described. Such information would be useful for the cyclists while planning the tour rout and during the tour, however such system would be even more useful if there would be more marked and classified cycle paths. After creating the common Lithuanian cycle paths database we could gather and propose an information on the cycle tourism possibilities to the cyclists, which could benefit further development of tourism in Lithuania. The Dzukija cycle route technical design data were used during development of GIS subsystem of cycle paths. Herefore the rout were marked by hands. The developed GIS subsystem allows wider information appliance. The work consists of 76 pages, 16 tables, 43 pictures, 5 annexes, 29 sources.

This study had as objective to present and to discuss the methodologic and computational structure in the collection and analyzes of the data flow and information used in georeferencing system of the poultry of Rio Grande do Sul State. It was focused the field applicability, introducing the technologies of geoinformation in the management of poultry companies with the function of to georeference, to store, to monitor and to analyze data and information collected by the companies, as well as to use specific tools of geoprocessing which modernize these poultry companies and assist the management agencies in taking of decisions, allowing them a higher security and rapidity concerning to biosecurity. The gotten results had allowed verifying that the production of georeferenced information regarding to poultry biosecurity is of vital importance for the economic and social situation of Brazil, therefore with them we can project action zones in a short interval of time from a focus, using a determined research radius, being able to take necessary prophylactic measures. It was concluded that the use of geoinformation technology for the production of georeferenced information reached the proposed objectives and revealed efficacious regarding to the planning, management and taking of decision. / Este estudo teve como objetivo apresentar e discutir a estrutura metodológica e computacional empregada na coleta e análise do fluxo de dados e informações utilizados no sistema de georreferenciamento da avicultura do Rio Grande do Sul referente à aplicabilidade de campo, introduzindo na gestão de empresas avícolas, as tecnologias de geoinformação com a função de georreferenciar, armazenar, monitorar e analisar dados e informações coletadas pelas empresas, bem como utilizar ferramentas especÍficas de geoprocessamento que modernizem estas empresas avícolas e auxiliem os órgãos na tomada de decisões permitindo a estas uma maior segurança e rapidez no que diz respeito à biossegurança. Os resultados obtidos permitiram verificar que a produção de informações georreferenciadas em relação à biossegurança avícola é de vital importância para a situação econômica e social brasileira, pois com as mesmas podemos em um curto intervalo de tempo projetar zonas de ações a partir de um foco utilizando um determinado raio de pesquisa, podendo com isto tomar as medidas profiláticas necessárias. A conclusão deste estudo é que o uso de tecnologia da geoinformação para a produção de informações georreferenciadas alcançou os objetivos propostos e mostrou-se eficaz no que tange ao planejamento, gestão e tomada de decisão.

The aim of this thesis is technical evaluation of existing approaches to defining rural areas in our country, in Europe and in the world. The main result of the work will be a comprehensive proposal for a new definition of rural areas of the Czech Republic by means of spatial data analysis in a geographic information system. The main method of the spatial analysis will be the map algebra, using it to define a new criterion for rural areas. A new proposal for the definition of rural areas of the Czech Republic will be based on a combination of commonly used criterias for defining rural (population, population density, unemployment rate, etc.) along with their processing in GIS (spatial models, overlay operations, spatial statistics and others). The result of this work should serve to further evaluate the proposals and rural areas of sustainable development.
