Container terminal plays an important role to serve container vessel¡¦s loading and discharging in seaport. Owing to high sunk cost and resource limited in operating ( e.g. rental, quay and yard cranes, berth window, yard and so on ), container terminals are mostly run by government or conglomerate of joint carriers . Practically, there are many container terminal operation types in the world. Among them, Kaohsiung Harbor Authority ( KHB ) leases out all terminals to several vessel carriers and the terminal lessee serves hers own vessels. In such operation type, Kaohsiung port terminal industries are faced with resource limited and berth window shortage problems. Above all, under the prevailing of global alliance tendency and ports serious competition, the terminal lessees will have the pressures of lack in resource sharing advantage and cost increasing. In such situation, the terminal performance and efficiency will be deteriorated in the long run. Thus, how to seek a better way, even changing the operation type, to enhance Kaohsiung port competitive ability is an imminent problem. Therefore, in order to maintain the Kaohsiung port¡¦s competitive advantage in international seaports, this thesis aims to discuss and evaluate the possibility of joint-venture type in Kaohsiung container terminal. We take Los Angeles¡¦s joint-venture case, which is a success cooperation, as an emulating example. And we act the expert investigation by AHP analysis to process this study. Finally, we expect this conclusion and suggestions can provide an opportunity to relating organizations for further study enabling them to come up with a suitable operation type in Kaohsiung harbor.

The study for strategies of BOT development in Taiwan-Kaohsiung MRT Project

As a distinctive type of investment, BOT indicates distinct attraction in many aspects. The government adopts BOT¡]Build-Operate-Transfer¡^format to reprieve financial stress, to attract folk enterprise to join grand-scale public construction projects, to infuse the operation of the government department with the spirit of enterprise, to expect efficient build and operation of grand-scale public construction projects, to make bigger economic efficiency and profit for the country. There are some characteristics for BOT, inclusive of long-term build eviction, unreversibility of investment, huge amount of investment, uncontrollable risks on scheme, build and operation, and the privilege for the enterprise. In theory, BOT format can reduce the financial stress and human-resource expense of the public department, raise the economic efficiency on management and disperse the investment risks of the government. Complete experiences are lacking from the operation of development project, bank financing to risk assessment and management because of the enforcement of public construction projects through the BOT format in Taiwan is still in the beginning. This thesis mainly examined Kaohsiung MRT Project, and analyzed foreign successful or discussible cases to explore why the enforcement of BOT format in Taiwan was difficulty, and severely criticized. The purpose of this thesis is to identify the various issues of BOT format by interviewing with the industrial advanced, official advanced and scholar to examine the BOT spirits is implemented or twisted, and hope the government¡¦s development project in the further can be practically benefited by this research. A multi-criteria selection of water treatment solutions for rural African villages : a case study of Makwane Village

The availability of water can be considered as one of the key ingredients to the human life, yet this resource remains scarcely available to those living in the rural parts of Africa. When water does present itself, it is often impure and requires extensive treatment. Water treatment systems, particularly those capable of treating water in rural areas, are currently areas of research and entrepreneurship focus, making a number of potential solutions available, and other still coming in. Unfortunately, these systems are not always capable of performing in particular socio-cultural and economic contexts, or are often deployed in the wrong rural areas. Therefore these systems do not perform at their optimal level of design. Rural areas in Africa have different socio-cultural and economic context from each other, and this needs to be taken into account if one is going to select the right water treatment system for a particular area. Using industrial engineering tools, two water treatment system selection models; an Additive Analytic Hierarchy Process model and a Fuzzy Logic based model, are presented and then integrated. These models take into account the context of selected rural area by pitting available water purification systems against selected criteria to determine if it is the right fit for the rural area considered. Both models are then pitted against each other to determine which is more adept at selecting the appropriate water purification system. Three water treatment alternatives were considered after an analysis was conducted on the available solutions on the market. The water treatment systems under consideration were the Biosand Filter with Zeolites (BSFZ), the Silver Impregnated Porous Pot, and A Borehole system. Makwane, a rural village in Limpopo, South Africa was used as a case study to demonstrate the application of the selection models. Le monde industriel est sans cesse confronté à des problèmes de choix. Une multitude de critères doit être pris en compte dans la résolution de ces derniers. Face à ces situations, les outils d’aide à la décision prennent tout leur sens. Nous utiliserons ici la méthode Analytic Hierarchic Process dans le domaine de la Production et plus particulièrement dans le cadre de l’ordonnancement d’une ligne de production de prothèses cardiovasculaires. Le paramétrage initial de cette méthode fait appel à l’évaluation d’un expert. Bien que ce dernier ait les connaissances nécessaires pour faire un paramétrage convenable, il n’en reste pas moins humain et introduira, même involontairement, une partie subjective dans ses décisions. L’ordonnancement en résultant ne sera donc pas forcément optimal. La réduction de cette subjectivité passe par l’utilisation d’une méta heuristique, de type algorithme génétique, pour améliorer ce paramétrage par l’exploration de solutions voisines à celles proposées par l’expert. / The industrial world is continually faced with problems of choices. Multitude of criterion must be taken into account in resolving them. Faced with these situations, the decision making tools give solutions. We will use the Analytic Hierarchy Process in the production field and especially in the scheduling of a cardio vascular prosthesis production line. The initial parameterization of this method involves the evaluation of an expert. Although he has the required knowledge to make a fitting setup, he is no less human and he will bring even unintentionally a subjective part in his decision. The resulting scheduling will therefore not necessarily be optimal. The reduction of the subjectivity can be done using a metaheuristic method, of genetic algorithm type, to improve this parameterization by exploring neighbouring solutions compared to those proposed by the expert.

Abstract Recently the printing industry in Taiwan has experienced great difficulty in the business, as a result of industry relocation, drastic decrease in demand, increase in manpower cost and massive use of commercial high speed machinery, contributing to an unbalance of supply and demand, quick drop in gross profit, falling into unfavorable price cut, and immense market competition. In the era of knowledge economy and lean profit, if lacking of strategic thought, selecting a Key Performance Indicator (KPI), suitable for its own industrial strategic execution, one would bound to face great difficulty in sustaining its business. In this regard, this study targets at selection of KPI in the printing industry and attempts to use four prospective of the Balanced Scorecard (BSC) with Analytic Hierarchy Process (AHP) for exploring the implementation feasibility. In order to verify and refine the first outcomes of AHP (Analytic Hierarchy Process) analysis, this stuy did the second AHP analysis and adopts the second outcomes as the conclusion.They are as follows: 1. These are the priorities of the four factors on the second layer: ¡§Internal Business Process Perspective¡¨ goes first, ¡§Learning and Growth Perspective¡¨ second, ¡§Financial Perspective¡¨ third, and ¡§Customer Perspective¡¨ last . 2. Abstract Along with the continuous merging innovations and break-through technologies on the development of stem cell study, there are more researching resources in the global market which have been invested in the studies of stem cell, and consequently stem cell can be utilized in more and more different fields. A professional biotechnology research institution; Jain PharmaBiotech, predicts that the market scale of stem cell collection and storage worldwide will reach 100 million US dollar in year 2010. Since the concept of stem cell application was introduced into Taiwan, a trend on the storage, and research and development of stem cell from cord blood has progressively arisen. The market of stem cell application will become more popular and the whole industry will be more well developed, especially when Taiwan Department of Health will allow the transplant of stem cell of cord blood being categorized into the ordinary surgical treatment, surgeons will have more experience on stem cell transplant and more successful cases will be conducted in the near future. However, the quantity of stem cell in cord blood and the chance of self-utilization have been the concerns and been questioned by the public now and then. Therefore, Bionet Corp. has been promoting a ¡§Donatable Family Banking (DFB)¡¨ project from middle of year 2004 and trying to address the above concerns. DFB project is expected to deliver the outcomes in protecting the self usage right of self payment clients on the stem cell saving of cord blood, and increasing the value and opportunity on the utilization of stem cell at the same time. Moreover, DFB project shall also be able to combine the advantages of public donation and self-saving, in order to increase the utilization rate on stem cell of cord blood, simultaneously not to cause any big financial burdens from the huge storage expenses, and eventually to reach a win-win situation between donators and service providers. A Study of Key Success Factors in Touch Panel Rework Industry

ABSTRACT In recent years, the iPhone and iPad enter to the market; lead the rapid growth of the touch panel. Taiwan is the largest 3C products OEM base in the world. Therefore, many foundries have invested in the production technology and process development of touch panel, but there are too many competitiors so that the average price will be dropped in the future and the profit willdecline too. Hence, the touch panel foundries should try to face the problems of increase yields, reduce costs and robust profits. In this study, the author selected the ¡§Taiwan Touch Panel Industry¡¨ as the research object. Then, collect, collate, generalization and analysis the literature of¡§Key Successful Factors¡¨, combined with interviews of experts and AHP (Analytical Hierarchy Process) questionnaire. The AHP questionnaire is designed by selection of assessment criteria, and filled by the manufactures. According to the summarization of AHP method to make a comparative and sort weights. And base on the results to give the conclusuins and recommendations. The study proposes five dimensions and 28 key success factors and future development trends. The author finds that the importantance of each aspect as fllows: the production capacity (38.9%), innovation capability (22.2%), financial planning ability (16.4%), marketing planning capacity (11.9%), human resource management (10.6%). By analysis results, the study gives the recommendations as below: 1. The cost and experience is the motive of technology innovation and development of touch panel industry. 2. Equally emphasize of materials and technology development trends.
