JUDr. PhDr. Ivo Šlosarčík, LL.M., Ph.D. Abstract The thesis seeks to map and explain the change of mind of President François Hollande with regard to the overall austerity in the eurozone. In early 2012, the President-to-be Hollande campaigned on a wave of desire for change and his campaign promises and election program promised a radically new approach towards economic and fiscal policies in the eurozone once he became president. The most explicit manifestation of this change should have been the renegotiation of the fiscal compact, formally the Treaty on Stability, Coordination and Governance in the Economic and Monetary Union. However, once in office, the new socialist president made very little to change the overall course of austerity at home and in the euro area. To explain this unexpected outcome, the thesis employs the sociological-political concept of the field of Eurocracy, derived from the sociology of Pierre Bourdieu and developed in the French academia by Didier Georgakakis and Jay Rowell. French Foreign and Security Policy Roles under François Hollande : A Role Theory Foreign Policy Analysis

This bachelor’s thesis in Political Science, is essentially a study of contemporary French foreign and security policy ‘roles’. Drawing on a doctoral thesis by Lisbeth Aggestam (2004), it investigates French National Role Conceptions, using Foreign Policy Analysis Role Theory. It thoroughly examines the nature of foreign policy-making and, notably, it explores the notions of foreign policy ‘roles’, ‘identity’ and ‘national role conceptions’. The study encompasses over twenty key foreign and security policy centred allocutions delivered by the present French President, François Hollande, between the years 2012-16. Primarily, it aims at answering whether French National Role Conceptions, as conceived of by Aggestam at the turn of the millennium, are still relevant for the understanding of current French foreign and security policy and action. Aggestam’s French national ‘role-set’ therefore serves as the eminent point of reference and comparison throughout the analysis. In a broader sense, the essay also aims at investigating the ideational basis to contemporary French foreign and security policy roles. More narrowly, a special consideration has been accorded the notion of ‘Europe de la défense’ (Europe of defence), a key idea in modern French foreign and security policy. The principal findings of the analysis show that most of the French National Role Conceptions identified by Aggestam, continue to be relevant. On the ideational level, France’s current self-image is arguably even more intimately suffused by the notion of ‘Europe’. On the foreign and security policy area, this is reflected in the continued French aim of constructing ‘Europe de la défense’, which is central to the general understanding of the French role-set. Lastly, the investigation supports the notion that French foreign and security policy roles are nourished by a ‘realistic idealism’, as advanced by Aggestam.

In particular, this thesis takes a closer look at these womens' use of a biography as a means to redeem their image as perceived by the public.

Postavení francouzského prezidenta v kontextu V. republiky / The position of the French President in the context of the Fifth Republic

The current French president has more possibilities to strengthen his position within the political system of the Fifth republic than his predecessors before the year 2000. This is the conclusion of this paper. At the turn of the millennium, French citizens have approved in a referendum the reduction of presidential term from seven to five years. In addition french prime minister initiated the change of the electoral calendar. Thanks to these reforms the probability that the system freezes in the period of cohabitation decreased significantly. In that context, this paper examines in what extend the role of the president became more important and how the last three french heads of state (Chirac, Sarkozy and Hollande) managed to behave within this new constitutional settlement. According to the results of this study, the president got wider possibilities especially in the field of practical execution of his mandate. It is because he can be more certain that the parliamentary majority will support him during his whole five year term. This means that the constitutional reform in 2000 (and next revisions in 2007 and 2008) made the political system clearer and it also stabilized the electoral calendar. This master thesis examines how the Fukushima accident has affected the French energy policy and the impact on the perception of nuclear energy by policymakers, the public and energy companies. Nuclear energy does comprises three-quarters of the total electricity production in the country and thus forms the backbone of the energy mix in France. The study uses comparative analysis as a main approach, to compare public discourse of state actors (in particular the President, the Ministry of Energy and Nuclear Safety Agency) and the French energy companies before and after the accident from March 11, 2011. At the beginning, the study refers on the position of nuclear energy in the world, historical development of nuclear energy in France and its importance for the energy security of the country. It also describes the Fukushima accident and its immediate consequences on nuclear energy worldwide. In a research section it presents a summary of France's energy policy before the Fukushima accident, in which emphasis was placed on maintaining a high share of nuclear energy in the energy mix of the country. In the next part of the research is described the French energy policy after the accident and subsequently the prospect of possible change of energy strategy of France.

Les XVII et XVIIIe siècle furent marqués par l'apogée des premiers empires coloniaux européens en Amérique du nord. Cette course aux colonies culmina avec la Guerre de sept ans (1756-1763) et la guerre d'Indépendance américaine (1775-1783). Cette époque fut également celle de la redécouverte des sources antiques, mythologiques ou historiques, qui inspirèrent nombre d'auteurs modernes dans leur compréhension du phénomène colonial.Ce travail s'attachera à comprendre la manière dont fut perçue la colonisation grecque dans le courant des Temps modernes, et comment les auteurs français, britanniques, néerlandais ou américains établirent des parallèles entre la colonisation de leur temps et les colonies des anciens Grecs. On s'intéressera à cet égard aux sensibilités politiques ou culturelles des divers auteurs, qui influèrent sur leurs façons de percevoir le colonialisme, que ce soit pour le soutenir ou le combattre. / During the XVIIth and XVIIIth centuries were the first european colonal empires at their highest points. The colonial race ended with the French and Indian war and the American Independence war. In 2010, the reverberations of the 2008 Global Financial Crisis had created a whole new crisis in Europe. Five Eurozone countries, Greece, Spain, Portugal, Ireland, and Cyprus all had requested financial aid packages, unable to repay their national debt. The crisis is ongoing in Europe ever since, becoming the greatest challenge presented to the Eurozone since the monetary union was formed. The intent of this thesis is to explore the effects of the Eurozone crisis on the political systems of Germany, France, and the United Kingdom. This thesis will study the effects utilizing the most prominent perspectives in political economy: neoliberalism, neomercantilism, and structuralism. This thesis also attempts to explain the recent rise in Euroscepticism in each country, whilst seeking an explanation in the rise in three Eurosceptic parties: Alternative für Deutschland from Germany, National Front from France, and the United Kingdom Independence Party. Lastly, this thesis conducts a comparative analysis to find the common elements in each case study, as well as the areas in which the studies diverge.

De 1746 à 1756, l’architecte allemand d’origine huguenote Simon-Louis Du Ry voyagea en Suède, en Hollande, en France et en Italie pour apprendre son métier. Il retourna en Italie de 1776 à 1777. Lors de ses périples, Simon-Louis Du Ry a entretenu une intense correspondance avec sa famille. Il a tenu un journal de son second tour d’Italie. Ces manuscrits sont une source très précieuse pour l’histoire de la mobilité des artistes à l’époque Moderne. L’objet de cette thèse est d’analyser et d’éditer les récits de voyage de Simon-Louis Du Ry. Nous considérons le voyage comme une pratique individuelle obéissant à des contraintes sociales et matérielles, et comme un mode de perception du monde, des autres, du savoir et de soi-même. L’enjeu est de prendre en compte le voyageur en tant qu’individu, mais aussi l’environnement dans lequel il organise ses déplacements. Après avoir décrit ces périples (itinéraires, modes de transport et d’hébergement, activités du voyageur…), nous les comparons aux modèles de voyage en vogue à l’époque qu’étaient le Grand Tour, le voyage savant, et le voyage artistique. Nous nous attachons aussi à étudier la manière dont Simon-Louis Du Ry a relaté ses pérégrinations, ainsi que l’influence que ces voyages eurent non seulement sur la carrière de cet architecte, mais aussi sur son milieu d’origine, c’est-à-dire le landgraviat de Hesse-Cassel au siècle des Lumières. L’édition critique des récits de voyage de Du Ry que nous proposons est accompagnée d’un apparat critique constitué de notes et de trois index : toponymique, biographique et thématique. / From 1746 to 1756, Simon-Louis du Ry, the German architect with Huguenot roots, traveled to Sweden, Holland, France, and Italy to learn a trade. He returned to Italy from 1776 to 1777. During his travels, Simon-Louis du Ry maintained an intense correspondence with his family. He kept a diary of his second trip to Italy and these manuscripts are a very valuable source for the history of the mobility of artists in the Modern era. The purpose of this thesis is to analyse and edit Simon-Louis Du Ry’s travel writings. We consider travel an individual experience which is limited by material and social issues, and a way of understanding the world, others, knowledge and oneself. Our challenge is to take account of the traveler as a person, but also of the environment in which he organizes his travels. After describing these journeys (including routes, transport and accommodation, and traveler’s activities), we compare them with the travel patterns in vogue at that time: the Grand Tour, the scholar’s travel, and the artist’s travel. We aim to explore how Simon-Louis Du Ry has described his travels and the influence that his journeys have had, not only on his architectural career, but also on his cultural background, i.e. the landgraviate of Hesse-Kassel during the Enlightenment. The critical examination of Du Ry’s travel books that we offer is accompanied by a critical apparatus consisting of notes and of three indexes: geographical names, biographical names, and subjects.
