The effectiveness of Integrated Development Planning as a tool to promote community participation : case study of Fetakgomo Tubatse Local Municipality, Limpopo Province

Thesis (MPAM.) -- University of Limpopo, 2022 / The study sought to assess the effectiveness of Integrated Development Planning as a tool to promote community participation in Fetakgomo Tubatse Municipality, Limpopo Province. A qualitative approach was used for data collection from a sample size of 20 municipal officials. An interview schedule was the chosen research instrument. Data was analyzed through thematic analysis. Measures were taken to ensure that the study results were credible, transferable, dependable, and confirmable. The study findings revealed that the effectiveness of the IDP as a tool for enhancing community participation was being hampered by loss of confidence in the IDP by the community; the COVID-19 pandemic; poor participation and lack of leadership commitment. In addition to the fact that community participation within the municipality was affected by challenges such as low literacy levels in the community the municipality also failed to deliver on past promises and logistical challenges. It was recommended that the municipality put plans into action to regain public confidence; introduce ward-level participation; use social media to reach wider audience and form an oversight committee to oversee the municipality’s financial accountability issues.

Monitoring and evaluation mechanisms for sustainable development in Sedibeng District Municipality

In South Africa, democracy has brought transformative improvement in the system of governance. The Constitution of the Republic of South Africa (1996) implemented in the post-apartheid era, has raised the status of the lowest sphere of government, by granting these authorities delegated responsibilities. This sphere of governance is known as local government (municipal government) and in the present context developmental local government is both democratically elected and decentralized. The restructuring of local governance requires municipalities to serve the communities within their areas of jurisdiction. This has brought capacity challenges for the municipalities. They are charged with delivering acceptable standards of services to the residents. The current lack of deliverance is evident in the widespread protests, with community members showing their dissatisfaction with sub-standard service delivery and backlogs. Furthermore, municipalities are required to formulate their own by-laws improve the lives of community members, and to implement their legislative mandates satisfactorily. In order for the municipalities to perform more effectively, a transformative model is necessary. The quality of services currently delivered at municipal level must be reviewed. Monitoring and evaluation are the key elements of assessment which must be undertaken. The rationale behind this monitoring and evaluation is to make the system of governance more effective through an even-handed assessment of policies, programmes, projects, strategies, performance of personnel, and the organization as a whole. For the purpose of this study, the researcher explored the challenges regarding monitoring and evaluation and its impact on sustainable development in Sedibeng District Municipality utilizing the quantitative research approach. The continuous population growth and the notable development of the mining industry have resulted in challenges for potable water supply in South Africa. The ever-increasing number of people migrating to urban areas has resulted in the demand of potable water supply in South Africa. Water is regarded as a human basic right which is promulgated by the recent amendment of the potable water service provisioning Water Services Act 108 of 1997 and the National Water Act 36 of 1998. The afore-mentioned Acts started a process to address the imbalance that existed during the apartheid regime. (The apartheid regime essentially had one objective initially, namely the control of (black, coloured and Indian) people in order to protect white privilege). It was meant to separate people of different races).The Acts were formulated to address the equal distribution of national resource for all South Africans. Mogwase Township in Moses Kotane Local Municipality is undergoing continuous growth with several mining areas being developed. Consequently, the supply of potable water has been a challenge in the area. It is, therefore, in the interest of the researcher to investigate the management of potable water supply in Mogwase Township with the aim of suggesting improved service delivery by the Moses Kotane Local Municipality. Water is now recognised as a scarce resource that belongs to all South Africans. The provision of potable water by the water services authorities (WSAs) is an important basic service that faces a number of challenges, such as the use of outdated infrastructure, namely: pipelines from the Vaalkop Dam, the lack of skilled and knowledgeable people, improper planning, and the booming population that place overt pressure on the demand for effective and efficient service delivery. This research was undertaken to investigate how Moses Kotane Local Municipality which obtains its potable water supply from Vaalkop Dam can improve the supply of water in a more effective, efficient, equitable, economic and sustainable manner through improved co-operative governance and integrated water resource management (IWRM). The qualitative and quantitative research designs were used to conduct the research, which included a literature review, semi-structured interviews, data sampling and scientific analysis of the responses. The researcher arrived at logical conclusions and S.M.A.R.T. A management plan for locally generated economic development in South Africa

Local authorities in South Africa need to compile and implement local economic development plans. These plans are not only required by law as a component of integrated development plans, but also emanate from the pressing needs of many communities for development, job creation, and greater welfare and prosperity. A review of the historical and theoretical background reveals changing approaches and different theories to defend the actions taken. A critique of typical strategies and processes reveals that no one strategy or process can be universally applied, but that these should be adapted to the community's unique circumstances. Shortcomings and appropriate applications are indicated. The management plan presents a process to enable local authorities in partnership with the community to compile a plan for locally generated and directed development. This plan can, but need not, be a component of an integrated development plan and is thus compatible with integrated development planning and the formulation of local development objectives. The plan draws on a number of planning methodologies including urban planning, city marketing, strategic planning and neuro-linguistic programming approaches. Techniques from these and community development methodologies are included to guide the community through the process of creating a vision, analysis, goal setting, plan and strategy formulation, implementation and review. This management plan is designed as a generic process that can be applied to a variety of circumstances. The flexible nature of the process permits innovation and adaptations to local needs and other fields of planning. Environmental impact assessment, integrated development planning and the pursuit of sustainable development in South Africa : a critical reflection on the consideration of alternatives

Thesis (MPhil (Sustainable Development Planning and Management))--University of Stellenbosch, 2009. / Despite our best planning and Environmental Impact Assessment (“EIA”) efforts we seem to be failing in our pursuit of Sustainable Development. In South Africa we find ourselves confronted with the harsh reality that after 14 years of democracy, more than a decade of compulsory EIA, and 12 years of legislated Integrated Development Planning (“IDP”), poverty remains widespread and persists alongside affluence, while inequalities are also growing. In addition South Africa’s life-supporting ecosystems continue to deteriorate at an alarming rate. Critically reflecting on what is going wrong, it is clear that there is an emergent consensus in the discourse that points towards the inadequate consideration of alternatives. A literature review of the historical development and social construction of the concept of “sustainable development”; a theoretical analysis of sustainable development, planning and EIA; as well as an analysis of the legislative and policy framework for EIA and IDP in South Africa, shows that the consideration of alternatives is the “heart” and “soul” of EIA and IDP, and therefore of the pursuit of sustainable development in South Africa. A content analysis of a sample of EIAs and IDPs undertaken and produced in the Western Cape Province of South Africa, however, indicates that alternatives are not being adequately considered during the current practice of EIA and IDP in South Africa – resulting in only slightly less unsustainable development and a perpetuation of the unsustainable and unjust “business-as-usual” development types and patterns of the past. EIA and IDP can never be, and were never supposed to be completely separate processes. EIAs must be considered within the context to be provided by the sustainable development vision, goals and objectives to be formulated in, and the desired spatial form and pattern of land use to be reflected in an area’s IDP and Spatial Development Frameworks (“SDF”). Properly informed Strategic Environmental Assessment based IDPs and SDFs, refined by Environmental Management Frameworks, should therefore provide the strategic context and decision-making framework for the consideration of need, desirability and alternatives; with the actual and potential socio-economic and ecological impacts of a specific proposal to be considered during the project-level EIA. Project-level EIAs in turn providing “feedback” to the planning processes to ensure reflexivity and continued improvement. The improved integration and convergence of IDP and EIA decision-making methodologies and practice are therefore paramount to the adequate consideration of alternatives and the pursuit of sustainable development in South Africa. While the challenges to be addressed by EIA and IDP in South Africa are complex and ‘wicked’, and the pursuit of sustainable development solutions is therefore also a complex and ongoing process, the need for fundamental alternatives that will lead to drastic and urgent change for the better are, however, just as real. The urgency and importance of the sustainable development challenge for South Africa calls for bold decisions and the search for sustainable alternatives that will deliver urgent and fundamental change for all South Africans. The practice of EIA and IDP should be driven by these realities and reflect the need for urgent and fundamental change.

Making the connection : the inclusion of information and communication technology in Western Cape Municipal integrated development plans

Thesis (MA)--University of Stellenbosch, 2006. / ENGLISH ABSTRACT: The study examines the Western Cape municipal Integrated Development Plans (IDPs) and questions whether these IDPs include Information and Communication Technology (ICT) initiatives that promote development. IDPs are used by municipalities as multi-sectoral plans that provide situation analyses of municipal areas and determine development priorities in municipal areas. These development priorities must be met within certain budget and time constraints. Globalisation and the technological revolution have led to the rapid development and convergence of technology. Technology, such as the Internet and cellular telephones, has had various influences on society. One of these influences includes the possible application of ICT for the purpose of development. Therefore both IDPs and ICT can be applied for developmental purposes. The study thus brings together two seemingly unrelated concepts, namely Integrated Development Plans and Information and Communication Technology and aligns them with one another through the concept of development. The study includes three main objectives. Firstly, the Integrated Development Plans of the municipalities in the Western Cape were examined to ascertain whether these municipalities address ICT in their IDPs. Secondly, the nature of the ICT initiatives was determined. This refers to whether the ICT initiatives are for use in the community or for use in the municipality. Finally, a framework was developed, which includes the classification of the different types of municipalities, together with the different types of ICT initiatives. Recommendations were made based on this framework. The various theoretical issues discussed in this study include the transformation of local government in South Africa and the establishment of developmental local government. Various issues concerning the use of ICT for development are also discussed and they include the ‘Information Society’, the ‘Digital Divide’ and ICT for development. This discussion emphasises that success of ICT initiatives for development depends on the nature of the underlying policy agenda; this agenda must be demand-driven and pro-poor. / AFRIKAANSE OPSOMMING: Hierdie studie ondersoek die Wes-Kaap munisipale Geintegreerde Ontwikkelingsplanne (GOP’s) en bevraagteken of dié GOP’s Inligting en Kommunikasie Tegnologie (IKT) inisiatiewe wat ontwikkeling bevorder, insluit. GOP’s word deur munisipaliteite as multi-sektorale planne gebruik wat toestandsontledings van munisipale gebiede voorsien en die ontwikkelingsprioriteite in munisipale gebiede bepaal. Hierdie ontwikkelingsprioriteite moet binne sekere begrotings- en tydsbeperkings bevredig word. Globalisering en die tegnologiese revolusie het tot die spoedige ontwikkeling en samevoeging van tegnologie gelei.
