Proposta para implementação conjunta de um sistema da qualidade ISO 9001:2000 para empresas do aglomerado de Sertãozinho / Proposal of a collaborative implementation of a ISO 9001:2000 quality system for companies of the Sertãozinho clusterYamanaka, Lie 29 August 2008 (has links)
Small and medium-sized entrerprise clusters have received great attention due to their potential for promoting the economic and social development of the companies they represent. Upon exploiting the similarities among companies from the same cluster, the application of continuous improvement tools is facilitated. Following this line of thinking, the necessity of increasing companies\' competitiveness through the deployment of these tools may stimulate the development of collaborative initiatives. Therefore, the objective of this research is to propose a process for deploying a Quality Management System (QMS) for groups of companies. This work consists of a literature review, the proposal development and a field research. The stages of the field research included the identification, choice and characterization of the cluster and its typical companies. Based on this data, which was obtained by means of a case study undertook in Sertãozinho industrial machine and equipment cluster, a structure for deploying the QMS was built. Later, a document structure and a join action process for the QMS based on the requirements from ISO 9001:2000 was proposed. Interviews with the representatives of some companies from this cluster were used to assess the proposal. These interviews showed that this proposal is viable, but its success will depend on the companies\' preparation and also on the support of the institutions which govern the region.

Quality management systems have proven to be effective tools in all areas of industry, service and administration. Although there is a legal obligation for the proof of a quality management system as well as for the participation in external quality assurance programs for all units of health care the consciousness for their need and usefulness ist low. After revision of EN ISO 9001:2000 there is a universal standard for a modern process and customer oriented quality management system for the application in all fields of health care. In contrast to quality modells especially designed for health care with focus on structure quality this standard integrates aspects of process quality and results. EN ISO 9001:2000 is the only standard which allows certification of part units of complex clinics like university hospitals. In a process of 18 months a quality management system could be introduced in the Department of Cardiovascular Surgery of the Charité epresenting the medi-cal faculty of Humboldt University Berlin leading to certification according to EN ISO 9001:2000 with the scope "Patient treatment and clinical research". Prior to this a comprehensive revision of structures, processes and the allocation of ressources with participation of all employees was necessary. By the introduction of this quality management system and the following certifi-cation quality improvements could be achieved: - Improvement of satisfaction of advising physicians with respect to the ac-cessibility of the department by modification of the structure and communica-tion systems as well as information of cooperating partners. - Improvement of the quality of the medical documentation by increase of coded side diagnoses by 135.3 % from 2000 to 2002. In the new DRG-system 78 % of all patients would be classified in the group of highest reim-bursement. - Reduction of medical goods by 3.3 % per operation with heart lung machine by means of planned allocation of ressources using an interface to external advisors and monthly analysis of costs for medical goods. - Reduction of laboratory costs by 35 % after introduction of panels for perio-perative routine laboratory investigations. In agreement with the experience of other clinics the costs for the introduction of the quality management system could be saved within the first years by the reduction of costs for medical goods and laboratory investigations. In conclusion the introduction of a quality management system and certification according to EN ISO 9001:2000 in a university cardac surgery department is possible and may lead to measurable quality improvements as well as to signifi-cant reduction of costs. It creates a consciousness for quality and may lead to a quality management system for the complete university clinic. The measures necessary for preservation of the quality management system may lead to a process of continuous quality improvement.

This study aimed to answer the following research problem: What are the perceptions of managers and their staff on the communication process of quality management through ISO 9001:2000? Data were collected through semi-structured interviews with a focus group, in a company certified by ISO 9001:2000. The interview was previously structured in three categories of analysis: the first was about the internal communication; the second was about the quality management system and the third and last, about the relationship between the two previously cited. From this study we can infer that, in the company, the collaborative dialogue predominates, allowing changes in point of view, since the dialogue is a powerful practice of communication and leadership, as well as a powerful transformation agent of organizational life. The managers work with open doors, attending to all the staff members without restrictions, stimulating dialogue and especially, listening to them. Regarding the transmission of information, the use of the board by the staff members to access what is currently happening was unanimous. Being the mostly used form of information transmission in the company, the boards have certain attractiveness in the organization of the content posted. The meetings, courses and training sessions are privileged, but other channels are no less important and are also used for organizational communication, such as: a suggestion box, internal communication (IC); logbook; 48 hours form, schedule, training, bulletins; code of ethics; and informal conversation. It was also evident that the staff members would like to have improvements in the work to be performed, for example, to change the cell phones for radios in the terminals and the use of PDA#s replacing the traditional clipboards that are filled manually. These two suggestions are efficient because information would be passed faster and the administrative office would get the information quickly instead of having the information only by the end of the day. Regarding the analysis of the quality management system, there is a sufficiently clear understanding of the whole process through standardization of procedures, seeking for quality in the service offered through continuous improvement. Internal audits considerably help in bringing benefits and detecting possible flaws in activities performance. The staff groups unanimously have a clear view of the quality management system in which the communication channels are satisfactory and promote the transfer and improvement of the management process.
