Search the library catalog for the location and call number. / This dissertation consists of three essays that empirically address aspects of three common questions posed in the Mexican immigration literature: What characteristics define migrants from Mexico? How does US border-enforcement policy affect migrant behavior? What role does foreign direct investment (FDI) into Mexico play in altering incentives for migration to the United States?
The first essay (Chapter II) examines selection patterns of Mexican migrants based on migration frequency. Studies of Mexican migrant selection have largely ignored its temporary and repeated nature. In particular, the literature has not appropriately distinguished between migrants that travel to the United States only once and those who migrate multiple times. I model the selection process of repeat migrants in two stages: selection into initial migration and selection into repeat migration. Allowing for unobservable differences between non-migrants, single-episode migrants and repeat migrants, I find negative selection of repeat migrants relative to non-migrants and no significant differences between the unobservable attributes of repeat and single-episode migrants.
The second essay (Chapter III) addresses how border enforcement influences migrant behavior. Increases in border enforcement during the 1990s were distributed non-uniformly along the border, targeting regions believed to experience episodes of high volumes of illegal border crossings. I examine how geographic and time-series variation in annual border enforcement influences US destination choices for undocumented Mexican migrants. While increased enforcement diverts migrants to alternative crossing locations, I show that their final destinations tend to be robust to border enforcement. Thus, in terms of policy, there may be benefits to coordination in enforcement efforts across sectors.
The third essay (Chapter IV) addresses the claim that Mexico-bound FDI reduces immigration to the United States by increasing employment opportunities and raising Mexican wages. I use annual, state-level FDI from 1994 to 2004 to examine how FDI flows influence US-migration propensity. FDI flows reduce the probability of migration to the United States and increase the probability of an employment change in Mexico for non-migrants. Further, FDI is found to increase the likelihood of employment changes for household heads in Mexican states bordering the United States, but not the likelihood of employment in interior states. / Adviser: Glen R. The policing of undocumented foreign nationals in South AfricaMabudusha, Sekgololo Angel 06 1900 (has links)
The increasing numbers of undocumented foreign nationals in South Africa not only has
affected the provision of services provided by the local municipalities and the Department of Home
Affairs but is also a huge challenge to the services provided by the South African police. The aim
of this study was to explore the police experiences of dealing with undocumented foreign
nationals in South Africa. A literature review was conducted to provide an overview of
this problem nationally and internationally. Interviews, observations and document analysis were
also considered to explore police experiences of dealing with undocumented foreign nationals. The
findings of this study show that the South African police are “caught between a rock and a hard
place” when dealing with undocumented foreign nationals within the constitutional framework
of this country. They receive little support from the government and the relevant stakeholders
on this matter, while on the other hand they are exposed to constant threats and lack of compliance
from the undocumented foreign nationals and the criminal syndicates that facilitate illegal
cross-border movements and the pressure from advocates of human rights principles and the media.
These factors lead to increased frustrations among police officials and self-protective measures
such as turning a blind eye to this problem.
To deal with the problem the Inclusive and Interactive Refugee Management Model, which focuses on
constant interaction among stakeholders, is recommended. Inclusive strategies are also
recommended for dealing with undocumented foreign nationals. This model supports a Left Realism perspective, which advocates collective responsibility towards human concerns / Police Practice / D. Litt. et Phil. (Police Science)

<p>The aim of this study was to examine how the social services could investigate and support children of irregular immigrants within the boundaries of the law. More specifically it aimed to examine the legal possibilities and obstacles for the social services to support irregular immigrants, how the officials at the social services act considering the legal aspects, and how they reason morally and ethically when dealing with irregular immigrants. To answer the aim of the study the theory of positive law was used combined with qualitative interviews with two officials at the social services. Moreover a small quantitative telephone study with officials in the social services and with voluntary organizations was made. The study has used theories of sociology of law, law and ethics, and professional (civil) disobedience. The conclusions were that children of irregular immigrants are included by the Swedish law for social services, but are hindered from getting support by the legal obligation to inform the police authorities when the social services are dealing with foreigners who did not apply for a residence permit. There is a need for the officials to be extra committed in such cases and they break the obligation to inform to be able to support the children.</p>

Croatia will become the 28th of the Europe Union (EU) member state in 2013. The European Union established in 1952 has brought Europe peace, stability and development for fifty years, and was awarded the 2012 Nobel Peace Prize. During the period of the post-World War II reconstruction and the fall of the Berlin wall in 1989, the EU serves as an important role to bring Europe together and to promote peace, reconciliation, democracy and human rights. The creation of European single currency and the formation of single market develop the free flow of goods, services and capital around the EU. However, it raises security issues while illegal immigrants exploit freedom of movement within the EU. Whether legal immigrants or illegal immigrants do bring underestimated impact on security and cultural and ethical integration issues. With the free movement of people within the EU, the member states have started to focus on the immigration policy in order to stabilize the internal security, to enhance the control of the external border and to fight against illegal immigration. Immigration issues are no longer just single domestic problems, but it is widely involved in the type of transnational migration. The EU member states see immigration issues at the EU level and coordinate the planning of the immigration policy, and establish the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (Frontex) to co-manage the EU external border security. The support of the national police force to improve the effectiveness of border control and the warrant of arrest ease the problem of illegal immigrants or refugees (such as transnational crime, drugs, human trafficking, etc.) to achieve the effect of curbing illegal immigration. This paper observes the current situation of the European immigration policy based on the study on the development of EU immigration policy-making process and factors. Through the analysis of policy and the law and treaties of founding the Frontex, this paper also examines the role and function of Frontex on the implementation of the EU immigration policy to understand the effectiveness of the co-management of the EU external border security.

The aim of this paper is to analyze the effects that recent health reforms adopted in Spain because of the economic crisis have had on the National Health System. It is not only a matter of mere budgetary cuts or measures of saving in the public expense. Reforms are looking for the efficiency and financial sustainability of health care services. However, a «mutation» in the public service has taken place. Reforms have affected the basic principles of the public system: the insurance model, its universality, the financing of the system and the principles of equity and cohesion of the public service. / El objeto de este trabajo es analizar los efectos que las reformas adoptadas recientemente en España con motivo de la crisis económica han tenido en el servicio público sanitario. No se trata solo de meros recortes presupuestarios y de medidas de ahorro en el gasto público. Las reformas buscan la eficiencia y la sostenibilidad económica del sistema sanitario. Sin embargo, han producido una importante «mutación» del servicio público que ha afectado a los principios básicos inspiradores del modelo, al modelo de aseguramiento, a su universalidad, a su financiación y, con ello, a los principios de equidad y cohesión del sistema.
