Por meio de procedimentos metodológicos que envolveram o desenvolvimento de trajetória de pequisa bibliográfica e pesquisa de campo, procurou-se perseguir esse objetivo, mediante a apropriação de aportes teóricos e, em especial, sob a ótica da Competência em Informação. Isso permitiu identificar as percepções e expectativas dos adolescentes em relação à TV digital, considerando-a com uma nova mídia na sociedade contemporânea. Os resultados obtidos refletem a realidade dos adolescentes e apontam a características próprias da faixa etária e inerentes à "geração Internet", a qual estes pertencem. Desse modo, pode-se concluir que: as respostas apresentadas pelos participantes da pesquisa apontam que estes adolescentes de diferentes classes sociais não têm informação adequada sobre a TV digital, assim como indicam a possibilidade de utilização dessa mídia na formação dos adolescentes, com a presença de programas educativos específicos para o público e também observam os aspectos sociais propostos pela TV digital como educação à distância, prestação de serviços voltados à cidadania e promoção social. Ao final são apresentadas considerações e recomendações que constituem parâmetros norteadores àqueles interessados em estudos e pesquisas nas áreas em foco que busquem a completude desta dissertação para prospecções futuras / Abstract: Is is shown an overview about perception and perspcetives from 12 to 15-year-old teenagers, who is considered a potential interactant for digital TV stabishing their relation with Information Competence and contribuing with guiding parameters as subsidy to comunication management actions in the society nowadays. It presents the theoretical framework an overview of special education as a constitutional principle, reflecting legal and pedagogical aspects; talks about management concepts and information flow in the organizational context, information literacy, information system in organizations and shares information. It has the specific purpose of mapping the deaf students enrolled in the research field school recognizing the adequacy age / series; Identify educational strategies and multifunction capabilities that teachers involved in the management of the Educational Service Specialist (ESA) use to develop their activities with the deaf students; verify the existence of obstacles to the development of information skills; describe the school information system Professor Adelina Almeida (EPAA) and identify information developed actions; propose a model of educational workshops related to the development of information literacy for teachers, students and parents of school research field in order to facilitate and strengthen the role of teachers in the use of teaching strategies. The investigation of the object of study has the north to action research, applied nature, a qualitative approach. The survey results demonstrate the existence of the elements of information system in the search field school which are social actors, actions, artifacts and information devices and scientific identification of concrete actions for the development of competence in information and potentiating new teaching strategies in driving learning always and in all dimensions of life. / O presente trabalho versa sobre a competência em informação para a inclusão social, tomando como referencia a gestão do Atendimento Educacional Especializado (AEE) para pessoas surdas, na Escola Adelina Almeida em Petrolina – PE. Apresenta no marco teórico um panorama da educação especial como principio constitucional, evidenciando aspectos legais e pedagógicos; discorre sobre concepções de gestão e do fluxo da informação no contexto organizacional, competência em informação, regime de informação nas organizações e ações de informação. Tem como objetivo específico mapear os alunos surdos matriculados na escola campo de pesquisa reconhecendo a adequação idade/serie; Identificar as estratégias educacionais e recursos multifuncionais que os professores envolvidos com a gestão do Atendimento Educacional Especializado (AEE) utilizam para desenvolverem suas atividades junto aos alunos surdos; verificar a existência de obstáculos para o desenvolvimento de competências em informação; descrever o regime de informação da Escola Professora Adelina Almeida (EPAA) e identificar ações de informações desenvolvidas; propor um modelo de oficinas pedagógicas relacionadas ao desenvolvimento de competência em informação para os professores, alunos e pais da escola campo de pesquisa na perspectiva de facilitar e fortalecer a atuação dos professores na utilização de estratégias pedagógicas. A investigação do objeto de estudo tem como norte a pesquisa-ação, de natureza aplicada, numa abordagem qualitativa. Os resultados da pesquisa demonstram a existência dos elementos constituintes do regime de informação na escola campo de pesquisa quais sejam atores sociais, ações, artefatos e dispositivos de informação e cientifica a identificação de ações concretas voltadas para o desenvolvimento de competência em informações e potencializadora de novas estratégias didáticas na condução do aprender sempre e em todas as dimensões da vida.

nÃo hà / O presente trabalho versa sobre a avaliaÃÃo de polÃticas pÃblicas no campo da comunicaÃÃo e divulgaÃÃo cientÃfica. Seu objetivo à examinar a utilizaÃÃo e alcance do Portal de PeriÃdicos da CAPES no Ãmbito da Universidade Federal do Cearà (UFC), em uma investigaÃÃo que enfoca especificamente os docentes dos cursos de pÃs-graduaÃÃo. No Brasil, o acesso e a divulgaÃÃo da produÃÃo cientÃfica tornaram-se um importante instrumento de polÃtica pÃblica do Governo Federal, e dentro desta linha de aÃÃo, o Portal de PeriÃdicos da CAPES ganha forte destaque. Criado no final do ano de 2000, o Portal de PeriÃdicos veio atender Ãs instituiÃÃes de todo o PaÃs que nÃo tinham acesso à produÃÃo cientÃfica nacional e estrangeira, por meio de uma base de dados e documentos referenciais em todas as Ãreas do conhecimento. No contexto desta investigaÃÃo, de natureza descritiva e de abordagem quali-quantitativa, avalia-se, o Portal de PeriÃdicos da CAPES segundo a metodologia de anÃlise desenvolvida pela Information Literacy Competency Standards for Higher Education da Association of College and Research Libraries (ACRL), procurando estabelecer uma relaÃÃo dos objetivos propostos e a efetiva utilizaÃÃo desta ferramenta. O universo da pesquisa, com o uso de questionÃrio online e entrevista semiestruturada, abrangeu 1.310 docentes dos cursos de pÃs-graduaÃÃo da UFC, contemplando todos os centros acadÃmicos nos trÃs campi situados na cidade de Fortaleza. Os resultados apresentados nos dois instrumentos de coleta de dados (atravÃs das 117 respostas dos questionÃrios e das 10 respostas das entrevistas) mostraram consenso quanto ao acesso e uso da ferramenta. A conclusÃo, que foi possÃvel alcanÃar, indica a necessidade de correÃÃes quanto à simplificaÃÃo da interface do Portal para uma melhor interatividade e atratividade na exploraÃÃo pelos beneficiÃrios, alÃm de aÃÃes como a educaÃÃo continuada e a divulgaÃÃo sistemÃtica no Ãmbito da Biblioteca UniversitÃria. / This paper deals with the evaluation of public policies in the communication and scientific dissemination areas. Its goal is to examine the use and scope of the Periodical Portal available through CAPES-MEC within the scope of the Federal University of Cearà (UFC), in an investigation that focuses specifically on the postgraduate professor. In Brazil, the access to and dissemination of scientific production has become an important public policy instrument of the Federal Government and within this line of action, the CAPES Periodicals Portal gains strong prominence. Created at the end of the year 2000, the Periodicals Portal came to serve institutions throughout the whole country. It did not have access to national and foreign scientific production, by means of a database and reference documents in all areas of knowledge. In the context of the research, of a descriptive and quali-quantitative approach, the CAPES Periodicals Portal was evaluated according to the methodology of analysis developed by the Information Literacy Competency Standards for Higher Education of the Association of College and Research Libraries (ACRL), attempting to stablish a relation from proposal goals and the effective use of this tool. The research universe, with the use of online questionaries and semistructured interviews, has covered 1310 teachers from UFC pos-graduate courses, approaching all academic fields in three campi located on Fortaleza city. The results exposed in both data collecting tools (through 117 answers from questionaries and 10 interview answers) presented consensus regarding the access and use of the tool. Nevertheless, the conclusion indicates the need for corrections regarding the simplification of the Portal interface for a better interactivity and attractiveness in the exploitation by beneficiaries, as well as actions such as continuing education and systematic dissemination within the scope of the University Library.
