No. of bitstreams: 1 ArquivoTotal.pdf: 8379084 bytes, checksum: d2d8e5f7a87ad60c88dd5f77a79d923c (MD5) Previous issue date: 2017-02-24 / This is an ethnographic research of artisanal fisheries in the municipality of Lucena-Pb and aimed to analyze the practices of information of mediation developed by the Fishery Community "Benjamin Constant, Z-5" for artisanal fisheries, and aims specifically to map the activities of fishermen on the beach of Lucena; to characterize the socioeconomic profile of fishermen and managers from the fishery community; to observe in what is based the relationship established between fishery community and fishermen; to understand aspects present in oral narratives of managers and fishermen from fishery community that can constitute as barriers in the process of information of communication; to present guidelines for the construction of an information regime and an information policy which promotes conversation between the fishermen from fishery community, the local fishermen and other institutions operating in the fisheries sector. This paper has as theoretical reference the literature from the fields of Science of Information and Sociology, through the point of view of sociological theory of secret from George Simmel, specifically addressing the three aspects of this theory: the secret, silence and conflict, and based on information as a social phenomenon, with support in the social paradigm from Capurro, regime and policy of information and studies from mediation of information. From the methodological point of view, the approach is ethnographic and qualitative, in which it was used the action research, the participant observation and the oral history to collect data, which were analyzed, emphasizing the significance of the facts and speeches as values the method of content analysis. The presentation of the analysis of the data was performed in two stages: initially the data collected through the registration effected with the fishermen and managers of the colony of fishermen and then performed the analysis made from the oral history narratives, with the lines and graphical representation, for best viewing set up relations and aspects of sociability. The final considerations present our impressions about the research field and the investigated object, and displays directions for future managers to make a more participative management, prioritizing the implementation of information practices that meets the needs of artisanal fisheries from the fishery community "Benjamin Constant", Z5. / Trata-se de uma pesquisa etnográfica realizada com pescadores artesanais no município de Lucena-Pb e teve como objetivo geral analisar as práticas de mediação da informação desenvolvida pela Colônia de Pescadores “Benjamin Constant, Z-5” para os pescadores artesanais e, como objetivos específicos: fazer o mapeamento dos pescadores em atividade na praia de Lucena; caracterizar o perfil socioeconômico dos pescadores e dos gestores da Colônia de pesca; observar como se constitui a relação estabelecida entre a Colônia de pesca e os pescadores; compreender nas narrativas orais dos gestores da Colônia de Pesca e, dos pescadores, os aspectos que possam se constituir como barreiras no processo de comunicação da informação; apresentar diretrizes para a construção de um regime de informação e uma política de informação que promova o diálogo entre a Colônia de pescadores, os pescadores locais e demais instituições que atuam no segmento da pesca. Teve como base teórica a literatura da área Ciência da Informação e da Sociologia, pelo olhar da teoria sociológica do segredo de George Simmel, abordando especificamente os três aspectos desta teoria: o segredo, o silêncio e o conflito, pautando-se na informação como um fenômeno social, com respaldo no paradigma social de Capurro, do regime e política de informação e dos estudos de mediação da informação. Do ponto de vista metodológico, a abordagem é etnográfica e qualitativa, a partir da utilização da pesquisa-ação, da observação participante e da história oral para a coleta dos dados, os quais foram analisados priorizando-se o significado dos fatos e das falas, como preza o método de análise de conteúdo. A apresentação da análise dos dados foi realizada em dois momentos: incialmente coletou-se os dados através do cadastramento efetivado com os pescadores e gestores da colônia de pescadores e, em seguida, apresentou-se a análise feita a partir das narrativas da história oral, com a exposição das falas e representação gráfica, para melhor visualização de relações constituídas e dos aspectos de sociabilidade. As considerações finais abordam as impressões acerca do campo da pesquisa e do objeto investigado apresentando, conforme proposto num dos objetivos específicos, direcionamentos para que os futuros gestores possam fazer uma administração mais participativa, priorizando a realização de práticas de informação que atendam as necessidades dos pescadores artesanais, associados à Colônia de pescadores “Benjamin Constant”, Z5.

Addressing ambiguity within information security policies in higher education to improve compliance

Information security (InfoSec) policies are widely used by institutions as a form of InfoSec control measure to protect their information assets. InfoSec policies are commonly documented in natural language, which is prone to ambiguity and misinterpretation, thereby making it hard, if not impossible, for users to comply with. These misinterpretations may lead the students or staff members to wrongfully execute the required actions, thereby making institutions vulnerable to InfoSec attacks. According to the literature review conducted in this work, InfoSec policy documents are often not followed or complied with; and the key issues facing InfoSec policy compliance include the lack of management support for InfoSec, organisational cultures of non-compliance, intentional and unintentional policy violation by employees (the insider threat), lack of policy awareness and training as well as the policy being unclear or ambiguous. This study is set in the higher education context and explores the extent to which the non-compliance problem is embedded within the policy documents themselves being affected by ambiguity. A qualitative method with a case study research strategy was followed in the research, in the form of an inductive approach with a cross-sectional time horizon, whereby a selection case of relevant institutional InfoSec policies were analysed. The data was collected in the form of academic literature and InfoSec policies of higher education institutions to derive themes for data analysis. A qualitative content analysis was performed on the policies, which identified ambiguity problems in the data. The findings indicated the presence of ambiguity within the policy documents, making it possible to misinterpret some of the policy statements. Formal methods were explored as a possible solution to the policy ambiguity. A framework was then proposed to address ambiguity and improve on the clarity of the semantics of policy statements. The framework can be used by policy writers in paying attention to the presence of ambiguity in their policies and address these when drafting or revising their policy documents. / School of Computing

PolÃticas pÃblicas de informaÃÃo no contexto da abertura do Estado : perspectivas sob a atuaÃÃo da Universidade Federal do Cearà com a Lei de acesso à informaÃÃo

nÃo hà / The work discusses the accessibility by public information triggered recently by law 12,527/12, seeking to identify the implications generated by this access law by the transparency of governmental entities in order to figure out how to change the implementation of public access to information policies. Aimed to investigate the General Applications of the law of access to information in the context of the Brazilian Pro's Office at the Federal University of CearÃ, in the light of the information regime. The motivation arose from the desire to answer the following question: how is it possible to understand the application of the access to information law from the Federal University of Cearà through the scheme of information? Among the specific objectives, undertook a discussion of conceptual aspects of information, in order to grasp the complexity that this terminology comes taking in the information society, as well as historical perspectives and conceptual approach of the process of opening of the State and historical foundations and conteudÃsticos for the emergence of the law of access to information. The intertwining of terms associated with the semantic field of access to information is brought to the surface from the triad advertising x accountability x transparency and your reflexes for a scenario of public governance. We used the information Regime as methodological approach for evaluating the implementation of the provision and access to information as is required by the law of access to information. The perception of the components of that scheme took place based on the achievement of data collection through interviews and questionnaires semi-enclosed seas in three prÃ-reitorias of UFC: PROGEP, PROPLAD and PROGRAD, in order to investigate the actors, devices, artifacts and information actions in the practices of the Federal University of Cearà relating to meeting the demands of active and passive transparency required by Law. It was found that the LAI is obeyed by the UFC, with support in the analysis of information of the system, but your compliance is not enough to observe the occurrence of a collaborative transparency. It was noted that arrangements for the provision of public information is in the process of implementation by the Federal Government as part of a process of reform of the State gerencialista, whose core aims to bring the public entities of the citizens as the effectiveness of the transparency to occur with greater property. It was verified the existence of a multifaceted scenario of implementation of various activities designed to promote citizen information so that the law 12.527/11 consolidates itself as the legal element of greater relevance in the implementation of ongoing Information Regime / O trabalho discute a acessibilidade por informaÃÃo pÃblica desencadeada recentemente pela Lei 12.527/12, buscando-se identificar as implicaÃÃes geradas por esta Lei de Acesso junto à transparÃncia das entidades governamentais de modo a perceber como alteram a implementaÃÃo de polÃticas pÃblicas de acesso à informaÃÃo. Teve como objetivo geral investigar as aplicabilidades da Lei de Acesso à informaÃÃo brasileira no Ãmbito das prÃreitorias da Universidade Federal do Cearà à luz do Regime de InformaÃÃo. A motivaÃÃo surgiu do anseio em responder à seguinte pergunta: como à possÃvel perceber a aplicaÃÃo da Lei de Acesso à InformaÃÃo pela Universidade Federal do Cearà atravÃs do Regime de InformaÃÃo? Entre os objetivos especÃficos, empreendeu-se uma discussÃo acerca de aspectos conceituais de informaÃÃo, de maneira a apreender a complexidade que essa terminologia vem assumindo na Sociedade da InformaÃÃo, alÃm de abordar perspectivas histÃricas e conceituais do processo de abertura do Estado e fundamentos histÃricos e conteudÃsticos para o surgimento da Lei de Acesso à InformaÃÃo. O entrelaÃamento de termos associados ao campo semÃntico de acesso à informaÃÃo à trazido à tona com suporte na trÃade transparÃncia x publicidade x accountability e seus reflexos para a realidade de governanÃa pÃblica. Utilizouse o Regime de InformaÃÃo como proposta metodolÃgica de avaliaÃÃo da implementaÃÃo da disponibilizaÃÃo e do acesso a informaÃÃes conforme à exigido pela Lei de Acesso a InformaÃÃo. A percepÃÃo dos componentes desse regime ocorreu com base na realizaÃÃo de coleta de dados mediante entrevistas e questionÃrios semifechados em trÃs prÃ-reitorias da UFC: PROGEP, PROPLAD e PROGRAD, com vistas a investigar os atores, dispositivos, artefatos e aÃÃes de informaÃÃo nas prÃticas da Universidade Federal do Cearà relativas ao atendimento das demandas de transparÃncia ativa e passiva exigidas pela Lei de Acesso. Verificou-se que a LAI à obedecida pela UFC, com suporte na anÃlise das aÃÃes de informaÃÃes do Regime, mas seu cumprimento nÃo à suficiente para que se possa observar a ocorrÃncia de uma transparÃncia colaborativa. Observou-se que um regime de disponibilizaÃÃo de InformaÃÃes pÃblicas esteja em vias de implantaÃÃo por parte do Governo Federal como parte de um processo de reforma gerencialista do Estado, cujo cerne objetiva aproximar os entes pÃblicos dos cidadÃos à medida que a efetividade da transparÃncia ocorra com maior propriedade. Constatou-se a existÃncia de uma realidade multifacetada de implementaÃÃo de vÃrias aÃÃes destinadas à promoÃÃo de informaÃÃes ao cidadÃo, de maneira que a Lei 12.527/11 se consolida como o elemento jurÃdico de maior relevÃncia na efetivaÃÃo do Regime de InformaÃÃes em curso.

Análise sobre a estrutura e a organização da base de informações institucionais e estatísticas da Pesquisa Municipal Unificada PMU, sob a perspectiva da disponibilização de seus dados. As informações institucionais e estatísticas, em âmbito municipal, constituem importante subsídio para a gestão pública, devendo ser disseminadas aos executores dos setores governamentais, bem como aos representantes da sociedade civil organizada. Assim, são avaliados os processos de comunicação em sistemas informacionais e os referenciais para organização e tratamento das informações. Procura-se mostrar que o uso de procedimentos documentários e terminológicos pode melhorar as formas de disponibilização, o acesso e a apropriação da informação, concluindo-se que esses princípios devem ser incorporados às políticas de informação institucionais, como meio de otimizar a disponibilização e a recuperação das informações. / Analysis of the structure and organization of the data systems of the institutional and statistical data of the Unified Municipal Research (PMU), from the perspective of the availability of its data. Institutional and statistical data, in that concerning the municipality, provides vital assistance in the administration of public affairs and should be disseminated among administrators of government bodies, as well as representatives of organized civil society. Communication in information systems and the references for their organization and handling are thus evaluated. What is sought is to show that the use of documentary and terminological procedures can improve the means of data availability, as well as the accessing and appropriation of data. This leads to the conclusion that such principles should be incorporated into institutional information policies as a means to optimize data availability and recovery.

Cross-border Copyfight : European libraries re-thinking the InfoSoc Directive / Upphovsrätt på reträtt? : Europeiska bibliotek utvärderar InfoSoc-direktivet

This master's thesis focuses on the argumentation of library organisations and European national libraries in their contributions to the European Commission's public consultation on the review of the EU copyright rules. This study aims to explain how the debate around copyright limitations and exceptions is constructed in library stakeholders' contributions. The construction is explained through argumentation analysis and a theoretical framework of the relations between structural, instrumental, and discursive power. The main findings are that library stakeholders in general are strongly supportive of a EU copyright reform, arguing that democratic values as well as the EU Single Market would benefit. There are also library stakeholders who argue against legislative change, either suggesting extended collective licences, or arguing that the Member States' sovereignity is more important than a pan-European copyright legislation. Furthermore, many library stakeholders propose either a general ”fair use” exception in EU copyright law, or adding several specific exceptions, e.g. for text and data mining, e-lending, publicly funded research openly available, and that contracts and technical protection measures cannot override limitations and exceptions. National libraries and library organisations from the Central and Eastern European Member States' are more supportive of a copyright reform than their Western European counterparts. They do not mention licences as a possible solution. In general, the library stakeholders agree that the interoperability, exchange and cooperation in activities and projects involving several EU Member States suffers from the current copyright legislation. / I den här masteruppsatsen utreds argumentationen som används av biblioteksorganisationer och europeiska nationalbibliotek i deras svar på Europeiska kommissionens samråd rörande en granskning av EU:s upphovsrätt. Studien ämnar besvara frågan om hur debatten kring inskränkningar och undantag i upphovsrätten konstrueras i biblioteksintressenternas samrådssvar. För att besvara denna fråga används argumentationsanalys, samt ett teoretiskt ramverk bestående av relationerna mellan strukturell, instrumentell och diskursiv makt. Resultatet av analysen är att biblioteksintressenterna generellt sett stöttar en reform av EU:s upphovsrätt, med argumenten att både demokratiska värden och EU:s inre marknad gagnas av detta. Andra biblioteksintressenter argumenterar mot en upphovsrättsreform och föreslår i stället kollektiva avtalslicenslösningar, eller så argumenterar de att medlemsländernas suveränitet är viktigare än en sameuropeisk lagstiftning. Dessutom föreslår många biblioteksintressenter antingen ett allmänt ”fair use”-undantag i EU:s upphovsrätt, eller att flera specifika undantag ska läggas till, t.ex. för text- och data-mining, e-bokslån, offentligt finansierad forskning ska publiceras öppet, och att kontrakt och tekniska skyddsåtgärder inte kan upphäva inskränkningar och undantag. Nationalbibliotek och biblioteksorganisationer från central- och östeuropeiska medlemsländer stöttar en upphovsrättsreform i större utsträckning än sina västeuropeiska motsvarigheter. De nämner inte alls licenser som en möjlig lösning. Överlag instämmer biblioteksintressenterna i att interoperabilitet, utbyte och samarbete i aktiviteter och projekt som involverar flera medlemsländer lider av upphovsrättens nuvarande skick.

The aim of this thesis is to describe and evaluate policie, programs and projects of the European Union's information policy. It is focused on the librarianship with a reflection of Czech projects in this area. In the introduction, the so-called Bangemann report is mentioned, which is considered as a milestone in the development of information society. This report laid the foundation for other strategic documents, which were the eEurope, including following action plans. There are other two important documents mentioned in the following chapters, i.e. i2010 - European information society for growth and employment, and EUROPE 2020 - A strategy for smart, sustainable and inclusive growth. The core of the work is formed by a description of programs, funding European projects in the area of librarianship and projects, which originated from those programs. Given the trend of the 21st century is the digitization, projects in this area are described in this thesis. This is especially the European Digital Library, Europeana, and many other partial projects. The penultimate chapter is devoted to current projects in the field of digitization in the Czech Republic. This diploma thesis called Information policy of Republic of Finland is describing finnish e-government in present time. The text talking about Finnish Regulatory Authority - FICORA. This authority is subordinated to Ministry of transport and communications and it's main mission is making available information, protecting them, but also secure data transmission. With data protection organization helping the National Security Authority or the NSA. The text also describes finnish information policy, it's beggining, the present and the future strategy. It reveals the structure and organization of the whole information system, points out the obstacles it had to Finnish government in implementing e-government deal and what recommendations were given to the State by the OECD. Furthermore, this work demonstrates the most important portals, strategic plans and projects of the Ministry of Finance that the project e-government shielded.

The purpose of the thesis is to analyze the Information Policy of the Republic of Uzbekistan, focused primarily on the mid. 90s up to nowadays. The focus is mainly given on to the ICT development and its support by the Republic of Uzbekistan. It covers the analysis and descriptions on access to information, restriction problems of the press and censorship. Theoretical knowledge has been supported with practical analysis gained during the study tour to Uzbekistan. During the study tour has been accomplished a small exploratory study conduct a survey of how the Internet and the mass media is accepted and used by the population of Uzbekistan. The case study, at the end of the thesis, tries to approach the use of the Internet and particularly the so-called new media by independent journalists from Radio Ozodlik, an Uzbek department of Radio Free Europe/Radio Liberty.

The first part of thesis outlines historical and political development in Cuba since the beginning of the revolution in 1959 to the present and introduces the development of selected areas of information policy on the island. The second part analyzes the expansion of information and communication technologies, including Internet and its censorship. The last part of thesis summarizes historical development and current state of public libraries and partially librarianship.
