Comprehensive Output Measurement: The 'Missing Link' in U.S. Federal Government Performance Reporting

Performance and accrual-based financial management systems as envisaged in the 1990 Chief Financial Officers (CFO) Act, the 1993 Government Performance and Results Act (GPRA), the 1996 Federal Financial Management Improvement Act (FFMIA) and related legislation have been in place since prior to the turn of the millennium. Nevertheless, although performance has been measured and financial accountability improved in U.S. federal government agencies, there remains a gap in reporting on operational efficiency and effectiveness. This dissertation extends research into performance management to determine the extent to which performance measurement systems report on operational efficiency and effectiveness and thereby further facilitate performance management. It examines outputs as the unit-of-analysis within the input-output-outcome framework of performance measurement and reporting systems and their integration with accrual-based financial management systems in assessing government operations. It challenges the predominantly outcomes-focused reporting system as insufficient to the objective of improved operational efficiency and effectiveness. The research methodology employs qualitative analysis of selected agency performance reports, interviews of selected agency senior managers and oversight officials, analysis of previous research on performance reporting, and analysis of GAO survey data. The research examines an increased focus on output reporting as a means to improve operational efficiency and the linkage of outputs to outcomes as an effectiveness measure. The research leads to the conclusion that very little output efficiency or effectiveness measurement and reporting is occurring. The failure to measure performance in this manner is to the considerable detriment of operational efficiency, effectiveness and cost reduction in the federal government. / Ph. D.

No / Study is presented into the performance of Fast Fourier Transform (FFT) and Discrete Wavelet Transform (DWT) and MIMO-DWT with transmit beamforming. Feedback loop has been used between the equalizer at the transmitter to the receiver which provided the channel state information which was then used to construct a steering matrix for the transmission sequence such that the received signals at the transmitter can be combined constructively in order to provide a reliable and improved system for next generation wireless systems. As convolution in time domain equals multiplication in frequency domain no such counterpart exist for the symbols in space, means linear convolution and Intersymbol Interference (ISI) generation so both zero forcing (ZF) and minimum mean squared error (MMSE) equalizations have been employed. The results show superior performance improvement and in addition allow keeping the processing, power and implementation cost at the transmitter which has less constraints and the results also show that both equalization algorithms perform alike in wavelets and the ISI is spread equally between different wavelet domains.

Optimisation du partage de ressources pour les réseaux cellulaires auto-organisés / Radio resource sharing optimisation for self-organized networks

Cette thèse s'intéresse aux problèmes d'allocations des ressources et de puissance dans les réseaux cellulaires de quatrième génération (4G). Pour faire face à la demande continuellement croissante en débit des utilisateurs mobiles, les opérateurs n'ont d'autre choix que de densifier leurs infrastructures d'accès au réseau radio (RAN), afin de maximiser l'utilisation de la bande passante disponible dans l'espace. Un des défis de cette nouvelle architecture est la coexistence de nombreuses cellules voisines et la gestion des interférences co-canal qu'elles génèrent entre elles. De telles contraintes ont amené la communauté scientifique à s'intéresser aux réseaux auto-organisés et auto-optimisés (SON), qui permettent aux réseaux de s'optimiser localement via des décisions décentralisées (sans planification statique). L'intérêt principal de tels réseaux est le passage à l'échelle des algorithmes distribués et la possibilité de s'adapter dynamiquement à de nouveaux environnements. Dans cette optique, nous proposons l'étude de deux problèmes d'allocation de ressources. La première partie de cette thèse se concentre sur l'optimisation de l'usage des ressources, dans un contexte de transmission coordonnée par plusieurs stations de base (CoMP). Les performances de la coordination de stations de base sont évaluées, selon le critère de capacité uniforme, ainsi que le compromis entre l'efficacité spectrale et l'équité entre les utilisateurs. Nous proposons également une méthode généralisée et distribuée de sélection de l'ensemble de stations en coopération, afin d'optimiser le compromis efficacité-équité. Dans une seconde partie, nous nous intéressons à l'optimisation de l'allocation des ressources et de puissance, dans le but de minimiser la consommation électrique du réseau. Nous présentons deux algorithmes dont les décisions sont décentralisées. Le premier est basé sur une optimisation stochastique (via l'échantillonneur de Gibbs) et permet une optimisation globale du système. Le second quant à lui est basé sur l'adaptation de la théorie du contrôle et utilise des modèles prédictifs et la poursuite de cibles pour allouer les ressources et les puissances dans un contexte de canaux et d'interférences dynamiques. Dans de nombreux cas, plusieurs objectifs concurrents sont à considérer pour évaluer les performances d'un réseau (capacité totale, équité, consommation électrique, etc.). Dans le cadre de cette thèse, nous nous efforçons à présenter les résultats sous la forme de compromis multi-objectifs. / This thesis focuses on resources and power allocation problem in the fourth generation (4G) of cellular networks. To face the continuous growth of mobile users capacity requirements, operators need to densify their radio access network (RAN) infrastructure, to maximize the use of the available bandwidth in space. One of the major issues of this new architecture is the proximity of many base stations (BS) and the management of the interference they generate on each other's cell. Such constraints makes scientific community focus on Self-Optimized, Self-Organized Networks (SON) that allow network elements to optimize them-selves through decentralized decisions (no static network planning is required). A major interest of SON is their capability to scale to large and non-organized networks, as well as being able to adapt them-selves dynamically, by using distributed algorithms. In this context, this thesis proposes the study of two resource allocation problems. The first part of this thesis focuses on the optimisation of resource sharing, in the context of coordinated multi-points transmissions (CoMP). Performances of BS coordination are evaluated, using the uniform capacity criterion, as well as the trade-off between total capacity and fairness among users. We also propose a generalized and distributed method to select the set of coordination of BS, to optimize the capacity-fairness trade-off. In the second part of this thesis, we focus on optimizing the transmit power and resource allocation, in order to reduce electric consumption. We present two distributed algorithms: the first one is based on a stochastic optimisation (using Gibbs sampling), and tries to reach the global optimum state through decentralized decision. The second one is based on control theory, and uses target tracking as well as model predictive control to allocate resources and power in a dynamic channel scenario. In many cases, trade-offs are to be maid between opposite objectives when evaluating network performances (total throughput, fairness, energy consumption, etc.). In this thesis, we present most of the network performances using multi-objectives evaluations.

Modelling and design of compact wideband and ultra-wideband antennas for wireless communications : simulation and measurement of planer inverted F antennas (PIFAs) for contemporary mobile terminal applications, and investigations of frequency range and radiation performance of UWB antennas with design optimisation using parametric studies

The rapidly growing demand for UWB as high data rates wireless communications technology, since the Federal Communications Commission (FCC) allocated the bandwidth of UWB from 3.1GHz to 10.6 GHz. Antenna also plays an essential role in UWB system. However, there are some difficulties in designing UWB antenna as compared to narrowband antenna. The primary requirement of UWB antennas is be able to operate over frequencies released by the FCC. Moreover, the satisfaction of radiation properties and good time domain performance over the entire frequency range are also necessary. In this thesis, designing and analysing printed crescent shape monopole antenna, Planar Inverted F-L Antenna (PIFLA) and Planar Inverted FF Antenna (PIFFA) are focused. A Planar Inverted FF Antenna (PIFFA) can be created to reduce the potential for interference between a UWB system and other communications protocols by using spiral slot. The antennas exhibits broadside directional pattern. The performances such as return loss, radiation pattern and current distribution of the UWB antennas are extensively investigated and carried out. All the results have been demonstrated using simulation and experimentally whereby all results satisfy the performance under - 10dB point in the bandwidth of UWB. In addition the miniaturization of MIMO/diversity Planar Inverted-F antenna (PIFA) which is suitable for pattern diversity in UWB applications is presented. This antenna assembly is formed by two identical PIFAs, a T-shaped decoupling structure which connects the two PIFAs and a finite ground plane with a total compact envelope dimension of 50 x 90 x 7.5mm³. The radiation performance of the proposed MIMO antenna was quite encouraging and provided an acceptable agreement between the computed and measured envelope correlation coefficient and channel capacity loss.

Modélisation de la chlorophylle de surface du lagon de Nouvelle Calédonie comme indicateur de l'état de santé de zones récifales côtières

Devant l'intérêt croissant pour l'environnement et la conservation de la biodiversité, comprendre les principaux mécanismes des cycles biogéochimiques ayant lieu dans les écosystèmes coralliens et lagonaires est une priorité. Un modèle 3D couplé physique-biochéochimique a été mis en place sur le lagon de Nouvelle-Calédonie (NC) : un 'hot spot' de biodiversité sous l'influence de divers forçages d'origines naturelles et anthropiques.Les interactions terre-lagon ont été abordées à travers l'étude d'un événement extrême La Nina (2008) qui cause de fortes précipitations, amenant d'importants apports dans le lagon.Les résultats du modèle fournissent une vue synoptique de la réponse biogéochimique-physique du lagon, mettant en évidence que la totalité du lagon fût impacté par les apports des rivières et un hydrodynamisme plus actif, où les concentrations en chlorophylle-a ont été doublées.L'interaction complexe océan-lagon a été abordée à travers la modélisation des processus d'upwelling du Sud Ouest (SO) de la NC. Quatre étés australs ont été simulés, mettant en évidence l'importance des processus d'upwelling qui représentent un important forçage de la production primaire au SO de la NC. Une analyse lagrangienne du transport a montré que les eaux issues de l'upwelling peuvent atteindre le lagon SO sous certaines conditions, un phénomène pouvant avoir des conséquences sur le recrutement larvaire et l'enrichissement du lagon. Le modèle 3D couplé est un outil robuste pour l'étude de cet environnement très variable et complexe. Il peut représenter une aide à la décision des managers ainsi qu'un support d'analyse et de planification d'échantillonnage aux scientifiques. / In view of increasing environmental awareness and biodiversity conservation, understanding the main forcing mechanism driving biogeochemical cycles in coral reefs and lagoon coastal areas is a priority. We used a 3D coupled 'on-line' physical-biogeochemical model on the New Caledonia lagoon : a hot spot of biodiversity under several forcing from climate to human origin.Interactions between land and lagoon were investigated through the study of an extreme event La Niña (2008) that caused heavy rainfalls and large organic and inorganic inputs in the lagoon.Model results provided a synoptic view of the lagoon biogeochemical-physical response, highlighting that the whole lagoon was impacted by river inputs and stronger hydrodynamics were the chlorophyll-a concentration was almost double.The complex interaction between the ocean and the lagoon was investigated through the modeling of the South Western (SW) wind-driven upwelling. Four austral summers (2005-2008) were simulated and results were found to be in good agreement with measured data reported in previous publications, highlighting that upwelling processes represent strong drivers of the primary production in the SW of NC. A Lagrangian transport analysis showed that oceanic upwelled waters were able to reach the South West lagoon under certain conditions, representing an important issue for larvae recruitment and lagoon enrichment. The 3D coupled on-line biogeochemical-physical model was a robust tool to study such complex and highly variable environment. It could represent a support for decision makers to manage coastal areas as well as for scientists to plan sampling strategy or to analyse cruise data.

Contribution à l'estimation d'état et au diagnostic des systèmes représentés par des multimodèles / A contribution to state estimation and diagnosis of systems modelled by multiple models

Nombreux sont les problèmes classiquement rencontrés dans les sciences de l'ingénieur dont la résolution fait appel à l'estimation d'état d'un système par le biais d'un observateur. La synthèse d'un observateur n'est envisageable qu'à la condition de disposer d'un modèle à la fois exploitable et représentatif du comportement dynamique du système. Or, la modélisation du système et la synthèse de l'observateur deviennent des tâches difficiles à accomplir dès lors que le comportement dynamique du système doit être représenté par un modèle de nature non linéaire. Face à ces difficultés, l'approche multimodèle peut être mise à profit. Les travaux présentés dans cette thèse portent sur les problèmes soulevés par l'identification, l'estimation d'état et le diagnostic de systèmes non linéaires représentés à l'aide d'un multimodèle découplé. Ce dernier, composé de sous-modèles qui peuvent être de dimensions différentes, est doté d'un haut degré de généralité et de flexibilité et s'adapte particulièrement bien à la modélisation des systèmes complexes à structure variable. Cette caractéristique le démarque des approches multimodèles plus conventionnelles qui ont recours à des sous-modèles de même dimension. Après une brève introduction à l'approche multimodèle, le problème de l'estimation paramétrique du multimodèle découplé est abordé. Puis sont présentés des algorithmes de synthèse d'observateurs d'état robustes vis-à-vis des perturbations, des incertitudes paramétriques et des entrées inconnues affectant le système. Ces algorithmes sont élaborés à partir de trois types d'observateurs dits à gain proportionnel, à gain proportionnel-intégral et à gain multi-intégral. Enfin, les différentes phases d'identification, de synthèse d'observateurs et de génération d'indicateurs de défauts sont illustrées au moyen d'un exemple académique de diagnostic du fonctionnement d'un bioréacteur / The state estimation of a system, with the help of an observer, is largely used in many practical situations in order to cope with many classic problems arising in control engineering. The observer design needs an exploitable model able to give an accurate description of the dynamic behaviour of the system. However, system modelling and observer design can not easily be accomplished when the dynamic behaviour of the system must be described by non linear models. The multiple model approach can be used to tackle these difficulties. This thesis deals with black box modelling, state estimation and fault diagnosis of nonlinear systems represented by a decoupled multiple model. This kind of multiple model provides a high degree of generality and flexibility in the modelling stage. Indeed, the decoupled multiple model is composed of submodels which dimensions can be different. Thus, this feature is a significant difference between the decoupled multiple model and the classical used multiple model where all the submodels have the same dimension. After a brief introduction to the multiple model approach, the parametric identification problem of a decoupled multiple model is explored. Algorithms for robust observers synthesis with respect to perturbations, modelling uncertainties and unknown inputs are afterwards presented. These algorithms are based on three kinds of observers called proportional, proportional-integral and multiple-integral. Lastly, identification, observers synthesis and fault sensitivity signals generation are illustrated via a simulation example of a bioreactor

Avaliação de métodos paramétricos e não paramétricos na análise da eficiência da produção de leite. / Evaluation of methods parametric and non parametric in the analysis of the efficiency of the milk production.

O objetivo principal do estudo é ofercer uma contribuição metodológica testando os métodos mais usados na análise da eficiência relativa, vis a vis comparando um produtor com um grupo de produtores assemelhados, ou então, um produtor com toda a amostra, como é o caso da fronteira estocástica. Os métodos testados foram o DEA (análise envoltória de dados), a fronteira estocástica e o procedimento de Varian, tendo como objetivo da investigação produtores de leite. Para se testar a hipótese que os produtores de leite são eficientes, quanto à escolha da isoquanta e do ponto que minimiza custo, dada a pressuposição de que os agricultores realizam escolhas corretas, utilizam-se dois grupos de métodos. Os métodos não paramétricos aproximam-se mais do ideal de comparar um produtor com o grupo em que se insere. A base de tecnologia é a do grupo, sem apelo à função de produção. Os paramétricos são mais exigentes, pois pressupõem uma função de produção que tem que ser estimada; porém, são mais ricos e consistentes, no que tange ao teste de hipótese. O DEA é classificado de não paramétrico, porque não propõe uma função com os parâmetros que são estimados. Mas, implicitamente, gera uma função de produção, via programação linear. São menos estruturados que a fronteira estocástica, e mais exigentes que o procedimento de Varian, no sentido de que este não pressupõe qualquer fronteira explícita, como o método da fronteira estocástica, ou fronteira implícita, como o DEA. O DEA e o procedimento de Varian são deterministas, visto não associar aos modelos qualquer estrutura de probabilidade. A fronteira estocástica explicitamente associa ao modelo uma estrutura de probabilidade, pela forma que se define o termo do erro da regressão; desta forma é mais rica em testes de hipótese. Duas amostras foram utilizadas para se testar as hipóteses propostas. A primeira refere-se a um grupo de 143 produtores comerciais de leite, com as propriedades distribuídas nos seis maiores estados produtores do Brasil. A segunda amostra de produtores de leite é composta de 114 observações localizadas no estado de Minas Gerais. O método de Varian foi o que produziu menos distúrios em relação aos insumos ou produto. Estabelece maiores incrementos à renda líquida que a fronteira estocástica e menos do que DEA. Sua solução fica mais próxima daquilo que é factível para cada produtor fazer. O método prescinde do conceito de uma fronteira, reordenando os custos em relação aos produtores que produziram mais e gastaram menos, embora o procedimento de reordenamento requeira programação quadrática. Portanto, é um método aderente à gestão. A fronteira estocástica não objetiva nem aumentar a renda líquida e nem reduzir custos. Seu efeito sobre a renda líquida foi até negativo e produziu um maior distúrbio nos insumos e muito pequeno no produto, o que sempre ocorrerá, quando a função de produção se ajustar adequadamente aos dados. O método Varian foi mais apropriado para testar a hipótese de que os produtores, por tentativa e erro, acabam se localizando na fronteira eficiente, no ponto que minimiza o custo. Uma ves que exige somente que os agricultores racionalizem os custos, obedecendo à regra de racionalização, e passando ao largo da dinâmica de mercado, pela qual os produtores convergem para o custo mínimo, o que pode demandar muito tempo, em função de restrições, inclusive de emprego em outros setores da economia. Com os dados de um ano ou de poucos anos, quando não se pode captar o movimento de convergência, o DEA e a maximização da renda líquida são procedimentos inadequados para testar a hipótese de Schultz. / The objective of the study is test the most applied methods in the analysis of the relative efficiency, purposing the comparation between a producer and a group of resembled producers, or a producer with the entire sample, as the stochastic frontier’s (random border) case. The tested methods were the DEA (Data Envelopment Analysis), the stochastic frontier and the Varian procedure, analyzing mainly milk producers. Looking for testing the hypothesis that the milk producers are efficient, relating choice of isoquant and the cost minimization point, giving the assumption of the producers achieve correct choices, and it was selected two group methods. The non parametric methods (distribution free) is the best approach to compare a producer with its group. The technology basis is supported by the group, without going through the production function. The parametric procedures are more exigent because they assume a production function that has been estimated, however is more consistent to the hypothesis test. The DEA is classified of non parametric approach, because it does not consider a function with estimated parameters, but, implicitly, it generates a production function, using linear programming. Its less structuralized than the stochastic frontier, more exigent than the Varian procedure, considering the sense that this method does not estimate any frontier, explicitly, as the stochastic frontier method (implicit border), or the DEA. The DEA and the Varian procedure are deterministic, not associated with models that hold back some structure of probability. The stochastic frontier is an associate to the probability structure model, since it defines the term of the regression error making richer the hypothesis tests. Two samples had been used to test the hypotheses. The first one takes a group of 143 commercial milk producers, whose farm enterprises were distributed in the six biggest producer states of Brazil. The second is established by a group of 114 milk producers located in the state of Minas Gerais. The Varian method produced little disturb related to the inputs or outputs. The net income obtained was bigger than the stochastic frontier and smaller than the DEA. This solution is near to the decision of producer based on feasible to make. The method requires the concept of a frontier, rearranging the costs in related to the producers that had produced more and spent less, even so, the reordering procedure requires quadratic programming. Therefore, it is a very convenient method of management. The stochastic frontier doesn’t pursue increase in the net income reduce the costs. In this study the effect on the net income was negative and produced larger disturbs in the inputs and smaller in the products. Facts that will always occur when the production function is adjust to the data. The Varian method was more appropriate in testing hypothesis of the producers, using the experiment and error test, locating them in the efficient frontier, where the point minimizes the costs is located. Therefore it demands that the producer rationalize the costs following the rationalization rule, where the producers drive themselves minimum cost. This procedure can demand much time, in function of constraints of the other sectors of the economy. Considering data of one or more years the DEA and the maximization of the net income have been inadequate procedures to test the hypothesis of Schultz, when it cannot collect convergence movement.

A indústria brasileira no limiar do século XXI: uma análise da sua evolução estrutural, comercial e tecnológica / Brazilian manufacturing at the turn of the 21st century: an analysis of its structural, trade and technological evolution

A indústria de transformação, que havia liderado o crescimento econômico do Brasil nas cinco décadas precedentes a 1981 na fase de industrialização, perdeu dinamismo desde início dos anos oitenta. Desde 1981, o produto manufatureiro brasileiro cresceu pouco e abaixo da modesta taxa de crescimento do Produto Interno Bruto (PIB) do Brasil. Com isso, o setor manufatureiro tem contribuído cada vez menos para a formação do PIB brasileiro e encolhido bastante relativo a indústria global, desde 1981 até 2017. Esta pesquisa realiza uma avaliação da estrutura produtiva e tecnológica bem desagregada setorialmente da indústria de transformação brasileira, desse modo, ela oferece um diagnóstico mais detalhado da perda de dinamismo industrial. Esta pesquisa procurou responder as seguintes perguntas: i) os setores manufatureiros diminuíram participação no PIB de maneira uniforme ou foi concentrado setorialmente? ii) os setores intensivos em conhecimento e tecnologia seguem uma trajetória de desindustrialização normal ou prematura? (iii) o tecido industrial do país está mais oco ou rarefeito nos anos 2000? (iv) o país é um montador que faz pouca transformação industrial em algum segmento manufatureiro? (v) os segmentos industriais que mais importaram insumos e componentes são também aqueles que mais exportaram? Ou seja, o Brasil tem uma inserção ativa nas cadeias globais de valor (CGV)? (vi) os setores de serviços são relevantes na realização de pesquisa e desenvolvimento (P&D) no país de modo que a desindustrialização é irrelevante da perspectiva tecnológica? Para responder essas perguntas foram criadas sérias inéditas de longo prazo da participação dos setores manufatureiros no PIB. Também foi obtida uma tabulação especial do IBGE com informações para 258 subsetores industriais que permitiu avaliar o grau de adensamento produtivo deles. E por fim foram utilizados dados das Contas Nacionais do Brasil, das matrizes de insumo-produto e de investimento setor por setor para fazer um retrato setorial da produção e uso de P&D, através de técnicas de insumo-produto. Os resultados encontrados permitem concluir que o desenvolvimento industrial brasileiro está estagnado desde 1981 e a manufatura apresenta uma retração de longo prazo do produto manufatureiro real per capita. Esta pesquisa também apresentou uma abordagem setorial da desindustrialização pelo PIB de forma inédita, revelando que parte da desindustrialização brasileira é normal (ou esperada) e parte é prematura (e indesejada), dado o nível de desenvolvimento do Brasil. A desindustrialização prematura ocorreu nos setores intensivos em tecnologia, que também possuem baixo grau de adensamento produtivo ao importar parcela substantiva dos insumos e componentes intensivos em P&D. Também foi constatado que o Brasil se insere de forma passiva nas CGV, pois as classes industriais que mais importaram insumos e componentes não exportaram. Por fim, os setores de serviços - que ganharam bastante peso no PIB nas últimas décadas - conduzem no Brasil poucos investimentos em P&D e em menor magnitude que os setores manufatureiros. Portanto, da perspectiva tecnológica, a prematura mudança estrutural rumo aos serviços tem implicações relevantes quanto ao progresso tecnológico futuro do Brasil. / Brazilian manufacturing sector, which had led Brazil\'s economic growth in the five decades preceding 1981 in the industrialization phase, lost dynamism since the early 1980s. Since 1981, Brazilian manufacturing product grew slightly below the modest growth rate of Brazil\'s Gross Domestic Product (GDP). With this, manufacturing sector has contributed less and less to the formation of the GDP. Brazilian manufacturing sector has also shrunk a lot relative to the global manufacturing from 1981 to 2017. This research makes an evaluation of the productive and technological structure well disaggregated sectorally of the Brazilian manufacturing industry, thus offering a detailed diagnosis of the loss of industrial dynamism. This research sought to answer the following questions: i) have the manufacturing sectors decreased their share in GDP uniformly, or have been sectorally concentrated? ii) are knowledge and technology intensive sectors following a trajectory of normal or premature de-industrialization? iii) are the production chains of the country more hollow or rarefied in the 2000s? iv) is the country an assembler who does little industrial transformation in some manufacturing subsector? v) are the manufacturing subsectors that more imported inputs and components also the ones that more exported? That is, Brazil has an active insertion in global value chains (GVC)? vi) are services sectors relevant in conducting research and development (R&D) in Brazil so that de-industrialization is irrelevant from the technological perspective? To answer these questions, the author created an unpublished long-term series of the participation of manufacturing sectors in GDP. A special tabulation of Brazilian Institute of Geography and Statistics was also obtained, with data for 258 manufacturing subsectors, which allowed evaluating the degree of productive densification. Finally, data from Brazil\'s National Accounts, input-output matrices, and investment matrices were used to make a sectoral portrait of the production and use of R&D, through input-output techniques. Results showed that Brazilian manufacturing development is stagnant and occurs a long-term retraction of real per capita manufacturing output since 1981. This research also presented a sectoral approach to deindustrialization by GDP in an unpublished way, reporting that part of Brazilian deindustrialization is normal (or expected) and part is premature (and undesirable) given the level of development of Brazil. Premature deindustrialization occurred in the technology-intensive sectors, which also have a low degree of productive densification by importing a substantial portion of the inputs and R&D-intensive components. It was also observed that Brazil inserts passively in the GVC since the manufacturing classes that more import inputs and components do not export. Finally, service sectors - which have gained considerable weight in GDP in recent decades - conducted little investment in R&D in Brazil and to a lesser extent than manufacturing sectors. Therefore, from the technological perspective, the premature structural change towards services has relevant implications for the future technological progress of Brazil.
