集村興建農舍之制度經濟分析 / Institutional Economic Analysis of Cluster Farmhouse

自民國89年起政府將農地政策明訂為「落實農地農用」之方向,為配合此一目標而建立「集村農舍制度」,農舍議題遂成為各方矚目之焦點。由於農舍興建與「農地利用」、「農村景觀」與「農民生活」等議題關係密切,且實際的集村農舍制度規則與執行因涉及制度參與者互動情形,而影響制度執行與最後目標之實現。惟既有的集村農舍研究多以個別觀點,從管制與被管制者的政策、法律保留原則或住宅管制等面向切入,就制度實際運作情形甚少著墨,對於整體制度問 題亦無深入探討,而研究結果多僅表示贊同或反對意見,無法針對集村興建農舍制度獲得較完整的分析。爰此,本研究透過新制度經濟之觀點,探討集村興建農舍之主要制度理念、正式規則之制度環境、及主管農舍業務組織間制度安排問題,並以「新竹湖口」與「雲林斗六」兩個集村案例,進行案例分析與實地訪查,利用與相關承辦人員深度訪談等研究方法,檢驗目前制度之執行與其保護優良農地落實性。再者應用具動態性之制度變遷理論分析,探討我國加入WTO之調整與民國89年總統大選等重要政經因素對於集村農舍制度之影響。最後依據研究結論,對目前集村農舍制度問題提出對策與政策建議,希冀未來集村興建農舍之規則與執行更能落實保護優良農地之理念。本研究之主要結論與建議如下: 一、研究結論 (一) 集村農舍制度因加入WTO之調整與總統大選等政經因素影響,減弱保護優良農地之制度理念的落實性,呈現不合理的制度變遷趨勢。 (二) 規則欠缺農地利用面與引導農舍區位面之管制等制度環境問題,以及農地與農舍管理組織間業務重疊與職權模糊等制度安排問題,產生制度無效執行,甚至出現耗損優良農地資源之情形。 (三) 以「湖口」與「斗六」兩集村案例歸納其共同現象,目前集村興建農舍制度並未實質照顧農民,亦未能達到保護優良農地之制度目標,須加以研議調整。 二、政策建議 (一) 「落實制度理念」-降低建商介入炒作影響制度理念落實的可能、增加落實制度理念之依據、檢討「專案分割」對制度理念落實之影響。 (二) 「合理的制度環境」-使務農者成為制度主體、提升誘因機制之質量。 (三) 「有效的制度執行」-地方政府組成集村申請案審查小組、農地利用計畫報請農委會審查列管、加強地方審查人員對於集村制度理念之宣達與執行審查業務教育。 (四) 近程與中長程措施 1. 近程建議-明確釐清農舍之定位與推動「示範集村農舍」計畫 2. 中長程建議-調整制度方向為「以集村方式興建為主」 / Central government has defined the enforcement of farmland for agricultural use as the national farmland policy since 2000. In order to fit the objective of the policy, the central government adopts the institution of cluster farmhouse. The problems of farmhouse cause public attention because it raises other issues, such as ' utilization of farmland ', ' rural landscape ' and ' farmer's life. The enforcement of cluster farmhouse institution involves the interaction of the actors, which subsequently influence the realization of the ultimate goal. The existing studies on cluster farmhouse focus mainly on the viewpoints of the owners and regulators of farmland, the principal of law reservation or housing control. In contrast to existing studies, this study, based on the concept of Institutional Economics and deep interviews with the relevant officers who take charge of the cluster farmhouse, investigate the institutional environment; institutional arrangement and enforcement of cluster farmhouse. The political and economy factors that influence the institution will be explained. Finally, a prospective promise of improvement for cluster farmhouse will be provided. The main conclusions and policy suggestions are as follows: 1. The institutional change of cluster farmhouse is deeply influenced by the political economic factors such as to join WTO and to run presidential election which subsequently affects the implementation of the institution. 2. The institutional environment of cluster farmhouse which lacks the consideration of farmland use, location of farmhouses and its institutional arrangement results in its enforcement deviated from the original concept. 3. In essence, cluster farmhouse, from the two cases in this study, has not really looked after farmers. The institution also unable to reach its goal of protecting good farmland at present. 4. Policy recommendations: (1)To reduce the possibility for building traders becoming as a leading role in the process of cluster farmhouse . (2)To make the people who engage in farming become the subject of the institution, and enhance the quality of the incentive mechanism . (3) To promote the concept of cluster farmhouse more rigorously, and thoroughly educate people more on the regulation of enforcement and examination . (4)To clarify the role of farmhouse and to give an good example of cluster farmhouse, and then to modify the regulation for building the cluster farmhouse instead of individual farmhouse .

Essais sur les Investissements Publiques, Mécanismes de Financement et Croissance dans les Pays en Développement : Interactions et Rôle des Facteurs Structurels / Essays on Public Investment, Financing Mechanisms and Growth in Developing Countries : Interactions and Role of Structural Factors

Cette thèse vise à étudier les liens entre les investissements publics, le mode definancement et la croissance économique, tout en mettant en exergue le rôle des conditionsstructurelles. Premièrement, dans un scenario d’amélioration des conditions structurelles(mesurées par l’efficience et la capacité d'absorption de l’économie) comparé à un scenario debase, nous montrons que le potentiel de croissance est supérieur comparé au scenario de base. Parconséquent, la stabilisation de la dette ne nécessite pas des ajustements budgétaires douloureux.Deuxièmement, à travers un scénario d'investissement agressif sur la base d’emprunts nonconcessionnelsen anticipation des revenus futurs du pétrole, nous constatons l’occurrence decontraintes liées à la capacité d'absorption et partant l’effet adverse du syndrome hollandais sur lacroissance du PIB hors pétrole. En outre, des réformes structurelles qui résorberaient lescontraintes liées à l’inefficience et à la capacité d'absorption se traduiraient par une augmentationimportante et durable du capital public. Cela entrainerait une croissance supplémentaire du PIBhors pétrole. Troisièmement, nous montrons que les délais d’exécution peuvent contrer l’effetclassique selon lequel une augmentation de l’investissement public entraine un effet richessenégatif dans le long terme. Aussi, une productivité élevée de l’investissement public peutsubstantiellement créer un effet richesse positif dans le long terme, stimuler la production etpermettre à la consommation et à l’investissement privé de baisser moins. Finalement, noussimulons l’impact des dépenses publiques d’éducation sur la pauvreté au Burkina Faso en utilisant2 mécanismes d’ajustement fiscal : la taxe directe et la taxe indirecte. Les simulations montrentqu’une augmentation uniforme de 40 pourcent des dépenses publiques dans l’éducation primairefiancée par les deux mécanismes de financement améliore non seulement le bien-être maiségalement entraine une baisse de la pauvreté chez tous les types de ménage. Toutefois, lefinancement par la taxe indirecte conduit à un résultat inférieur comparé au financement par lataxe directe. / This dissertation seeks to study the public investment-financing-growth linkages whileeliciting the role of structural economic conditions. First, through an alternative scenario ofimproved structural economic conditions (efficiency and absorptive capacity) and comparing witha baseline scenario, we find that the growth potential is higher than the baseline. Consequently,stabilizing debt does not require painful fiscal consolidation. Second, through an aggressiveinvestment scaling-up scenario that builds on commercial borrowing in anticipation of future oilrevenue, we find that the economy is subject to absorptive capacity constraints and ultimately toDutch disease effects that affect negatively the non-oil GDP growth in the short run. Moreover,we find that structural reforms that address absorptive capacity constraints and inefficienciestranslate into sizable and sustainable increase in public capital. This in turn has a positive spillovereffect in terms of additional growth in the non-resource GDP. Third, we find that implementationdelays can offset the standard negative wealth effect from an increase in government investmentspending in the long run. Also, high-yielding public investment can substantially create positivewealth effect in the long run, raise output and enable private consumption and investment to fallless. Finally, we simulate a 40-percent across-the-board increase in public spending for primaryeducation, financed by an increase in taxes on household income and indirect taxes. We find thatthe two financing mechanisms, not only leads to an increase in the welfare but also to a decline inthe incidence of poverty for all household types. However, the indirect tax-based financing leadsto smaller outcomes compared to the income tax-based financing.

Drivers of manufacturing performance in medium and large scale firms in Ethiopia (evidence from Addis Ababa and its periphery)

Manufacturing performance measures the extent to which the manufacturing plant has built capabilities like low cost, high quality, delivery, and flexibility. The importance of identifying drivers of these capabilities has been underscored by many scholars although limited evidence exists so far regarding this issue. The available evidence is also primarily based on data obtained from manufacturing firms operating in developed and emerging economies and not from firms in developing economies. This study, therefore, bridges this gap by exploring key internal and external drivers of manufacturing performance taking evidence from the manufacturing sector of a developing economy - Ethiopia. A quant-emphasis mixed method approach was used along with cross-sectional survey design to gather data and answer the research questions in the study. The unit of analysis is the manufacturing plant, and hence primary data was collected using multidimensional questionnaires at plant level from 197 medium and large scale firms from Addis Ababa and its periphery. Secondary data was obtained from census reports, the country’s Growth and Transformation Plan (GTP), and report on the performance of the Ethiopian economy, which were analyzed qualitatively and the implications to manufacturing performance drawn in the study. A series of scale checks and analyses were made to test unidimensionality, reliability, and validity of measures and then structural equation modeling (SEM) was used to analyze hypothesized relationships. The main finding is that environmental dynamism significantly influences competitive priorities and firm’s strategic orientation, which in turn significantly influence manufacturing decisions. Structural and infrastructural manufacturing decisions eventually significantly influence manufacturing performance when firms place increased emphasis on quality or delivery. The competitive priorities also significantly influence external learning capability of the manufacturing plant, although the influence of strategic orientation on this variable was not significant even at the 0.1 level except in the delivery priority model. Both the competitive priorities and strategic orientation, however, play little role in guiding leadership practices of manufacturing managers. The study further indicates that government support directly influences manufacturing performance, though it does not significantly influence external learning capability. Based on the findings, it is suggested that manufacturing firms should give due attention to what is going on in their external environment and accordingly align their competitive priorities, strategic orientation, and investments in structural and infrastructural resources to enhance plant performance. They should exhaustively utilize the supports provided by government as well. / Business Management / D.B.L.

Besides, the biogas originated by swine manure is presented as an alternative to the Brazilian energy deficit in a global scenario of increasing concern about the impact of the consumption of fossil fuels on the environment. Among the environmental impacts caused by the swine industry that stands out is the contamination of water courses, which may occur directly, through the release of waste into rivers, streams or lakes and, indirectly, through runoff in pastures and crops fertilized with manure, however, when relocated, can generate income and improve the environment with the use of fertilizer and biogas, allowing alternative energy in rural areas and minimizing environmental impact. The viability of the biogas energy recovery depends substantially on the scale of projects, it also appears competitive when compared with fossil fuels used in industry and transport sector. Despite the existing incentive mechanisms to the energy use of biogas, and incentives for alternative sources of renewable energy in Brazil, several regulatory barriers, institutional, economic and technological hinder the effective utilization of this source. Thus, this study indicates the need for greater coordination between the different spheres of government, private sector and research institutions and development to formulate effective policies to promote better energy use of biogas in Brazil. The principal measures to achieve these objectives include free access of energy renewables to the electricity market, measures of fiscal and financial incentives and efforts in research, development and demonstration. / Este trabalho tem como finalidade analisar o ambiente institucional do biogás, a partir dos conceitos da Nova Economia Institucional (NEI), abordando o conjunto de normas, leis, legislação e demais ações que irão delimitar a influência dos agentes econômicos, as políticas públicas voltadas para essa fonte alternativa de energia, a qual poderá gerar renda e desenvolvimento, e assim proporcionar a exploração econômica e promover a competitividade. Ademais, o biogás oriundo do dejeto suíno, apresenta-se como uma alternativa para o déficit energético brasileiro num cenário mundial de preocupação crescente sobre o impacto do consumo dos recursos fósseis sobre o meio ambiente. Dentre os impactos ambientais causados pela suinocultura o que mais se destaca é a contaminação de cursos d água, que pode ocorrer de forma direta, através do lançamento dos dejetos em rios, córregos ou lagos e, de forma indireta, através do escoamento superficial em pastagens e lavouras adubadas com os dejetos, no entanto quando remanejado, pode gerar renda e melhorar o meio ambiente, com o uso do biofertilizante e do biogás, viabilizando alternativas energéticas no meio rural e minimizando o impacto ambiental. A viabilidade do biogás com o aproveitamento energético depende substancialmente da escala dos projetos, este também se mostra competitivo quando comparado aos combustíveis fósseis utilizados na indústria e no setor de transporte. Apesar dos mecanismos de incentivo existentes ao aproveitamento energético do biogás, e incentivos às fontes alternativas renováveis de energia no Brasil, diversas barreiras regulatórias, institucionais, econômicas e tecnológicas dificultam o efetivo aproveitamento desta fonte. Assim, este trabalho indica a necessidade de uma maior coordenação entre as diferentes esferas do governo, o setor privado e instituições de pesquisa e desenvolvimento à formulação de políticas efetivas para promover o melhor aproveitamento energético do biogás no Brasil. As principais medidas para atingir esses objetivos incluem o livre acesso das energias renováveis ao mercado de eletricidade, medidas de incentivos fiscais e financeiros e esforços em pesquisa, desenvolvimento e demonstração.

Institutional support for the internationalization of Swedish Small and Medium-Sized Enterprises. : A Study of the Kalmar Region

Extant research concludes that SMEs tend to be highly dependent on the local institutional environment when internationalizing. In relation to that, international business literature accentuates the lack of studies that aim to understand how government support influences SMEs' international business performance. This further justifies the current inquiry for conducting more diverse scientific research in order to better describe and evaluate how governments should apply and effectively utilize their support toward internationalizing SMEs. Based on that, the aim of this study was to first identify the approaches that Kalmar based SMEs undertake to internationalize. Second, to identify the current initiatives implemented by the local governmental agencies toward the internationalization of these firms. Third, to identify how the governmental agencies in Kalmar could potentially improve the internationalization support towards the local SMEs. By fulfilling these aims this study was able to answer the overarching research question of How could the Swedish governmental agencies better contribute to the development of the internationalization process of their SMEs at the regional level? International business literature, internationalization process theories in combination with the available knowledge concerning the local institutional environment were utilized to conduct a thorough theoretical base for this study. The theoretical base laid the foundation for the constructed conceptual framework that was later utilized to collect and analyze data derived from five local SMEs and four key governmental agencies. This research project implemented a qualitative methodology and a multiple case study design. The data were collected through ten semi structured interviews. As an outcome, the findings of this study concludes that the identified prevailing internationalization process traits in combination with the uncovered improvement elements for governmental internationalization support, positively influence the configuration between the SMEs internationalization and the local institutional environment. This further contributes to achieving understanding concerning how Swedish regions could foster the internationalization process of their SMEs. Finally, to the best of the authors’ knowledge, this is one of the first studies to address the issue of governmental endeavors toward the internationalization process of Swedish SMEs.

The purpose of this study is to have an in-depth understanding of the importance of the institutional environment for financial development in 43 Sub-Saharan African countries during the years 2004-2018. Using new institutional economic theory (NIE) we study how the four institutional factors Control of Corruption, Rule of Law, Political Stability and Absence of Violence, and Voice and Accountability affect financial development. We also survey how the effect of institutional factors varies when there are either high, medium or low levels of corruption. Empirical results show a positive linear relationship between all institutional factors and financial development. However, when corruption levels are high the correlation between institutional factors and financial development varies and has a weak linear relationship. Inferential statistics results from a fixed effect regression model with robust standard errors shows; when we control for the financial environment, Political Stability and Absence of Violence is the only indicator for the institutional environment that has a positive significant effect on financial development. We thereby conclude that the institutional environment, mostly political institutions, are important for financial development. / Syftet med denna studie är att få en djupgående förståelse av institutionell miljö för finansiell utveckling i 43 Subsahariska afrikanska länder för åren 2004–2018. Med hjälp av den nya institutionella ekonomiska teorin undersöker vi hur de fyra institutionella faktorer Kontroll av Korruption, Rättsstat, Politisk Stabilitet och Frånvaro av Våld och Röst och Ansvarsskyldighet påverkar finansiell utveckling. Vi undersöker också hur effekten av institutionella faktorer varierar när det finns hög, medium eller låg nivå av korruption. Empiriskt resultat visar ett positivt linjärt samband mellan alla institutionella faktorer och finansiell utveckling. Däremot, när korruptions nivåerna är höga är korrelationen mellan institutionella faktorer och finansiell utveckling varierar och har ett svagt linjärt samband. Resultatet från inferentiell statistik med fixed-effektregressionsmodell med robust standardfel visar att; när vi kontrollerar för den finansiella miljön, kvarstår endast Politisk Stabilitet och Frånvaro av Våld som en indikator för institutionell miljö som har en positiv signifikant effekt på finansiell utveckling. Vi konstaterar därmed att institutionell miljö, särskilt politiska institutioner är viktiga för finansiell utveckling.
