Probleminiams klausimams atsakyti nagrinėjami darnaus vystymosi strategijos įgyvendinimo teoriniai aspektai, kurie atskleidžiami apibūdinant darnaus vystymosi koncepciją viešojo valdymo kontekste bei identifikuojant strateginio valdymo vaidmenį jai. Taip pat probleminiams klausimams atsakyti buvo atliekamas Nacionalinės darnaus vystymosi strategijos įgyvendinimo institucinės dimensijos aspektu tyrimas. Tyrimas atliktas remiantis kokybiniu dokumentų turinio analizės metodu, pasitelkiant lyginimo, sisteminimo, apibendrinimo ir grupavimo metodus. [toliau žr. visą tekstą] / Bachelor's thesis has investigated the implementation of the National Sustainable Development Strategy in the aspect of the institutional dimension based on the study of the case of the Lithuanian Hydro Meteorological Service under the Ministry of the Environment (LHMS). The main work dealt with problematic issues: What are the peculiarities of the National Sustainable Development Strategy? What are the preconditions for the implementation of the institutional National Sustainable Development Strategy? What is the role of the LHMS in the context of the National Sustainable Development Strategy implementation? To answer all the issues the theoretical aspects of the implementation of the sustainable development strategy are investigated and disclose the concept of sustainable development in the context of public management and identifying strategic management role for her. Also, to answer all the problematic questions the research of implementation of the National Sustainable Development Strategy in the aspect of institutional dimension was carried out. The research was based on the qualitative analysis of content of documents through comparison, systematization, generalization and grouping. La qualification pénale est classiquement considérée comme une sous-catégorie de la qualification juridique et partage avec elle la même définition et les mêmes caractéristiques. Elle est effectivement conçue comme une opération intellectuelle et, par voie de conséquence, elle est pensée dans sa dimension individuelle. L’opération de qualification apparaît ainsi comme une traduction des faits en droit par la mise en œuvre du langage juridique. Le chercheur qui entend faire de la qualification pénale son objet d’étude est nécessairement confronté à des disciplines qui lui sont peu familières telles que la linguistique ou la psychologie cognitive. Pour contourner les difficultés inhérentes à ces disciplines, il est possible d’opérer un changement de paradigme dans l’approche de la qualification pénale. Elle peut être envisagée sous l’angle du processus. Cette notion permet de rendre à la qualification pénale sa dimension institutionnelle et de l’envisager comme le produit des micros-décisions prises par des acteurs en réseau. Leurs actions respectives constituent les différentes phases de ce processus complexe qui aboutit in fine à la dénomination pénale d’une situation. La présente recherche se propose de mettre en œuvre la notion de processus de qualification pénale dans les contentieux de masse, domaines propices à l’observation des pratiques de qualification. L’analyse de ces pratiques, observées à partir des travaux empiriques, a permis de vérifier l’hypothèse selon laquelle la qualification pénale se construit en réseau. Elle apparaît alors comme le produit de la rencontre des divers acteurs aux prises avec des objectifs et des contraintes institutionnelles. De l’évènement à l’exacte qualification, la dénomination pénale est le fruit d’un processus multifactoriel. / Criminal qualification is conventionally considered as a sub-category of the legal qualification and shares with it the same definition and the same characteristics. It is actually conceived as an intellectual operation and, as a consequence, thought out in its own dimension. This qualifying operation appears as a translation of the facts in law by the use of legal language. The researcher who intends using this qualification process as his purpose of study is necessarily confronted with subjects that are unfamiliar to him such as linguistics and cognitive psychology. To circumvent the difficulties inherent to these subjects, it is possible to make a paradigm shift to the approach of the criminal qualification. It can be forseen in the terms of the process. This concept allows to give the criminal qualification its institutional dimension and to consider it as the product of micro-decisions of actors in a network. Their respective actions form different stages of this complex process which ultimately leads to the criminal definition of a situation. This research proposes to implement the concept of process of criminal qualification in mass litigation, areas that are favorable to the observation of qualification practices. The analysis of these practices observed from empirical work has permitted to verify the hypothesis that criminal qualification is formed through networking. It therefore appears as the product of various actors/participants dealing with objectives and institutional constraints. From the concept to the exact qualification, criminal designation is the result of a multifactorial process.

Esse estudo tem como objetivo a realização de um estudo de caso sobre a dimensão institucional da internacionalização na Universidade Federal do Rio Grande do Sul. Buscando enfatizar a importância do tema da internacionalização no ensino superior, inicialmente apresentou-se a relação existente com o processo de globalização com vistas ao entendimento dos efeitos decorrentes destes processos na forma de organização interna das universidades. Com o objetivo da contextualização e definição teórica do estudo, apresentou-se uma síntese dos principais modelos teóricos de autores que têm tratado do processo de internacionalização no ensino superior com abordagens da dimensão institucional. Assim, o estudo procura enfatizar o entendimento de como este processo vem sendo desenvolvido na UFRGS, a partir das concepções de internacionalização adotadas, bem como, das características da atual estrutura das ações internacionais. Fez parte da pesquisa o estudo de cinco programas de pósgraduação considerados de excelência pela Universidade e que possuem reconhecida atuação internacional. A apresentação da síntese da atuação das gestões da Universidade relativa ao tema da internacionalização no período 1993 a 2011, da criação e atuação da Secretaria de Relações Internacionais e dos cinco programas de excelência, dos dados da mobilidade discente e docente e da cooperação internacional da UFRGS, foi viabilizada pelo uso das seguintes fontes de evidência: informação documental, registros em arquivo e entrevistas com representantes-chave da Universidade e dos programas de excelência. Relativo à estratégia analítica adotou-se a proposição do modelo teórico do círculo da internacionalização para a criação da cultura de integração a partir das nove etapas do processo, a saber: análise do contexto, consciência, comprometimento, planejamento, operacionalização, implementação, revisão, reforço e efeito de integração. Tendo por base tais fatos, concluiu-se o estudo com duas principais constatações. A primeira de que a concepção de internacionalização ainda é pouco clara na UFRGS e a segunda de que ainda não há um processo institucionalizado tendo por base a realidade dos programas avaliados e as características da estrutura da Universidade que indica a existência da fragmentação. / This study aims to carry out a case study on the institutional dimension of internationalization at the Universidade Federal do Rio Grande do Sul (UFRGS). On the analytical strategy adopted the proposition of the theoretical model of the internationalization of the circle to create a culture of integration from the nine stages, i.e.: context analysis, awareness, commitment, planning, operationalise, implementation, review, reinforcement and integration effect. Based on these facts, it is possible to conclude the study with two main findings. The first that the concept of internationalization is still unclear at UFRGS and second that there is not yet an institutionalized process based on the reality of the programs evaluated the characteristics and structure of the University that indicates the existence of fragmentation.

Nesse sentido, o presente trabalho tem como objetivo descrever e analisar o capital social em quatro municípios baianos (Apuarema, Nova Ibiá, Piraí do Norte e Presidente Tancredo Neves), mais particularmente nas suas dimensões cívica e institucional. Pretende também analisar aspectos do Programa Fome Zero e sua possível influência no desenvolvimento do capital social nos municípios estudados, tendo como idéia condutora a teoria do autor Robert Putnam sobre o capital social e os indicadores apontados por ele em seus estudos sobre a Itália Moderna. Apresenta, como metodologia, a pesquisa qualitativa descritiva, e demonstra, enquanto resultados, a situação dos municípios trabalhados, com relação às dimensões cívica e institucional, e os aspectos do Programa Fome Zero que possam ter agregado valor ao capital social dos quatro municípios. / Salvador
